Safety checks at Norfolk Southern are the subject of this report in the WSJ. The derailment of a freight train leading to spill of toxic chemicals in Ohio on Feb 3, 2023, led to concern about the safety practices at American railroads in the efforts to cut costs. The National Transportation Safety Board has opened a probe into the safety culture and practices of Norfolk Southern. One practice called PSR or precison scheduled railroading has been used by railroads in America to cut costs. This means fewer employees, longer freight trains as long as 3 miles, and fewer locomotives. The result is that employees count went down from 159,000 in 2011 to 115,000 in 2021 a drop of 28% even when freight dropped by 11%. This increased profits resulting in higher dividends and stock buybacks, with a heavier workload and less time off  even for sick days until a threatened strike. President Biden intervened to set a new pay and work deal and an element of fairness for workers. ...

Daniel Barenboim on Beethoven's Ninth Symphony. It was performed 200 years ago. The Ode to Joy section of the Ninth is the anthem of the European Union. Originally Beethoven wanted to dedicate it to the ideals of the French Revolution. Beethoven struggled with hearing loss after 1812. Many of his works were written during the period in Bonn around 1780-1792 in Bonn near Cologne where he was born, followed by his period in Vienna composing works for the Viennese court. He was a contemporary duringthe Napoleonic period of Mozart, Haydn, and the writer Goethe who was from Frankfurt. Because of struggles with his hearing loss Beethoven's symphonies record both the highs and the lows, the triumphs and the periods of loss, the nature of the human condition in a period of great social and economic awakening in Europe that led to the Industrial Revolution and modern Europe.

Karl Rove, who guided the George W. Bush election campaigns, says why the U.S. presidential race is not over after the Romney gaffe about the "47%" who would always support Obama because of dependency on the government for benefits. He points to the situation facing Reagan- a useful reminder of how difficult it is to know which way the presidential race will turn. As a Hollywood actor, Reagan with the new idea of supply side economics- considered "voodoo economics" by George Bush, his rival in the primaries- was seen with skepticsm before the election. Rove cites Gallup polls at the time, showing in mid-Sept. 1980 Jimmy Carter leading Ronald Reagan by 44% to 40%. By late October 1980 polls showed Carter ahead 47% to 39% for Reagan. On Election Day this turned to where Reagan won by nine points. A more revealing figure about the real feelings about the electorate in Rove's view is that in the past month in only 9 of 83 national polls and daily tracking surveys does Obama reach 50%, and the average is 47%. And the economy still shows high unemployment, enough for the Federal Reserve's Bernanke to announce a QE III program for support....

Readers of the NYT reflect on the Syria-Iraq conflict and the experience in Vietnam. Stuart Gottlieb, who teaches American foreign policy and international security at Columbia University, describes Logevall and Goldstein's Vietnam analogy for Syria as a situation on how one can go wrong by relying on historical reference when new thinking is required based on existing challenges. Others point to the situation in Vietnam as Kennedy's war with 16,000 advisors already on the ground. Kennedy's words "let every country know whether it wishes us well or ill, that we will support any friend, oppose any foe...," were part of the Cold War in the early sixties that Kennedy inherited from Eisenhower and Truman starting with a Communist Iron Curtain falling over Eastern Europe and threatening Western Europe. The situation today is quite different in a Middle East with little to do with Russia and China, at the same time sectarian with Sunni and Shia, and aspirations of Arab people for freedom from dictatorships....

Anglela Merkel's debt brake inthe German Constitution and the attitude for debt brake of Lindner's FDP in the Scholz coalition since 2021 have led to underinvestment in public infrastructure. India's Supreme Court rules on Aadhaar, India's biometric identification program, saying privacy is a fundamental right. Aadhar was started in 2009 as a way to help the poorest citizens and prevent leakage of fuel and food subsidies, and to fight corruption. Using biometric technology the government of prime minister Modi has extended the program as a way to build a database of digital fingerprints, iris scans of most of India's 1.2 billion people as part of a way to extend this into a national id card system for driver licenses, bank accounts, travel on Indian railways, making financial transactions. The government contends that privacy is not a fundamental right in a poor country where most citizens suffer from corruption and leakage of services and subsidies, given that basic safeguards against abuse are introduced. The Court's decision says privacy rights should be taken into account against surveillance by the state and for protection of data, and that it was part of the intrinsic rights of citizens to life and liberty. ...

The German car market has shrunk 19% vs 1992. Its at 3.148 million new car registrations in 2007, a drop of 9.2% from 2006. The new car market is declining in both Germany and Japan which is why we should see more emphasis on Eastern Europe and Russian market in the European area, and on emerging country markets especially in Asia in the years ahead, a process already underway. Foreign car makers from Europe and the USA will face competition from the likes of Cherry in China and Tata in India with aggressive price competition. The most effiicent and innovative producers will survive because even though these are emerging markets the buyers will be looking for the best design, quality and technology, and will have good knowledge of prices and what is offered by competitors.

States in Germany that have imposed quarantine and lockdown are Bavaria, Saarland, Rhineland-Palatinate., Hamburg, Lower Saxony, and Hesse. People are asked to stay inside unless going to the doctor or supermarket.  Bavaria where Munich is located reported few violations. Following the events in Charlottesville where a car drove into protesters, president Trump's remarks seemed to equate the actions of white supremacists to protesters. This has led to strong criticism from the business community with most business leaders withdrawing from the president's advisory councils from the business community- the Strategy and Policy Forum,  and Manufacturing Council. This includes the CEO's of Johnson and Johnson, Merck, JP Morgan Chase, GM, GE, 3M, and other companies. In his response president Trump disbanded both councils. JP Morgan Chase CEO Dimon said of the president's remarks- 'Constructive economic and regulatory policies are not enough and will not matter if we do not address the divisions in our country." Members of these councils had hoped to use their presence to have a voice. Yet by August 2017, 6 months into the Trump administration this appears to be changing, with CEO's of many companies expressing the view that the Republican policies favoring business would not matter if the basic consensus on tolerance and openness and what the U.S. stands for is allowed to deteriorate. ...

President Obama will nominate Jacob Lew for Treasury Secretary to replace Timothy Geithner. In making this decision Obama stayed within his close advisors. Lew has held firm in budget negotiations, at one point walking out, and at another point in negotiations of the last two years saying flatly Medicaid is off the table. This signals Obama is not going to give in to Republican demands without a fight. In picking the 57 year old Lew, Obama is choosing someone who has substantial experience in budget matters and in working with Democratic leaders, all the way back to working with Speaker Tip O'Neill from the Reagan days. He was head of the Office of Management and Budget, and is currently White House Chief of Staff. He was chief operating officer of Citi Global Wealth Management and Citi Alternative Investments for 2 years, which suffered large losses in the 2008 financial crisis, but was not closely involved in the way decisions on investing were made. He was brought to Citigroup by Robert Rubin, a former Treasury Secretary under Clinton....

Randall Quarles, a Republican Treasury official in both Bush administrations, is the choice for Fed Governor and Fed vice chair for supervision. He will be when nominated the senior person in charge of supervision of banks, a role played by Fed's Daniel Tarullo during the Obama administration. He has supported the view in favor of postcrisis regulations, yet warned against raising the cost of bank credit by requiring a big increase in bank capital. Financial firms in the U.S. S&P 500 are expected to increase 4th quarter 2013 profits over prior year by 24%, according to FactSet. Increase in long term interest rates increases the spread between short term rates that banks borrow at and the long term rates at which banks lend, easing the pressures on bank's net interest margin that were present as the Fed lowered rates. Prospects of recovery and increased lending improves the prospects for banks in 2014.

The personal savings rate which fell below zero during the housing bubble went up to 6.9% in May, according to Commerce Department numbers. This is the highest it has been since December 1993. Consumer spending posted asmall increase, personal consumption up 0.3% in May after falling the previous 2 months. The rise in personal incomes in May was 1.4%, according to the Commerce Department. Consumer attitudes also rose for the fifth month in June, up to 70.8 in June from 68.7 in May acording to the Reuters-University of Michigan consumer survey. But the survey also shows amajority saying their financial situation had worsened with job losses, fewer hours of work, or income declines.
