Jerry Brown is likely to get a fourth term as Governor of California. Brown's focus is on a Water initiative, Proposition 1, and an initiative for a rainy day fund, Proposition 2, for the state. His campaign spending of only $500,000 suggests that he prefers to make his legacy with the right actions for the state. Proposition 1 addresses the water problems in the state which is facing a long drought. It is a water bond that will invest $7.1 billion on water storage and recycling, watershed management and loans to regional water management projects. Proposition 2 addresses the second major problem in the state of California- the failure to build enough reserves to tide over periods of economic downturn. It requires the state to set aside 1.5% of general fund revenue and a larger percentage of capital gains taxes till the rainy day fund reaches 10% of the state general fund or $15 billion for 2014. Brown is unique among the nation's governors for his ability to stay away from politics and ideologies to take a common sense approach to the state's major problems. As a former governor he returned to office decades later with experience that few governors have, enabling him to carry on the legacy of his father, a former governor, to make a huge contribution to the state. Senate Foreign Relations Committee chairman's view of Afghnistan differs significantly from New York Times correspondent Filkins understanding from years of reporting going back about a decade. Filkins sees the complexities of Pastun country inside Afghnistan and Pakistan and the military and ISI's involvement, and other correspondents have pointed to the narcotics trade and corruption. Kerry's simplistic view is that the Taliban do not enjoy much support, when actually Americans are seen on the ground as foreign occupiers. But that is how the Vietnam intervention ran into trouble, without public sentiment in support of the plans....

Two studies now show that it isn't that coronavirus just takes away the infirm or elderly who would have died anyway this year or the next. It is taking people away who still had over 10 years to live. Professor Biggs at the London School of Health Hygiene and Tropical Medicine says this is is what is happening from the study he is conducting.

A paper by Scotland based researchers published online by the Wellcome Trust a London based foundation found the average number of years of life lost to coronavirus for healthy adults is 14 for men and 12 for women. Using data from Italy and UK on the kind of long term conditions in the general population , the researchers found that for those suffering from common chronic illnesses and cancer including multiple conditions, the researchers found that people of this type lost about 10 years on average.

Reusable bags can replace 520 plastic bags used at stores each year for each person. Estimated 100 billion plastic bags are discarded in the USA alone each year according to Worldwatch Institute. San Francisco has banned them from stores and Boston, Baltimore and Portland (oregon) are considering banning them. The nylon bags made of thicker material that are being used as a substitute can also be a danger in landfill unless they are reused again and again because those bags will sit longer in landfills than the thinner ones. according to a source at MIT in materials science. The critical idea is getting a good sturdy bag and to kep using it over and over and not discard the bag for a long long time so that we keep less of this plastic in the landfills.

A US Senate Committee bipartisan investigation will look into MPT, Medical Properties Trust, a large hospital landlord, and the private equity dealings in hospitals, says this report in WSJ. This WSJ report by Melanie Evans and Jonathan Weil looks into Steward, a for profit company that was created by Cerberus Capital Management in 2010 when it bought a chain of struggling non profit Catholic hospitals in Boston. For the Carney hospital in Massachusetts Steward paid $12.5 million and MPT put in $263 million in 2018 to buy the Carney hospital buildings which it then rented back to Carney, according to this WSJ report. Steward now owns 31 hospitals in 8 states including 8 in Florida some of which are shown here in a deep cash crunch. The state of Massachusetts has now sent nine monitors to each of the hospitals in Massachusetts.
