This WSJ editorial describes the choices facing states in the U.S. for Medicaid- staying in and increasing the strain on state budgets or opting out altogether from Medicaid when hospitals in the states have enlarged their Medicaid dependent programs- as being a kind of extortion. US president Biden and EU president Leyen are expected to discuss a plan to reduce dependence on China for minerals for EV vehicles. A buyers club for critical minerals is part of an effort to move clean energy supply chains away from China. The G-7 would then arrange for agreements in Africa, Asia and Latin America to buy these critical minerals. EU firms would be able to use this supply to qualify for incentives provided under the Inflation Reduction Act. Some Senators including Manchin say the provision for US sourced materials for EV vehicles manufacturing was intended to support manufacturing in the US. The EU protested and president Biden is working out an arrangement to work with the EU on a common manufacturing platform that also gives incentives to EU made products under the Inflation Reduction Act.

Mr. Andrew Bailey, the top financial regulator, chief executive of the Financial Conduct Authority, takes over as the next governor of the Bank of England. He has held several positions in the Bank of England including as head of a group that studied the global economy. He left in 2016 to head the FCA. The Bank of England last changed interest rates in August 2018, raising it to 0.75% from 0.5%. Uncertainties remain with Brexit even after the election victory of Boris Johnson because Brexit plans are to get it done including negotiations very quickly.  One change from before is that both the Bank of England and the government of Mr. Johnson are committed to keeping steady growth. The Bank supporting the economy and Mr. Johnson with plans to spend heavily on infrastructure, NHS and schools. It was this plan that helped Mr. Johnson win support across England. Previous Conservative governments reduced spending following the financial crisis of 2009 which happened under Labour administration of Mr. Brown following Mr. Blair. ...

The latest Covid 19 vaccine introduced in September 2023 has a very low uptake in the US, at about 18%. The JN.1 Covid variant is for which this vaccine is effective is now making up about 50% of the cases of Covid in the US. It was at 7% in November. It is very transmissable and masks are now advised.The Covid related hospitalizations are up 10% to 26,000 in the fourth week of December. Symptoms of this variant are cough, fever, body aches, and fatigue that last for 3-4 days, says this NYT report.

For years the US shunned artisanal mining by small operators using children with no safety equipmentn for cobalt supplies. With China restricting the supply, the US AID agency has a $20 million program to integrate these small operators into the global supply chain. The US is coming to terms with the "inconvenient truth" that is there when it involves mining in the Congo for cobalt, a precious metal that is needed for renewable energy and lithium ion batteries in electric cars. Don't forget that 70% of the world's cobalt comes from the Congo and a third of this is dug up in small mines dug up in an in formal sector where children also work and there is no safety equipment.

DJT plans to sign an executive order making English the national language of the United States of America. It is move that the founding fathers, Lincoln, TR and FDR/Truman would consider basic to the cultural literacy of the Nation. Over the years under Republican administrations from Bush and Democratic administrations under Clinton, Obama, the US has drifted away from the national language to an extent that is incomprehensible and presents an attack on the national language by allowing the proliferation of languages to languages that people have never heard of. It is destroying the cultural literacy of the US that efforts were being made even in the 1980's to restore after it was felt that it was weakening at that time. “We have languages coming into our country. We don’t have one instructor in our entire nation that can speak that language. These are languages—it’s the craziest thing—they have languages that nobody in this country has ever heard of. It’s a very horrible thing.” JD Vance had introduced a bill with Senator Cramer of North Dakota in 2024 for the English Language Unity Act, for conducting all official business of the US government in English, and for a national testing standard for pathway to citizenship. This is parallel to and follows the effort in the 1980's to bring education in line with cultural literacy in schools and education in the Nation, that is becoming more and more relevant to today.     ...

India's currency is one of the hardest hit in emerging markets. India's rupee dropped by about 14% in 2018. India increased import duties by about 10% on airconditioners, refrigerators, washing machines and other categories for a total of $11.8 billion in imports in fiscal year ending in March.

India sees the possibility that with rising trade tensions between China and the U.S., president Trump increasing tariffs on Chinese imports, some of these Chinese exports to the U.S. could be dumped into the Indian market. The Federation of Indian Export Organizations sees the move in a positive light that it would help the rupee, increase local manufacturing and lead to foreign investments. India's current account deficit increased to 1.9% in the year ended March 31, 2018, from 0.6% a year earlier.

According to U.S. Senate investigators Apple recorded $26 billion, 65% of its income worldwide for 2012, in Ireland. Ireland Operations International is based in County Cork, Ireland. Ireland has about 4% of Apple's worldwide workforce. Laws in the European Union allow digital companies such as Apple and Google and other large companies to pay little in taxes through such arrangements. Apple CEO Cook says Apple is not using any tax gimmicks. Apple negotiated a low 2% tax rate with the Irish government. The Senate hearings in the U.S. and a meeting of EU leaders has raised concern about this practice being allowed at a time when much needed infrastructure investments are being shelved in the U.S. and Europe because of budget deficits. Spending cuts in education and in R&D hurt long term economic growth. Government statistics show the average Ireland tax rate on gross income of companies in 2010 was 6%. Ireland has a low corporate tax rate for companies of 12.5% which it retained after EU pressures to change the rate when the Irish bailout was provided. Ireland has 4000 Apple workers, and 600 American companies employ 100,000 Irish workers....

The new Rapid Response Force with a spearhead of 5000 troops deployable in 48 hours is intended to counter Russia's new aggressive position in Eastern Europe. Command centers will be established in the Baltic states Lithuania, Estonia, Lativia, and in Poland. Romania, Bulgaria. Leadership will rotate for this force between Spain in 2016, Britain in 2017, followed by Italy, France and Poland. Germany currently leads a temporary version of the new force. It is designed to give each nation time to prepare for further action. Within weeks an additional 25,000 troops could be deployed alongside the 5000 troops. U.S. Air Force Gen. Philip Breedlove, is NATO's top military commander. He says the U.S. will have officers in each of the 6 command centers, and in larger bases located in Poland and Romania. The U.S. will provide support for surveillance, intelligence, logistics and airlifts. Of the approximately 411,000 deportation cases at the U.S. immigration courts for deportation of children of illegal immigrants only 593 illegal immigrant students had received relief by halting their deportation by June 2012. This came as a big surprise showing how little the Obama administration had done to help children of illegal immigrants. In its response to the administration the Republican party hoped to reach out to the Latino community and Hispanic immigrants with its own initiative. Senator Marc Rubio of Florida was ready to introduce a bill helping illegal immigrant students by giving them temporary status. At this point President Obama issued his executive order ending deportations for about 800,000 immigrants who came to the U.S. illegally as children.

Senators approved the U.S. Republican tax bill 51 to 49 votes on December 1, 2017. The 500 page bill was approved with arewritten version containing more changes made at the last minute to get it passed in the early morning hours. It was passed along party lines with all Democrats opposing. The last minute changes were made to get Collins of Maine and Johnson of Wisconsin on board. A concession was made on DACA young undocumented immigrants for Flake of Arizona. In this way its passage was ensured after failure to repeal Obama health legislation. The Congressional Joint Committee on Taxation report says the bill would increase the deficit by $1 trillion over a decade. Corker of Tennessee opposed the bill for this reason, but failed to convince other senators who believe the bill will generate robust growth and the deficit report is too pessimistic. The tax cut bill helps 70% of middle class families and may not help others because of removal of deductions such as the one for state and local income taxes. Business gets a permanent tax rate of 20 percent instead of 35 percent which is made permanent. Owners of small business not set up as corporations also get a tax break for small business. To offset the cost of the changes the Alternative Minimum Tax for corporations is retained and a tax on corporations with assets held overseas was increased. ...

The U.S. is keen on rebuilding its manufacturing now that the pandemic has exposed the weakness in depending on outside sources of manufacturing. After decades of job losses that hurt millions of workers and ripped apart the social fabric of America, this also left America bereft of the very ideals of opportunity for all on which the country was founded. This story by Asa Fitch and Luis Santiago in WSJ shows how America which produced 75% of the world's chips in 1990 when China's participation was negligible or non existent, made only 12% of the world's chips and semiconductors that power computers and smartphones in 2020. China's ascent only began as recently  in 2010 under a state model that targeted particular industries as Taiwan and South Korea had done before. America's failure to protect its technology led to the situation today. As this report points out Intel is the major American manufacturer of chips and it has a role to play in bringing back production and technology base to the U.S. ...

Data from India in a large study shown in Science magazine show useful findings. Only a small number of people cause the wide spread of the coronavirus. This study covers the two southern states of Tamilnadu and Andhra Pradesh with total population of 128 million. Contact tracers in the 2 states reached about 3 million contacts for the 435,000 coronavirus cases. Researchers analyzed data from 85000 of these cases where enough data was available with 600,000 contacts. Some interesting findings are- About 5300 children infected 2500 contacts among other school age children showing children in schools can spread the virus. About 5% of the people account for 80% of the infections detected by contact tracing. 71% of the people did not seem to have transferred the virus to someone else. Median hospital stay is only 5 days much less than in the U.S. The number of deaths in India is much smaller than the U.S. less than 100,000. 5.2 million people out of 6.2 million people have recovered.       ...

India's broadband prices have dropped to the point where they are the lowest in the world. A UK comparison site shows 1 gigabyte of mobile data  costs $0.26 in India compare to $12.37 in the U.S. and $6.66 in the UK, and globally about $8.53.  Reliance Jio the company which dropped prices starting in 2016, says it is using voice and data on a spectrum known only for data use. Reliance Jio is using only one fifth of its capacity. and says is it is making more revenue per user than competitors. Competitors including Airtel and Vodafone have lowered prices reducing margins of as high as 30 percent to being barely profitable. Reliance Jio gives away its 4G feature phone JioPhone against refundable security deposit of $21, with plans of $1 a month. The handset supports Wifi and WhatsApp. India ha 1.17 mobile subscriptions, 55% in urban areas. Most broadband use now comes from Jio. Mobile data consumption has jumped in India in 2 years to more than 10GB per user per month, which is close to that in the U.S.    ...
