Three tankers held off the coast of Mumbai by India's Cost Guard have been sanctioned for carrying Iranian oil. India stopped buying Iranian oil in DJT's first term 2016-2020. In his second term DJT wanted India to stop buying sanctioned Russian oil as a way to reduce funding for Russia's invasion of Ukraine now in its fourth year. India has stopped buying Russian oil as part of the goodwill effort to reach trade agreements with the US, EU, and Germany. The seizing of the oil tankers is part of a new effort by India to support bringing Russia to the negotiating table to end the Ukraine war. Russia has demanded Ukraine turn over Donetsk region to end the war, which is a major stumbling block as Ukraine says there are Ukrainians living in Donetsk region. Germany's increase in its defense budget and investment in its armed forces has led to Germany+ (Germany plus UK and France) acting as the chief supporter of Ukraine, after the US has taken more of a neutral stand. The US basically wanting to end the war in 2026 so that the US can address the situation in the western hemisphere with drug and migrant trafficking gangs in Mexico, Venezuela and Columbia, and rebuild its economy to bring back manufacturing from China. For India the guiding principle of its foreign policy is Gandhiji's thinking and advice for fairness and peaceful coexistence - it does not believe in a British inspired NATO expanding on the borders of Russia, and at the same time does not see how a war on a neighboring Russian speaking region is in Russia's continued interest for a fourth year with bombing of energy infrastructure to leave Kviv in darkness. Non -alignment was Nehru's not Gandhiji's idea- the ideas of respect and fairness are basic to Gandhiji's thinking and India will remain true to his ideas in world relations. One aspect of this change in world affairs is missed by all and the media, that is that with the EU and US+ Japan, and India+ Indonesia there is a population of 1 billion of western peoples, and about 2 billion of Asian peoples, for a total of 3 billion people. This is a region three times the size of China, which with its access to capital and technology, labour and good governance is in a position to industrialize and reindustrialize, and bring manufacturing/science and technology to the core of this economic region by 2035. An industrialized India with 2X-3X the size of its current GDP will still be governed on Gandhiji's ideas for world relations in 2047. ...

James McIntyre's book about Gordon Brown, (title is Power with a Purpose) who like Jimmy Carter, was more respected in retirement for doing good work humbly and not getting into a revenue generating speaker's circuit or consulting, or boards of directors of companies. McIntyre looks at his career, the involvement of Mandelson as Business Secretary, the failures of Mandelson and Blair in New Labour, and Gordon Brown's failure to revive the Labour Party. The Times says Gordon Brown has grown in stature since leaving No. 10 Downing Street. Under Blair, Brown was No.2 and headed the British Treasury as finance minister. He only became prime minister at the end of his career during the 2008-2009 financial crisis. He started the effort to redefine Labour Party after Margaret Thatcher defeated the Labour candidate from Plymouth Mr. Foot and swept out socialist Labour and the trade unions. Then followed privatization and changes in the British economy which were followed by Reagan in the US by 1980. Through this period Brown and Blair tried to create the concept of New Labour which won in landslides as Britain switched back to Labour as the alternative. As the Blair magic withered Brown was left tackling the 2009 financial crisis but failed to define what Labour was- his Business secretary was Peter Mandelson who unlike Brown was in Labour but in for his own purpose and had a cynical attitude to politics as a way to retire in some privileged business position on boards of directors. The result is well known Cameron and the conservatives who were even less qualified than an earlier generation of Conservative politicians, their decision to call the Brexit referendum, the verdict of yes on Brexit leading to Cameron's replacement by Boris Johnson, and Britain having 4 prime ministers in a span of five years as discredited austerity drive was replaced by Keir Starmer's Labour. This project with McSweeney as Starmer's campaign manager cleared Labour of socialist outlook Corbyn supporters, won in a landslide in 2024, only to fail to define the purpose for which Labour stood for and Starmer's ratings dropping to new lows of 18% support as Reform UK's Farage took up the issue of migrants and the culture that enabled migrants to enter the UK. Britain has been let down by two generations of less competent, poorly qualified for public service politicians over three decades since the 1990's- through Blair/Brown, Cameron, Boris Johnson and left struggling with Keir Starmer. Sixty years after decolonization of an Empire in the 1960's, Britain has not gained in purpose and strength, only drifting along as new powers emerge in Asia and the world changes. ...

Vice President Biden says "I would not refer to Mubarak as a dictator," showing a lack of sensitivity and understanding of the Egyptian people's demands for freedom of expression, human rights, and democracy. Harshaw says that its clear the Mubarak regime has been wounded at the core. In the light of this the Obama administration's hesitant and timid response to the protests against 30 years of one party rule under Mubarak is baffling. It means the US will have to bear the costs of being on the wrong side of public opinion in the Arab world says Harshaw. And President Obama has failed to bring the much needed change that he promised for US relations with Africa, the Arab world, and the developing world. Huawei and Xiaomi have grown quickly to take about 30% of the world's smartphone market. Xiaomi uses American technology in its smartphones. Chinese court granted an anti-suit injunction to Xiaomi against InterDigital a Delaware based American company, when it sued Xiaomi for patent infringement. The anti-suit injunctions issued by the Chinese court block foreign companies from taking legal action for patent infringement anywhere in the world. Three such rulings have been given protecting Huawei, Xiaomi and BBK Electronics. The fourth protects Samsung in its dispute with Sweden's Ericsson AB. Xiaomi has sold millions of phones using InterDigital patents since 2013.

Protests by US members of Congress against the surcharge fees charged by the IMF on loans to countries such as Pakistan, Argentina, Brazil, Ukraine, South Africa, and other countries that is causing additional distress during the pandemic. Fund estimates are that almost $4 billion in extra fees will have been collected in addition to interest charges by the IMF. The US pays the largest share of IMF revenues. So far 40 Underground subway stations have closed in London and ridership is down 50%. Travel into and out of the capital continues as the number of cases shows a sharp increase. The government is taking measures as it monitors the situation.

By contrast Asian countries such as Singapore, Taiwan, and South Korea with more experience and capabilities because of past epidemics have acted proactively. The approach in Europe has been gradual. Because social distancing played a key role in countries in Asia, along with the better capabilities for tracing and isolating patients through early testing, much depends on how this is implemented.

Is something like this happening in the Chinese economy, where things have been going strong for so long that forecasts have been toned down to 9% for GDP growth, even though car sales are flat for recent months and are expected to be flat or declining for 2009. If there is a decline in sales next year in auto sales is it possible that 9% GDP growth may be too optimistic for 2009. Would it somehwhere in the range of 6-9%?

The Greek government received 25 billion euros from the European Financial Stability Facility. This money will go to recapitalize Greece's banks. The four largest banks, Piraeus Bank, Alpha Bank, National Bank of Greece, and Eurobank EFG, will get the money by May 25, 2012. About 16% of loans made by Greece's banks in 2011 have soured, compared to 7.7% in 2009, according to the chief economist at Alpha Bank. There is a vicious cycle in effect with depositors withdrawing money and less money availble from bank financing for midsize business leading to businesses closing. The effect is little demand for loans and banking coming to a standstill. For the 8 months to March 2012, an estimated 23 billion euros have been withdrawn by depositors, of this 700 million euros in the period May 6- May 22, after the May 6 elections.

Mattis is critical but has said "there is no going back" on the Iran nuclear agreement. Mattis also has said any U.S. president regarding allies as "freeloaders" is nuts. This is different from Trump's campaign speeches, Yet the trait of Mattis in Afghanistan and Iraq duty is that of aggressively following the enemy, he has been called "Mad Dog,"  and the 66 year old officer brings deep battlefield experience, is highly regarded in the military ranks, and had friction with the Obama administration- traits for which he is well regarded by Trump.

There may be psychological hurdles in China's growth with the effects on mental health from lockdowns in major cities, the revolt in the property sector with home buyers losing confidence in developers, the loss of confidence of foreign investors from US and EU. The dependence on the property sector to carry so large a burden of growth for the last 2 decades in China may now look like an error. The dependence on foreign investment may also be an error as the loss of confidence could mean some withdrawal and a lack of sustained investment.  It could even be said that restraints on both sectors property and foreign investors could have created alternative paths to growth, and reduced the shift of factories from the US and Europe to China that have now caused trade friction and and a reverse shift of investment back to home countries of US and EU. Trade friction has it appears backfired in a way that extends to the overall relationship which could have been prevented by preventing the hyper growth that happened. Greg Ip of the WSJ has argued that compared to Japan's growth in the sixties and seventies from a country of 100 million the hyper growth for a country of 1 billion for 2 decades created a massive impact on communities in US and EU that were dependent on factories that were lost to China. This has alienated large sectors of the public in the US and EU which could have been prevented by restraints on hyper growth in China. Ip says the growth was too large and too fast for the US to cope. It may have permanently damaged the relations between the two countries showing that trade and globalization had unintended effects when left to business and governments staying away from keeping an eye on how it was happening. ...

This BBC report shows how contact tracing works in Singapore to control the spread of coronavirus. On 4 February 20 Chinese tourists visited a traditional Chinese medicine shop in Singapore. Only 18 coronavirus cases had been recorded in Singapore on that date. That visit to the medicine shop created a new cluster for the disease to spread. Singapore's contact tracing units traced such locations through its well developed and extensive contact tracing programme, which follows the chain of the virus, identifying and isolating people before they can spread the virus further. For about 40% of the 243 cases so far on March 19 the first indication they had was a call from the Singapore Health Ministry.      About 6000 people have been contact traced so far, using a combination of CCTV footage, labor intensive detective work with phone calling. This includes an incident of a taxi ride of 6 minutes in which the person a yoga teacher was identified and contacted by the Health Ministry. Enforcement is done as the person was contacted at her home by three people who showed her a quarantine order, which said you could not go out or its fine time and jail time. With about 8000 people per square kilometre, Singapore is small and densely crowded. It could easily be overwhelmed with hospitals not able to cope and the health system collapsing if this was not done. Wuhan could have happened here, says infectious diseases specialist Dr. Leong at Mont Elizabeth Novena hospital, who advises the government.  Because the crime rate is low the police were given this task of tracing as a priority in addition to hospital units working on tracing. It also included the armed forces personnel helping with tracing so that it could be done quickly without delay. This provides a lesson on how countries that have faced the health crisis have used innovative methods to tackle it with good results. ...

In working class areas of Northern Ireland, both Catholic and protestant, there is areal sense of disillusionment. As sense that the promise of opportunities never materialized. Educational underachievement and child poverty has increased, made worse by the cost of living crisis. Twenty five years after the Good Friday Agreement ended sectarian clashes between Catholics and Protestants, there is the feeling that this part of Ireland has been left behind economically. The lack of a government in Stormont means decisions for improving health and education or providing social services are not taken.

The 2020 elections showed Sinn Fein focusing on the economy and improvements in the quality of living. In this sense all Irish people are looking for a better life, better governance, and interest in their future from the outside, particularly now that the pandemic is over.

The US has warned that it would respond if Russia attempted to use chemical weapons.

In the beginning of March there are only about 200 confirmed infection cases in the U.S., by April 7 the number skyrocketed to 379,000. Even these experts may have been astounded at the speed with which it has spread, and going through a very difficult time convincing others including the skeptical public about the great danger to America. President Trump returns to the White House after 3 days at Walter Reed Hospital. Mr. Trump will isolate at the White House residence, and not be at the West Wing where many aides work. He wore a mask as he exited Marine One and stood on a White House balcony. He tweeted "Don't be afraid of Covid. Don't let it dominate your life." Mr. Trump has been given Regenoron drug, Remdesvir and other medicine to reduce the virus load and improve recovery by some of the best doctors at Walter Reed Hospital. A fitter president who has lost some of that extra weight could be one learning point from the encounter with covid. The next week will be critical to ensure the recovery is stable and long term.

The Oxford vaccine is to be combined with a dose of Russia's Sputnik vaccine in a study to determine if this will provide improved results. The idea is to test whether two doses combined of Oxford and Sputnik vaccine can provide better protection than two doses of the same vaccine. Trials will begin by the end of 2020. This is being done under the concept of heterologous prime boost which has been adopted in  vaccination programmes against other diseases.

,Both the Russian and the Oxford vaccine use a modified version of adenovirus, a common cold virus. This is stripped of disease causing genes and given genetic instructions that make the coronavirus cause a spike in the protein when it passes it to the human cells. This then triggers an immune response.

The Klamath river flows for 250 miles from the Cascade mountains in Oregon through California to the Pacific ocean. The Washington Post gives this look at this part of the Pacific Northwest where dams built during the period 1900-1960 for electrification which interrupted the natural flow of the river are now being removed. This is a part of restoring the ecology of this region and reducing the long term effects of climate change. More than 2000 dams have been removed since 1912, with half of these removals coming in the last 10 years. Over the years dams like these on the Klamath are no longer useful as cheaper sources of electricity exist and do not serve for flood control. For many this is a way to restore the balance to the ecology of the region.
