Much of this set of laws are already in place and being used by the US. A law passed in 1930 is another avenue for tariffs Section 338 of ther Tariff Act of 1930. The US government and US president DJT could also have Congress enact a new law as it has majority in both the Senate and the House and the president could make acase for the reasonable use of tariffs with the EU and Japan having taken advantage of trade to the disadvantage of the US. There is also broad support for fentanyl action by the president using economic action on tariffs on nations Canada, Mexico, China that continue to let the flow of fentanyl across their borders for use by drug trafficking gangs in Mexico to send over US land border at the 2000 mile long US-Mexico border.

The chief scientific adviser to the government of Britain says "go hard, and go early" to prevent a surge of coronavirus in Britain in the autumn and winter with more activity indoors. Things are flattish at the moment, but if hospitalizations pick up the government needs to quickly shift from Plan A without vaccine mandate and without mandatory mask use to requiring vaccinations and mask use, calling for working from home, as part of Plan B. Unlike France and other countries in Europe Britain has not taken the strong action that is necessary. Prime minister Boris Johnson is pushing for new efforts in getting the remaining people vaccinated.

Shigetaka Kurita a designer for Docomo in Japan noticed the use of a picture of the sun in Japan for sunny weather not the use of words as in the U.S., and the use of a bulb over a head for someone with a smart idea, hearts common in Japan for affection, and this led him to the idea of creating a whole set of characters for different moods and emotional states to use in mobile conversation. Apple was the first to adopt them on its smartphones after the emoji were already popular in Japan for about 10 years.

Israel's use of latest generation F-35 aircraft, modified for its own use, and drone attacks from within Iran changed the course of the war in the first 48 hours. Israel now controls skies over Iran. Missiles launched from within Iran continue to operate but are being targeted by Israeli planes including the use of its older aircraft. Air defenses and missile launching places within Iran are being steadily put out operation which makes it difficult to launch missiles as the days pass. This WSJ report compares the Ukraine war with the air wars with Iran, saying Russia did not operate its planes over Ukraine after the first days of the war. US warnings helped Ukraine prepare its air defenses and the better integration of air defense capabilities across cyber and other lines helped Ukraine maintain control over its skies. Russia was left with missile attacks and drone attacks and a slow war of attrition in the Ukraine War which resulted in staggering casualties. With Germany stepping in under Merz the Ukraine war enters a new phase after Russian gains in 2024. Germany is stepping in to the role played by the US working with France and Britain, as the US focuses its energies on the other threat posed by China in the Indo-Pacific region.  Eventually this will lead to another stalemate in the war in Ukraine after a swing one way, then a swing the other way, and now a swing back to where both sides have little to gain and reach a compromise, Ukraine giving up sovereignty to regions controlled by Russia and Russia recognizing Ukraine as an independent nation. ...

A call to U.S. and European leaders to uphold civilized values after the repeated use of chemical weapons and poison gases in Syria by Bashir Assad. Roberts quotes the poet Wilfrid Owen who fought on the Western Front in World War I and witnessed the horror of gas attacks at the time. The poem is "Dulce et Decorum Est." It describes a chlorine gas attack at that time. The Geneva Protocol for the Prohibition of the Use in War of Aphyxiating, Poisonous and other Gases, banned their use in 1925. The hesitant response of president Obama to the use of chemical weapons in Syria by Assad compares very unfavorably with the Sarkozy-Cameron action in Libya and president Clinton's response in Kosovo after attacks on civilian populations. It also fails to uphold civilization values. This is true also of the government of Hollande in France, Merkel in Germany, which have failed to respond. The focus on domestic issues and the eurozone crisis does not make any less the responsibility of western leaders on this issue. Russia under Putin and China under Jinping have not grasped the importance of standing up for civilization and values to be credible in world affairs....

The devastating floods have increased the urgency of securing financing for Pakistan to avoid any risks of debt default. This report in WSJ says Pakistan has negotiated $4 billion for the current fiscal year that began in July 1, 2022 with the IMF Board meeting to approve it on Monday Oct. 29, 2022. The IMF required Pakistan to secure the remaining additional funding for the fiscal year. For this part of the deal China has rolled over $10 billion in debt, Saudi Arabia $3 billion and UAE $2.5 billion. Saudis will provide $1.2 billion for oil on deferred payments basis. Saudis will invest $1 billion in Pakistan, and Qatar will invest $3 billion in Pakistan.

Finance Minister Ismail says Pakistan is not in danger of default now but it depends on the viability of the IMF program. The heavy monsoon floods have put a reported half of the country under water, and the economic impact says Ismail is about $10 billion.
