Arm has 90% of the market for small processors going into smartphones and tablets, laptops. Intel does not license its microchip designs for them to build their own versions except for AMD and Via Technologies. Apple, Samsung, Qualcomm and Nvidia pay Arm for the license and make variants customized for them with their own engineers.  but all compatible with Arm's ecosystem and "instruction set (which is the instructions used for software to talk to hardware). ...

The most eco-friendly Athletes Village of any Olympics is finished in time in the poorer suburb of Ile-St-Dennis in Paris, France. French president Macron opens the Athletes Village facility in this video in FR24. 40 lowrise tower blocks are shown and they will house 14,000 Olympic athletes. This is the first time a 'sober' model is being used by reducing the cost- using existing facilities, recycling, re-use, and putting climate change low carbon technologies. The organizer Nicholas Ferrand says the project was done by using the best know-how in France on how to best respond to the challenge of urbanization in 21st century. It uses low carbon concrete, wood structures and geothermal heating to cut carbon emissions in half compared to conventional methods. It is located by the river Seine in a regeneration effort in the economically deprived suburb of Seine-St-Dennis. The suburb also holds the national stadium and is the poorest and most crime ridden of France.

NFP has put out its economic plan for France, RN National Rally has not. NFP puts out the details that can make it possible to raise the minimum wage in France to euros 1600 a month. And to invest in France's aging infrastructure the way Biden is doing in the US. About $100-$150 billion needed for the economic plan would come from contributions and taxes of the wealthiest similar to Biden's plan in the US. It also rejects the so called neo liberal thinking and culture that has become entrenched in France, in Europe and in the US where infrastructure is failing, public services are failing yet the wealthiest are not paying their fair share in taxes so that the countries of Europe and America can be rebuilt and renewed, to provide a better life for all.

Much of this funding goes to Republican states and counties. States with zero tolerance laws for marijuana use are Arizona, Utah, South Dakota, Oklahoma, Iowa, Wisconsin, Michigan, Indiana, Pennsylvania and Georgia. Washington, Montana, Nevada,  Illinois and Ohio also restrict driving using marijuana. About 15 million people reported using marijuana in 2019 in the US, according to AAA.  And 15% of the US population uses marijuana up from 7% 10 years earlier, according to Gallup. Highway Safety officials at the state level say as lot of attention was paid into revenue coming to the state and not enough to highway safety for the legalization of marijuana use. 24 states legalized recreational use of marijuana, 39 states allowed medical use. The new coalition government of prime minister, Antonis Samaras, will ask for a two year extension for meeting deficit targets from the March 2012 deal with the IMF, EC and ECB. The new coalition will also not make any large layoffs and only reduce the size of the public sector by attrition and retirements, a key condition of the Democratic Left partner in the coalition. This is one of the demands as part of the loan package to Greece. Since the beginning of the crisis the public sector has declined by 10% in Greece to 700,000. By 2015 the public sector is expected to lose another 150,000 workers by attrition.

Ethiopia has about 1.1 million internally displaced people, with only Syria and DRC Congo having more displaced people from conflict. The country of 110 million people has about 80 ethnic groups spread out over 9 provinces with regional nationalism. Drought, corruption, and regional nationalism are major problems.  The Tigray region is showing some unrest as reported in The Times. This comes after peace with Eritrea was made by president Abiy Ahmed for which he was given the Nobel Peace Prize. Many of the changes made by Mr. Ahmed after becoming prime minister in 2019 are being done in solo fashion say critics without being institutionalized or consultative, say critics. As a result the situation in Ethiopia where the EPRDF coalition has ruled since 1991 is still precarious. Under Ahmed EPRDF is making efforts at reform and elections for next year.

Acer faces large inventories and a competitive market with declining prices in the PC market. Acer's CEO J.T. Wang expects a loss in 2011, as a result of inventory adjustments, lower demand for notebook PC's, and a slower economy. Second quarter revenues were down 32%, and Acer shows a loss of 6.8 billion New Taiwan dollars ($US 234 million) for the second quarter. Acer has lost sales and market share to competitors. It now comes in fourth after H-P, Dell, Lenovo. The inventory reductions by competitors has created turmoil in PC markets. Another problem Acer faces is on its Ultrabook, a new ultrathin notebook. The Ultrabook to be introduced in September 2011 is to be priced at US$799 to US$1,199. HSBC analyst Jenny Lai is skeptical about the price, and sees a price closer to $700 for the product to make a dent in the market. This will put more pressure on Acer's margins. The Apple iPad and iPhone have reduced the demand for notebooks and created a new dynamic in the market. H-P CEO Apotheker made the decision for H-P to exit the PC and tablet business this week because of the required investment for a continuous stream of new products and low margins....

The influence of the AMA convened Relative Value Scale Update Committee (RUC) on how the Medicare payments to doctors is shared, and on the growth of the Medicare budget. Concern that the interested party is driving the decision making process. Medicare costs went up by 9% in 2009. Fears that doctors have too much control over the dollars in the $500 billion Medicare program. The tendency to focus on more expensive procedures and short change preventive and less costly care. Medicare spends $60 billion on doctors fees. The older codes remain in place even when costs are reduced, leading to higher costs for the Medicare budget each year. And there is little incentive for doctors in RUC to revise overvalued codes.

Liu He, the author of the 2013 DRC report on recommended changes to China's banking and financial system, is now the director of the Communist party's top financial policy committee and senior advisor to president Jinping. Changes he is pushing for relate to increasing focus on credit risk for China's banks, promoting competiion between banks, a mechanism for letting banks fail, and a deposit insurance program to protect the public against failing banks. To open up the sector dominated by state owned banks, opening private banks would be encouraged. Local governments would be allowed to issue bonds in an effort to reduce their dependence on land sales and opaque off-market borrowing. The urgency of this agenda comes from the realization in top Chinese policy circles and the Jinping-Keqiang administration of the risks to the banking sysem from the lack of attention to credit risks in bank lending.
