Leadership and the courage to look at things differently and realize the changes going on across the world were required for reaching an agreement on cooperation between the U.S. and India in the field of civilian nuclear energy development. The agreement provides for separating the civilian and military nuclear programs. Under the agreement 14 of India's 22 nuclear plants would be classified as as for civilian use and made subject to inspections. This establishes the framework for developing nuclear energy in India with U.S. help to meet India's pressing energy needs. Bush said it was important not to get stuck in the past- "I'm trying to think differently, not to stay stuck in the past, and recognize that by thinking differently, particularly on nuclear power, we can achieve some important objectives." Bush emphasized this in a joint news conference with Indian premier Manmohan Singh- "What this agreement says is, things change, times change, that leadership can make a difference." The Vice Chief of the Indian Army explains in detail how the scheme that is rolled out for Agnipath is a pilot project and how the lessons learned will be incorporated over the next 5 years. He says the recruits leave with something like 24 lakhs rupees for a second innings at age 22, with the opportunity to get 13 lakhs in preferential basis loans in government assistance to start an enterprise. Others could choose to enhance their education and go on to get degrees under preferential educational setup. The idea is not to set them up for life but get them off to a good start as they are only about 22 years and with special technical skills acquired during their 4 years in the armed services. Technical skills acquired in the airforce could be even more advanced. Private industry in an India almost twice the size of the economy that exists today and the fastest growing economy in the world would easily absorb 30,000 of such highly trained disciplined people in the scheme who leave. The US GI Bill and other similar programs for the military have shown that this works and private industry is eager to take in these people on a preferential basis. These in fact have proven to be even more attractive opportunities using the example of the US experience than a government job. Lt. Gen. Raju says about the All India regiments replacing the homogenous units of the past. The Rastriya Rifles  and similar units in the Army have shown that the bonding happens for people from different parts of the country. He could have said that it is seen in the cricket teams where the bonding is between people from different regions and places. These units have performed very well says Raju in the LAC, in Kashmir, in border areas and in other situations. ...

By contrast Britain followed a policy in China throughout the nineteenth century that brought enormous pain and suffering to the Chinese people through the Opium wars and opening up of ports for opium trade in China. And the US under presidents Wilson, Coolidge, Franklin Roosevelt, and the American people followed a policy of respect for the Chinese people during this period with the idea fervently America believed of a modern nation emerging from the chaotic period of Manchu monarchy's decline by 1900 and warlords civil war + Japanese invasion from 1900-1945. For Britain and the European colonizers Chinese and Indian people were for the most part "coolies." Joe Stilwell, FDR's Supreme Commander of American Forces in China was the ultimate free of racism. A order from the Republican Coolidge administration in the 1920's was for any American soldier to be courtmartialed for so much as laying a hand on a Chinese coolie. A modern nation did emerge as the American people hoped and fought for in China, and in India over the 25 year period in the 21st century, with Britain having failed to bring the same level of understanding that America had for the Asian people.  Britain's monarch Charles tells Commonwealth leaders his government is not paying reparations for slavery yet is determined to create anew understanding to work with other nations in the future, to discuss issues with openness and respect. This editorial in WSJ says the WHO report on the most likely source of the pathogen for the coronavirus lacks credibility. It says the statement by former CDC head Mr. Redfield is more credible when he said last week, that the "I still think the most likely etiology of the pathogen in Wuhan was from a laboratory." Redfield added that virus transfer to a lab worker is not unusual in such research. Even WHO says it needs more research into the source. This editorial says the Biden administration knows the underlying intelligence and should release it to the public, that it should not accept a whitewash of the whole thing, leaving it as an unknowable. The need to take preventive steps in the future would help the world's population including China and India, the most populous nations in the world with most of the world's population, as well as the  countries in Latin America, North America, Africa, and Europe. Because the brunt of the coronavirus impact was borne by the people of the world preventive action is needed to restore hope for the future. One of the lessons of the crisis is that public and governmental involvement from many countries particularly the leading democracies is essential to restore hope, health cannot be delegated to any organization alone much less the WHO, ...

This is needed including capital from the private sector to support government funding, so that India can build the infrastructure to create new manufacturing hubs that compete with China as the world's manufacturing workplace. The Biden administration's determination to compete effectively with China using is own supply chain in Asia, and the EU's plan to follow what the Biden administration does, is likely to create a new kind of environment by 2024-2025 that will create a steady flow of capital to India and other parts of Asia to finance this effort for rebuilding its supply chain. The Biden administration is seeking to build a culture change from the old culture pushed by Reagan type free marketers that delivered lost decades in manufacturing and jobs in manufacturing for the US. Biden's State of the Union message was clear- "Folks we're just getting started. We're just getting started." By 2024-2025 the Adani story may just be a footnote to this story as other manufacturers and investors pick up the infrastructure challenges facing the US, EU and India for a new supply chain for the Free World built around self-reliance. The Ukraine war and China incidents such as one that happened recently, will accelerate the rebuilding of the new supply chain on the part of the US and the EU with partners in Asia. The U.S. bans travel from most of  Europe and India imposes quarantine on visitors and overseas citizens entering the country for 14 days. Countries around the world reacted quickly to the situation in Italy, France and Germany. The strict measures taken by China are gradually being adopted by other countries. Quarantine done early has worked limiting the spread of the coronavirus. Countries with strong public health systems are better positioned to weather the health crisis. Where strong action is taken early and in anticipation, with a strong public health response, there is better control over the spread. This comes with some economic cost as it has hit the Chinese economy, yet the rebound is likely to be that much quicker and done with more confidence. For instance air travel in China declined by 85% in February from a year earlier to 8.3 million journeys according to Chinese aviation officials. Moves to keep social interactions to a minimum have yielded results. Only food stores and pharmacies remain open in China till March 25.  ...

The US Saudi Strategic Alliance is modeled on the US Japan Treaty and commits US to defend the Saudi kingdom. A draft of the treaty is being negotiated. It requires a two thirds majority in US Congress. A parallel US Saudi Cooperation Agreement is also put in place by Biden and can be done by Executive Order. What motivates this at this time and why after 9/11 when most of the attackers were Saudi, and after relations with Saudi deteriorated under Obama and president Biden's questioning some Saudi actions? Unknown in most of the world and media a change of demeanor happened at the G-20 meetings in India when prime minister Modi brought Biden and Salman together on economic development plans of a development corridor linking India through Saudi andest Asia to Europe. Biden supported the effort and it showed the Saudis under Salman as leading a development plan along with Modi and other partners for development in the Middle East after frequent wars dissipating the resources of the region and of the US. since Reagan/Bush policy failures and escalation. It is this intervening period of three decades of war that led to China's gains in relation to the US, with twin strikes to the US of China's domination of supply chains, deindustrialization, and loss of manufacturing jobs for working classes in US and Europe. Coupled with this is the opportunity for Biden and Blinken to give Israel an opportunity it never enjoyed for most of its life as a free nation since 1948 to have peace with its Arab neighbors. It is even possible that the prospect of this happening without a settlement for Palestinian statehood that would leave things in Gaza and Palestine at status quo that propelled the sudden attack on Israel. Biden and Blinken want to do the Saudi deal with a new element of getting Palestinian statehood on a basis of respect for dignity of people and of economic independent country which would put to rest decades of Arab neighbor disapproval of Israel. This is both a new vision of West Asia, what we call the Middle East, and an opportunity to focus and also cope with on Asia with the rise of China, India, as the two largest economies with EU and US in the world. ...

At this time following the Brexit vote $1 trades for 82 pence. This is a sharp drop in the value of the British pound. With it tech companies Dell, Microsoft, HP, and Apple are raising their prices sharply. Apple prices are up about 25% as a result of Brexit and fall in value of sterling. The price of Apple apps now reflects the falling value of the pound. Not only Britain is affected. In India the app which cost $0.99 now costs 80 rupees in India from 60 rupees previously, a 33% increase. In Turkey the increase is 30%. It all goes to show that as the Bank of England's GOvernor Carney has pointed out that Brexit comes at a price, a price that the British public were not alerted on at the time of the vote with the temporary crises of refugees influx and internal squabbles inside Labor and Tories deciding the vote.

Apple makes most of its products in China. This exposes Apple to high risk with the Chinese tariff set at 46% on April 2, 2025. If it passes on the tariff to customers it faces a loss in sales, if it does not pass onto customers the higher tariff price and cuts margins it will affect Apple profits. Apple's high margin strategy by making in China is now at risk. Apple had been given a warning to shift from over concentrating manufacturing in China. The Adani Group's public offering of $2.5 billion was slightly oversubscribed says the WSJ after a short seller in New York City Nathan Anderson issued a report critical of the company. Adani Group is a set of companies in India that have taken  up the ambitious goals of electrifying India with its population of 1.3 billion so that no home lacks an electric bulb light for children to read. It is under criticism because this means coal mines in Australia provide the coal that provides this electricity when coal is used in China and India to provide much needed electricity. Adani Group is unique in that it is making the rapid transition into renewable energy in line with PM Modi's goal of generating 50% of electricity from renewable energy by 2030.  Adani Total Gas Limited fell by 10%, Adani Green Energy and Adani Transmission made low percentage gains.   Thirty anchor investors provided $734 million including American banks.  This includes Abu Dhabi Investment Authority and Life Insurance Corporation of India. Abu Dhabi based International Holding Company said it would buy $400 million in shares in a public show of support for the Adani Group. Adani Group will use the proceeds to fund capital expenditures on green energy projects, expressway construction and airport improvements and repay some debt. The building of India's Uttar Pradesh Expressway is being done by Adani Group which is similar to what happened under US president Eisenhower in the 1950's in building the first Interstate Highway system in the US. In 1953 after Dwight Eisenhower became president he developed the plan for a national Interstate Highway system that led to the passing of the Federal Aid Highway Act of 1956. This is happening today in India. Airport and port improvements taken up by Adani Group help build India's woefully inadequate freight logistics to make it a part of the US new supply chain after the errors of overconcentration in one country China. Green energy projects help fight climate change where investments are badly needed and governments in the US and India are giving much needed direction and support. It is in this context that the huge growth of the Adani Group can be seen. It is not similar to the Tech company valuations simply because it is like China's effort under state owned companies to match the growing demand for electricity for industrialization. During the British Empire after 1800 capital from India financed the Napoleonic wars, industrialization of Britain, and indirectly industrialization of the United States through British capital invested in the US in the period before 1860. Capital that was diverted from India, and through British trade that impoverished China. As a result the growth in China after 1990, Korea after 1980 and India after 2014 comes in a catchup mode to meet the growing aspirations of hundreds of millions of young people with some companies state or private owned picking up the pace in an unprecedented way. This is the raison d'etre of the Adani Group. China's total installed capacity of electricity has increased from about 500 GW in 2005 to 2500 GW in 2021. This is the story repeating itself in India with Adani Group and other companies such as NTPC, State Grid and Tata Power setting over five fold increase. ...

Turkey is reviving its relations with Saudi Arabia and the UAE. Prince Bin Salman will visit Turkey as part of a remake of Turkey Saudi relations. Turkey's economic crisis has revived the relationship as Turkey badly needs aid for its economy. The pressure on emerging markets is increasing with US central bank raising rates reducing inflows of western money into Turkey even further. Prince Salman has already received visits from French and British leaders. He visited Jordan and Egypt this week and will now be in Ankara. In the summer he will visit Greece and Cyprus. Saudis are modernizing their economy changing culture in relationships of men and women, in women's rights and education, and broadening relationships with the world under Salman. There is an astonishing openness to science and technology in a drive to be modern. The old Saudi monarchy and conservative rule with ancient traditions is giving way to what the Saudis in the group under Salman see as the modernization of Europe and America in the 20th century using science and technology as what they would like to see in their own country. There is also a drive to think independently from the dogmatic positions of the past that have turned the Kingdom into an American dependency with no obligation or incentive to modernize its culture and be open to the world outside.  The US fought a war to ostensibly modernize a backward mountainous remote state as Afghanistan, while being perfectly comfortable with the old Saudi monarchies of the past that made little change in the ancient culture and tradition and in women's rights and education. Such were the contradictions in American policy and the failure to think anew. As president Lincoln said "as our case is new we must think anew, and act anew." President Biden will now visit Saudi Arabia to build a new relationship with an independent nation, which along with the UAE is bringing change to the Middle East through infrastructure development and modernization. Salman's modernization comes as the kingdom also faced a need to make a transition out of dependence on fossil fuels. Salman sees trips to Greece and Turkey as opening up to all sides. Saudis have good relations with Israel and Egypt another part of this openness. The US senses this, India has sensed this. India's Modi government  made sending the Oxford vaccines manufactured in India to Saudis a priority during 2021. The Indian example is also changing the way the UAE and Saudis see infrastructure development and modernization in the region. This is also changing the way the region is looking at itself. For decades Egypt lacking the resources to build infrastructure on its own has languished economically. A helping hand from the Saudis is changing Egypt. The entire rail system is being modernized with the latest technology from Siemens. The Saudis have stabilized the Egyptian economy with a $5 billion deposit in the Central Bank of Egypt. On June 21 Egypt and Saudis signed $7.7 billion in investment deals for infrastructure, logistics, port administration, food, industry, medicine, energy and technology. In the investments in Egypt some of the oil money going to Saudis with $100 per barrel oil price is going to an economy in Egypt that can easily absorb and make good use of the investment to modernize.   The influence of Saudi leverage in fossil fuels which drove the US relationship with Saudis since FDR is being replaced with an independent Saudi kingdom making decisions to modernize across the board in all aspects compared to one that favored a few American companies such as Exxon Mobil and ARAMCO or arms makers such as Boeing and Lockheed that helped recycle American money going to pay for Saudi fossil fuels back to America.    ...

Then as happened too often in the past it became the victim of a change in government with the new government in December 2019 stalling the rapid work on the project. Only when it was voted out in June 2022 did the rapid work shown in this Jan 2019 WSJ report resume. It has accelerated under Ashwini Bhide's leadership of the METRO organization and work is back to round the clock 24 hours a day. "A 27 station, 21 mile subway is being built under one of Asia's most crowded cities- Mumbai. It is moving ahead at the pace of one mile a month, with 9 miles complete, started in 2016 the $3.3 billion Metro Line 3 is on track to be completed by 2021. The government of prime minister Modi is eager to show that it is able to tackle some of the toughest infrastructure projects like this one and get them done on  time. As the head of the Metro Rail Corporation, Ms. Ashwini Bhide puts it this should have been done yesterday, considering the appalling and difficult rides facing Mumbai's millions of residents every day on its old and creaky rail system. There is she says " a desperation" to get this done as is true for so many of the infrastructure projects that need to be done in India." "When complete it will take 1.6 million riders a day 80 feet underground to destinations across the city in air conditioned coaches." ...

Atul Aneja looks at Chinese Foreign Minister Wang Yi's comments on the India- China relationship in March 2018.  The comments by Wang Yi show an extraordinary effort by the Foreign Minister to push for better relations. He raises the need for greater dialogue and "mutual trust" to improve the relations. Wang visited India in December during the period of tense relations and the post-Doklam meeting between prime minister Modi and president Jinping on the sidelines of the BRICS meeting in Xiamen. India's Foreign Secretary Vijay Gokhale visited China in Feb. 2017. A China-India economic dialogue is planned for April, 2018, preceded by visits of Commerce Minister Zhong Shan and Guo Yezhou, Vice Minister of the International Department of the Communist Party of China. Compared to the comments by both sides during the Doklam crisis there appears to be a significant change in policy. Wang refers to "more far-sighted leaders" who have realized the importance of the India- China relationship as that between the two largest developing countries each with a population of 1 billion.  In the context of events in early March with pressure from the Trump administration on trade with China- calling for China to come up with plans to reduce the trade surplus in 2018- and the growing influence of Mr. Lighthizer as a trusted advisor of president Trump and exit of Gary Cohn, this could be a strategic move.   ...

Without good governance India would fail to meet the aspirations of its youthful population of 1.2 billion people. The prevailing sense of impunity brought the country to an impasse 10 years ago and development of the country to a standstill, says prime minister Modi. Only 15 paise out every rupee reached the final beneficiary of government programs leading to a loss of confidence in government, said one prime minister. At this rate 16 lakh crores rupees out of 27 lakh crores transferred to final beneficiaries and the poor would have been lost, says pm Modi. During the struggle for independence of the 1940's, the drafting of the new constitution, early period after independence with distractions of partition, Mohandas Gandhi, Sardar Patel, Nehru, did not realize that for a period that would stretch from the 1950's for about 70 years almost as long as half of the period of British rule India's institutions would struggle to operate. India's institutions so carefully set up would struggle to operate effectively as political parties turned to state and local funds meant for development to finance their election campaigns. A new culture got entrenched that considered this to be an acceptable way of operating- destroying the chances of development in the world's largest nation and keeping 1.2 billion people in a permanent state of underdeveloped economy.    ...

The Economist points to dynastic politics in India and the weak leadership of prime minister Manmohan Singh, who owes his position to Sonia and Rahul Gandhi of the Congress party. There is a vacuum in the leadership resulting in no clear policy and definite actions on tackling corruption issues. This has created a crisis of confidence for the Indian public, especially for young people who have lost faith in the government to bring much needed change. Technology with mobile phones, computers, television and mass media, increasing use of cars and motorbikes and rapid road/rail links are rapidly changing Indian society. The Indian public is looking for changes in governance to keep up with these rapid changes and greater publc awareness of the world around them.

Egypt's new capital city 40 miles from Cairo is shown here in the WSJ. The cost is about $45 billion. The Egyptian government will move ministries and public sector employees to the new city in 2023. Local developers are helping build the city and the Egyptian military is running the project. Cairo is overcrowded and densely packed with old buildings, with traffic congestion in the inner city. The capital is only part of a project that could cost 1 trillion dollars with help from oil rich Qatar and Saudi Arabia, and involves modernization of the Arab world's largest country- rail lines with fast rail in collaboration with German companies, and building new highways, airports, other infrastructure projects. 

The shift in building new infrastructure comes as India is building new cities including its own new smart city in Gujarat called Dholera in the Gulf of Kambhat (Cambay). Dholera is also a city built from scratch from the sand.

Germany is trying not to choose sides in the trade and security disputes between China and the U.S. Yet it owes a lot to the U.S. from the days of the Marshall Plan and U.S. taking on the role of defending Germany after the Berlin Wall. China was then a partner with the Soviet Union in the Cold War.  Today China is Germany's top market for its car industry. Yet the U.S. export market is much larger than China at $119 billion with China's at $96 billion. In Germany 28% of jobs are linked to exports, and in manufacturing this goes up to 56%, according to Germany Ministry of Economic Affairs. Germany supplied much of the factory  equipment from its engineering companies and the infrastructure that powered up the China transformation. A transformation now underway in India.  There are signs of a shift as engineering companies in Germany grew faster in the U.S. than China, increasing by 6-10% a year. India remains a key growth market for Germany over the next 10-15 years as growth in China slows and India accelerates with its younger demographics and investment in infrastructure. Much of the infrastructure in China is built and it is approaching the saturation Japan reached in the 1990's with additional investments adding little in the way of productivity. Longer term Germany has more potential for growth in countries in South and South East Asia  that will need to make huge investments in infrastructure and technology for manufacturing to meet the aspirations of the people there. Other issues related to freedom going back to the Berlin Wall and the rebuilding of Germany after World War II will emerge. German companies are running out of patience says this report in the WSJ with the bureaucratic obstacles, forced technology transfers, subsidies by state model to extinguish competition, and protectionist approach to home markets, even as state funded companies in China put other companies in Europe, Asia and the U.S. at a disadvantage. Germany will need to transition to a shift in its global relations, a process that is only now taking place. Just as with austerity policies in which it has now made the shift from going with the northern European countries (Sweden, Denmark, Netherlands, Finland) to the Southern European (France, Italy, Spain) in favor of common solidarity even at the short term cost of common debt, Germany now is facing the shift for solidarity with the U.S. for its support of Germany from the period of the Berlin Wall in the 1950's, for the U.S. and European solidarity in the face of the post-coronavirus world.
