Wide gaps in learning persist for the British population. This analysis of GCSE, General Certificate of Secondary Education results in The Guardian shows 28% of grades awarded to students in London were at Grade 7 or above, in the northeast of England this drops to 18%, with gaps widening in 2023. GCSE is the part of the National Curriculum taught to students ages 14 to 16 years in years 10 and 11. The Grading system gives more attention to A's with three Grade 9,8 and 7 for A's and only Grade 6 for B's, and in this way puts more emphasis on one extreme top section of students than the middle to upper, which may be a mistake.

The 40th anniversary of China's opening up to reforms and opening up the economy with Deng's initiative are being celebrated with a recognition that Xi Jinping has made some missteps in China's policy that led to the confrontation with the U.S. on trade issues. This is leading to policy uncertainty and Mr. Jinping has even appeared conciliatory, without giving up authority. There is a recognition that China must change policy to accomodate some of the concerns the U.S. has made over lopsided imbalances in trade.

The cash for clunkers program in turning in excellent results bothy in terms of promoting sales and in terms of the mileage improvement for the new cars put on the road. For Motor saw sales up 2.4% over same month 2008 and Hyundai 11% increase. In the light of this and the speed with wihich the initial $1 billion was used up and the $2 billion that was aded by Congress, and the success of the program in Europe, its hard to understand so little money has been allocated to this program as a part of stimulus spending. Senators Feinstein, Collins and Schumer are encouraged by the customer reaction to choose higher mileage vehicles. According to the Transportation Department, the average fuel efficiency of trade ins was 15.8 mpg, and the average fuel efficiency of vehicles traded in 25.4 mpg. Equally significant was that 83% of the trade-ins were trucks and 60% of new purchases were cars. The Ford Focus was the top selling vehicle. Dealers estimate they sold 250,000 cars with the rebate money....

Taking Algebra 1 before high school can set students up for a foundation of STEM education and open the door for various career options. President Trump on a three day visit to the UK promised a free trade deal with Britain if it made a decisive break with the European Union. Such a free trade deal could take years, offer small benefits compared to the loss of the much larger trading relationship with the European Union. It would face hurdles in passage through Congress because Democrats controlling the House of Representatives see a decisive break with the European Union including the customs union arrangement as affecting the open border in Ireland risking the hard won peace in Northern Ireland.  Prime Minister Theresa May proposed a withdrawal arrangement that would keep the customs union arrangement but has failed to secure the support of a faction within her Conservative party that favors a decisive break from the EU. Such a break that Mr. Trump and Boris Johnson the leader of this faction -and a favored candidate to succeed prime minister May after her resignation- would reduce Britain's GDP over the next 15 years at the higher end of the range of 0.1% to 9% a year. A decisive break called a no deal Brexit with no arrangements or agreement for withdrawal with the EU, would lead to a loss closer to the 9% estimate. British experts to the EU are about $275 billion or 44% of its total exports compared to about $44 billion to the U.S., according to HMS Customs source, showing how important it is for Britain to maintain a close trading relationship with the European Union. British farmers would also face competition through agricultural imports from the U.S. in a free trade deal. During his visit Mr. Trump also stated the National Health Service, everything would be on the table in a free trade deal with the U.S.  Theresa May responded by saying that the NHS would not be open for negotiation to American corporate involvement. Public sensitivity is high on any change to the National Health Service. The trip of president Trump to London in which he supported Boris Johnson as candidate to succeed Theresa May, with discussions between Trump and Johnson for 20 minutes, and a visit by Nigel Farage to the U.S. embassy, and no meeting with Labour party leader Corbyn, only shows the widening of differences on the issue of British withdrawal from the EU making any deal for withdrawal even less likely. Labour party leader Jeremy Corbyn now favors a second referendum on whether Britain should leave the EU.  ...

The biography of Lula da Silva on the Brazil government site gov.br 2025. It shows Lula as one of 8 children from deep in rural Pernambuco state in northeastern Brazil. His mother brought the family to the outskirts of Sao Paulo Guaruja 60 kilometres away on a 13 day trip in an old pickup truck to leave the poor conditions in rural Brazil in 1952. By 1956 the had moved to Sao Paulo in the iparanga neighborhood. He worked at ascrew factory before joining a trade school Brazil's National School for Industrial Learning, studying to become a mechanical lathe worker, making him a metallurgist in 3 years. He then joined Industrial Villares, a large metallurgical company, in Sao Bernardo do Campo, ABC region of Sao Paulo.  This started his career as trade unionist in 1969 elected to the Board, 1972 elected First Secretary, and 1975 elected president of the Union of Workers of Sao Bernardo do Campo and Diadema, representing 100,000 workers. This was aperiod when the military dicatorship was beginning the proces of redemocratization of Brazil. Lula led strikes in 1980, formed the CUT Central Unica de Trabajodores in 1982, ran for Governor of Sao Paulo that year and in 1983 was elected to the Constituent Assembly. The Workers Party was founded on Feb. 10, 1980 during this period of redemocratization. Lular ran for elections as president losing to Cardozo twice in 1994, 1998 and wiining at ae 57 years in 2002.     ...

By settling for a 15% tariff Japan was protecting its other industries from the higher tariff of 24-25% proposed earlier. US industry has operated with no assistance from the US government and faces a financial markets structure in the US that is not helpful to American industry making long term investments that overseas makers with support from their governments are able to make. US workers suffered badly over three decades and the ineptitude of previous US presidents in protecting American workers from this situation. The Europeans and the Japanese, South Koreans know this and understand that the US plays the critical role in the free world and without it, without the workers and rural communities of the US, their way of life and freedom will suffer irreparable harm. Japanese PM Ishiba and its business organization Keidanren are focused on implementing the US Japan Trade Agreement mitigating any effects inside Japan. Japan was able to protect it's auto export model to the US from high tariffs settling for a moderate tariff of 15%. A similar agreement was accepted by Germany when Leyen accepted the 15% tariff on German car export model. For decades Germany and Japan have used their auto export model to take a large share of the US market, joined by Korean makers, putting American car makers and their workers at a disadvantage since the 1980's. This creates a level playing field in world trade and is in the interest of workers in the US. ...

Research by Matthew Slaughter of Dartmouth shows that only 4% of all American firms and 15% of American manufacturers export. Overall 80% of America's trade is conducted by just 1% of the firms that export or import. Exports as a share of GDP are 10.9% in 2009, much lower than other exporting countries. These numbers will increase as America focusses on exports to rebalance the economy.

The evolution of Mumbai from the British period to the post independence period with trade union movements, was followed by a shift to politics on the basis of getting jobs for local Marathi people in what was once the commercial capital of the British Empire. This kind of politics was led by Mr. Thackeray after 1967. As this report in The Hindu says Mr. Thackerayand the party Shiv Sena highlighted the plight of unemployed Marathi youth  through his party's weekly Marmik. The first government of Mr. Thackeray's party was formed for the state of Maharashtra which includes the city of Bombay by Manohar Joshi in 1995.  Both the trade union movements of Mr. Fernandes in Mumbai and the ethnic politics of Mr. Thackeray failed to provide the development needed for the state of Maharashtra because of the lack of the technology and capital needed and the knowledge of industry needed that could be applied on an American scale, much like the flawed efforts of Mao's politics in the Great Leap Forward, and the Great Proletarian Revolution in the post 1960's period.   ...

Paul Krugman says in this column in the NYT that Biden's policies for trade reflect a stronger conviction for protecting American technologies and building its manufacturing base than previous administrations including the Trump administration. With less rhetoric and with quiet determination Biden has placed American domestic manufacturing as a requirement for renewable subsidies for new electric vehicles manufacturing and sale in the Inflation Reduction Act. In the Chips and Science Act Biden has placed US semiconductor technology promotion and manufacturing at the core of the Act. Krugman says this was the right thing for Biden to do. The renewable subsidy comes from ordinary Americans paying taxes who would benefit most from new jobs created in the electric vehicle industry. China has gained such a big lead in semiconductor chips manufacturing and materials by supporting its industry, that it is the right thing to do to give American manufacturers the same kind of support. Trade rules were about creating a level playing field, yet previous administrations failed to create that level playing field, and the Biden administration has boldly made its point clear. ...

In total this is a 50% tax on Indian imports to the US with DJT executive order of  August 6, 2025, 25% baseline for trade and 25% for Indian buying of 2 million barrels a day of Russian oil. US and EU say this money s fueling the Ukraine war, along with higher purchases than this by China from Russia, which add to Russian oil revenues and higher oil production. The order takes effect in 21 days so that India has time to come up with an agreement with the US. The Swiss also are scrambling to get an agreement, hit with 30% tariff.

Trade shows and exhibitions for different industries are limping back to life in Europe. One show for camper vans in Dusseldorf, Germany, uses a limited physical event with online and virtual contact as a way to stage a successful event. The new world is one of hybrid shows in 2021 and beyond with digital media and physical activity in the real world mixed in. Europe's cities depend on a large share of their business on fairs. Everything in trade fairs is being scaled down and new ways are being tested.

The CIbus agricultural products fair in Parma, Italy too place is a slimmed down version focussed on a conference on how to relaunch Italy's agricultural and food industries. Masks mandatory and social distancing strictly done. Two auto camper fairs are planned one in Dusseldorf this weekend and one in Parma.

Value added industrial output in China increased by only 4.4% in August, showing deteriorating economy. Fixed asset investment outside rural areas, was up to 5.5% in Jan-August 2019 compared to year earlier period. Premier Li Kequiang says "Against the backdrop of a complicated international situation and given the higher  base of comparison, it is not very easy for China to still sustain a medium to high growth speed of above 6%." 
China's economy expanded at 6.3% in the first half of 2019- the government's target is between 6 and 6.5%.

In the light of this situation in the economy China is taking aflexible approach to trade negotiations with U.S. trying to separate issues of competition and technology of the long run from trade, and seeking areas of agreement after the rhetoric of the past 6 months.
