Fred Hiatt of The Washington Post asks the question what would have happened if U.S. president Harry Truman had sounded the retreat for war weary Americans following the Second World War- as Greece floundered, during the Berlin Blockade 1948-1949 when Truman ordered airlifts to Berlin which totaled 200,000 in one year from the U.S. and allies, as South Korea was invaded by the Communist North in 1949 when Truman responded with the landing at Inchon. He cites an intervew with president Obama in the Atlantic magazine of Jeffrey Goldberg, where Obama's views after hours of conversations are summarized as being- that the Middle East cannot be fixed during the Obama years in office, and not for a generation, so that it would be better to simply do nationbuilding in the U.S. He points to Trump's interview with the Washington Post about pursuing a similiar policy because the U.S. is much poorer today than it was in the past. Hiatt says the U.S. GDP per capita was $27,000 in 1945, $62,000 today. And who would have thought in 1953 as the Korean War wound down and Federal Republic of Germany under Adenauer was emerging, Japan recovering from the devastation of the war, that South Korea, Japan and Germany, would one day be America's strongest trading partners and prosperous democracies. It was not about nationbuilding but lending a hand when needed, and the countries having to lift themselves up by the bootstraps- yet during a severe crisis as in Greece, Berlin, Seoul, in the 1950's when the post war Europe and East Asian countries were being established and needed help, the U.S. offered the early security and economic support needed to allow nationbuilding to happen by people in these places pulling themselves up by the bootstraps over a subsequent longer period. Truman did not shrink from the challenge and set the groundwork for today's European Union, and for today's Japan and South Korea. ...

Some Republicans are saying that it is time to give up the conceit that increasing the incomes of the upper classes will bring benefits to all Americans, and whether making individual tax cuts the priority is a policy that no longer works and can even bring disaster as it did for British prime minister Liz Truss recently. In this camp are Senators Josh Hawley of Missouri and think tank American Compass. Others including Marc Rubio no longer favor globalization and see it important for the US to bring back American manufacturing at every opportunity with incentives and government action as the Biden administration is currently doing. This is creating new faultlines in the Republican party between the people who support the party of Reagan and its priorities and others who are questioning whether Reagan is relevant anymore. The fight that delayed the election of Speaker McCarthy also brought out some of these fissures as a subsection of the party felt strongly that it was important to go after entitlement programs and other social spending by the Biden administration. This is creating a new situation in American politics and in world trade and economics as the Biden Administration is not meekly accepting the detours of so called Third Way Democratic and Labour politicians of the US and Britain such as Tony Blair, Clinton and Obama who let the traditional backing of the Democratic Party in the working class wither with ties to Big Tech and acceptance of Reagan type free trade policies for manufacturing that ignored American working class communities. Biden's recent success in fighting for railway trade unions in restoring fairness in vacation and sick leave is only one of the battles that Biden has shown he can fight for American workers. Republicans now face the prospect of appearing divided and ambiguous in their support of working class, and overdependent on cultural issues for working class support. A recent British study on Labour's prospects showed that a slight shift on cultural issues can create a strong shift and have a large impact in Labour forming a new government with a secure majority in parliament.   ...

The US is requesting talks with China at the World Trade Organization with the objective of ending hundreds of millions of dollars of subsidies China gives to increase wind energy production. The wind power grants are being targeted because Chinese producers are required to use domestic parts to be eligible for the grant, which range from $6.7 million to $22.5 million. In the last 5 years foreign companies' share of the Chinese market has dropped from 79% to 13%, according to Goldman Sachs, with China's efforts to promote Chinese manufacturers. The renewable energy market in China is expected to reach $100 billion by 2020. And wind energy is the fastest growing sector. The effort comes after the US Steelworkers union alleged that China was using import substitution subsidies in violation of WTO rules, in a 5800 page petition. Steelworkers union president, Leo Gerard, says this doesn't address most of the billions of dollars of clean-tech subsidies and other support provided by the Chinese government. Gerard says the goal is not litigation but to put an end to these practices that are trade distorting, and act as a barrier to US exports to China....

Ms. Annegret Kramp-Krarrenbauer, elected leader of the CDU party in 2018 with the support of Angela Merkel, will not run for chancellor in next years election and will resign from her position by the end of the year. She will continue as Germany's defense minister. After losses for the CDU in recent elections and the embarrassment of local CDU leaders in Thuringia supporting the far right AfD, AKK as she is known decided to step down. Angela Merkel has decided not to run for chancellor again. Germany is set to chair the EU in the second half of 2020, and Merkel is no longer seen as a leader of influence. The Nationalist Alternative for Germany AfD has gained votes in recent elections following the 2015-2016 migrant crisis, with large numbers of refugees from North Africa and Arab world landing in Greece and Turkey and walking to Hungary, Austria and Germany. Merkel's handling of the crisis with acceptance of a million refugees in 2015-2016 unsettled European and German politics. Why? One way of looking at it is that in the same way that the U.S. took in Chinese imported goods ending in the Trump tariffs war, at some point it just becomes too big to handle. That ended up at $1 billion a day in imports from China when president Trump called it off and accused Obama Democrats, Bush Republicans, of betraying the country. Putting it into perspective Germany with one fourth of the population of the U.S. took in about twice the number of refugees in just one year 2015-2016 that the U.S. took in 10 years 2005-2015. The U.S. took in 675,000 immigrants between 2005-2015. This is as if the U.S. took in something like 20 million immigrants in a short period of 1 year on an equivalent basis- though the cultural impact is even greater in a nation like Germany that is like Japan an historically immigrant averse nation. All this happened too quickly for Germany to handle for its fragile cultural fabric. Much of the initial outpouring of support and positive sentiment came from the sense of having gone through World War II and the refugees in that and the early post war period, the need to return in the same spirit support Germany had received. Over time it eroded support for the Christian Democratic Union and Merkel. That Merkel could have done this is itself a small miracle. Now the rebuilding has to begin. Adenauer's CDU and the socialist SPD party of Willy Brandt now have less than 50% support, only with the Greens Party do they make up 50%. The question now is can the CDU, and the SPD which has fallen to 14% in elections, make it back and what kind of future makeup political parties will have in Germany, how the social fabric can be restored. AKK's achievement is to mend relations between the liberal Merkel wing of the CDU and conservatives from Bavaria (CSU) over immigration.  Candidates for CDU leadership are Armin Laschet, Jens Spahn, and Friedrich Merz. Laschet premier of North Rhine-Westphalia has Merkel's support. Looking back too much attention was taken up by the euro crisis, and too little was done in the areas of infrastructure, inequality gaps, education, child care, under Merkel's leadership and of the preceding SPD years, much like what happened under Bush and Obama administrations in the U.S. where wars, economic crises led to neglect on issues that affect lives of ordinary working families. ...

All European leaders meet in Budapest to assert a combined approach to Ukraine, to the US tariffs plans. European Union leaders feel confident they can come up with solutions acceptable to Europe, and assert Europe's interests without being dependent on the US.

Even the collapse of the Scholz German coalition government with the FDP party and Lindner defecting is taken in stride by saying that a new coalition will take its place. The loss of the FDP is not seen as critical as it is down to less than 4% in popular support in Germany. Orban and Hungary are also brought into the discussion to present a united Europe.

It is not clear how China's president Jinping's support for the idea of "China Dream," -of China as a world power on a level with the U.S.- should be interpreted. China will increase its defense budget and continue its efforts to be the dominant power in its region, even as the U.S. and Japan begin to build closer ties in the Pacific. Is it simply a new assertiveness for its rights in relation to territorial disputes with Japan, and a continuation of a policy of peaceful development of earlier leaders. The move could also be an effort to build close ties with the military as the new leadership of Jinping-Keqiang prepares to make major changes in the economy. A speech in Dec. 2012 to Communist party officials in Guangdong province by Jinping, on how the lack of unity with the military led to the collapse of the Soviet Union under Gorbachev, could throw light on the thinking. In a few days an old party was gone, as he put it. This also follows the Bo Xilai episode which involved contacts with the military and the risks of division in the military and political leadership....

The European Union Commission president Manuel Barroso announced a multiyear $15 billion package of loans and grants for the new Ukrainian government on March 4, 2014. No immediate conditions were specified. Barroso said, this is "designed to assist a committed, inclusive and reforms oriented government in rebuilding a stable and prosperous future for Ukraine." This is meant to replace the help offered to the previous pro-Russian government by Russia and now cancelled with the ouster in street protests of that government. The U.S. has offered $1 billion in loan guarantees. For Ukraine this offers the prospect of making a new start under EU and possibly IMF guidance. The needs are estimated at $35 billion in international assistance loans over 2 years by the Ukrainian government, because of the dire state of the Ukrainian economy.

An obscure parliamentary precedent was used by Speaker Bercrow to end Theresa May's strategy of repeated votes in Britain's parliament to browbeat reluctant Brexiters to vote for her negotiated settlement with the European Union. The precedent was set as far back as 1604 and was designed to protect the powers of parliament in the face of a Scottish royal assuming the role of sovereign of Britain. Repeated votes on the same proposals are not allowed if the intention is to find ways to get reluctant members of parliament to vote in favor, essentially by bullying them into this. This is also why Brexiter MP's have hailed the Speaker's decision in their opposition to Theresa May. Britain's constitution is based not on a single document like the U.S. Constitution. It is based on a a collective set of laws and precedents. A parliamentary rule book published by Thomas Erskine in 1844 sets out these rules in 1097 pages, available for 439 pounds in parliament's bookshop. It has gone through 24 editions. Speaker Bercrow says of the rule he was referring to as a statement on page 397 of the 24th edition.  There is not much time, just 10 days, for prime minister Theresa May to end the current parliamentary session and call a new one to nullify Speaker Bercrow's decision. This would also further antagonize the 40 Brexiter MP's led by Mr. Jacob Rees-Mogg and Boris Johnson in May's own party, making it impossible for parliament to agree on a course of action. ...

Russian president Putin may have exacerbated the very thing he feared- a deepening demographic crisis in Russia. This report in the Financial Times says excess mortality was already one of the highest from the coronavirus- about 1 million compared to official figures of 360,000. During the 1990's Russia had gone through a demographic decline with fewer births after the fall of the Soviet Union and unstable conditions in the economy.  During the pandemic there was outward migration from Russia as a result of people wanting access to vaccines other than the local vaccine, says FT.  In an interview last November Mr. Putin talked about the dangers to Russian statehood and to the economy from a drop in births and falling population. The war has worsened this situation as the FT says about 70,000 highly educated people left the country in March and another 70,000 are expected to leave in April. The response of Europe and the US to the Ukraine invasion with moves that affect the Russian economy could lead to drop in jobs and living standards that lead to a further drop in births, says FT. This may be a more serious way in which Mr. Putin may have neglected to consider Russia's own long term interests in invading its neighbor.   ...

Three events September 29 Sunday to October 5 Saturday described as "week from hell" for the Biden White House in this report. President Biden can feel a huge sigh of relief for having overcome in each event. The hurricane Helene devastating a swath of western North Carolina, parts of rural Georgia, and western Florida. The president was working round the clock for relief efforts and visiting the flooded regions. Then there was the large missile strike by Iran over Israel following its bombing of Lebanon. This was averted using US missile defense. And in the middle of all this there was the International Longshoreman's Union 45,000 members announcing a strike that  closed all ports on the East Coast from Maine to Texas. President Biden supported the dockworkers efforts to have shipping ports owners in Asia and Europe to share huge profits with dockworkers.  All the time the hard work at the White House and agencies for relief efforts paid off. Republican governors in North Carolina and Georgia praised the relief efforts. And Zient, Buttigieg, Transportation Secretary Brainard at NEC, were on the phone with port owners overseas at 5.30 am Thursday to setup a stopgap agreement till Jan 15 for settlement. Judge Richard Leon of the District of Columbia agrees with Senators Wyden, Udall and Heinrich that the NSA's bulk collection of phone data program in the U.S. violates the Fourth Amendment of the U.S. Constitution. This is the first successfu legal challenge to the program. It was put forward by Larry Klayman, a conservative public-interest lawyer. The American Civil Liberties Union has filed a similiar lawsuit in the Southern District of New York. In his ruling Judge Leon, appointed by president Bush in 2002, said: "I cannot imagine a more indiscriminate and arbitrary invasion than this systematic and high tech collection and retention of personal data on virtually every single citizen for purposes of querying and analyzing it without prior judicial approval. Surely such a program infringes on that degree of privacy that the founders enshrined in the Fourth Amendment." Judge Leon stayed his injunction for 6 months so that the government can appeal his ruling because of the national security interests involved. The U.S. government's case was made with the argument that there are no fourth Amendment protections for collection of metadata information such as numbers called and received, date and time and duration as reflected in the 1979 case, Smith v. Maryland. Judge Leon rejected this saying that in the 34 years since that case the whole relationship of people with the phone has changed and the record collection with today's technology reveals a constantly updating picture of a person's life....

The problems that hit the UK economy with the announcement of unfunded tax cuts were worsened by very poor communications, the cavalier attitude of the new Truss government and finance minister Kwarteng, and a lack of experience, says this report in the WSJ.The toxic mix of inflation, higher interest rates particularly in the US, and the conflicting messages from the Conservative party with critics within the Conservatives calling the step misguided, had a strong impact on financial markets. Yields on British government bonds jumped beyond that of Greece and Italy, and the British pound fell with large drops in its value falling to 1.03 to the US dollar. Only the intervention by the Bank of England helped recover the pound to $1.11 and yields that went up from 3.6% to over 5% to drop back down to 3.8%. Many other countries face the same high inflation and rising interest rates in the US, so that poorly managed political situations such as the leadership race in the Conservatives party in the UK can have damaging economic consequences. This is a point of caution for other countries economies and governments says the WSJ. Italy's new government coalition has managed to keep expectations of major changes to policy to the Draghi government to the minimum in anticipation of economic problems that could emerge with differences with the European Union, and to avoid poorly managed communications. This is true of all countries in the world and a reminder of the importance of correct messaging in financial markets, and taking a prudent role of funding extra spending programs. This was also done in the $360 billion Inflation Reduction Act and Climate bill of 2022 by the Biden administration. where the dollar spending was adequately accounted for with policies considered prudent to tackle climate change, support badly impacted segments of society, and new infrastructure. This is a learning lesson for other governments. ...

COP26 stands for Conference of the Parties for Climate Change. The conference will be held in Glasgow from 31 October to 12 November 2021 in the UK. It is important because for the first time the major countries are keen on pushing forward with climate change policies and targets. This includes India, China, US, European Union, and major Asian, Latin American, African nations. In India Mr. Modi has set a target of 450 GW for renewable energy. China is aggressively cutting back on its use of coal to the point of tolerating cutbacks in electricity for industry and cities. US, UK, Germany, Nordic countries are pushing forward with new targets for reducing coal consumption and increasing renewable energy production, advancing renewable energy technologies. The new Biden administration in the US and the Greens in Germany have replaced administrations that were not as committed to tackling climate change. With China and India also committed to tackling climate change with renewed vigor the stage is set for serious steps to be taken. To reach the target of limiting global heating by no more than 1.5 degrees centigrade countries all over the world have to cut emissions by 45%. In reality emissions will increase by 16% in 2021 because China and India still depend on coal and developed nations have not cut back enough. To cut use of coal and preserve forests, avoid the drastic changes in weather patterns with drought and floods in different parts of the same country seen in Germany, India, African countries and other Asian countries a lot needs to be done. Here Mr Kerry the US Representative for Climate Change, says -"There is a significant increase in ambition on cutting emissions than ever imagined possible. A much larger group of people are stepping up." It is not clear if Mr. Xi of China will attend the Glasgow meeting. He has talked to Mr. Biden at length on this issue recently. Mr. Modi of India will attend and will meet Denmark's prime minister Mitte and other leaders before the COP26 in Glasgow.  ...

WSJ looks at how the US 40% tariff on this kind of surreptitious shipment through a third country makes the goal of manufacturing in the US and in India possible. This is intended to address China's policy to continue to overproduce with huge overcapacity in most manufactured goods which it's domestic market cannot absorb. This hurts industries in the US and EU and is happening in 2025 after 20 years of such practices have destroyed much of the manufacturing base in the US and EU, that has severely impacted communities all over these countries. It also affects India's ability to build a manufacturing base that can serve the world and reduce concentration in one country, opening up options to make in a different way to serve the interests of the people of the US and European Union. ...

This BBC report looks at the state of Kerala where migration is leaving parts of the state only with elderly people. About 10% of the $100 billion in remittances each year from Indians overseas come to the state of Kerala. Life span is about 75 years in Kerala exceeding the national life span of 69 years. However this is looking at it backwards as India remains a vibrantly young country even with the advances in longevity where much of India is close to age 70 years in longevity and advances in medical care and health are taking place at a rapid pace. The problems of Kerala are an outlier for India. ...

This piece in Der Spiegel points out that Brexit may be an opportunity if European leaders recognize that there can be different levels of unity, and that different countries in the EU can advance at their own pace with Germany and France providing a core group. There is no longer the need for continual enlargement of the European Union as has happened before. It also offers a time to take some deep breaths and reflect on the progress so far and where it has come short, what to do about it, such as the bureaucracy that has grown in Brussels, the different views on immigration, and public sentiment. Actually the whole progress towards the European Community, and then the European Union has evolved over time. In the immediate postwar years, after one setback Adenauer once said during the difficult negotiations in 1951-52 between France and Germany to set up the European Coal and Steel Community, predecessor of the European Community and the European Union- "arme Europa, arme Europa," (poor Europe, poor Europe). The Dutch and Belgian delegates had strong differences for the headquarters for the ECSC- Turin was rejected, Liege and Brussels were proposed, until Monnet was made head of the High Authority of the European Coal and Steel Community with headquarters in Luxembourg. Monnet himself considered stepping down a couple of times because of differences, and the Editor of Le Monde described Monnet's plans for European integration as "a leap in the dark." This was the first of many difficult steps in the evolution of the European Union. Nationalist feeling was nothing new, as the Gaullists opposed Monnet's drive for European unity when it differed from their ideas. Still Monnet persevered and progress took place every ten years as it must now.  ...

Rachel Reeves is Shadow Chancellor in Britain, that is a way of saying Finance Minister when Labor currently in the Opposition forms a new government. Speaking at the Peterson Institute for International Economics in Washington DC she says how Labour will bring about a transformation of Britain's economy with ambitions that borrows from and matches what Biden is doing in the US, and Scholz in Germany. This is very different from anything Britain has seen in its history. The Labour government of Clement Attlee made some institutional changes such as setting up the Bank of England as Britain's central bank in 1946, creating the structures that would help workers and families and the British economy recover from the war, and declaring in parliament that Britain would leave India by June 1948. Blair's response to the Thatcher government did not rival the changes brought by Attlee by any comparison. What Britain following the US is facing today is an FDR or Attlee moment because of the scale of changes needed to create an American or British economy that matches the aspirations of the people, and creating a meaningful role in the world economy and supply chains. Investments have to be made in public goods such as renewable energy, health, education and transportation infrastructure that have no parallel in history including that of FDR or Attlee. Biden is investing on a scale that is designed to overcome two decades of neglect of infrastructure and public goods such as education, health care, and public services. The same is true for Britain. The same is true for Germany and for the European Union.   ...

Achieving net zero emissions by 2050 will require huge amounts of capital. One estimate is $131 trillion. Where will it come from. The UN Glasgow Financial Alliance for Net Zero says financial groups with assets of $130 trillion have committed to its program to cut emissions. This WSJ report says that is enough scale to generate $100 trillion through 2050 to fund the investments needed for new technologies and provide the finance for companies to restructure themselves in a new world.  The question is how much of this is real as banks, insurers, pension funds and private investor groups are only now taking on the task of restructuring the finance industry. It was not even addressed during the 2015 Paris Agreement on Climate Change talks. For this to be truly transformative and the transformative changes to take place governments have a critical role in requiring a common standard for reporting and measuring climate change progress. Government regulatory action and oversight is essential for timely and rapid action to take place. Financial regulators, including the US Federal Reserve and the Bank of England have agreed to add their own oversight through reviews and disclosure standards. The problem is that private sector plans are not concrete. Data is non existent or inconsistent and measurement is not taking place across all of the financial sector on key parameters. The UN has limited power to enforce rules. Friedman highlights the importance of an interview with President Obama by Atlantic magazine's Jeffrey Goldberg. In this interview Obama gives a thoughtful understanding of what it means if Iran acquires nuclear weapons. The greatest danger is in nuclear proliferation. Obama brings to this an understanding of this issue from the time he focussed on this issue as a student at Columbia University, when he described the risks of nuclear proliferation in the Columbia student newspaper. There is the risk of an escalation in the development of nuclear weapons in the Middle East first, and then elsewhere. And there is the risk that nuclear weapons fall into the wrong hands. The situation would create problems like that faced in North Korea or in the India-Pakistan region, but increased by many times the current dangers. The entire nuclear de-proliferation effort and the efforts to de-nuclearize weapons stockpiles that took decades to accomplish with the Soviet Union could come undone- and it would then be necessary for all countries to invest in advanced technologies for defending against nuclear weapons, setting in motion another arms race. The current situation reminds people that the issues raised by nuclear weapons development will always be with us, and require a worldwide concerted effort, at official and public level, bringing in scientists, public opinion worldwide, and educating the public in all countries of the larger danger to mankind. The issues need to be put in the right context beyond nations and politics, beyond international conflicts and competing interests or ideologies, including Israel, Iran and any other nation looking for nuclear weapons as a solution for conflicts. Shultz, Perry, Kissinger and Nunn after a series of meetings at the Hoover Institution called for the update of the old policies of nuclear deterrance based on mutually assured destruction used with the Soviet Union, to reflect the new threat of terrorism- in an op-ed NYT 3/7/2011. The focus of this effort is on a new Fissile Material Cutoff Treaty, with all nations giving up nuclear material to an international nuclear material bank. Senator Obama strongly supported the efforts of Senators Lugar and Nunn in de-proliferation work after the collapse of the Soviet Union and joined the senators on one of their trips- Broad and Sanger, NYT, 7/5/2009. A major effort to reduce NATO, U.S. and Soviet nuclear weapons is called for to lead by example, providing a framework for other means of settling regional conflicts and educating public opinion in these countries, and moving forward the negotiating of the Fissile Material Cutoff Treaty. In many ways public opinion will have to lead the way in all countries as governments can lag behind- the efforts of Sam Nunn and Dick Lugar and the many unnamed people in the Soviet Union who aided their efforts show the importance of this....

Stephen Castle of the NYT gives an objective look at Andy Burnham of the Greater Manchester area and Labour party leader. Burnham has said that Britain has been on the wrong path for 40 years and had the courage to prove this by leaving London for his home region of Greater Manchester in the North of England, after serving as chief secretary of The Treasury and Labour minister under Gordon Brown around the time of the financial crisis of 2009. After winning in Greater Manchester he served as Mayor of this important region of Britain second only to London in importance, which after the fall of the British Empire, has led to politics focusing entirely on London. His term as Mayor involved getting transportation out of the hands of the private companies and having the government run it efficiently for the people of Manchester. His term is viewed favorably for improving the economy of the region. Compared to the people Britain has turned out previously- Thatcher, Blair,  Brown, Cameron, Starmer, he has genuine experience running a region and tackling tough problems, which none of the other leaders had, that comes from his hard work for the people of Greater Manchester as head of the local government. He has the skills to bring people together around his vision for the Labour party, similar to that brought by Clement Attlee. At Lyrarc we looked at what  Britannica Encylopedia has to say about Attlee and found that Attlee spent his first 15 years in the difficult working class district of East London, similar to what Burnham has done by moving back to his home region in the north and quietly working to understand the people, their aspirations and how to make them come true. Attlee did this in 1945-51 (setting up the National Health Service NHS and Bank of England, other revered institutions) the way Franklin Roosevelt did in the 1930's to establish the modernization of New York government that he later applied to 51 states as president. This is the kind of task similar to Attlee and FDR that Burnham has the potential to accomplish for Britain. Like Attlee Burnham is self effacing with little sense of wanting public recognition, comfortable with who he is and where he is from. Like Attlee staying away from Ramsay MacDonald's Labour government in 1931, when it failed to find a clear path ahead for Britain, (Burnham concentrated on Manchester away from London), and decided to forge his own way forward with new ideas and being creative- as it was under Attlee that the British Empire was converted into the British Commonwealth of Nations. An enormous feat that has not been fully grasped and will one day be seen as an amazing achievement of the 20th century- India independent and  creating a modernized state the size of the US, European Union or China by 2040/2047. This is our assessment at Lyrarc of the potential Burnham could have for Britain- and possibly for the world again like Clement Attlee in 1945-1951. ...
