South Korean public opinion shows 80% of the public opposed to the release of slightly radioactive Fukushima water into the sea by Japan. Japanese public opinion is accepting this as unavoidable. This is weakening the position of South Korean president Yoon in coming elections. Yoon is a prosecutor who joined politics only a few years back and has seen his popularity drop by 7 percentage points to 35%. Yoon is known for his effort to bring South Korea and Japan closer together with the US in dealing with North Korea and China. Biden met with Kishida and Yoon at the White House only recently, and Yoon made a state visit to the US before India's Modi. Because Yoon is an outsider to politics he has been able to get South Koreans to accept the idea of settling past disputes with Japan tracing back to the colonial era and World War II, yet the Fukushima water release is opposed by the vast majority of South Koreans.

In a nationwide television address prime minister Modi of India calls for a Janata Curfew on Sunday March 22, for a test of people's self-discipline in fighting the coronavirus. He urged people to not go outside of their homes from 7am to 9 pm voluntarily in this curfew. The aim is to build public consciousness of the need for social distancing and staying away from crowds and people gathering, as an effective way to prevent spread of coronavirus. Only health care workers and people who provide essential services would be outside. He asked that at 5 pm on that day people ring bells to thank health workers and others who are doing what is necessary in the health crisis.

The prime minister said there should be no hoarding as the government will ensure that there are adequate supplies. He said an Economic Response Task Force has been setup under the leadership of the Finance Minister that will decide on an economic relief package.

Much of it the result of American companies outshoring American manufacturing and turning their backs on American workers, and the dignity and pride of workers who rebuilt the US and Europe, and Asia after the Depression and the Second World War.

The importance of the event is because of the 294 seats of 543 in parliament of the NDA parties and the nomination based on achieving the vision of a developed country similar to the US, EU, Japan and China, by 2030. With the modernization complete by 2047, the 100th anniversary of Gandhi's struggle that won Hind Swaraj (Indian freedom), the title of a book put out by Gandhiji in 1909 as he negotiated a settlement with the British Empire for South African Indians and Black people. Leaders of every party in NDA cited this as the reason and the goal in their nomination speeches.

Extraordinary pictures taken by a photographer from Edinburgh who left Britain for Singapore and Far East in 1862 at the age of 25 years. He had worked as an apprentice with an optical manufacturer and learned photography. What is astounding is that this was the time when Japan was opening up to the ideas and technology from Europe with the Meiji restoration around 1871, China in transition under the Manchu dynasty which was to collapse in 1912 ending the monarchy. A major rebellion happened with the Taiping rebellion in southern China in 1854 that lasted till 1862. The Taiping rebellion was against the Manchu dynasty as a foreign dynasty imposed on Han people in China, and the result of famines, difficult conditions for peasants, opium addiction, poor economic prospects for a large population. Mao considered the Taiping rebellion as an unfinished revolution which the Communists continued this time against other foreign rulers the Japanese and European colonies in China,  and the Nationalist rule of Chinag-kai-Shek with corruption and wide disparities of incomes. John Thomson took pictures of China in the 1870's, now in the Wellcome collection and displayed in an exhibition at Heriot Watt University in Britain. Women and children in Guangdong, Canton and Beijing are shown in these pictures of China. Between 1872 and 1942 is a period of only 70 years with tumultuous events and huge changes in China. By 1944-1949 Communists controlled vast parts of China with Mao's forming of the People's Republic of China for the Chinese people, free of foreign influence, corruption, and opium trade of the British. And again 40 years later by 1989 China using a market economy to change China into a modern nation as advanced as Japan, Europe and America. For India the new People's Republic of China under Mao also brought the PLA army to the borders of India. In 1950 China invaded Tibet at Chamdo, and in 1951 annexed the country under a 15 Point Agreement making it a region of China. With that invasion India and China face each other for the first time in the Himalayas across a border stretching east to west for thousands of miles. A war in 1962 was followed by incursions across the border in 2020 in the Ladakh region. Both sides build infrastructure on either side of the Line of Control that stretches for 3500 kilometres. Most of the Indian people remain ignorant of the changes happening in China from the Manchus to the Communists. Most Chinese have little knowledge of the changes happening in India from British period to the post independence period under Jawaharlal Nehru and Indira Gandhi , and further to the changes for modernization happening under Mr. Modi. Large populations of over 1 billion people facing each other but knowing little about each other in one of the strange situations in the world, and armies building infrastructure on either side of the line of control. ...

It is a sign of hope in Europe that the period known as the "Troubles" is over. Emma Little-Pengelly of the Democratic Unionist Party in Northern Ireland has dropped the boycott of the Assembly. She is assuming the post of second minister.  Little Pengelly says that we are shaped by the past but we are not defined by it. The party with most seats in the Assembly gained by looking out for people of both communities for housing and other basic needs is Sinn Fein's Michelle O'Neill. This is a new form of what PM Modi has called "Nari Shakti" or women's outlook and strength in Britain bringing peace and development to the island of Ireland. The Indian parliament was recently opened by a woman president Ms. Murmu and the Budget presented the next day by Ms. Sitharaman. Michelle O'Neill says we are not asking to move on, we are asking only to move forward. Such are the changes happening on opposite ends of the former British Empire as Modi moves forward with "sab ka vikas sab ke sath," development for all by all, and in Ireland with release of $4 billion by the Sunak UK government northern Ireland can move forward with meeting people's needs. Both Catholic and Protestant communities are asked to work with each other under the Good Friday Agreement and power is shared for helping people of both communities get better housing, education and other needs for themselves and their children. ...

What this Editorial board opinion in the Indian Express is saying is that India should concentrate its efforts on modernizing its economy on a scale that is similar or surpasses that of China because of its access to the latest technologies. Just as China capitalized on the opportunity presented by its entry in the World Trade Organization in 2001, through an economy wide effort to build a manufacturing and export logistics base. India is presented with the opportunity of building its own manufacturing and export logistics base as supply chains are being redesigned in 2023. This requires a longer term plan with clear thinking and concentrated effort with the entire resources of the nation. What looks like a small or gradual shift in supply chain with the US and EU adding India and Vietnam to their Chinese manufacturing base is going to change with every change in world events, as the US concentration of manufacturing in China becomes a situation that is impossible to to maintain. The only logical way for the US and following the US the EU to create a proper balance in its political relationship with China is to change fully its lopsided concentration of manufacturing in China. Biden is only making the initial moves, the EU is only waking up to the need to make its own changes to reduce this concentration. How much distance does the US need to cover to reduce its concentration in China? By a large amount because the shift of manufacturing was excessive and ill advised done as companies in the US raced in a competition to shift outside over 2 decades and simply outdid themselves and performed a disservice to the workers and families of America whom they served. Just for the US to get workers and families to benefit from return of good manufacturing jobs to the US and restore its manufacturing base that has shriveled, it will have to be a massive enterprise, where day by day it becomes more evident that more and more needs to be and accomplished in an accelerated way. What this also means where appropriate to leave a progressively year after a year larger base in India, and also Vietnam, much larger than is envisaged today. This situation is even more acutely felt in Japan which to bring a proper balance in its political relationship with China needs to even more urgently reduce its concentration of manufacturing in China. It must be the task of the Modi government to have a clear view of the road ahead- build the needed logistical base for exports using the latest technologies and set higher and higher targets for manufacturing.  If you look at the map of Asia this is the Global South- India is 60-70% of the Global South with its population of 1.4 billion people mostly young with aspirations for a modern economy like that of the US and Germany. Add to that Indonesia and Vietnam, and other nations already in the redesigned supply chain in 2023 and you have 2 billion people in Asia. Concentrate on this for the next 2 decades for a complete transformation of India, that is what the younger generation demands of its government. ...

Ranil Wickremesinghe of Sri Lanka, both Finance Minister and Prime Minister during this economic crisis, says to The HIndu in this interview- "It's hectic, this is a new experience. I am working eight days a week." He says he will firm up the staff level agreement with the IMF by June. Then he says comes the debt restructuring plan that gives a clear indication of what Sri Lanka has to do. By July there will be also the interim Budget.  He said "I must say that Indian assistance has helped us get through these difficult times." He says in addition to the $3.5 billion he is hoping to get another $500 million assistance for fuel. On austerity path Sri Lanka faces he says we have agreed with the IMF that vulnerable groups will have to be supported. He said if we look at what are called tough conditions, even if the IMF were not there, we would have to do it. The advantage of going with the IMF, you get something or everything. If you were to do it on your own you get nothing. On austerity he said yes there has to be austerity but we want it to be for the short term, so that even if 2023 will be a difficult year, in 2024 we can start moving. On the Adani investment of $500 million and Mr. Modi, he says  that he emphatically welcomes it. We need it at this moment and it is a good sign that investors are coming in, said Wickremesinghe. The Biden administration's har ghar jal effort, clean drinking water in every home. The Modi administration has made its mark by har ghar jal, drinking water from taps for every home in a country of 1.3 billion people. The US Biden administration will be ensuring the same for clean drinking water free of harmful disease causing chemicals including PFAS contamination. PFAS chemicals are forever chemicals that take a long period to break down. Even lower levels of toxic chemicals can be seriously harmful, says the Biden administration.The head of the Environmental Protection Agency leads this effort by putting 1 billion dollars from last years approved spending into the plan for clean drinking water. 2021 approved spending for Workers and Families plan of Biden has $10 billion for preventing PFAS contamination. Of this the first $1 billion will be made available to affected and most hard hit communities for clean drinking water. Money would go to water quality testing, contractor training and new water treatment systems. In addition Food and Drug Administration agency will tackle testing for food and packaging, Agriculture Department for livestock contamination. Defense Department for checking contamination in military installations. It is a sort of Gati Shakti Master plan that brings in all agencies of government, an approach the Modi administration has adopted for India. One does not have to look far to understand the priorities of the world's two greatest democracies. This is the common struggle in the world's two great democracies to bring a better life for all the people.  "People on the frontline have suffered far too long. This report also shows 42% of Democrats support Biden continuing his candidacy. There is clearly misinformation with 4 specific examples of gross distortion of images of the president spread online, cited in reports. A true grass roots assessment would show a large majority of Democrats support the president once the dust has cleared. No one mentioned it even though it happened twice for Modi. Media made it their headline for Biden for similar mixing up and immediate correction. Going over complex issues for 60 minutes with 9 reporters in A+ fashion- no mention at all by the Media. In Movement for Global Literacy we cited the low degree of confidence and trust in media- only 20% of the American people trust the media such as the TV news shows and the newspapers. Atul Aneja looks at Chinese Foreign Minister Wang Yi's comments on the India- China relationship in March 2018.  The comments by Wang Yi show an extraordinary effort by the Foreign Minister to push for better relations. He raises the need for greater dialogue and "mutual trust" to improve the relations. Wang visited India in December during the period of tense relations and the post-Doklam meeting between prime minister Modi and president Jinping on the sidelines of the BRICS meeting in Xiamen. India's Foreign Secretary Vijay Gokhale visited China in Feb. 2017. A China-India economic dialogue is planned for April, 2018, preceded by visits of Commerce Minister Zhong Shan and Guo Yezhou, Vice Minister of the International Department of the Communist Party of China. Compared to the comments by both sides during the Doklam crisis there appears to be a significant change in policy. Wang refers to "more far-sighted leaders" who have realized the importance of the India- China relationship as that between the two largest developing countries each with a population of 1 billion.  In the context of events in early March with pressure from the Trump administration on trade with China- calling for China to come up with plans to reduce the trade surplus in 2018- and the growing influence of Mr. Lighthizer as a trusted advisor of president Trump and exit of Gary Cohn, this could be a strategic move.   ...

The US sees no contradiction to India looking for bargain priced oil from Russia to meet the growing needs of its economy and is actually furthering the goals of the G-7 by lowering the price Russia gets for its oil. It helps the economy of 1.2 billion people that like the rest of the world has struggled to fight the pandemic and has incurred the kind of heath costs that even China is now struggling to pay for. President Biden clearly understands and supports this. Democracies an only succeed if they fulfill the aspirations of their people. On this point Biden made clear in his State of the Union that he will generate what it takes from large corporations that paid no tax, to invest in America. Rather than fuel the profits of large oil companies India has increasingly chosen to use Russian discounted oil to invest in India. The Biden and Modi policies are identical generate savings and invest big time in trillions of dollars over the next few years to put democracies ahead in meeting rising aspirations that have been unfulfilled for far too long, which is where the real battles are being fought and will be won, and rightly so. US Assistant Secretary of State for Energy Resources, Geoffrey Pyatt,  said during a visit to New Delhi on Feb. 16-17- "Our experts now assess that India right now is enjoying a discount of about USD 15 a barrel in the price that it is paying for its imports of Russian crude. So by acting in its own interest, by driving a hard bargain to get the lowest price possible, India is furthering the policy of our G7 coalition, our G7 plus partners in seeking to reduce Russian revenues."  Looking at the bigger picture the problem was created by Germany under Merkel who built Germany's over dependency on Russian oil to power a cheap fuel economy it thought was in Germany's interest. This is now being reversed by the hard work of Mr. Habeck of the Green party in the coalition government of Scholz in securing alternative supplies in record time for the EU to avoid a recession. In this sense the perception created early of India which has suffered itself from invasions in 1962 and incursions in the Himalayas more recently, it is not a problem India can solve by becoming energy short at a time when it has invested so much in fighting the pandemic. A similar problem was created by Republican and Democratic administrations of the past that concentrated the supply chain in one country. India lost much investment in the last 8 years as a result of the policies of Merkel's Germany and past Republican Democratic administrations in concentrating the supply chain in one country. ...

Helath officials have little knowledge of how this variant entered Canada's western province. This report says the housing shortage for hospitality workers is worsening the pandemic with 6-8 hospitality workers living together and no chance to limit the spread.   The decision by the state health officials not to screen with testing for which variant is responsible for an infection of covid is coming under criticism, as reported in The Guardian. This allows the variant to spread with no knowledge about where it is happening so that countermeasures can be taken. In the absence of this type of screening and testing one is flying blind, says this report. Recent steps to contain the spread in India advocated by prime minister Modi in India give micro-containment a big role, with screening and testing and detection of incidence of mutation becoming critical. To do this the health system has to be well prepared and have full support and direction from a unified authority bringing together every arm of government at the federal, state and local levels. Saudi Arabian deputy defense minister Prince Khalid says polls show Saudis younger than 30 years old favor improved relations with Israel. As a first step Israeli planes would be allowed to fly over Saudi Arabia and control over two islands in the region would be handed over to the Saudis.  President Biden as a candidate had concerns about human rights in Saudi Arabia. Following the war with Ukraine and improving Saudi Israel relations it now appears likely that this will have an impact in improving US relations with the Saudis. Prince Khalid visited Washington and William Burns has also visited the Middle East for the Biden administration as it seeks to get Saudi Arabia to increase oil production following the EU oil embargo on Russian oil.  Saudis under Prince Salman who heads the administration are pushing to modernize Saudi Arabia and build ties for a broader relationship with the world than the traditional ties in the Middle East of Arab countries.The Saudis are improving relations with India and India was the first country to ship vaccines to Saudi Arabia. UAE and Qatar have also improved relations with the Modi administration in India. With China  engaged in trade and technology friction with the US after US investment and aid to China during the last 2 decades and the long period of aid to China during the Japanese invasion, the US is building new relationships in Asia, the Pacific and the Middle East. The new Saudi US relationship would be different from that of the old Saudi relationship as Saudi remains a monarchy but under the new administration and a younger generation of Saudis sees itself as a modernizing influence in the region. Biden sees these new factors as it looks to rebuild relationships in Asia.   ...

Michio Suzuki of Hammamatsu, Shizuoka, Japan, comes across as a rare figure in Japan's industrial history as one who spanned the entire period of Japan's rise as industrial power running a major textile and automobile company from 1909 when he founded Suzuki to 1978. Starting with manufacture of textile looms Suzuki saw the potential of motorized transportation in the 1920's. After the war it shifted from wartime production to introduce the first e-bike Power Free in 1952. He was succeeded by his son in law Osamu Suzuki who became another icon in automobiles by running Suzuki from 1978 to 2021 for 43 years. Between the two Michio and Osamu it spans a period 1909-2022 of 113 years, the period of the Industrial Revolution in Europe and Asia. In 1979 Osamu introduced the car for small spaces, the Alto, that is one of the most sold cars. In 1980 Osamu started the partnership of Suzuki with Maruti of India, that brought the Alto to Indian streets changing the industrial landscape of India. Here he is shown with PM Modi in 2022 celebrating 40 years of Maruti partnership with Suzuki. A major shift in foreign investment may be taking place as the 2014 St. Petersburg International Economic Forum takes place in May 2014. Russian policy in Ukraine and tensions with the U.S. and Germany could lead to a shift in investment to other emerging market countries. China's tensions with Japan could lead to a similiar shift of Japanese foreign investment. At the same time India has elected a new government with an absolute majority and an overwhelming mandate from young people to accelerate development. The new government under the BJP party's Modi has a decade of experience attracting foreign investment in western India. Indonesia, Vietnam, Africa and other emerging market countries, could benefit from the shift in investment. Investment could also return to the home countries with lower labor costs in Southern Europe, lower labor/energy/transport costs in North America. For Russia the debate at the St Petersburg Economic Forum was about pursuing one of three policy paths with some riskier than others, or some combination also risky and uncertain- depending on state banks and oil windfall funds, increasing ties with Asian countries, continuing on the current path with lower foreign investment and continued capital outflows. The failure to use the time wisely to diversify the oil based economy which could have been better accomplished in an economy not overly dependent on crony capitalism and centralized economy, both current characteristics, will affect future progress. A key weakness for Russia compared to China is the centralization under one person Putin, more so in the third term. In China the two man team Keqiang and Jinping is part of a larger team chosen by consensus and negotiation and part of a rotational scheme. It has senior leaders who initiated the changes to a market driven economy in the nineties determined to see China on track....

India's Supreme Court urges the Modi government to ensure protections are in place to preserve privacy rights of Indians. It said the dangers can originate from private parties or non-state actors as well as the government. A nine judge bench led by Chief Justice J.S. Khehar stated- "we commend to the Union Government the need to examine and put in place a a robust regime for data protection." The Court called for a sensitive balance between individual rights to privacy and the legitimate aims of the state which it said would include "protecting national security, preventing and investigating crime, encouraging innovation and the spread of knowledge and preventing the dissipation of social welfare benefits." The biometric identification program Aadhar was designed under the previous Congress government as an effort to control the leakage of social welfare benefits through corruption, a significant problem that hurt the poorer sections of society in rural areas. The Modi administration has pushed forward with the program and expanded it to turn it into a national identification program. As part of the plan to ensure data security the Modi government has setup a committee of experts led by former Supreme Court judge, Justice B. N. Srikrishna to identify key issues for data protection, and to propose a draft Data Protection Bill. The Ministry of Electronics and Information Technology will work with this committee over the next 2 months, as the committee prepares its report. ...
