In 1948 the National Health Services Act was passed into law with Aneurin Bevan having seen it through parliament as a member of the Labour party from Wales. The NHS was operational in July 1948. Clement Attlee summoned Bevan after winning in a landslide in 1948 and asked him to take the Housing and Health Ministry. Bevan was a coal miner's son who then used his skills in parliament to get passage of laws that created one of the most enduring  institutions of modern times. Earlier period of Chinese infrastructure projects led to the debt trap with building of Hambantota port and facilities which Sri Lanka could not effectively utilize, and led to buildup of interest on loans. Sri Lanka now has the opportunity to make a new beginning as part of the SAGAR (Security and Economic Cooperation for All). The whole range of intitiatives in many areas show India's long experience in working with Sri Lanka since 1900 when early development projects were initiated. India has a long list of projects to help Sri Lanka keep up with India in its development- two education tourism projects, ITEC Indian Technical and Economic Cooperation, and Technology Adoption Project. This opens a new path for Sri Lanka to make steady progress on a wide range of projects for the next 10 years for sustainable development. As India grows this will expand the range of possibilities for Sri Lanka that it could never achieve on its own. A unit of RBS, possibly in Asia, is likely to plead guilty to manipulating the London interbank offered rate (LIBOR). A settlement with U.S. prosecutors is likely by mid-Feb. 2013. A penalty of 500 million pounds or $790 million is expected as part of a legal settlement, according to people briefed on negotiations. RBS is 82% owned by the British government. This follows legal settlements totalling about $2 billion with Barclays and UBS. Banks are also concerned about the risks of private litigation. Deutsche Bank is being investigated for its involvement.

Australia's foreign minister, Julie Bishop, says New Zealand's Labour Party revealed this information to undermine the government, that it was contacted by the Australian Labour party which is the opposition in parliament. Geert Wilders says he he is withdrawing support of his party PPV which won 23% of the vote in the last election from the Dutch coalition government because his 10 point plan for immigration was not being implemented. It calls for border closures for asylum seekers, deporting dual nationals who have committed a crime, and the military controlling Dutch borders. Wilders says "no more asylum centers. Close them." Germany is putting through strict immigration laws under the CDU leadership of chancellor Merz including control of borders, border checks, deporting dual nationals who have committed a crime.  This policy is being followed by the DJT administration in the US. There is little public patience with migrants after the experience in the US and Europe. What has changed is that centrist parties, Catholic/Protestant centrist parties such as CDU/CSU in Germany or business centrist parties such as Republicans are partnering with socialist parties such as Social Democrats in Germany, and many Democrats in the US with the clear goal of controlling borders. In the UK and in Denmark socialist parties such as Starmer's Labor in UK and Mette Frederiksen's Social Democrats in Denmark have clear goals to strictly close borders and send back migrants to home countries. ...

Spain's deficit as a percentage of GDP is expected to be 6.0 percent for 2011. The target set by the Rajoy government is for the deficit to be lowered to 4.4% in 2012. Newly elected prime minister, Mariano Rajoy, told parliament that the "outlook could not be darker," with the economy expected to contract in the fourth quarter and in 2012. Rajoy, plans to introduce emergency budget measures on Dec. 30, 2011, labor market changes in the first quarter of 2012, and a banking sector cleanup in the first half of 2012. Savings of 16.5 billion euros will be needed to meet the 4.4% of GDP deficit target for 2012. Rajoy is studying the situation before announcing budget cuts. He affirmed that pensions which were frozen in 2011, will be raised in 2012 in line with inflation. He enjoys the support of France's president Sarkozy and German chancellor Merkel, as all three leaders are heads of conservative parties in Europe, and has excellent rapport with them going back to the period when Rajoy led the opposition party in Spain....

Brazil's unemployment rate dropped slightly in 2013 to 5.4% from 5.5% in 2012, according to Brazil's Institute for Geography and Statistics. Fewer people are entering the workforce as Brazil's population ages, which has helped keep labor markets tight even with a low rate of job creation. Industrial jobs have declined as a share of overall employment after the recent consumer boom in Brazil. More service jobs are being created than industrial jobs as a result of a stronger currency. GDP growth was less than 3%, according to the statistics agency. Higher inflation constrains growth and the central bank increased the interest rate by 0.5% to 10.5%. Wages have kept up with inflation as the average monthly wage increased by 1.8% after inflation to 1,929 reais ($798) for the ninth year. President Rousseff's Worker's party has governed Brazil since Luiz Inacio Lula Da Silva became president in 2003. She is likely to be reelcted in this year's elections as polls show her support at 47%. The lower middle classes which benefitted as the middle class expanded in Brazil supports Rousseff. ...

The new government of prime minister Enrico Letta takes office in Italy in April 2013 following the reelection of president Giorgio Napolitano. Letta is 46 years old and represents a new generation in Italian politics. He is a former Christian Democrat and member of the European parliament. Letta studied at the University of Pisa, and did graduate work in international affairs. In the 1990's he was president of the European Young Christian Democrats. He was associated with Beniamino Andreatta, a Christian Democrat economist and founder of research group Arel. Letta was his chief of staff when he became foreign minister in 1993. In 1998 Letta was minister for European Affairs, and the following year Industry minister. In 2009 Letta became deputy secretary of the Democratic party. The firm European connections, a good sense of how Italians feel about the economic changes, a connection with young people, and his grasp of the needs of business and labor in improving Italian competitiveness, make him an excellent choice after the inconclusive parliamentary elections in Italy. ...

The Labor Department reports U.S. unemployment rate at 4.4% in April 2017, dropping slightly from 4.5% in March. Average hourly wage year over year growth is 2.5%. Including people working part time or those who dropped out of the labor market the unemployment rate was down from 8.9% to 8.6%. 211,000 jobs were added in April 2017- this makes the average for three months 174,000. But the picture for marginalized workers because of skills erosion, location, and other factors is still an issue- the labor participation rate fell from 63% to 62.9%.

Poor performance by UK Tories leader Kemi Badenoch at PMQ Prime Ministers Questions in the British parliament, broadcast on C-SPAN every Sunday at 9.00 pm US EST, is leading to speculation among Tories that she may not be around after local elections. Robert Jenrick who contested the leadership election is around says skeptics. Tories have changed leaders from  Cameron to May, May to Johnson, to Truss, to Sunak, to Badenoch, and now Jenrick? That would be the seventh new Tory leader since David Cameron assumed office in 2010. Then followed Brexit and Covid pandemic, and Labour taking office with the British now favoring being part of the European Union, all coming in full circle through 7 prime ministers in 15 years.

Under a deal made between Partido Popular of prime minister Mariano Rajoy and the Ciudadanos party in Spain, the ruling party agreed to back measures to tackle corruption and ensure an independent judiciary. Public officials being investigated for corruption will be suspended from office. Selection will be done by members of the judiciary for 12 of the 20 board members previously elected by parliament that appoints judges and prosecutors. Wage subsidies are introduced for low income families and cuts in public spending for health and education are restored under the agreement,  which includes a program of 150 measures. The combined vote of the two parties get it to 169- 137 for the Partido Popular and 32 for Ciudadanos- and with the aid of a Canary Islands party to 170. The Ciudadanos party will not participate in the Partido Popular government but will vote in its favor. This is still short of the 176 votes needed in the 350 seat parliament. Rajoy could have a second term only if the Socialist party allows some members to abstain. As this is uncertain Spain faces the prospect of an election in December 2016. ...

Susan Carey interviews the new CEO of United Continental Holdings Inc, Jeff Smisek. Mr Smisek is a lawyer for the law firm Vinson & Elkins LLP. He brings to this job, which involves negotiating labor contracts and bringing together reservation systems of the two merged airlines, prior experience in the 1995 turnaround of Continental. Smisek was part of the management team that helped turn the airline around. The important things for Smisek is getting the people in the merged airline embrace a positive culture, and this he says begins with honest communications. He is heavily focussed on this part, as he says this is a service business, and employees won't give the best service unless they really want to. Next he is focussed on execution of the integration aspects. And third, what he calls the day to day tackling and blocking of operating the airline. His management style is to get a lot done by walking around and using an informal style, by being direct. He would like to see the airline make money in the tough times and do even better in good times, and invest in people, product and technology....

On World Soil Day DW.com provides this reminder about how important soil is to our life. It is a reminder too of the all things that are really important during the pandemic. Few remember the words of FDR in 1937 during the Dust Bowl days in America when overplowing and displacement of prairie grasslands that anchored the topsoil reduced once-fertile plains to parched, barren wasteland that were swept by dust storms. This was brought to life in Steinbeck's novel Grapes of Wrath. American president Franklin Delano Roosevelt (FDR) said in 1937 that "a nation that destroys its soil, destroys itself."   This is true for India and all parts of the world, now more than ever. The promotion of ancient grains by Mr. Modi in India helps in the way that crops can be varied so that the soil can regenerate itself, and is not drained of nutrients with one or two crops such as rice and wheat. A 2015 study by University of Sheffield in UK showed that one third of the world's arable land  was lost to pollution and erosion in the last 40 years. That study says it takes 500 years to form one inch of topsoil. Countries like India cannot afford land degradation and Modi's emphasis on improved practices in agriculture away from pesticides and careful use of chemical fertilizer, with natural substitutes in traditional agriculture taking precedence, cannot come at a better time. Healthy soils also create carbon sinks storing greenhouse gases and reducing climate change. A square meter of soil can contain 10,000 different species of worms, insects, bacteria and fungi, with a single gram home to a billion bacteria. Rich fertile earth that nourishes ecosystems is a world apart from the dust storm swept land that led to crop failures in Depression period America, leading to farmers migrating and poverty, Some of the agricultural practices that promote biodiversity are more labor intensive, and suited to India, and can actually increase agricultural production. With the added advantage of produce being organic. It can increase crop yields through better biodiversity, to yield 2.3 billion metric tons of additional crop yields per year worldwide, worth 1.24 trillion euros, (imagine that) according to the International Union for Conservation of Nature, cited by DW.com. For Indian farmers this is a great opportunity in agriculture to improve agriculture and increase incomes. It is also an opportunity for farmers everywhere, in Europe, America, other parts of Asia, Latin America and Africa. ...

Labour did not want Johnson or Truss to show that these were "Labour's strikes" that disrupted rail and other services. Efforts by Greece's government officials in October 2011 to meet demands from the IMF, The European Commission and the ECB- collectively referred to as the "troika" in Greece- for 30,000 public sector job cuts. The first step was putting together layoff lists, and effectively create a special labor pool at reduced pay for 12 months, after which those not finding new jobs would be layed off. There is considerable difficulty doing this, as heads of departments are reluctant to do this. There is a constitutional provision that protects public sector workers from layoff in Greece. The troika is insisting on the lists, or across the board cuts in the event lists are not prepared. The 30,000 job cuts are part of job cuts in the public sector which would be a total of 100,000 by 2015.

With an extraordinary sentiment for China's people Joe Stilwell showed America as different from the colonial powers of which Japan was a part with its occupation of Korea and China in 1930-1945. America should recognize and be proud of men like  Joe Stilwell who commanded all American Forces in China and the Asian sector in World War II. Such forced labor as shown in Tuchman's book "Stilwell and the American Experience in China," was never seen in its human aspect. Stilwell was the first American to understand the ordinary Chinese people struggles of that period. He participated in their struggles, once even hid himself in Chinese freight trains in the 1930's to collect intelligence about Japanese intentions in northern China.  The war conditions for the Imperial Japanese war effort railway built through dense jungle between Rangoon and Bangkok in 1942-43. Tamil Indian and Indonesian laborers who died working on the railway are remembered here. 250,000 romusha or forced laborers of whom 90,000 died were Asian Indian. A much smaller number were Britishers and European POW's 12,000 in number immortalized in Bridge over the River Kwai, a movie about this period. Till now most of the Indian laborers remained obscure like so many millions obscure in the history books about the colonial period for Indonesia and India, with a population now numbering 1.7 billion people in the world. China with 1.2 billion people suffered the same fate in bombings by Imperial Japanese forces that rampaged across China in the war years. A strong U.S. jobs report in July with 255,000 new jobs, unemployment at 4.9%, provides positive sentiment going forward. The Federal Reserve is likely to be wary of raising rates because businesses are hiring but are not making the investments needed to spur economic growth, which remains at about 1%. The labor force participation rate is now at 62.8%. The measure of unemployment and underemployment shows a better picture of how different age groups are faring including the 25-54 years age group- this is at 9.7% in July 2016, it was 9.6% in June 2016. This measure shows those working part time because they cannot find a full time job. The market today is stronger for those with the right job skills, but not across the spectrum for all Americans, only setting the stage for further progress and increasing investment as confidence improves.

News on several fronts in June 2009. On housing, a month to month improvement but still stuggling compared to a year ago levels. The Commerce Department said that an increase in multifamily units led to housing starts jumping 17% in May from April to a 532,000 annual rate. Compared to ayear ago level housing starts was down 45% from May 2008. There were 10 times more homes for sale in April as sold that month, with the typical ratio at 6. With layoff, tight credit and rising mortgage rates laying aheavy hand on these markets, even as developers cut prices deeply to clear unsold homes. On Manufacturing. Industrial production fell 1.1% in May from April, according to the Federal Reserve. Capacity utilization fell to 68.3%. See the graph for the steep drop for auto and auto parts manufacturing. On inflation. The producer price index showed its largest decline in 60 years, according to a Labor Department report. The PPI was down 5% from one year ago, the biggest decline since 1949. It went up from April to May by 0.2%. Part of this was rising oil prices. The core PPI which excludes food and energy dropped 0.1% in May from April. Rising oil prices, a falling US dollar and stabilization in the economy are reducing defaltion risk. At the same time the sign that inflation is not taking root are clearly evident in the slack that is building up with the drop in the capacity utilization rate to 68%, and further declines expected as the auto industry shrinks in 2009, with the huge overcapacity worldwide in that industry. ...
