Biden's guarantee that no one making less than $400,000 a year would pay an extra penny in taxes. Everyone would be better off, no one worse off. His predecessor's 2017 tax cut did not increase investment spending by companies which remained same as before. "There are 1,000 billionaires in America.   You know what the average federal tax rate for these billionaires is? 8.2 percent!  That’s far less than the vast majority of Americans pay.   No billionaire should pay a lower tax rate than a teacher, a sanitation worker, a nurse!  That’s why I’ve proposed a minimum tax of 25% for billionaires. Just 25%.  That would raise $500 Billion over the next 10 years." Lagging growth in GDP per capita, productivity growth, in Italy, with small family business unwilling to take risks for growth, and bureaucratic hurdles for business. To get an idea how Italy has lagged severely behind other countries in Europe, consider that GDP per capita increased by 28% in Spain, and 22% in France, compared to only 8% in Italy during the 20 year period 1993-2013, according to the Conference Board. Productivity growth measured by GDP per hour worked for Italy showed growth of only 13% in that 20 year period, compared to 30% in France and 23% in Spain. Since the 2008 global financial crisis the Italian economy has shrunk by 9% and growth is barely 1% in 2014. During 1993-2003 top performers Germany showed 31% increase in GDP per capita and 32% increase in productivity growth, the UK showed 44% increase in GDP per capita and 38% in productivity growth. Because of slowing population growth GDP growth has to come from productivity increases in Europe. France is the strongest in terms of productivity with $59 of GDP per hour worked, UK $51, and Germany $57. Italy at $45 has fallen behind Spain at $50. Conference Board statistics show GDP per capita in inflation adjusted, purchasing power adjusted 2013 dollars at $35,847 for France, $40,868 for Germany, $30,145 for Spain, $39,904 for Britain, and Italy lagging behind at $31,386. Most of the gains were made before 1993 for Italy, whereas Spain surged in the period after 1993 only slowing after 2008. The struggles in the U.S. auto industry showed how well meaning changes for labor in the early postwar period if not adapted to changes in the global economy decades later can lead to sharp decline before adjustment is made. Pakistan's GDP growth is expected to be 4% in 2012, an increase from 2% in 2011. Foreign exchange reserves are up to $18 billion. Repayments in 2015 to the IMF will be a quarter of the payment in 2012, says Finance Minister Abdul Hafeez Shaikh. Tax collections are up 24% for the first 9 months of the fiscal year 2012. Remittances from Pakistanis aborad are up 21% to $9.7 billion and exports up 5.5% over the $25 billion exports for 2011. In an WSJ op-ed, April 16, 2012, Michael Boskin,who helped negotiate the North American Free Trade Agreement for the elder President Bush, says it is time for a free trade agreement between India and Pakistan. Shaikh says he expects to see trade with India up from the insignifcant levels of $2.7 billion in 2012 to $10 billion by 2015. Boskin sees the potential for trade at $50 billion based on trade models. This would help change the landscape in the South Asian region after decades of neglect, strife and conflicts and is long overdue to benefit the billion people on the subcontinent....

This editorial in the WSJ, says its a surprise the protest vote in EU parliamentary elections did not come earlier, considering 11% unemployment in Europe and about 50% youth unemployment in some countries. Italy's Renzi government did well in the elections with 41% of the vote. The CDU got 30% of the vote. The French UMP party getting 20% and the Socialists 14%, a poor showing in France compared to the Natonal Front 25%. UKIP Independence party took 27% of the vote in the UK, with Labor and Conservatives a close second and third. Overall the results in Italy and Germany salvaged the situation, says the editorial, by making the pro-EU European People's Party (EPP), the largest group. It includes the UMP in France and CDU in Germany, and has 213 seats for then next 5 years, the largest group in a 753 member EU parliament.

India's foreign minister S. Jaishankar says a lot has been done at the G-20 meetings in India. He says 95% of the countries agree on the communique put out by the G-20. The idea that peace in Europe can be achieved at G-20 meetings in India is not realistic he says as the G-20 was not designed for this purpose of tackling troublespots like Ukraine. What the G-20 has done is bring countries in Europe and North America together with India to understand the problems stemming from the conflict in Ukraine on food security and from the debt crises in some parts of Asia.

French voters turned to parties outside the mainstream left Socialist Party and the right Republican Party for the first time in a run off presidential election. The National Front's Jean Le Pen made it to the runoff in 2002, then lost to Chirac of the Republican Party who won 78% of the vote. This time the Republican Party candidate Fillon had about 20%, the Socialist Party candidate Hamon won just 6% of the vote with the rest of the socialist vote going to a far left candidate Jean Luc Melenchon who had 19.6%. The winners were Emmanuel Macron, a former Economy minister under president Hollande of the socialist Party, getting about 24% and Marine Le Pen, the daughter of Jean Le Pen of the National Front, getting 21.5%. Compared to the U.S. the situation is slightly different in France because of the very high unemployment rate for young people- younger voters supported the National Front, and people especially in rural areas in the north, north east, and the south of the country around Nice and Marseille supported the National Front. Macron's movement En Marche, centrist party drawing support from centre right and centre left without clear ideology except to renew France and pro-EU, was strong in urban areas, among more educated people, especially in Paris and the area around Bordeaux and Toulouse in the south east of the country. Fillon did not do well in some traditional Republican Party areas including Nice, with inroads from Le Pen, who defined the party around anti-immigration, closed borders, and withdrawal from the European Union. ...

Alexandra Stevenson provides this exceptional account of how the debt deal between Argentina and the hedge funds was negotiated. A decade long deadlock was broken for the first time when Argentina's finance secretary in the newly elected government of Mauricio Macri met Jonathan Pollock and Jay Newman of Elliott Management on Dec. 7, 2015, at the Waldorf Astoria hotel in New York. It is based on 8 intervews with the participants in the negotiations, court filings and emails. Critical to the settlement was the work of Dan Pollack, a trial lawyer with the McCarter & English law firm who acted as the mediator and made some rules including no pen and paper allowed, building trust through open discussion. Back channels helped including one setup through Marcos Mindlin of energy firm Pampa Energia in Argentina, who helped the hedge funds communicate with the Argentine negotiators. Mindlin met the hedge fund representatives at the World Economic Forum in Davos. Argentine president Macri insisted on making the terms he offered public on Feb. 1, 2016 of $6.5 billion because this is a sensitive issue in Argentina. Pollack pushed for a simple business transaction to close the issue and not the complex debt structuring the hedge funds favored. On Feb. 19, Judge Griesa of Federal District Court in Manhattan, who presided over the legal settlement, agreed to lift an injunction that would prevent Argentina from making bond payments and raising new money, and set a deadline of Feb. 29 for the settlement. On Feb. 28 the deal was signed by all the hedge funds. Argentina paid all holdout hedgefunds $9.3 billion, according to the Economy ministry, Elliott getting $2.4 billion....

A infratest survey shows 91 % of Germans support taking in refugees in the current war in Eastern Europe. 53% of Germans support German government's strong response, and 27% think it doesn't go far enough. 14% say it goes too far. How much has changed since as recent as February 2022 is shown by the change- only 20% supported arms deliveries to Eastern Europe just one month back, this has risen now in March to 61%, and 45% feel that German government did not act soon enough.

A lot has changed in Germany's view of Russia, and also of China, in a few weeks in 2022. This also appears to be the prevailing sentiment in all of Western Europe and most of Eastern Europe. Climate change is leading to floods in Bengaluru, Chennai and in the state of Andhra Pradesh in recent months. DW.com looks at the situation there. Studies show India' climate vulnerability. Southern regions are most vulnerable according to these studies, yet about 80% of India's population live in districts highly vulnerable to drought, flooding and cyclones. Bonn based Germanwatch says a surge in extreme events is noticeable since 2005 in India, and is triggered primarily by landscape disruptions.  Indian experts say land restoration and rehabilitation is one approach. Another is letting the water flow and redoing irrigation structures to capture rain- linking rivers to ponds, lakes and ditches so that water is free to flow.  Weather experts point out that surface temperature of Arabian sea has risen from 27 degrees Celsius (80 degrees Fahrenheit) to 29 degrees causing more frequent formation of low pressure areas and resulting in heavy rains. France has renewable energy potential for wind farms that is similar to Britain with its long coastline. The Saint Nazaire wind farm with 80 turbines opens on the Atlantic coast with president Macron saying it is time to go twice as fast as other countries in Europe. France gets only 7% of its energy from wind compared to 22% for the UK, 23% for Germany and 44% for Denmark.  Saint Naziare wind farm took 10 years after protests from environmentalists, fishermen and other groups. France is looking at diversifying its energy capabilities so that it is not too dependent on nuclear energy. Macron says- "Our neighbors are going twice as fast. we have to get rid of the legal disputes and the delaying tactics."

Three wind farms will come on stream in months in Normandy and Brittany. A floating wind farm is proposed for the Mediterranean. Macron wants to see more nuclear reactors. He also says the key to better energy supply is diversification.

The biggest gains is in group called Somewhat unfavorable view of Trump where Harris has gained 46 percentage points. Pierre Poilievre gained prominence when he supported the Canadian truckers strike in 2022.  That year he was elected leader of the of the Conservatives party of Canada. In March 2022 the Conservative party crossed the Liberals with popularity at 32%. The NDP coalition ally of the Liberals was at 17%. Starting March 2024 the Liberals took a huge slide in the polls to 25% with Conservatives gaining to reach 42%.  The issues about cost of living, the Border and transgender culture issues resonate in Canada in the same way that they do with Americans. Voters say they can't afford gas at the pump and groceries. Pierre Poilevre has emerged as a leader of Conservatives at a point when for the first time since the 1980's it has a 20% point margin over the Liberals and Trudeau. European Union leaders including European Council president, Herman Van Rompuy, European Commission president, Jose Manuel Barroso, ECB president Mario Draghi, and Eurogroup finance ministers head, Jean-Claude Juncker, draw up a 10 year road map for "a genuine economic and monetary union." The prime ministers of Italy, France and Spain push jointly for deposit insurance to cover European bank deposits, Europe wide banking supervision, and bailout funds to directly purchase sovereign debt of Italy and Spain without conditions. This takes place June 22-27, 2012, with the EU leaders increasing pressure on Germany for the first time in concerted fashion. Ms. Merkel and her coalition partners the Free Democrats see this as an effort at mutualizing debt. Merkel says Europe will not have total sharing of debt "as long as I live," in her talks with Free Democrats.

Andhra Pradesh on India's southeast coastline with 25 parliament seats and Bihar in India's north and east with 40 parliament seats and long history of being part of the BJP led National Democratic Alliance are now key to a five year term for prime minister Modi in India. Modi's BJP party won 240 seats out of 543 in parliament.  Chandrababu Naidu of Telegu Desam Party won 135 seats in the state Assembly election in Andhra Pradesh (NDA), all but 18 seats. It wins 22 of 25 seats in India's parliament (NDA). It also shows the wide swings in Indian elections that no party is safe. Telgu Desam Party (NDA)  won on the platform of a double engine government at state and federal levels to create jobs and modernize its rural agricultural economy. In the last 2019 election the Opposition YSRCP party won almost all the seats in the state assembly and in 2024 lost almost all the seats. In 1995 Telegu Desam Party joined Atal Bihari Vajpayee's BJP to form a government and during elections that followed for Vajpayee's 5 year term (1999-2004) he was part of the NDA. He has served three terms as chief minister of Andhra Pradesh, two terms before Telengana was formed and one term after Telengana split off from Andhra Pradesh. Andhra Pradesh is centered around the Vizag region on India's south eastern coastline and the cities of Vijayawada and Guntur with a 1000 kilometer coastline on Bay of Bengal. ...

The U.S. Census Bureau shows incomes of American households, the median household income, surged in 2015 by 5.2%. This increased by $2800 to $56,500. This is the largest increase since 1967. It shows that steadily improving employment and hiring is leading to improvement in incomes for the middle and working class. Ris in minimum wage has also helped . The largest increase was for the lowest 20% of the income tiers. Full time working women did better than men, with increase annually of 2.7% for women, and 1.5% for men. Nocitizen incomes increased 10.5% to $45,100, native born households went up 4.4% to $57,200. The number of people without health insurance also declined from 33 million or 10.4% of the population to  29 million people or 9.1%. Another way the changes are helping lower income households is the decline of the official poverty rate to 13.5% in 2015 by 1.2 percentage points from 14.8% in 2014. Through a series of small incremental steps the path is being set for a recovery of household incomes for the middle class and working class. A bright spot is that the improvement has affected all age groups, household types, regions and ethnic groups, though among full time workers women did better than men. In this recession older white men have had more difficulties getting back into the workforce. This is reflected in the political scene in 2015-2016 for the election season. ...

The economic damage is larger in some states with a larger manufacturing base and one tending to be cyclical. 20% of Michigan's GDP is in auto manufacturing. The large jump in cases to 40,000 and 3600 deaths have led to stricter quarantine. The unemployment rate in Michigan is forecast at 23% much higher than the national average of 16% that peaks in May. It is also likely to last longer till early 2020. As a result of the strict quarantine  larger parts of retail, service and construction sectors are affected. This has led to protests in areas where the coronavirus threat is not as large as it is in Detroit.
