Air pollution concerns are leading China's National Development Reform Commission to set a higher goal for cleaner energy. The NDRC plans a 52 gigawatt increase in installed capacity for green energy in 2013, an increase from 36 gigawatts in 2012. This includes 10 gigawatts for solar energy. Clean energy will take up 57% of additions to installed capacity in 2013, compared to 35% in 2010, according to Tian Miao, an energy anayst at NSBO.

This editorial in the Economist looks at China's relationship with Russia. It says the Ukraine conflict and western sanctions have resulted in Russia moving closer to China. Yet the two countries have competing interests in central Asia, and different relations with India and Vietnam, in the Asian region. Russia is also wary of China copying designs of Sukhoi aircraft in sales to China of advanced military technology. The major oil and gas deal signed in 2014 provides Russia with a new outlet for oil and gas with the cooling of the relationship with Europe. Yet Russia has strong ties built with Germany over the entire post war period, and differences have emerged in U.S.- German relations. Germany's relationship with Russia- cooled by sanctions and German wariness over Russian intervention in Ukraine and Russian wariness over NATO close to its borders- spans 7 decades and is likely to remain strong in the long term. This comes from the shared sense of awareness of the terrible conflicts of an earlier period, just as it has for French-German relations, and from the strong efforts made by Germany to preserve the relationship and peace in Europe. Chinese president Xi's visit to Moscow on May 9, for celebrations of victory over Nazi Germany, will be followed by a visit May 10 by Chancellor Merkel of Germany. A factor in German-Russian relations is the close trade links, cultural exchanges, and history going back to the GDR where Chancellor Merkel is from, built up over many years, that are likely to set the long term future of relations. China's dominant partner relationship in the China- Russia relations does not bode well for the future of relations, compared to the equal partner relations with its European neighbor, Germany. In this different light Ukraine is a temporary pause, in German-Russian relations and peace in Europe, a situation which is in China's long term interest as it focusses on its economy and the next phase of development for a modernized economy. Especially as China continues to build on its own vital trade relations with Germany and the European Union, the latest example being Germany, other EU nations, and India, joining the China sponsored Asian Infrastructure Investment Bank. ...

Jennifer Lind, associate professor at Dartmouth, says the right policy for the Abe administration is to follow Defence Minister, Itsunori Onadera's apology for Osaka Mayor Hashimoto's remarks about "comfort women" during the war period. Onadera said, Hasimoto had caused misunderstanding and mistrust in Japan's neighbors with his imappropriate remarks about the history of Japan, and emphasized previous apologies of the Japanese people. A senior Chinese delegate Zhou Bo of the Defense Ministry to the Singapore regional security forum, where Onadera made his statement, stated that Onadera's remarks pointed towards a optimistic future for the region. Editorials in the WSJ have consistently pointed out what Lind says in her op-ed- that the Japanese people support for the Abe administration is based on its efforts for achieving economic recovery and not for creating tensions in the region with neighbors. This also is evidently the policy of the U.S. government and its European allies.

Medvedev set up athink tank last year with Igor Yurgens as head , which was to come with new ideas for Rusian economy and foreign relations. He called for Russia to change course and work with the US and Europe t o work its way out of the crisis. T do this he told a seminar organized by the American Chamber of Commerce in Moscow, that Russia should create dialogue with the people, and experts should be brought into the discussions, and the government guys need to dialogue with both the people and these experts inside Russia and abroad. The suggestion is that policy should come out of vigorous discussion, and the government guys should consult, listen and they should win honestly in the discussions in this policy debate or change course as necessary. On Georgia and Ukrainian gas supplies cutoff, these wounds he says should be healed by making symbolic gestures to Europe and the USA, like the one that Vice President Biden made, in saying in Munich that the US needed to press the reset button in its relations with Russia. The Russian government says that the economy will contract by 2.2% in 2009....

Who is Medvedev. Acccounts about his background from his days at St Petersburg State University. He was 25 when he was selected by his law profesor Sobchak as an aide. Sobchak had just been elected chairman of the city council of St Petersburg. Sobchak had another student as an aide this was Vladimir Putin. Its here that Putin became Medvedev's mentor and friend. They both felt strongly about what had happened to Russia as it collapsed economically after the collapse of the political structures of the communist state. Its this deeply felt humiliation and the need to restore Russia to its proper position and bring dignity and respect to the ordinary Russian and the Russia people without all the unrest, disorder and suffering of the upheavals of the 20th century that seems to motivate both. Because things were simpler then in the late 1990's till today because anything that brought Russia back economically was clearly to be desired, there seems to be a marching together of soldiers in a shared feeling of loktya the expression Putin used for the mutual trust and closeness he felt for his much younger friend, younger by 13 years. From the age of 25 to today when he is 42 Medvedev worked 17 years in close association with his mentor Vladimir Putin. First as Deputy Chief of Staff to the new President at age 34, then as Chairman of the Board of Gazprom, Mevedev would spend hours in the Kremlin with Putin working on the details of Gazprom's plans as they sought to make Gazprom Russia's biggest and and most influential company. Their shared feeling was that the consolidation under Gazprom of oil asets across Russia was "good for Russia." Since 2005 he was groomed as Putin's successor. This exceptional report by Ian Talley in the WSJ cites trade and currency expert William Cline about the prospect of a worsening trade deficit under the Trump administration. With an improving economy, says Cline, the dollar had already surged about 8% beyond its fair market value during the last 2 years under president Obama as the economy improved. After Trump's election it surged another 3%. This makes it likely that the trade deficit could approach 4% of GDP with the stronger dollar. More protectionist policy to support U.S. industry, worsening trade deficits, more trade friction could be expected in these conditions. He does point out that markets may be overestimating what will be spent on infrastructure, and how much interest rates will go up which support a stronger dollar. Yet the fact remains that under an administration that is keen on promoting U.S. exports a dynamic is underway that makes U.S. exports actually less competitive in international markets.

Andrew Higgins tells the story of the China Power Investment Corporation's hydro electricity generation project on Burma's Irrawady river. The project is located in the northern part of Burma, in Myitsone, Kachin state. This was to be the first of seven hydroelectric dams on the Irrawady river. Initial opposition to the project by local people turned into a national opposition movement against the projects as it became clear that the huge project which would generate as much electricity as the Three Gorges dam in China, or seven times the Hoover dam in the U.S., would for the most part benefit China. Burma's economy was too small after decades of neglect to need this much electricity. The fears of ecological damage, uprooting the people living in the area, took on a new dimension as national opposition coalesced around the issue of Burmese sovereignty. The former general, President Thein Sein, who assumed the position in March 2011, had second thoughts. One former military officer, leading one of the opposition groups, expressed fears that Burma would become a colony that helped China meet its energy needs under the arrangement with China Power Investment Corporation. China was already working with regimes in Sudan and Angola to meet its energy needs. In September 2011, President Thein Sein halted work on the project. This happens just as the country's military is relaxing its hold on the media and allowing opposition leaders to express their views. The two developments may be connected as the military sees the need for getting public support to counter China's pressure to go along with the project. Years of external pressure failed to create an opening for democracy in Burma. This event appears to create the atmosphere for a genuine expression of Burmese feeling and desire for protecting its sovereignty, which would help it join the world community, with the military finding a common ground with public sentiment....
