The second lockdown in France that begins October 29 for 4 weeks is very different from the first. It incorporates many of the lessons learned during the first lockdown.  The construction industry will remain open after this made a large dent in the French economy during the first lockdown. Schools K-12 will now remain open, with children required to wear masks at age six, and stricter rules for masks and visiting parents. The universities will remain open with classes online, but physically closed. Buses metro and other transport will remain open. Churches will remain open but be limited to very small gatherings. Parks forests, gardens and beaches will remain open this time but one has to live within 1 kilometre to access them and limited to 1 hour. People are prohibited from travelling outside the region in which they are registered. People can exercize for 1 hour within 1 kilometre of their home. All are required to carry a signed form for any type of activity, including shopping, work, accessing essential services, or for their one hour exercize. Not having the signed form would lead to a fine of 135 euros. Because bars, restaurants will be closed people in these hard hit industries will get 100% of their pay from the government. In other industries companies will contribute 15% and the government 85% so that these people are covered. ...

States in America's Deep South have a much lower rate of people having taken one shot of vaccination, in the 30-40% range by May 2021. This report says states such as Alabama, Arkansas, Georgia, and others in the South are at risk of seeing a new wave of the coronavirus  because people will spend more time in airconditioned spaces in the summer. In contrast to the north with cold winters and indoor heated spaces people in the southern states can spend more time outdoors because of the warmer weather in winter. This may have protected southerners during the winter and spring months. This may reverse with more time spent in airconditioned indoor spaces in close proximity where the coronavirus infections can increase. This report comes as new reports show the Indian coronavirus variant becoming more prevalent in the UK and other countries. This variant spreads about 50% more rapidly than an earlier UK variant, say experts. Another analysis in The Times of London shows that the imperceptible rise phase of the new coronavirus variants is the most dangerous part of the coronavirus as it dulls the sense of danger in the population that makes it take notice and prepare countermeasures early enough. India is an example of how this can happen as the sudden rise actually started with a first imperceptible increase in March and early April 2021 that changed into a rapid escalation of the virus in the population by May 2021. On the first day of the new vaccine policy on June 21, 2021, India has vaccinated 6.9 million people. India has now vaccinated 287 million people out of a population of 1.2 billion. This is a race against time as new variants caused the second wave of coronavirus in April and May of 2021 with cases peaking at over 300,000 a day.  The shortcoming of the old vaccine policy are being corrected. The entire vaccine supply process and the vaccination drive is now being handled by the federal government. Earlier during the second wave vaccine supply and the vaccination drives were under an arrangement with no clear overall responsibility. States shared responsibility with the federal government and target vaccination goals were missed, vaccine supplies were inadequate.  A similar arrangement in Germany failed and Germany's vaccination supplies were inadequate and vaccination drive stalled. This caused immense frustration in Germany in April-May 2021. Germany's troubled history before World War II led to a reliance on decentralized actions, and state governments imposed different rules in a relatively small country compared to India. This was corrected with the federal government taking on the entire responsibility for the vaccine supply and vaccination drive leading to good results today in vaccines. With India's huge population and political process of different state governments, some lacking experience in administration for a complex process, and others failing to coordinate well with the federal government, the lack of overall responsibility at the federal government posed serious risks of missing targets for vaccines and letting the coronavirus wreck the economy and public confidence. Complex negotiations with other governments in Europe and the US for vaccine manufacture in India could only be handled at the federal level. The resources and planning at the federal level were already in place in India for infrastructure and other projects, experience and setting targets in that area at the federal level could now be transferred to this task in vaccines. Somewhere in the range of 8 million vaccines a day need to be reached and sustained from August to December 2021 for India to reach the goal of vaccinated all 1.2 billion people ahead of any further attack from a third or fourth wave, say experts. This is not a choice for the federal government, it is simply something India has got to accomplish to be a healthy nation that can grow with neighbors in Europe, the US, Australia and Japan and build confidence in its Asia-Pacific region. The treaty of handover by Britain of Hong Kong under one country, two systems was flawed in the way it was negotiated. French commentators looking at the problem say the city is caught between its past in the British Empire and the new monolithic state that China represents. Under the British French visitors looked at the city and wondered how there was freedom but no democracy, people were just selfishly just interested in making money. Chris Patten, Britain's administrator of the territory tried but failed to get democratic process, During the negotiations in 1984 for handover the chief British negotiator, Percy Cradock, a former ambassador to China, tells the Australian Broadcasting Corporation that - In Hong Kong where there is such a disparity in strength between the two sides, you go for the best you can get, I take the simple view that half a loaf is better than no bread." Britain had very little leverage to secure a separate future for Hong Kong because it was small compared to much larger China resulting unequal negotiations. The same is true today as the best Britain could do is to get out a joint declaration with Australia and Canada saying that it did not approve the new security law, that it violated the treaty signed by Britain and China. The French view expressed by the editor of La Croix is that hasty poorly planned British exits- as happened in British India -have led to crises and conflicts for postcolonial generations, a legacy of British colonial rule. India and Pakistan still sorting out Kashmir, and India and China still fighting about the McMahon Line border area. The situation is very different for the U.S. which now has to respond in some way, and this comes as trade tensions and coronavirus tensions about its origins in China and the failure of Beijing to allow quick entry for an American team into Wuhan. This being for 7 weeks between Jan 6 request and February 16 permission. America sees this as losing 7 precious weeks to make up its own determination of the dangers when every week health experts say means saving or losing tens of thousands of lives. With loss of 100,000 lives the Trump administration has a sense of being misled. This French report in FR24 points out that the lack of a strong response from the U.S. would be something similar to letting the Berlin Wall happen without a response. Both sides in a situation where the territory of Hong Kong remained mostly about money and with a disproportionate influence of business interests similar to its founding under the unequal treaties of the 1850's. ...

For the Benefica vs Bayern Munich soccer game restrictions were lifted leading to filled stadiums with vaccination pass mandatory. As people return to indoors in winter this could still result in increase in cases. Because Portugal depends on tourism and stadiums are filled to capacity there is the risk of a smaller surge. Cruise ships are back in Portuguese ports and tourists,are back in large numbers. Soccer fans, fill subways, leading to new concern about a limited spread of the coronavirus.

Addressing the UN General Assembly in a virtual setting Mr. Trump tells delegates that China should be held accountable for certain actions in letting the coronavirus pandemic spread. He included the denial by China of human to human transmission very early before Feb-March, and its allowing Chinese flights to go overseas when it had completely banned flights domestically. He said flights were allowed to leave China after the virus spread from Wuhan even after Mr. Trump banned flights from China to the U.S. This spread the virus from China to Europe and to America.  Mr. Trump says the WHO is controlled by China. And this happened after foundations such as the Bill and Melinda Gates foundation and other foundations partly replaced the strong role played by the U.S. government at the world health agency during the post war period maintaining strong U.S. and European oversight in the earlier period. The lack of cooperation by China to let American experts into Wuhan immediately in January played a role in delaying the U.S. getting a first hand look at the coronavirus at the epicentre. Instead a 2-3 week delay left the U.S. Europe and India unprepared for the speed and havoc caused.  The only way to tackle the coronavirus was with speed and that speedy response was doubly needed because Europe and the U.S. had no recent experience with epidemics. Even India and rest of Asia, Latin America, Africa have no experience with this type of transmission and spread making time absolutely critical.  This speed was affected because China and the WHO acted as stumbling blocks in this view of what happened. The result was that in past pandemics were fought together, this pandemic was fought on a country by country basis, a bad precedent. ...
