India plans to convert 500 railway carraiges into places to keep coronavirus patients in Delhi.  Daily new cases now are over 12,000, with total confirmed cases of 320,000, deaths at 9195. Delhi bed capacity in private and government hospitals  for coronavirus is 9698 wit 4248 beds vacant. Delhi Chief Minister Kejriwal says he expects a surge and is preparing for this as the economy reopens. Delhi, Tamilnadu, and Maharashtra are the worst hit states. The lockdown of March 25 has been lifted and markets are crowded. Many businesses and workplaces are now open. And local flights have resumed.

Applied Materials, a maker of machines that make computer chips, will invest $4 billion over 7 years in a new research center in Sunnyvale, California. Part of this investment comes from federal subsidies in president Biden's CHIPS Act to increase American semiconductor production inside the US. The investment will create jobs for 2000 engineers. The idea is to build an ecosystem for research and experimentation in Silicon Valley close to other research centers and universities so that the cost of production can be brought down with the access to latest technologies in usable form.

The Dutch government of prime minsiter Mark Rutte resigned on January 14, 2021, after a parliamentary report showed that 26,000 families were wrongly accused by the tax authority of claiming child allowance since 2012. 10,000 families were asked to repay the amount leading to bankruptcies, divorces. Mr. Rutte admitted that there wa a breakdown "at all levels of the state." The opposition Labour Party social affairs minister at the time in the government resigned over the affair. The parliamentary investigative committee chairman says that the problem was pervasive at all levels of the government, including civil servants, bureaucrats and judges. There was he says systematic racism as people with foreign sounding names were singled out. Experts from think tanks say there is little political cost to Rutte and  ministers from his People's Freedom and Democracy Party. New elections are to be held soon and Rutte will continue with a caretaker government. Polls show he has 30% support twice that of the next party the anti-Islam Freedom party of Geert Wilders.  The government has set aside 500 million euros in compensation, 30,000 euros for each family. ...

Chennai, a city of 10 million in India faces a water crisis. It is approaching a situation of Day Zero when the water utility in the city can not any longer provide regular supplies of water through tap water. Tankers with water are used instead. This situation is a result of the 4 reservoirs used for Chennai water suffering from drought in the area- two are dry and the other two are almost dry. Water tankers supply water at the cost of an average salary of 9000 rupees  a month as shown in this story in the WSJ.

Cities such as Shimla, Managalore, Hyderabad, Delhi, also face water supplies crisis. All over India 600 million people live in water stressed areas, according to NITI Aayog, a government policy think tank. By 2030 the demand for water is expected to double. With weak monsoon rains the government is calling for water conservation.

Why the Straits of Hormuz are a critical path in the seas near Iran and Saudi Arabia through which much of the world's oil supplies flow. With the U.S. gaining oil sufficiency the straits of Hormuz oil supply lanes in the seas are critical to countries such as China, Japan and India which lack enough internal supplies of oil. Japan's prime minister mediated between the U.S. and Iran to keep the oil supplies lanes open and free of the conflicts and rivalry that have taken place in the region. After initially saying Iran was responsible for some tankers that caught fire, president Trump reversed himself saying that it was unintentional. The U.S. maintains oil sanctions on Iran but is careful not to worsen tensions further, and Iran suffering from the sanctions pursues a policy of trying to wait out the U.S. sanctions.

Former Defense Secretary Leon Panetta's "Worthy Fights" provides a better perspective on the Syria-Iraq conflict- about a conflict in Syria that was the result of president Obama not acting when a "red line" of the use of chemical weapons was crossed. A similiar point is made by U.S. Secretary of State Clinton. Both advisors to Obama were ignored in favor of Mr. Donilon and other White House adviosrs who lacked the experience of Panetta and Clinton. On the Iraq conflict Maliki's misguided sectarian policies were not sufficiently constrained by U.S. effort to preserve earlier hard won gains under the Bush administration. At the end of the Bush administration Iraq was returning to a peaceful period and the war had largely been won against old Saddam loyalists in Anbar province. Ultimately Obama's lack of experience in foreign policy and his failure to heed the advice of people with that experience such as Panetta and Clinton, was the basis of the crisis inadvertently created in Syria by a tendency of inaction. The Syrian situation was not fully grasped as leaving Sunnis to suffer Assad regime air attacks creating 2 million refugees, something that should have prompted action by the international community. With Sarkozy gone in France and Cameron unable to convince the U.S. alone, or move forward with the French unilaterally, the inaction phenomenon of the Obama White House left the entire Sunni communty throughout the Middle East without any support as they watched the destruction in Syria. ...

Judge Rakoff is interviewed by Adam Liptak as an essay by Rakoff appears in the December 22 issue of The New York Review of Books. Judge Rakoff is critical of the Justice Department for not prosecuting individuals responsible in the 2008-2009 financial crisis and merely offering excuses. He discounts the Justice Department argument that proving intent is difficult or that proving fraud is hard because of the sophisticated counterparties on both sides. He says assistant attorney general in the criminal division Bauer's assertion that you have to prove the individual involved made a false statement, intended to commit a crime, and that the other side depended on this for what they were doing, is misleading. The government is not required to prove that one party to a transaction relied on another party. On the difficulty to prove wilful criminal intent for individuals several layers above those who made and marketed the bad securities, Rakoff says the legal doctrine of wilfull blindness could have been used. Reflecting on why the Justice Department has not prosecuted individuals for wrongdoing the way Milken, Keating and Skilling were prosecuted in prior financial crises, Rakoff comes up with a explanation. He says the government's own role and the role of firms throughout the financial system is suspect in the 2008-2009 financial crisis unlike prior crises. Not only regulators are failing to to do their job. The financial system offers incentives for the packaging of bad debt securities. Fannie Mae has government backing and its management buys these securities to expand access to housing for low income people. The profits made on these securities brings U.S. and foreign banks into this business and leads to a proliferation of these securities around the globe to the point that small towns near the North Pole end up with these securities in their portfolio. This complicates things for prosecutors who in some situations have themselves worked for banks selling these securities. In its slow deliberative way the Obama administration, the Justice Department, and the S.E.C.'s new head, move to prosecute firms during the administration's second term, but not enough is done and tackling individual responsibility for deterring future wrongdoing in the interests of a safe and fair financial system seems a long way off....

Biden issued executive order on June 3, 2024 to close the Border with Mexico and deny asylum. Once border crossings reach 2500 a day the border is closed. Then it is opened only when crossings drop to 1500 a day and after 14 days. Officially permitted including humanitarian parole pathways are limited to 1500 a day. This is being done because the legislation that passed in the US Senate on bipartisan basis negotiated for closing the Border with Senate Minority Leader Mitch McConnell of Republicans and Senator Lankford (R) was blocked in the Senate by Mike Johnson on instructions of Mr. Trump who sought to use it as an election issue. "Today I’m moving past Republican obstruction and using the executive authorities available to me as president to do what I can on my own to address the border,” said president Biden. The signs “SECURING OUR BORDER” were prominent in the White House East Room. “Frankly, I would have preferred to address this issue through bipartisan legislation,” he added, “but Republicans left me with no choice.” On this page the WSJ looks at the Border on August 5, 2024 and finds the border crossings have dropped to levels in 2020 and to levels seen during the last year of president Trump. The US and Mexico have cut border crossings with Mexico moving migrants back to southern Mexico in a Chutes and Ladders program where migrants head north, and the Mexican gocernment buses them back south, at which point some return to their home countries. Questions about the U.S. raid at Abottabad on May 1, 2011, that killed Osama Bin Laden. Was a Pakistani military helicopter involved in the raid as the Pakistanis say. President Obama said that the U.S. did not trust anyone, especially knowing where he was located. Abbottabad is 40 miles from Islamabad, and the location of a Pakistani military academy. Obama's statement that no intelligence was shared with the Pakistanis makes sense till the next question that comes up immediately.That question is how American helicopters took off close to the Osama compound- in an area with a large military presence- without the Pakistani military knowing.

New evidence suggests that about half of coronavirus cases may come from transmission by individuals who yet have no symptoms and don't know they have the virus. Instead the congress enacted under the influence of automaker lobbying groups a watered down fuel efficiency bill according to NYT, of 35 miles per gallon by 2020. It says experts believe that 43mpg could be achieved by then (2020) even without any technological breakthroughs and 50mpg could be achieved by making smaller cars. Only new management says the NYT could bring the deep cultural change needed for the industry in Detroit.

The slow pace of vaccinations in US and Europe has freed up more vaccine doses of Pfizer for other countries including Brazil. From accounting for 80% of vaccines in Brazil early in 2020, SinoVac vaccines now make up only 35% of Brazil's vaccine doses. At that time Brazil bought 100 million doses of SinoVac vaccine which were delivered. The local producer of SinoVac vaccine, the Butantan Institute will no longer make Chinese vaccines. While Sinovac vaccines are effective at preventing deaths, the vaccines have a low effectiveness rate for symptomatic infections. ...

Shocking revelation that Forest Service discouraged firefighters from wearing masks that help prevent cancers from toxic smoke. Many firefighters only had bandannas. For several years fires have increased and this was happening with more firefighters doing dangerous work yet this only came up when NYT reporters brought this up recently. The head of Forest Service was summoned to a Congressional oversight hearing and rightly so.  Rep. Jared Huffman of California: “We’ve talked about the New York Times piece. Chief, do you feel like the Forest Service is doing everything that it can to make the safety risk of smoke inhalation known to firefighters?” Mr. Schultz: “We need to continue to focus on safety as we move forward, including this issue.” There are about 40,000 firefighters in Forest Service mostly young men and many more employed by contractors. Because they are first responders also the work of firefighters has 360,000 in the US and 600,000 volunteers. With such sheer numbers masks to prevent inhalation of toxic chemicals that can cause cancer is highly important and should be given high priority.   ...

High Tariffs on Chinese solar panels imported into US from Cambodia, Vietnam, Malaysia, Thailand. The Commerce Department announced high tariffs after an investigation in 2024 when American makers of solar panels accused Chinese companies of flooding the market with subsidized cheap solar panels, even below cost of production.
