Living wills of BNP Paribas SA, HSBC Holdings PLC and Royal Bank of Scotland Group PLC come under increased scrutiny from the U.S. Fed. These banks were added to 11 U.S. banks required to submit new drafts of "living wills" by the end of 2015, which ensure no damage to the U.S. economic system from a bank collapse. Only Wells Fargo & Co.'s "living will" was accepted by regulators as not causing economic damage. In making the decision the Fed and the FDIC agreed that the "living wills" were "not credible."

At the G7 meeting in Washington of finance ministers efforts to pitch Gordon Brown's plan to other G7 members. The British idea to expand its proposal to other countries has a lot of support on Wall Street and is being studied by officials at Treasury and US government officials. Under the British plan the government would guarantee upto 250 million pounds ($432 billion) in bank debt maturing in 36 months. It is also injecting capital into British banks in exchange for equity stakes. The government is also considering removing a ceiling on deposit insurance giving essentially unlimited protection to bank deposits to protect investors and banks seeing withdrawals from scared investors.

U.S. president Trump says he will rely on Congressional legislation on update of the 1980's CFIUS law giving the executive ability to review foreign investment transactions seen as national security risk. This approach was seen as better than executive action after the Trump administration decided this would be sufficient to protect U.S. technology. Russia ships nuclear fuel, the uranium fuel rods for the Bushehr nuclear plant in Iran, two weeks after the new US intelligence estimate on Iran, after stalling for some time. The Bushehr plant will be under the inspection supervision and control of the Atomic Energy Agency, and Russia has obtained guarantees that the AEA will be allowed to ensure that the fuel will only be used for the power plant. Note that the U.S. was informed two weeks ago about this, and the U.S. quietly supported the idea now with the idea that it encourages Iran to use nuclear energy for peaceful purposes. Intel wants to be the second largest contract chip manufacturer serving companies such as Tesla, Nvidia, and others. By making chips only for its needs Intel lost ground to companies in the foundry business such as Samsung and Taiwan Semiconductor. Ideas for a national "bad bank" to assign bad assets and help improve the rate of bank lending in the economy from Bank of Italy head, Ignazio Visco. There is a sense that the undercapitalization of business is holding back Italy's economy, and problems are not only the high government debt level of 2.1 trillion euros. Italy's business investment per worker has declined 9% since 2009, Germany's increased by 8%, France's 2% in the same period, Mr Visco said at a banking conference in Rome in Jan 2014. Visco said the idea of a bad bank similiar to that setup in Spain would at a moderate cost free up resources to be used to finance the economy. In the current situation of weak bank balance sheets and borrowers weakened by the long austerity period, banks are not able to pass on the eurozone's low interest rates for businesses to pursue growth opportunities.

There is also the issue of Scotland which favors being inside the EU and a Scottish independence referendum. ...

Bannon has come under criticism for the chaotic situation in the White House. Bannon's use of the Alt-right news outlets to criticize national security chief Gen. McMaster is now an issue in the administration. Bannon's job remains uncertain, says this NYT report, yet he continues to have some influence in policy the president uses to appeal to the Alt-right part of his base of support. Rarely has a presidential aide ruffled so many in the White House, and rarely has a president used the Alt-right in this manner.

The prospect of improved ties between India and China as president Xi Jinping meets prime minister Modi in an informal summit meeting. China sees India as an important trading partner as its trade relations with the U.S. deteriorate in a trade conflict and higher tariffs on China's exports to the U.S. Mr. Modi of India sees the need to maintain steady economic growth ahead of general elections in 2018 where a good economic record and performance would boost his chances for another term. 

Both India and China see the potential for a larger global role as the U.S. under president Trump seeks a smaller role than in the past. On issues such as climate change China has taken the lead and India is also an active participant in limiting carbon emissions.

There is deep distrust of the Japanese government on the safety of nuclear reactors and a sense that the regulatory system has failed. In the most recent development, Osaka's mayor Toru Hashimoto, is withholding local approval for starting up 2 nuclear reactors at the Ohi plant, near Osaka. The 2 reactors passed simulated stress tests and were expected to be up and running, but public mistrust of the tests led to Hashimoto holding back on approval. Hashimoto was able to do this because Osaka is the largest shareholder in Kansai Electric Power. Hashimoto says he not against nuclear power, but against the top down regulatory system which works closley with power plant companies to protect their interests, with very little transparency on decisions and methods.

Both wrote to Mr Mubarak in July 2010, asking that international monitors be allowed to observe the election in November 2010. The National Democratic Institute, is a US organization training Egyptians to be election monitors. After the renewal of martial law for another 2 years by Mubarak in May 2010, The Egypt Working Group, a bipartisan body of human rights activists, neoconservative policy makers and Mideast experts, was growing alarmed about the crackdown by Mubarak on anyone seeking transparency in the elections. It sent letters to Secretary of State, Hillary Clinton, in April and May 2010, saying the Mubarak move to rig the elections was dangerous as the young people in Egypt were increasingly agitated. The administration acted as if it was taken by surprise by the situation in Egypt, when respected leaders like Albright were cautioning the administration about the situation in Egypt from early 2010. Before and after the protests, the Obama administration was slow to support democratic processes in Egypt, and failed to take a clear consistent stand supporting the freedom of expression of the Egyptian people....
