India China Border and rail connection $40 billion project Chengdu to Lhasa 2025. The infrastructure brings China greater access to the western region of China some of it from the occupation of Tibet in the 1950's that now makes up territory the size of 80% of the contiguous US. India is rapidly modernizing it's side of the border with tunnels and bridges.  This situation is new. For most of history from 1000 to 1950's China had only a remote connection with the Tibetan and Indian border regions where nomadic tribes and Tibetans lived. Very few Chinese numbering by the hundreds or a few thousands may have visited the region as even under the British contacts were very limited with Tibet and border regions in the Himalayas. For China it is far from its major population centers in Beijing and Shanghai and Hong Kong, Shenzen. And it provides few advantages in spreading over a vast region that is remote and in high over 15,000 feet in the Tibetan and border regions. It is only the invasion of Korea and China by Japan in the close of the nineteenth and early part of the 20th century that has created the idea of having buffer regions that protect it from foreign powers. And this is what may happen over the next 50 years as the region goes back to what it was before the 1950's, but with modernization, as India does not seek to reach out beyond Himalayan borders into regions closer to China. ...

US administrations Biden's and DJT's say this pushes the rules of export controls. It also undermines the US lead in advanced technologies needed for the US to keep the peace in the Pacific and in Europe as new tensions emerge over Taiwan and in Eastern Europe. For years the US egregiously restricted the flow of technologies to democracies such as India and allowed a concentration of semiconductor manufacture in Taiwan, over concentration of manufacturing in China, both of which led to supply chain issues in recent years and pose supply chain issues in the future. Ironically restrictions on technologies sale to India which with 1.4 billon people, and a similar culture in Indonesia forms homogenous culture of 1.7 billion people, is the only place of this size where parliamentary democracy has taken root. With an exercise of legislative assemblies through elections in all Indian states in the 1930's under the British with Mohandas Gandhi's leadership and example. Because of Gandhi and the leaders who preceded him Dadabhai Naoroji and Vivekananda in the 1890's India has older democratic forms than Germany, Japan, Italy, Spain and most of Europe, all of Asia, Latin America and Africa. It also has among the ordinary people a deep respect for Lincon, FDR and his fight to help Gandhi with Sukarno fight the British and Dutch Empires to bring freedom to 1.7 billion people.  ...

As the American banks were better capitalized before the global financial crisis than the European banks, and they were recapitalized with taxpayer money during the crisis, the Europeans and the French in particular feel that they have alot of catching up to do. Geithner at U.S. Treasury is pushing for higher capital requirements for the banks, with agreement by the end of 2010 and implementation by 2012. The way these new rules work the Europeans feel would put their banks at a disadvantage, because their banks would have to raise more capital and constrain their ability to provide credit to their local economies. Capital requirements for banks were part of the previous arrangement called Basel II, which covered USA and European banks. Basel II capital requirements rules measured capital compared to assets weighted on the basis of how much risk they carried, but this relied on credit rating firms which were discredited in the crisis. On the subject of bonuses the large banks are trying to influence the discussions. As a result the Financial Stability Board, an international advisory committee of financial regulators is going to make its own recommendations....

"To Invest (at home), To Align (with allies), To Compete (with the world)" sums up the approach of president Biden with China. It also sums up the approach at home and overseas. Biden senior adviser, Jake Sullivan at Council of Foreign Relations sets out the framework and path for managing US-China relations into the future for many decades. Here at the Council of Foreign Relations he shows how- through careful study of the relationship's history, the changes in the relationship, and where it is today in 2024. Having participated in previous administrations Jake understood how it has evolved, where mistakes were made by both China and the US, where misperceptions took hold and need for clarification, for action. The old Strategic Dialogue followed by Paulsen under Bush 2000-2008 allowed the relationship to be guided by business interests, -without any clear strategy or idea where it was going except maximizing interests of business on both sides- was continued by Kerry under Obama 2008-2016. Sullivan, Blinken and Biden have built a Strategic Economic Cooperation Framework that has clear goals on the American side and goals on the Chinese side, and work between the two presidents and their cabinet ministers. Trump 2016-2020 rejected the earlier Strategic Dialogue but was not able to set up a sound framework that would guide future relations for decades. Sullivan helped set up a new framework around three principles- To Invest, To Align, and To Compete.   Here he describes how the plan to invest trillions in infrastructure in the US was part of this plan's principle To Invest. On Align it was to derisk not decouple by reducing the excessive concentration of supply chains in China, that was revealed as a problem in the pandemic years. Building up manufacturing at home and in India, Vietnam and Japan. Align also was to have allies Japan, South Korea and India to be aligned with the US policy. It also meant that all three countries would follow the same framework for their economies To Invest, To Align, To Compete.  By combining the strengths of the 2 largest economic centers Seoul/Tokyo with New Delhi/Sydney in Indo-Pacific the leveraging effect of US strength could be felt to support its position. And third to compete on level field so that America retained control of its technologies and implementing exports controls. And sharing this in  open communication with China that the US was protecting its technology and interests the way China has done in the past for its interests. The benefit of open communication even where there are differences had the advantage of not turning this into open rhetoric that damaged relations as had happened under previous administrations. Wang Yi on China's side having seen and approached it with careful study and reflection had similar goals to stabilize and put the relationship on a sound footing. Sullivan met extensively with Wang Yi in meetings in several locations around the world. Ministers Yellen, Raimondo, Blinken, Kerry, were sent to China for extensive discussions as part of this strategy in 2023 leading to remarkable change in the mood and confidence in US- China relations after tumult in 2016-2020 and uncertainty in previous administrations. Much credit goes to president Biden and Jake Sullivan, Anthony Blinken, and also to Wang Yi and Jinping in no way diminishing their own initiative, so that for the first time in decades the US China relationship is now on a stable footing. Both countries faced common challenges around counter narcotics, around climate change, and other issues. These are being addressed. Competition is managed carefully and no rhetoric is taking place so that the largest two economies and about 1.7 billion in US and China and 2 billion people who are allies in India/Indonesia/Vietnam/ Korea/Japan living on the same planet earth can have economic and other cooperation  with different cultures, economic structures and systems of government. The result of such a framework also gives the basis for cooperation with America's allies to invest in Africa and Latin America and in the people of these two continents as another level of alignment and investment for a safer better world. ...

Using estimates from Yale Prof. Shiller's website for past 100 years data diversified U.S. stocks with high dividends pay about 4.4% in annual dividends outpacing the inflation average of 3.2%, and 5.6% appreciation in value of the stock each year. It says the news is causing people to question the ideas and words presented by Obama in his books about the dangers of losing sight of the interests of ordinary people. It gives the impression says the NYT, that Obama is cashing in like everybody else, and that his talk was empty. The editorial says the millions raised by Hillary Clinton led to her defeat in the election. Obama is reported to plan a foundation with the work of training a new generation of political leaders. This NYT editorial says it would be better to stay true to vision and purpose, to walk the talk for president Obama, especially now that a recent poll shows two thirds of voters, including about half of Democrats say that the Democratic Party is out of touch with the interests of the American People. By associating this closely with wealthy donors leading Democrats contributed to this. During a period when some of the remarkable achievements of the last fifty years such as the European Union are being called into question, when ordinary working people, young people and older people are struggling, this is all the more a tone deaf approach by politicians. The idea of helping train a new generation of political leaders through a foundation sounds bizarre in this context, and seems to suggest politicians believe there is always a solution through marketing their audacity and money.   ...

It hurts the US workforce by bringing in lower paid IT workers to replace higher paid American workers. India and England were tied in first innings score of 389. In the second innings Sundar with four wickets bowling out Root, Chris, and Stokes ended England's inning at 193 runs in second innings. India could not get off to a good start losing wickets of Gill, Pant, and Rahul, with the tail end struggling to get to 170 with a partnership for the ninth wicket between Jadeja and Bumrah. Michigan Governor Whitmer, a Democrat, says she supports tariffs in a state hit hard by offshoring of American factories and loss of jobs leading to decay of small towns depending on factories. She says tariffs should be done in a way that do not increase cost of living for workers and families. COP30 becomes a disappointment in Brazil with no mention of fossil fuels. With even Brazil divided with Lula and Brazil's Congress supporting agribusiness and the oil industry. There is a clear perception that cost of living and development concerns have to be given recognition and balanced with climate change goals. This is true also for the US, EU, India and China. These countries are still moving ahead with climate change goals but realize that they have to strike a balance. On the other side are Saudi Arabia and Russia, other oil producing countries that want to delay climate change for as long as possible. These fossil fuel producers opposed mention of fossil fuels and making a transition out of fossil fuels a major priority at COP30.

OPLAN is the German defense plan draft by Lt. Gen. Andre Bodeman which was started after chancellor Schulz's Zeitenwende "epochal change" speech in 2022. After that speech Schulz created a plan for $100 billion euros for defense of Germany.The intent is to prepare to defend Europe in case of clash with Russia. It goes back to a different era the Cold War of the 1960's. To improve infrastructure Gemany now plans to spend 166 billion euros, of which 100 billion euros go to railways, to update essential infrastructure. The new Merz of CDU government with SPD's Pistorius as Defense Minister is a relatively strong coalition government which plans to spend 500 billion euros for defense and upgrade the Bundeswehr for military readiness.
