France's finance minister Bruno Le Maire announces a $45 billion effort to cap energy price increases for electricity and gas to 15% increase. Earlier efforts had capped the increase to 4% till the end of 2022 in a tariff shield (bouclier tarifaire). France's public accounts minister says the budget being presented is "a budget to protect." Windfall taxes on energy companies will reduce the cost of the $45 billion to $12 billion. Other protection is offered in the form of increasing income tax brackets by 5% to lower the tax burden. In the absence of this effort the energy prices could have increased by more than 60%, says the Finance Ministry.

Fear of homelessness is a big problem for Ukraine refugees among the elderly. Many people who are in their 80's, with little in savings and no relatives in the western parts of the country refuse to leave. Some have not left when the Russian army is only two miles away as shown in towns like Bakhmut near the front lines in Donetsk eastern part of Ukraine. One elderly woman says they would drop her off at the station at Lviv or Dnipro, and then what, where was she to go. Rescue units volunteers take people to safety every day in these towns. Some leave when the artillery shelling becomes unbearable.

The message to the US from Jackson, Mississippi which shut off its water for fears from aging infrastructure is that the US needs to replace its aging pipes and pumps. Short term patches are not the solution and don't work. Half of the 1600 miles of water main that distribute water through New Orleans are over 80 years old. In Santa Cruz, California, a single pipe goes from the reservoir to the city, with no backup. President Biden has allocated $55 billion for safe drinking water- the actual need is $1 trillion says the American Water Works Association. Pakistan faces severe environmental problems says this report in DW.com. In addition to the heat wave, climate change, air pollution, degradation of natural resources, deforestation and soil erosion, there is the problem of access to drinking water. About 80% of Pakistan's population lack access to clean drinking water. By 2040 experts say Pakistan could be the most water stressed country in the region. A big problem is the lack of financial resources to tackle climate change with the buildup of debt. Another problem is the lack of a master plan for development that takes into account the need for protecting the environment and makes investment in renewable energy.

The Queue for seeing Queen Elizabeth at Westminster is a talking point around the world. See the queue here on the BBC and Charles III and Prince William interacting with the people in the queue. It is five miles long and stretches along the Thames and through London. It takes 9 to 24 hours to complete the queue and enter Westminster. It is a typically British invention. One report in the BBC on the queue described the silent meditative magic of it. The good humored and patient standing for hours and hours showed the British public at its best. Viktor Orban of Hungary drops his veto and Ukraine gets the green light for EU Membership. This is a result of weeks of effort by France's Macron, Germany's Scholz to reach this goal. It is an historic day for Ukraine which is making little progress in the war and faces a difficult winter. DW of Germany covers this crucial period for Ukraine as it needs 50 billion euros of aid from the EU to get through the next year. The US has already given about $111 billion of aid and the EU is now stepping up to meet financial commitments to defend its own region.

WSJ report by Jon Emont warns that Indonesia has too much capital going into mineral resource develooment such as lithium and too little for development of a manufacturing bas as is happening in neighbors India and Vietnam. Indonesia lags far behind in manufacturing and as the supply chain shifts with its aging population there is need for policies that build the kind of infrastructure that is needed for foreign investment in factories in Indonesia that can employ its young people. Emont says just seeing that 60% of young people are employed in the informal sectors such as delivery and  transport is not the policy for a country with a large young demographic.

Preet Chandi, does a solo trek across Antartica, skiing 700 miles for 40 days, doing about 17 miles a day. She had a 90 kilogram sled she pulled across sastrugi ridges in the hard snow and ice. Chandi says "I want people to push their boundaries and believe in themselves. No matter where your start line is, everybody starts somewhere." She trained on the icecap in Greenland and in ultramarathons in the Sahara to be able to do this. Preet Chandi is the first Asian woman- only a Swedish woman and another British woman have achieved this. Preet Chandi is a British army physiotherapist from Derby, England.

Chancellor Scholz has a fall while running in Potsdam. The German chancellor's office puts out this picture of Scholz so that people can get used to how he would look for the next couple of days. Scholz has taken up rowing at the age of 50 and he says one of his regrets is that he had not done so earlier. He heads a younger more fitness and health oriented government than the one before him, and one that has put first and foremost the idea of dignity of the German worker and his family, an idea he shares with president Biden in the US for the American worker and family.

WSJ's Solomon and Feng look at Chinese developer Country Garden's $100 billion real estate project Forest City located only a short drive from Singapore in Johore State of Malaysia. It owns 60% and the rest is owned by the Sultan and a government agency. It is now abandoned as a failed project with Country Garden failing to make debt payments. This is the kind of project Malaysia did not need, as it diverts precious capital from industrial projects and infrastructure that improve the lives of the Malaysian people. Malaysian development has stalled with governance issues and misallocation of capital for such projects, and no tangible strategy for development.

Delta Airlines is switching its frequent flyer program entirely to spending on its American Express Card. No miles for flights. Delta gets an astounding $7 billion from American Express from sales of miles, ancillary fees and brand fees. Its goal is $10 billion which would be what it made from tickets for flights in 2022. Delta's CEO says it may have gone too far with these changes which are unpopular with its flyer base except for the high end flyers who disliked crowded lounges. Were there other ways to tackle that problem? Delta appears to have shifted attention to a small fraction of its customers.

Most of the provinces vote in favor of Milei including Cordoba and Mendoza, Salta and SantaFe. Only Buenos Aires province and two other provinces vote in favor of Sergio Massa, the Peronist candidate. Milei wins by 56% to Massa's 46%. The election is affected by the Peronist party president Fernandez's failure to control inflation that has reached 140%. La Nacion points out that most voters are angry at the political and economic reality, and are not voting for an ideology. In April 2020 one US dollar was worth 80 pesos, in 2023 it is 1000 pesos. Argentine has a chronic problem- repeated bouts of high inflation over 4 decades.

More efficient production of nickel in Indonesia by Chinese plants is causing problems for France in New Caledonia. New Caledonia is a Pacific island with large nickel deposits that are needed for French and European electric car production. Glencore is planning to sell one of its nickel processing plants in New Caledonia. This affects employment in the island which depends on nickel for 25% of jobs. France has encouraged immigration to the island and this has created tensions with the native Kayak people. The result was riots in the island and French efforts to find solutions to develop the island's nickel industry and improve lives of local people.

Franvce's snap election in July 2024 is Explained in The Times showing the situation of each of the parties in France in EU elections and their platforms- Renaissance at 15%, Les Republicains allied with Macron's Renaissance at 7.25%. The Socialist Party of Mitterand and Hollande with 14%, the France Unbowed at 10%. Ecologiste at 6%, Combined these parties have 51% of the vote in EU elections. The National Rally has 31%. If the French parliamentary elections are similar to the EU elections the left parties have to unite with Les Republicains and Renaissance to have a chance to prevent the National Rally from forming a government.

The  Washington Post review of archived radio transmissions in this report suggests a possible cause of the Palisades Los Angeles wildfires- reignition from a previous fire on a mountain ridge just 6 days prior on New Year's Eve. That fire was knocked out only to reignite. Smoldering fire can stay in wood and underground only to reignite in very windy conditions even for 10 days. In though very windy conditions were expected LA Fire Department lacked the resources to stay on it for a few days - in what the Washington Post citing the LAFD says is in a stretch of Temescal Ridge in the Santa Monica mountains.

How European countries Germany, Poland, Britain, France, and Italy are increasing their defense forces and defense budgets to counter Russia's invasion of Ukraine and its military preparations is shown here in DW.com. Under chancellor Merz Germany plans to invest 5% of its GDP in defense for the first time and build Bundeswehr defense forces as the best in Europe. The Environmental Protection Agency moved to assume authority over 14,000 coal burning plants, refineries and industrial complexes that emit more than 25,000 tons ( or emissions from burning 131 railcars) of of greenhouse gas emisssions, and are the source of 70% of the U.S.'s greenhouse gas emissions. The bill exempts the smaller facilities, "every cow and Dunkin Donuts," as Lisa Jackson EPA administrator put it. It exempts millions of other sources like bakeries, dry cleaners and hospitals, and focusses on the 400 largest facilities that do most of the environmental damage. These facilities will be required to obtain construction permits and prove that the best available technology has been applied. Lisa Jackson said we are not going to go ahead with business as usual, and it will give President Obama something to show at the Copenhagen talks. Senators Kerry and Boxer are introducing legislation that will be fought by the power plants, and this move by the EPA will be challenged by the power companies....

Krugman points out that the inflation adjusted wages of non-supervisory workers in the retail field in America has declined by 30% since 1973. He says there are no adverse effects on unemployment because workers in retail are not competing with workers in other countries as happens in manufacturing. They are also some of the lowest paid workers to begin with, and the numbers are not small. One estimate is that here are 30 million workers who would benefit from an increase in the minimum wage from the current level of $7.25 to $10.10. State by state comparisons provide proof of this as no evidence of losses in employment are to be seen when one state has raised the minimum wage and another neighboring state has not. Germany is facing a similiar problem of low paid temporary workers and a new coalition government is planning an increase in the minimum wage in 2014 as a response to increasing inequality and disparity in incomes developing in the last two decades.

In Spain regional governments finance the costs of education, health care, more than elsewhere in Europe. Analysts in Spain say the spending went out of control during the boom years of the last decade. Governments from Catalonia, Valencia to Andalusia spent lavishly in these years on everything from stadiums to theme parks and hired many public employees. Regional revenues have gone down by 9% in the last 2 years and local governments in Spain are now trying to raise $57 billon in the debt markets, more than any other local governments in Europe, except for Germany. And regional governments like the government in Catalonia are paying 3.3%, one percentage point above what the Spanish government is paying. Spain's local governments have $200 billion in debt, and more spending cuts are expected as tax revenues continue to fall short. Spain's economy is expected to decline by 0.3% in 2010.

Studies by Mexico's Interior Ministry show that 62% of the $23 billion in remittances to Mexico by Mexicans living in the U.S. go to the lower middle class. As migration to the U.S. diminishes to zero Mexicans who are illegal aliens in the U.S. are returning to Mexico as small entrepreneurs using earnigs made in the U.S.. This offers them a chance for upward mobility and a return to families that they never had in the U.S., and is aiding the growth of a Mexican middle class. About 12 million Mexicans, or 15% of Mexico's labor force lives legally or illegally in the U.S., according to the Pew Hispanic Center. Experts say that in the first 3-5 years remittances go to help their families, after 7 years the money goes into savings and investment fueling growth of small towns such as Santa Maria in Mexico. About half of Mexico's 112 million people have family living in the U.S., which is having an influence on atttitudes and ways of thinking of the lower middle class that emigrated to the U.S.and is now returning to the country. Other factors are reinforcing the trends such as the lower price of consumer goods with the entry of retailers such as Wal-Mart and Costco into Mexico. Nestle, P&G, and Unilever, all sell at low price points in Mexico. The government's effort to setup a basic safety net subsidizing schooling, health care and food has also helped in this direction. Rapid change in demographics in all of Latin America, including Mexico with a shift to smaller families is creating new opportunities to invest in children for better educational opportunities and working lives....
