Berlin based China studies center MERICS experts say China's weak spot is domestic consumption, as it is too reliant on export demand. These experts say overseas demand from Europe and US has held up in recent months, but where would China pick up manufacturing production when this demand slows down? Stimulus is seen as risky by experts and contradictory to efforts by the Chinese government to reduce debt based financial risks, with the debt built up in hypergrowth of two decades since 2000. Much of this hypergrowth itself has resulted in trade tensions with US and today puts China in what MERICS calls this "tricky situation." This situation resulted from growth since 2000 that was was unleashed from local governments in China with failure to control it from the central government in Beijing to reduce its impact on deindustrialization of towns and communities in the US and Europe. A lesson that China's planners may be looking at as they look to the future for more balance and quality of life,  and dignity of life for rural, town and city communities across China. Politburo CCP's standing committee has put forward the idea of a "dual circulation economy" to reduce dependence on foreign demand, and balance it with growing domestic demand, yet experts at Berlin base MERICS say this has not happened. A report from the Atlantic Council says without domestic demand picking up the pace of China's growth, China would have difficulty growing beyond 3% annually by 2025.  ...

Steep drops in economic activity and loss of so many jobs is the reason why total lockdowns are not the best solution as seen from the experience gained by August. Selective lockdowns are now being applied across France, Germany and Britain in specific areas. About 400 million jobs have been lost, 13 million in the U.S.  Hospitals overwhelmed in northern Italy by March is what made the total lockdowns necessary.  These steps for total lockdown were made with very little known about the pandemic and the need to protect hospital and health systems. These decisions at that time are not questioned today. It is that now  with some treatments found, a vaccine close to being introduced, hospital system protocols established, health ministries and departments organized to respond quickly, and the public awareness at high levels,  it is now possible to impose these selective lockdowns effectively and quickly. China had not cooperated in letting a U.S. team quickly in the early days of February creating more uncertainty and risk. In that situation total lockdown suddenly became the reality to avoid a catastrophe. Though it would appear that Poilievre is a new face in Canadian politics suddenly leading Justin Trudeau by 29% in some polls for prime minister, he is a young highly experienced Alberta politician since age 25. And is married to Anaida Galindo who immigrated at age 8 in 1995 from Caracas, Venezuela to Montreal. Pierre Poilievre is the adopted son of schoolteachers from Alberta. He was active in politics at the University of Calgary, Alberta, obtaining a BA in international relations and being part of  Reform party that considered the progressive Conservative Party unprincipled. He was elected to the Canadian parliament from Carleton-Nepean in 2004 for Conservative party and in subsequent elections won this seat by over 50% of the vote, becoming the youngest member of the Canadian parliament  at age 25. He was appointed Parliamentary Secretary to a ministry, to the prime minister, and Minister of state for Democratic Reform of the Canadian Senate, during the years  Stephen Harper of the Progressive Conservative Party was prime minister 2005-2015. Shadow Minister of Finance 2017-2022. Polievre has not hesitated to make his opinion felt and in 2022 he supported the truckers Freedom Convoy. Following that he was elected leader of the Opposition with Justin Trudeau as Liberal party prime minister.  He is married to Anaida Galindo in 2017 who worked for Canada's Senate in Ottawa. H-P CEO Apotheker says that to be successful in the business of consumer devices like the PC it would have to invest a lot of capital that could be better invested elsewhere. This capital invested in a low margin business such as PC's coud be freed up to generate the size of capital H-P will need to compete in software and services with companies such as Oracle and IBM. As part of this makeover of H-P the company will take a $1 billion restructuring charge to shut down the tablet and smartphone operations. H-P invested $1.2 billion for the Palm acquisition in 2010 to acquire an operating system for those devices. Apotheker expressed disappointment with the sales of the tablet devices and smartphones. This decision happens 10 years after the decision by H-P to acquire Compaq Computer Corporation for $25 billion. In 2008 H-P acquired Electronic Data Systems for $13.9 billion. With the new strategy Apotheker is focussing on software. Apotheker brings experience in software as CEO of SAP Inc in his previous position and understands the software business. The agreement for the acquisition of U.K. software firm Autonomy for $10.3 billion this week is part of the makeover of H-P under Apotheker....

H-P CEO Leo Apotheker defends H-P's plan to spin off its PC unit. He says it wasn't possible for H-P to invest enough in the business to be competitive and make the necessary structural changes needed in other parts of H-P's business. The new product development cycles are much faster than what a congomerate like H-P could accomplish in areas such as the tablet PC, as consumers are looking for a stream of new product devices. H-P's PC unit generated $40.1 billion in revenues and $2 billion in operating profit in the recent fiscal year. Analysts say H-P has overpaid for Autonomy, leaving less money available for additional strategic moves. Apotheker defended that decision saying the Autonomy acquisition makes it possible for H-P to skip a generation of technology as it enables businesses to make sense of unstructured data.

Powell and Rashbaum's interview with New York City Police Commissioner Raymond Kelly. Kelly changed the idea that crime was an everpresent fact of urban life in the heart of America's cities. He also considered increasing the number of officers alone as a political number not related to improving safety. Crime reduces the quality of life in inner city neighborhoods and in downtown areas and a safe city benefits all communities. Could this have been done without "stop and frisk" or had things deteriorated to the point that such measures had to be resorted to is the controversy surrounding the tactics. This had less to do with the increasing inequality in the city that the new Mayor De Blasio cited in the election, which was aggravated by the 2008 financial crisis and cuts in state and federal funding, which affected minority communities disproportionately.
