Title 42 is a law that uses the public health emergency and pandemic to turn people back from Mexico who cross the border illegally. Mr. Obama did this for 8 years by continuing a high rate of deportation of illegal migrants before Mr. Trump.  What makes it possible for migrants crossing the US Mexico border illegally to seek to stay in the US, are US asylum laws that were passed after the refugee crisis during and following World War II. The next step is that the US will now end these asylum privileges as they are being used for economic reasons by huge numbers of migrants crossing from regions in Central America because of economic problems. When a coffee growing region in Guatemala was affected by a bad harvest there was a surge in migrants, with similar patterns repeating themselves over decades.  Just as Mr. Biden closed the Afghanistan war because he could see that it was the right thing to do and essential for the US to build abetter future for its people, Biden now sees the need to end rules and policies from a previous era that led to illegal immigration. Biden is also doing this by increasing legal pathways for immigration to the US where it is done officially and in a proper way. ...

Gokhale describes the intense discussions that are taking place in the inner circles of all three parties, Merkel's CDU out of power questioning Merkel's policies of building so much concentration of business in China, the SPD questioning why it went along, and the Greens knowing that India is their natural partner and the one partner that thinks and acts most like the Greens Baerbock and Habeck. Baerbock is critical of the sale of a stake in Hamburg port to China. No other German leader is like Baerbock, who feels really at home in India in a way that few German leaders have during her recent visit. There is so much change in the Biden administration and in the three major parties thinking about China and how the future of the western nations rests squarely on India's shoulders and its young aspiring population of 1.2 billion, that even India under Modi's leadership for technological change and infrastructure has not kept pace with these changes. US president Biden authorizes $350 million in immediate military assistance to Ukraine. Western leaders now believe that NATO countries are at risk if they do not help stop the invasion, as it now appears that Russia seeks to restore a sphere of influence across Eastern Europe that existed under the Soviet Union. In 1956 Soviet tanks entered Budapest, Hungary. A situation reminiscent of that in Hungary is now taking place in Ukraine in 2022. Earlier the Russian view of Ukraine neutrality was accepted by western leaders- the situation has changed during the last week, as it is now perceived that Russia seeks to change the situation in Eastern Europe. This completely alters western Europe's and America's view of the situation in Ukraine. All this has happened in a matter of days, and in a few weeks. On the Russian side the invasion is not popular with street protests in Moscow and people on the street skeptical about the invasion and its objectives. The view is beginning to emerge that this invasion only breaks the fraternal ties between the Belarus, Ukrainian and Russian peoples that have existed for centuries. In this sense the politics and governments of the present are not relevant as much as the shared history. Ironically it is this shared history that Mr. Putin seemed to want to assert. Yet it ignored the fact that Ukraine also has a shared history with Poland and the Baltic countries and the desire for a different system of government is common to all the people's of the world. Sri Lanka, Bangladesh, Indonesia and India; UK and Scotland or Ireland; Sweden, Norway and Denmark, Canada, Britain and the US; Hungary, Austria and Germany; all have a shared history yet the people in each country at different periods of history have made their own choices and decided what they would do as independent countries.  ...

This report in the WSJ shows American households are acting prudently by building up savings of $1.6 trillion, according to the Federal Reserve Bank of New York. As much of these savings are not distributed evenly across the population, and coming back from a period after the 2009 financial crisis when savings in the lower classes had dropped to alarming levels, this saving is good for the future of the American people by building a path to sustained growth for the long term. Readers responses to this report show their dismay at calling savings hoarding, dismay at the idea that saving 3-6 months of expenses would be considered prudent when 1-2 years would be a minimum  and 2-3 years desirable would be considered decent protection in times like the last 2 decades of manmade disasters (shipping out American manufacturing, 2009 financial crisis) or nature driven disasters (the pandemic). For the Biden administration the saving also provides hope that the mistakes of the last two decades and the 2009 period can be avoided. By targeting the $1 trillion in infrastructure spending plan to projects that build synergy throughout the economy and generate more growth for every dollar spent in a long term Renewal America project. Recent WSJ reports show this is happening. The $2 trillion Families and Workers Plan works in a similar way to bring hope in improving the quality of life in America through children's education, childcare, paid leave, health care, affordable housing, climate change investments. The public in America is showing equal prudence by aligning the savings to this approach to set America on a path of long term renewal and development that could be sustained to 2030 or 2035. This will also enable the investments needed to build America's role in the world and help its partners in Europe, Asia, Latin America and Africa take the same approach for sustained and balanced growth into the next decade.  ...

Omicron cases are up in an almost vertical line on a graph with cases doubling every 2-3 days in the UK, similar to the pattern in South Africa during the beginning of the spread in South Africa. Since then early data in South Africa show the trend in the province of Gauteng, center of the omicron outbreak in South Africa in the Johannesburg area, has reached its peak. On Dec. 16 it recorded 27% of national infections compared to 70% the week before. Head of the National Institute of Communicable Diseases in South Africa, Michael Groome, says "we had areally dramatic increase in Gauteng, which has now leveled off."  Hospital admissions in South Africa show a different pattern than earlier hospital admission rates in previous waves, with only 1.7% of cases being hospitalized in this Omicron wave compared to 19% for the Delta variant wave at a similar point in the wave, says Health Minister Joe Phaahla. In UK as of Dec. 14, this WSJ report cites health authorites saying 73% of cases in London are omicron variant, doubling every 1-2 days, with omicron making up 41% of all cases in England. In the US the Centers for Disease Control show Omicron variant making up 2.9% of all cases in US as of Dec. 11, with highest concentration in New York, New Jersey of 13.1%. Proportion of positive tests went up from 3.3% to 5% in New York City. A convention in New York City, Anime convention at Javits Center, November 23, 2021, shown in a recent NYT report, could potentially have acted as a super spreader event in New York according to NYT though not confirmed, similar to football stadiums events in Italy in March 2020. He says Mr Modi is hard for even his colleagues to understand in terms of his passion and endless capacity for hard work for bringing essential services to every Indian, and the last Indian is a concept that not the BJP or any party had, it was entirely Mr. Modi's idea for New India. Mr. Modi he says is not the BJP or himself even, he is always thinking how could the lives of ordinary Indian be better in every way, and every rupee going to that last man in line in a nation of 1.4 billion. It can best be understood through Vivekananda's writings some 125 years ago. Is the jobless rate in Liverpool, in the one time industrial heartland of Britain about 6% or counting the hidden jobless close to 13%. This report shows that the austerity policies of the last ten years in Britain have bit by bit hurt people's chances of finding work.  The OECD/Centre for Cities study shows something else that is striking- it says Liverpool has the highest rate of hidden jobless in its study, with about 20% of working age adults out of work compared to an official rate of 5.8%. The mayor of the Liverpool region, Steve Rotheram, sitting in his office overlooking the Albert Dock on the banks of the Mersey river, where Britain's mighty shipbuilding industry once dominated and now in decay, says sanctioning people does not work,  a decade of cuts have done damage, and that his authority runs Households into Work, in an attempt to treat people as human beings first to get a better response. Vanguard offers investment advice in assembling mutual funds. The investment advice will depend on algorithms not people to provide investment advice.  Ant owns 51% Vanguard 49%. Chinese investors are known for speculative approach to investing and making risky investments. By contrast Vanguard's approach in the U.S. is more careful and makes a serious effort to reduce risk with its index based mutual funds which it pioneered. China is making an effort to bring American companies into its financial  markets as part of the opening up sought by the U.S. Vanguard CEO Tim Buckley says his goal is "to fundamentally change for the better how individuals in China invest." Vanguard says it has taken the long view having worked for a long time on getting regulatory approval and its own approach for investing to introduce in China. It studied the market since 2018 talking to industry peers, regulators and clients. It says Chinese regulators appreciate Vanguard taking the long view. Today Vanguard's office in China has only 20 employees, and it has stayed away from setting up private investment funds for wealthy individuals and institutions which is permitted for western firms in China such as Fidelity International.  Vanguard's Mr.Bogle pioneered low cost index mutual funds that follow and index as opposed to having mutual fund managers determine investments. This takes the guesswork and individual bias out of the equation as experience has proven that over the long run this approach works best. Vanguard now has $6 trillion in funds under management, and is by far the largest mutual funds company in the world. The low number of confirmed cases and small number of deaths in India and Pakistan is being analyzed for what to expect in the coming months from June to August. Some experts see this as just the beginning that the peak will come later on. India has about 75,000 cases and Pakistan 35,000. Testing has lagged behind with only 1.5 tests per thousand people compared to 26 per thousand in the U.S.  one reason the confirmed case count is lower. Some confidence is being drawn from the deaths- 2415 in India and 737 in Pakistan. This is because only 2.2% of cases in India and 3.3% in Pakistan led to deaths, compared to 14.3% in UK and 5.5% in China, 6% in U.S., using John Hopkins database. One reason given is that only 6.4% of India's population and 4.3% of Pakistan's is over 65 years age. Compare mean age in Italy 46 years to 27 in India and 23 in Pakistan. And there is plenty of sunlight which appear to destroy the virus. Other factors that may influence the virus- taking of the tuberculosis vaccine and routine exposure to more pathogens in both countries. Prime minister Modi in India is taking no chances considering the size of India's population. He has put forward a $280 billion economic package and is moving in deliberate carefully prepared steps to lift lockdowns with the current phase No. 4 allowing more reopening. Toni Kroos of Real Madrid team who was one of the few seasoned players on a new team for Germany put together by Low, says that they tried both being more aggressive in the second half after sitting deep in the first half, and both approaches failed. The Spanish team was well coordinated, faster and tougher throughout the game.  At key moments the Germany defenders were nowhere near the Spanish players as they moved the ball one way and quickly the opposite way the next moment. Ferran scored a hat trick with 3 goals and some of his goal kicks were very quick and fast. As it says here Ferran reacted faster than anyone to score. In three consecutive moments Germany was slow to react to the speed of the Spanish players. For most of the game the Spanish players controlled the ball with pinpoint passing in the midst of many of the German players. It was not that Neuer the German goal keeper was not quick enough, he was beaten by the speed and angles, and the movement of the ball from different directions with Spain's rapid passing. For Spain Ramos, Morata, Ferran, Koke and Rodrigo, Olmo, played a critical role with a German team not looking like this since the 1930's, even though coach Joachim Low had put together a new German team. China faces the problem of an ageing population as births decline and their are fewer young people to support senior citizens. The shift to a two child limit after the policy limiting children to one per couple has not accomplished the goal of restoring the birth rate. The Central Committee of the Communist Party and the president Xi Jinping have taken the decision to allow three children per family.  This comes at a time when the old policy meant a fine of 10 times the disposable income for having a third child. The law was not enforced in all regions but acted to deter larger families. Yet there is a cultural effect of decades of having smaller families that will not be easily overcome with a change in the law. In Latin America smaller families are the result of decades of cultural change towards smaller families. Young people are increasingly aware of the cost of raising and educating an additional child, and the effect on the standard of living. Experts say it is too costly to raise another child  and housing is not cheap in China.  This discussion with 3 billion comments over Weibo in the discussion of this policy in China last week, misses a more obvious point from the graph shown in this report in The Guardian. That graph shows the curve for the birth rate in 2019 dropping faster in South Korea and Japan than in China, so that in 2019 the birth rate in Japan and South Korea was lower than in China. This shows that even without a one child policy the birth rate in Chia would be closer to that of South Korea after industrialization progressed and society experienced profound cultural and economic change. Japan today has the lowest birth rate in Asia. The Latin American experience also confirms this shift to small families. ...

Which dilapidated or broken road and bridge infrastructure will be rebuilt first under president Biden's plan? The WSJ looks at the $110 billion in new funding over 5 years to do this. In addition $66 billion for rail, and $39 billion for public transit. So much needs to be done. The list goes on and on. The head of the American Association of State Highway and Transportation, Mr. Tymon, says projects that were not going to get done in 6 years will now get done in 2 years. This is the big difference today, compared to the period under president Obama when little got done. After president Trump put a big spotlight on broken American infrastructure enough of a consensus exists to get on with the work in a big way. Normally the federal government provides about 50% of the funding for state highway and bridge projects. Take Rhode Island, Biden's bill would provide $300 million a year over 5 years, over $60 million over previous yearly levels. Of Rhode Island's 777 bridges 19% are deficient or dilapidated. The longer the bridge is deficient the costlier it becomes to fix. Bad infrastructure affects industry in multiple ways, a problem ignored for too long. Some of them date back to 1903, some to 1958.  In Woonsocket Rhode Island, 5 older bridges are deficient that are vital for local companies, including textile mill, and plastics manufacturer.  One deficient bridge at Naval Station, Newport, to Quonset Business Park with 200 companies is handling steady truck traffic. These are critical bridges for manufacturing says the city's Mayor.  Another state Missouri shows how the Biden investment will change infrastructure in the states. Annual capital funding of $1 billion will go to $1.5 billion over 5 years, says the Director of Missouri's Department of Transportation. That puts within reach all $3 billion of wish list projects that were considered high priorities. ...

Not much will change in Italy's place in the European Union, says Maria Ferraresi, editor of Italy's Domani newspaper. Italy expects 200 billion euros of solidarity aid from the European Union that is dependent on following EU rules. And coalition partner Berlusconi says he will drop his support if Meloni adopts any anti EU rules positions. Meloni's Brothers of Italy party with 26% of the vote has roots going back to the Social Movement in Italy in the 1930's. To attract support she has remained in opposition even when Matteo Salvini of the League and Silvio Berlusconi of Forza Italia parties joined Mario Draghi's unity government during the pandemic. She has turned to a pro EU stand from a EU skeptical stand. Meloni is also forming one of seventy Italian governments since 1945 such is the pace of government change in Italy making every government dependent on fickle political sentiments that shift quickly. The Italian economy has fallen into a stagnant situation with growth less than 1% in 2022, and the main concern of voters and the elected governments is the economy and standards of living, so that EU aid acts as a critical part of rejuvenating the economy. The Eu solidarity aid of $200 billion in coming years is critical for Italy's economic revival. It also shows the European Union in action after the years following World War II when it was realized that some sort of sound European economic framework was needed for the common good. Ferraresi also points out that Italy has also gone through an EU led effort to make the judiciary fully independent and able to function similar to the judiciary in France and other EU nations. Italy also has a very de.centralized government with state and local governments playing a major role in administration. This reduces the impact of changes in the capital Rome.  ...

President Biden's action to protect consumers when there is a run on the banks such as SVB bank, Signature, Republic bank in the US. And the coordinated action with European central banks and European governments that protect the international banking system because of the interconnections between US and European banks and risks of contagion from one region to another. Janet Yellen at Treasury and the FDIC, Federal Reserve, Swiss central banks worked together on Credit Suisse and other banks affected by the collapse of Silicon Valley Bank and Signature bank. The Federal Reserve bank of San Francisco supervised SVB bank and flagged the problems of it not being able to sustain itself in a crisis with enough cash on hand. Congress under president Trump removed banks under $250 billion in assets from supervision which made it difficult for the San Francisco Fed to take the problem of SVB to the next level or to be able under the law passed during the 2009 financial crisis to regulate SVB and impose the Fed's requirements. A problem exists  of lobbying by banks for less regulation and the influence exerted on the US government and even the Fed. Spreading of ideas that a culture of laissez fairre or little regulation works well for the banking system contrary to evidence from the 2009 financial crisis and the mismanagement of banks such as Credit Suisse, Goldman Sachs, with frequent or egregious behaviour leading to settlements with the government. All it takes is the failure of one significant bank even if it is not a large bank, and the spiralling effects on banks with weakness of some kind for a crisis of confidence in the banking system. The role of lobbying by SVB bank and its CEO's appointment to the board of San Francisco Fed is seen as part of this self serving culture. ...

The importance of not letting small dairy farms close all over the northeastern United States, including dairy farms in New York, Vermont and Maine, is shown here in NYT. Some of these farms go back to 1772  over many generations. Dairy farming is hard work and the family farms with each less than 100 cows are not just dairy farms but a part of New England and North East culture, heritage, and landscape. Ensuring that milk processing facilities exist for organic dairy farms in their regional area is important now that Horizon is shifting to the western states such as Colorado and California for its organic milk pasteurization pickup and processing.  French television TVMonde shows in a documentary how small family owned Swiss dairy farms struggled for years at low milk prices of 75 centimes per liter and were able to get 1 Swiss Franc per liter after many protests. Dairy farms are an important part of the culture, heritage and landscape of Switzerland. By getting a Fair Milk label and direct payments from the government small dairy farms in the Swiss countryside are able to pass on the farm to the next generation. Similar action is needed in the US as farms with 500 cows called factory farms in Colorado and Texas are putting additional stress on family owned farms with less than 100 cows in the northeastern US. The rule for pasture is key to having organic label yet this report in NYT cites Maine agriculture commissioner that this is not rigorously applied for these factory farms in the western states, and other rules for classifying which cows are organic are also not rigorously applied. Following the pandemic there needs to be increased awareness of the importance of keeping small dairy farms operating and being passed on to a new generation of young farmers, men and women, with the encouragement and support of state and federal government in the US. ...

Supply chains are unraveling in many industries with the tariffs imposed by president Trump on imports from China, and renegotiated trade deals with South Korea and other countries. The growth in the value of foreign value added was possible with cuts in tariffs in the period after 1990 and the emergence of China as a low cost manufacturer with cheap labor. Foreign value added increased from 20% in 1990 to 30% in 2011. The impact on factory towns and communities in the U.S. of trade in which the U.S. manufacturing declined as it shifted to China resulted in the surge in support for president Trump. The tariffs war with China is an effort to correct this imbalance. The result is a shift in supply chains away from China in some industries and gradual shift in others. Rising wages in China had already resulted in early shifts and the the environmental costs adding to this trend. President Trump temporarily suspended a threatened imposition of duties of 25% on $325 billion of Chinese imports. A renegotiated Nafta agreement with Mexico for automobile production and determination of U.S. based content and wages was designed to reset the relationship with Mexico and the auto supply chain for production in Mexico. A threat of tariffs on European auto imports to the U.S. is set for a decision in November. The trade dispute between Japan and South Korea and threat of tariffs also shows the effect this is having in other countries. With the U.S. looking at its own interest in the global supply chain and its advantage or disadvantage, industries and companies are not free to make decisions based on which country offers the best arrangement and deal for manufacturing. Notions of competitive advantage in the tech race with China are affecting the way the U.S. and European nations are acting. ...

It is an astonishing figure and shows the neglect of health nutrition by business and previous administrations in the US, in an alarming and dangerous way. RFK Jr. at Health and Human Services department, and Rollins at Agriculture department, have made it their life's mission to get America healthy again. And fight the battles, conduct the policy changes that have to be made to do this. Education of the public and making healthy choices available and affordable, are a big part of the challenge today. Individual states such as Iowa and West Virginia, Texas and Florida are already taking it up at the state level in a concerted effort.
