Greek unemployment is up to 11% and this does not reflect the women who are not registering as unemployed. About 100,000 public sector workers will be let go by 2013 as the austeity plan takes effect. The three year reform programme from the IMF, the European Commission and the ECB tries to cut the budget deficit from 13.6% to 2.7% of GDP in a quick three years even as the econmy is shrinking. The probe into corruption at Petrobras, is known as "Operation Car Wash," because some of the payments were routed through a car wash company in Curitiba, Brazil, which caught the attention of a young federal prosecutor in that city. The investigation took a new turn with the arrest by Brazilian police of the heads of two large construction companies, Marcelo Odebrecht of Odebrecht SA, and the CEO of Andrade Gutierrez, on June 18, 2015. Investigators say construction executives in collusion with Petrobras officials inflated the price of contracts and made payments to politicians and political parties including the ruling Workers Party. The alleged amount is about $2 billion. The construction companies are active in shipbuilding, defense contracting, oil and exploration related work, and building the stadiums for the World Cup Soccer and the Olympics. This has damaged the credibility of the ruling Workers Party, former president Da Silva, and current president Dilma Rousseff, in power during the last decade. The companies and the Workers' Party denied any involvement. Federal prosecutor Carlos Fernando dos Santos Lima told a news conference in Curitiba- "We have no doubt that Odebrecht and Andrade Gutierrez headed the cartel scheme within Petrobras." Adding that the two companies "cannot pass themselves off as innocent given how much evidence we have."...

Tsuneo Kita, is the leader of Japan's largest business daily newspaper, the Nikkei. Kita had stated his dream of buying the Financial Times, Britain's largest business newspaper, many years back. He made the best offer of $1.32 billion in cash for the paper to complete the acquisition. Because of ties between the two newspapers and reporting by FT carried in the Nikkei newspaper, FT Group decided to give Nikkei Inc first rights to bid for the paper. The Nikkei is not publicly listed, and a large part of its shares owned by employees. Print still works in Japan and the morning edition has 3 million subscribers. Kita moved to build the digital business early along with efforts at the FT and the Wall Street Journal. A paid website was started in 2010 for the Nikkei and it has 430,000 online subscribers. Kita is a journalist who joined Nikkei Inc. straight out of Keio University in 1971. He was senior editor in New York and Tokyo. Nikkei Inc. was able to make the acquisiton because of its financial strength. It has $830 million in cash on hand and a similiar amount of liquid assets. Profits are modest- 10 billion yen in profit on 301 billion yen revenue in 2014. Kita says he will keep the FT Bureaus intact and not merge them with Nikkei Inc. bureaus. He wants to preserve the editorial independence of the Financial Times, and sees the paper as part of a publishing group covering a broader region of Europe, the U.S. and Asia....

Panasonic forecast a loss of $10 billion or 780 billon yen for the fiscal year ending March 31, 2012. This is the second largest loss for a Japanese manufacturing company. Hitachi lost 787 billion yen in the fiscal year ending March 2009 after the financial crisis of 2008. In the prior fiscal year Panasonic showed net profit of 74 billion yen. Panasonic posted restructuring costs of 191 billion yen for the television business and 49 billion yen for the chip business for the first three quarters of the current fiscal year. For the fourth quarter it will take a 250 billion yen writedown of goodwill for the Sanyo acquisition. Panasonic acquired Sanyo based on the potential for growth in its lithium ion battery and solar panel business. But the Sanyo unit is facing stiff competition from manufacturers in South Korea and China, with Samsung Electronics as a major competitor. The strength of the Japanese yen is affecting all Japanese manufacturers. The price competition is severe in the television business and this is also affecting Sony. Since the acquisition Sanyo's earning prospects have significantly worsened says Panasonic CFO, Makoto Uenoyama. Panasonic CEO Ohtsubo defends the acquisition saying that without the rechargeable battery business and its potential in hybrid/electric cars Panasonic's growth potential would not be the same as it is now. Panasonic plans to stop production at two plants making plasma and LCD panels this fiscal year. The job cuts planned will bring the number of employees down from 367,000 in the prior fiscal year to below 350,000....

India has 2.3 million of the 9 million tuberculosis (TB) cases reported annually. About 100,000 of these are drug resistant strains. Existing treatment methods do not work for drug resistant cases, actually exacerbating the conditions as the strains thrive if the antibiotics fail. Cases of drug resistant TB are reported in Mumbai, Bangalore and New Delhi. Experts say the $236 million India spends on TB treatment and control is not enough to deal with the problem. India lacks the machines that can detect drug resistant TB in 2 hours and patients with drug resistant TB wait for months taking treatments that fail before it is detected. The WHO provides these machines at a cost of $70,000 per machine and each patient test is $16. The first cases were detected in 2006, and India began building labs for this strain in 2008. So far 37 labs have been built treating 5000 patients. The WHO has tried to persuade India to get the diagnostic machines since 2010, which can do the work of detection for drug resistant strains much faster. These machines are in pilot programs and India will buy more if they work says Dr Kumar, head of India's TB program. Doctors at Hinduja Hospital in Bombay, including Dr. Udwadia, are not convinced and see the efforts as slow and bureaucratic. Dr Kumar says the government has focussed on regular TB which only costs $9 or 500 rupees to treat and cure compared to the $1800 or 100,000 rupees it takes to treat drug resistant TB....

Following concerns about cybersecurity China is pursuing the development of its own chipmaking capacity. Tsinghua Ungroup has the support of Chinese officials. It emerged as China's largest chipmaker with the acqusition of two large mobile chip firms in China- Spreadtrum Communications and RDA Microelectronics in 2013. Intel took a 20% stake in Tsinghua Unigroup for $1.5 billion as a way to enter the market serving the low end smartphone market with chips. Taiwan's Mediatek Inc. is its largest competitor. China's technology in mobile chips is still 2-3 years behind the latest technology, according to research firm Canalys, and serves mostly the low end smartphone market for emerging markets.Tsinghua Unigroup CEO, Zhao Weiguo, says that by investing in the long term like Huawei, his firm can catchup with larger companies in the field. China plans to use its chip fund to invest $1.6 billion in the company over the next 5 years. The company was started in 1988 at elite Tsinghua University, is still controlled by a university holding company, and has close ties with the government through its alumni network. Xi Jinping and other leaders graduated from the university. It is considering an acquisition of HP's H3C. H3C is a joint venture of 3Com and Huawei supplying corporate data networking gear in China, now part of HP. Tsinghua Unigroup is in its early stage of development as its estimated sales of $1.8 billion for 2015, make up a small part of the $340 billion global chip market, according to Gartner Research....

As it grows into a significant player in mobile advertising with about 35% of all mobile advertising, Facebook is looking for ways to put news content on its site. Earlier efforts were less successful. The Ice Bucket Challenge showed some publishers the risks of using a social media platform for news content. With Facebook users spending most of the summer posting videos of people getting water poured on them to raise funds to fight ALS, less links to news sites were shared with users. An initiative called Social Reader in 2011 with the Washington Post was designed to create a sort of newspaper for Facebook, but fizzled out in 1 year after readers found any post opened going to all friends creating a spam effect. Another problem is that news stories are slow to appear on mobile phones. Instant Articles is the latest effort by Facebook to publish news content on its site. Users would not link back to the news website but stay on Facebook. It makes news websites dependent on Facebook in the long run, say news publishers. They are wary of this because economic arrangements such as Facebook giving 100% of the money from ads posted against an article, can change over time. As of March 2015, according to Parse.ly analytics firm, Facebook was the source of 27% news traffic to all news sites, Google 22.7%. Editors of news sites now write headlines in a way that are optimized to appear higher up in search results....

This piece in the NYT goes over the record of John Malone in building the cable industry. Malone built TCI and sold it to AT&T for $48 billion in 1999. He later built a collection of media companies satellite radio provider Sirius XM, QVC shopping channel, and large telecom companies in Europe under Liberty Global. Malone values privacy and has always worked in a low key manner. In 2011 he invested in a minority stake in Charter Communications and took a seat on the board. Malone has a keen sense of the direction of a business and opportunities ahead, confidence in his vision, and the quiet determination to pursue the opportunity creatively, say analysts. In May 2015 when the Charter Communications acquisition of Time Warner Cable was announced Malone kept a low key profile. One of Malone's companies Liberty Broadband owns the stake in Charter, and the move is based on Malone's vision of the expansion in the internet broadband business. A Charter- Time Warner deal would lead to a new company New Charter, which would rival Comcast in the cable and broadband industry. Here Gelles describes Malone's passion for acquiring pristine land in Colorado, New Mexico, Maine and other places- about 2.2 million according to Land Report magazine. This also shows his independent style, valuing the openness of the Rockies and the pioneer style. Russian and China sign a contract for Russian natural gas from undeveloped fields in Siberia during Putin's visit to Beijing in May 2014. The 30 year contract is for about $400 billion. China gets natural gas at prices about 25-40% below the current cost of importing liquefied natural gas from Australia, Qatar, Malaysia and other countries, according to RBC Capital Markets. For the last decade China and Russia have failed to agree on a price. In these negotiations a price was reached but is being kept a commercial secret. China imports large amounts of natural gas by pipeline from Turkmenistan at about $10 per million British Thermal Units (BTU's). Gazprom needs about $12 per million BTU's to break even. The two Siberian fields are the Kovykta field and Chayanda field which would remain undeveloped without the deal to supply China. Russia will spend about $55 billion for pipelines and infrastructure on its side, and China $20 billion. China's needs for natural gas were 170 billion cubic metres in 2013, growing to about six times consumption of about 30 billion cubic metres in 2000, according to China's NDRC. This is expected to reach 420 billion cubic metres by 2020. Currently 17.7 million metric tons come by pipeline mostly from Turkmenistan and 15.5 million metric tons of LNG mostly from Qatar and Australia, according to China General Customs Administration. The deal will put on hold higher cost LNG projects for Asian countries and make mores gas available at reduced prices in Asia, according to analysts....

Hilsenrath points out that Japan's central bank, the Bank of Japan's holdings of securities and loans has increased by 35% in 2008-2013 compared to an increase of 2, 3 and 5 times respectively in the assets of the ECB, the U.S. Federal Reserve and the Bank of England. Experts in Japan say what was considered commonsense by Bank of Japan chief Shirakawa and others, that aggressive monetary policy doesnt work, is considered nonsense in other parts of the world. They say aggressive monetary policy was never tried and Shirakawa diluted its impact by saying he did not think it would make much of a difference. Communicating the right message to financial markets was part of the approach taken by Draghi at the ECB, Bernanke at the U.S. Fed and King at the Bank of England. Anil Kashyap of the University of Chicago agrees. He says the Bank of Japan missed its inflation target for 15 years. BOJ also bought shorter term bonds in its bond buying efforts, with maturities of three years compared to the average maturity of nine years for bonds being purchased by the U.S. Fed. This reduces the effect. The Abe administration is careful to present the approach as similiar to that in other countries, and intended to spur growth in Japan, which in turn should spur global growth. U.S. Fed chairman Bernanke has supported this effort. Prime minister Abe was on a visit to the U.S. communicating Japan's approach and winning support, something never done before....

Under the Energy Independence and Security Act of 2007 the government is authorized to give upto $25 billion in low interest loans to auto companiesto retool plants to make smaller fuel efficient cars. Lobbyists for the auto industry are trying to increase that to $50 billion. The package of loans is presented not as a bailout but as a way to offset some of the $100 billion it is estimated it would cost the industry to meet the new fuel economy standards enacted in that bill. GM's 7.2% bonds due 2011 were trading at 64.25 cents on August 27, 2008, translating nto a yield of 29% for that debt. In the credit default market it costs $4.5 million upfront and 0.5 million anually to insure $10 million of GM bonds for 5 years. The govenment loans at 4-5% would cost significantly less as borrowing costs are very high for automakers at present. Both Senators McCain and Obama see Michigan and Ohio as crucial to a win and support the loan package. It would cost $3.75 billion in insurance costs for the $25 billion loan package. Because of the automakers precarious financial condition and no improvement in consumer demand or in financial markets in sight in the next 2-3 years as a plausible scenario, and more losses looming for automakers, this package may turn out to be a crucial element in the recovery of the American auto industry and in turning over almost America's entire fleet of cars on the road into more fuel efficient cars....

Sheila Bair is playing a larger and larger role in this crisis as the Bush administration and Paulson take a series of missteps. She had earlier proposed her own plan for addressing the roots of the crisis which she said are home prices, and preventing risisng foreclosures was the best way to address this. She has offered loan modifications through FDIC run IndyMac bank. Now she speaks up about her disagreement with how the crisis should be handled as little has been done to help homeowners considering the scale of the crisis. Alan Blinder of Princeton university, a former Fed vice chairman has called her the real hero in all this throughout this year as she has had the foresight to suggest action to help homeowners, and has acted vigorously in other areas related to the banks. "Why there has been such a political focus on making sure we are not unduly helping borrowers but then we are providing this massive assistance at the institutional level, I don't understand it." And Sheila Bair went on to say "This agency, with its genesis in the Great Depression, has a sense of purpose now perhaps more than any other agency." Her term as chairman of the FDIC lasts till mid 2011 and her term on the FDIC Board till 2013. With 2 weeks to go for the Presidential election and her term going into the next administration, her voice is increasingly the one that will be heard by policymakers coming to grips with the economy. ...

Anthony Faiola provides this exceptional look at the thinking of Chancellor Merkel and German experts, about the refugees creating more opportunities than risks for Germany. Germany is an aging society, with low birth rates. How to reverse this, so that there will be more young workers to meet future needs long term ten or twenty years from now, is a problem facing Japan and Germany. Germany is also fortunate with the timing, with Germany's unemployment rate at a low of 6.2%, and years of growth ahead from a eurozone recovery. A fortunate circumstance in the nature of refugees from Syria, is that many of them are young, well educated, skilled workers, doctors, engineers and architects, from a relatively moderate Arab country. This is a better immigrant pool than the one Germany took in from Turkey in early postwar years, in terms of education, youthfulness and skills, and one in which the lessons learned from that pool's inadequate integration could be applied here. This is why Germany is not only willing to take in 800,000, but German leaders are saying they could take in 500,000 a year for several years. Just as Germany has taken a long term view, and has the strength to execute it in its shift to renewable energy, Germany's centre right Christian Democrats and centre left Social Democrats in the coalition government see the issue long term around which they can bring a cohesive understanding and consensus in their country. Merkel addressing parliament said on September 9, 2015- "The refugees need help to learn German, and they should find a job quickly. Many of them will become new citizens of our country. If we do it well, this will bring more opportunities than risks." The decision to shift to renewable required a whole new mindset and leadership, in the same way German leaders are articulating the position based on a careful understanding of the situation and Germany's long term interests in reversing Germany's population decline and lower working age people. There are about 3 million Turkish people in the country, adding about 1.8 million Syrian and other refugees would still bring the percentage of people of foreign origin to less than 6% of the 81 million population, just a little bit less Christian and just a little bit less German in origin, which is in keeping with changes in a globalized world and no different than its neigbor France. What looked like a problem, if handled and managed well could be an opportunity knocking at Germany's door. Merkel's genuine convictions about universal civil rights make the "wilkommen refugees" very real in other ways....
