This is an high exceptional report in the NYT by Rosenthal, Fitzsimmons and Laforgia on the crumbling infrastructure in the U.S., taking the New York subway system as one of the most glaring examples of this failure of public administration since World War II. The woes of the system amount to a kind of defunding of the subway system for update, maintenance and technological improvement to meet the doubled ridership since 1950. Read this to understand why this is happening throughout the U.S. for clues to the possible causes, and what needs to be done. As this is now in the hands of ordinary citizens who suffer daily from the inefficiencies, delays, and rundown conditions on the subways compared to other subway systems in Europe, Japan and China. One report in the media in Nov. 2017 says Japan's Shinkansen railways apologized to customers for a train leaving 24 seconds early. Small details get accounted for in other countries, whereas they are ignored here in one of the largest cities in the world. A former New York transit system president from the 1970's calls it "heartbreaking" making him mad when he thinks about what is happening in the way New York subways are run. Financial deals have saddled the New York subway system with added $5 billion in interest on debt in return for  short term cash infusion. The result is that about 17% of the budget goes to paying interest on debt. In 1997 this was about 6%. So that needed maintenance and capital projects suffer. The New York subway system has only a 65% on time record,  the worst of any subway system in the world. And technology dates back to the 1930's with a signals system from that period,  says this New York Times report. Maintenance needs have suffered under the Cuomo administration says this report.  The system has suffered an enormous stagnation, leaving it in a shape that has not changed for decades. There are fewer miles of track than in 1950 after the war, while the ridership of 5.7 million today has doubled. The budget for maintenance has barely budged from 25 years ago. This report says the politicians who ran the city and the state of New York bear much of the responsibility for the crumbling infrastructure of the subways in New York.   ...

The outward looking Akio, whose background includes an MBA from Babson college in Massachusetts, and overseas experience including America, is likely to give the relatively insular culture at Toyota, a jolt. Under the new arrangement each of the executive vice presidents has been put in charge of a global region. One of the biggest problems Toyota will face say experts is the mundane looking lineup of vehicles bought mainly for reliability, just as competitors are making big strides in quality and new design, with new technology reshaping what the automobile might look like. The focus on the Tundra truck and SUV's like FJ Cruiser now looks misplaced. Yoshimi Inaba, a Toyota executive with experience overseas, will take charge of the American operations. Inaba says that without N. America, Toyota is unlikely to come back to global proficiency....

Dilip Hiro's new book on the emergence of two states India and Pakistan in 1947 presents the story in terms of the two founding leaders Mohandas Gandhi and Mohammed Ali Jinnah. The division of the region into conflicting states is shown as a result of the divergent views and politics of the two leaders. Jinnah who was skeptical of the mass civil disobedience movement of Gandhi and preferred a legislative approach, and Gandhi who appealed to the masses and oppressed millions in British India. Jinnah and Gandhi's style and approach were fundamentally different. Seven decades later Pakistan has failed to build a genuine participatory democracy for most of this period with military actively involved in government, and India in the manner of Gandhi built institutions of participatory democracy under different political parties. Jinnah was an assistant to Dadabhai Naoroji, India's first nationalist leader at the turn of the century, when the two were in London. Naoroji passionately argued against the British policies that entrenched the poverty of millions of Indians in the countryside. Ironically it was Gandhi, not Jinnah, who took up Naoroji's call for bringing hope to the hundreds of millions of people on the subcontinent in "Poverty and Un-British Rule in India," first published in 1901, and showing how the draining of the country by the British was leaving India weak and oppressed. In 2015 that struggle of Naoroji for bringing hope and economic opportunity to millions of people is the task taken up by India's new government and the new government in Pakistan. Naoroji, the first Asian to be elected as a member of the British parliament, established the East India Association in 1867, the predecessor organization to the Indian National Congress which he founded with Hume, and is the leader Gandhi and Jinnah most respected in the first three decades of the twentieth century. Naoroji was elected to the British parliament for the Liberal party from Finsbury Central in 1892, and was assisted in his campaign and duties as a member of parliament by Mohammed Ali Jinnah. In the light of this common upbringing for Gandhi and Jinnah, the nineteen forties and their aftermath could be seen as a detour, not the substance of political life on the subcontinent- just as Mao and Chiang Kai Shek are a sort of detour for today's China. A significant part of the haze and air pollution in New Delhi, India, comes from crop burning in the neighboring Punjab and Haryana region. Here the Hindu newspaper looks at the practice that has not changed even after a 2015 government and NGT order banning the practice. This report cites data from the state of Punjab showing 65% of the 1.85 million farming families in the Punjab are small and marginal farmers. The problem is that the rice paddy harvest leaves 19.7 million tons of paddy straw in the fields and the farmers see burning this as a quick way to avoid incurring the cost of machinery and labor. The Punjab government is required to provide machinery to farmers for preventing the burning. Farmers say it has not provided this. Punjab government seeks funding from the central government in Delhi for meeting the cost. Till then marginal farmers continue their old ways creating a thick haze over New Delhi. Solutions proposed are having more biomass plants to generate energy and use the paddy straw, a Happy Seeder variety that takes works with the straw, and shifting to Basmati rice instead of the common rice crop. The way Indian democracy works political parties have remained wary of collectively working out solutions, letting the problem continue.  ...

U.S. president Trump signs an executive order on March 28, 2017, reversing the American commitment to the Paris climate change agreement. The executive order also lifts a moratorium on the sale of coalmining leases on federal lands. The Obama administration 2015 clean power plan was designed to restrict greenhouse gas emissions from power plants. It was blocked by courts in 2016. Trump says he is reversing president Obama's war on coal. Earlier he approved the Keystone pipeline for bringing oil from oil sands in Canada to the U.S.. Under the Paris agreement the U.S. agreed to cut greenhouse gas emissions 26-28% by 2025 from 2005 levels. Market changes including the availability of cheap natural gas from technology advances fracking and hydraulic fracturing is leading a shift away from coal, apart from Obama administration regulations. Another factor is the long term trend towards cleaner energy, with large energy producers such as American Electric Power and other companies planning for the long term which is likely to be in the direction of cleaner energy. She thinks Russia's dependence on oil and commodities for revenues fosters a climate of corruption and it should move faster in the direction of diversifying its economy. Russian entry in the World Trade Organization, fostering a climate for Russian engineers and scientists to work inside Russia and start new companies, and building U.S. and European business and private ties with Russia's public and private sectors, should be promoted to help the Russian economy diversify. Resetting Russian relations or depending on the U.S. government to come up with solutions appears to be the wrong answer, Rice points out, because resetting is still based on internal politics in Russia. ...

The Cleveland address and question answer session on July 10, 2011, showed Janet Yellen at her best. She was applauded several times for her answers especially for her emphasis on clarity. One question was about the use of the term"quantitative easing," couldn't the Fed have found a better word? Yellen pointed out that the Fed at the time used "buying of long term assets" as the phrase for that activity, after the media referred to it as "quantitative easing." That term stuck and the Fed ended up accepting the use of the term to refer to the Bernanke Fed's program. Yellen also said the buying of long term assets was intended to raise long term rates, and was different from the effort in Japan of buying short term assets that failed to stimulate the Japanese economy. Throughout Yellen was entirely comfortable making clear what she had in mind. At one point she was asked about the IMF director Lagarde's statement that the U.S. is better off not raising rates in 2015, because of the uncertain economic outlook in Europe, China and other places. Yellen's response was that this was one more view that she considered along with the views of several other Fed governors who had different views and reading of the economic situation. She emphasized that the increase in the rates will be very gradual, a position very consistent with her earlier statements, and this made the long tem path of interest rates more important said Yellen, than the particular time when the Fed first raised rates. For her clarity, empathy, and sound grasp of the economic situation, few Fed chairman have come close to Yellen, as was evident in the audience's grateful response. ...

Martin Fackler talks to Yasuhiro Nakasone, former LDP leader and prime minister during the Reagan days. He gives his views on improving the relationship with the U.S., advice to prime minister Yukio Hatoyama on his goal of building a more equal relationship with the U.S., the issues surrounding the U.S. base in Okinawa. He says Hatoyama should have a relaxed conversation with president Obama, over dinner and after dinner. Not one or two hours but much longer and increased contact with much time as possible spent together to increase rapport. He points to a picture of him and Reagan in windbreakers walking through the woods in Camp David as an example of the trust needed to be built in the U.S.-Japan relationship. Nakasone once described Japan as an "unsinkable aircraft carrier" in the Cold War with the Soviet Union. Nakasone does not think the LDP dominance was a good thing and says the DPJ's rise and the LDP voted out of power was good for Japan. His view is that Japan can become more equal by being closer to the U.S. than becoming apart from it. An approach he took by being less deferential than his predecessors at summit meetings, but at the same time working closely with the U.S. Nakasone says Hatoyama is not doing this by showing he values Japan's relationship with China more than its relationship with the U.S. These remarks he describes as not being prudent, and do not reflect the security alliance wih the U.S. and the shared values of a liberal democracy. Okinawa and other problems can be resolved through talking between partners, friendly relations and a relationship built on trust between leaders....
