The vote on the A.V. or Alternative Voting system based on proportional representation is causing a split in the Liberal Democrat- Conservative coaltiion government. Liberal Democrats favor the A.V. because it estimates that under that system it would have won 30 more seats in addition to the 57 it won in the last election. This was also a key condition of the Liberal Democrats to join the government. Now Liberal Democrat Vince Cable and others are saying they see a Labor- Liberal Democrat coalition as a "progressive majority" preferable to an alliance with the Conservatives, which only gives power to " a right wing clique that wants to keep things as they are." This is happening as Britain faces local elections, and the Liberal Democrat participation in the government is becoming deeply unpopular with the rank and file party members.

The U.S. Government Accountability Office says only $179.5 millon of the first $1.5 billion- in a five year aid program to Pakistan worth $7.5 billion- has been spent. USAID's director for Pakistan, Andrew Sisson, says the $1 billion from prior ununsed funds was spent in Pakistan in 2010. This includes $500 million for aid during the disastrous floods last year. Projects include the Gomal Zam Dam in South Waziristan, at a cost of $20 million. That project helped build a spillway to apower plant bringing electricity to a remote region in Pakistan. That dam was built by Chinese engineers from the Sinohydro Corporation. The Obama administration wants to see large signature projects to which it can point to as signs of success. With a failing economy, corruption and a weak civilian bureaucracy- especially with a weak and ineffective civilian government- getting projects implemented has proven extremely difficult. The U.S. government has committed to spending 50% of the aid money through the Pakistan government and not through civilian contractors with large overhead expenses....

The 64 mile highway known as the Gardez-Khost Highway has cost $121 million upto this point. The final cost is expected to reach $176 million. At $2.8 million a mile the cost overruns on this projects are over 100%. Parts of the road run through Taliban territory and may never be completed. Security for the project has cost $43.5 million, according to USAID officials. This involves among other things payments to a local figure named Arafat. The road connects two provinces, Paktia and Khost, and runs through rugged mountain terrain at 9000 feet. At the original estimate of $69 million it was considered a good investment for linking these areas to Kabul.
