Citigroup is in negotiations with the New York state Attorney general's office, the SEC and other state securities regulators for alleged fraud in the marketing and sales of auction-rate securities, and for wrongly telling customers that the securities were safe and liquid and cash-equivalent. Mr. Cuomo the NY state Attorney General's office said that Citigroup failed to tell investors that from August 2007 until early 2008 the market for auction-rate securities was kept afloat primarily because the bank placed bids in auctions for the securities. UBS also faces similiar charges. If Citigroup reaches an agreement it could be forced to spend more than $5 billion to buy out individuals, charities and other investors whose cash is tied up in the frozen auction-rate securities market, and it could face a fine of $100 million.

The inflation rate of 8% in India limits the new Modi government's ability to increase the growth rate without creating price pressures. The current account deficit was brought down to 1.7% in the last fiscal year from 4.7% for the prior year, by curbing imports of gold and reducing imports of manufactured goods. It is being financed by uncertain portfolio inflows in the second quarter for 2014.

The CDU convention in Leipzig, Germany passed a compromise resolution that lays the ground for a EU country to voluntarily leave the euro zone and still maintain membership in the European Union. The resolution called for changes to the Lisbon Treaty to allow a euro zone member that is "unable or unwilling to permanently obey the rules connected to the common currency... to voluntarily... leave the euro zone without leaving the European Union." Merkel told delegates that Europe must change the EU treaty to allow for strong automatic sanctions for violations of the monetary union treaty. "We need to send a clear signal. We don't whine; we don't complain. We know instead that we have a job to do." On the issue of voluntary withdrawal from the eurozone, the earlier decision by Merkel and President Sarkozy of France- when prime minister Papandreou of Greece decided to put the issue of membership to a referendum- was to tell Greece that leaving the eurozone would mean leaving the European Union. This CDU resolution provides a basis for Greece to resolve its debt problems outside the euro currency, as experts suggest....

A report by the World Bank is cited showing that in many industries the gap between the leaders in that industry and the companies trailing it is so wide that its as much as 5 times the value added per worker. Based on this the World bank estimates that India can increase its national output rapidly simply using existing knowhow of the best firms in the industry fort those firms that are trailing. This sounds fine on paper but in practice a lot goes into best practice with leadership being hard to replicate easily, and the technology of the leading firms may not be available to the other firms. However its possible for the other companies to increase their productivity if the efffort and determination was present.

Ed Miliband, leader of the Labor party, tells British prime minister Cameron in parliament on Dec. 12, 2011: "It's not a veto when the thing you wanted to stop goes ahead without you. That's called losing. That's called being defeated. That's called letting Britain down." Miliband was asking what purpose was being served, when it was expected that the European Union leaders were unlikely to provide Britain with safeguards for its financial industry, and when Britain has actually led the way in calling for stricter capital reserve requirements than Basel III standards accepted in Europe. Olli Rehn, European commissioner for economic and monetary affairs, said Britain cannot separate its financial industry from the rest of Europe: "If this move was intended to prevent bankers and financial corporations in the City from being regulated, that is not going to happen."
