Scientists have now found a cure for the deadly XDR strain of tuberculosis. A trial was run in South Africa recently. Of the 30,000 such cases most are in China, India and Russia. The Biden Administration has a plan to revive America's chip making genius and innovation that has driven America from 40% of the manufacturing of chips to 5%. Intel is right at the heart of this plan. The Chips and Science law will do this including $8.5 billion for Intel manufacturing which Pat Gelsinger is pushing forward for Intel Corp.  Here comes a company that has outsourced Manufacturing entirely- Qualcomm to takeover Intel. It knows nothing about Manufacturing, it cares nothing about American Manufacturing and loss of leadership in Manufacturing, and for the millions of people who work in America in factories and research facilities related to manufacturing design.  ...

The World Vaccine Summit raises about $7 billion to immunize about 300 million children for polio, diphtheria and measles, over 5 years. Prime minister Boris Johnson who opened the summit called it "the greatest shared endeavour of our times." Bill Gates donated $1.6 billion and Britain pledged 1.65 billion pounds over 5 years, making Britain the largest donor. Mr. Trump also addressed the summit in virtual manner- "we will work hard, we will work strong... good luck, let's get the answer." Mr. Johnson called for renewing "the collective resolve."  Specifically he stated: " Just as we have great military alliances like NATO.... where countries collaborate on building their collective military defence, so we now need that sam spirit of collaboration and collective defense agains the common enemy of disease." Referring to failure of early warning systems for coronavirus with crucial weeks between Jan 6 to Feb 16 lost for the West with lack of international cooperation- "It will require a new international effort to cooperate on the surveillance and sharing of information- data is king- that can underpin a global alert system, so we can rapidly identify any future outbreak. Nocera points out that in a larger sense pay czar Feinberg hasn't accomplished his goal- to change the ethos of the pay culture at banks and companies. $200 million to be paid out at AIG is in contracts for March 2010, and 14 of the highest Citigroup executives still will make $5 million to $9 million each, and Ken Lewis wil still get $70 million in retirement pay, and nothing that Feinberg can do about it. A lot of it has been shoved under the rug. As far as shifting compensation to stock instead of salary, Goldman and Morgan Stanley have already done that and that is a change that is already happening at these banks. But executive compensation will nevertheless be out of proportion and the public angry. Nell Minnow, the co-founder of the Corporate Library, says the only way is to throw the bums out, meaning the board members on the compensation committees. But this is up to shareholders and the job maybe to make it possible for shareholders to do so easily.

After failing to come to an agreement for early elections with the central government in Madrid, Catalan leader Puigdemont says he will put the matter of secession from Spain to the region's parliament. This makes it certain that the government in Madrid will assume emergency constitutional powers over Catalonia. Mr. Puigdemont is the head of a coalition that has 72 seats of 135 in the Catalan parliament. As this NYT report points out Mr Puigdemont heads a coalition of separatist parties that won about 48% of the vote in parliamentary elections of Catalonia in 2015. He announced a referendum in 2017 which created more uncertainty because Spain made an effort to suppress voting and many Catalans stayed away from the voting booths. Other reports show it is not clear that a majority of Catalans favor all out independence from Spain, though they oppose the way prime minister Rajoy of Spain has handled the crisis. Control of the police and broadcasters under Article 155 of the Constitution is a step Mr Rajoy now plans to take. Mr. Rajoy says it was a decision forced on Spain by the "capricious decisions" of Mr. Puigdemont, and that it endangers Spain's economic recovery from the financial crisis with high unemployment. Puigdemont faces an internal revolt inside his separatist party if he backs down, according to this report in the NYT. As a result of this Spain is likely to move ahead with constitutional backed rule by the central government over Catalonia till a solution can be found. Mr. Puigdemont's action has created the biggest crisis for Spain since it moved to democratic elections in 1978, coming at a time when national elections led to no clear winner and the economic recovery was just beginning. Public perception is that both Mr. Puigdemont and Mr. Rajoy appear to have handled the situation poorly. ...

President Moon Jae-In of South Korea will meet Mr. Kim of North Korea in a summit in late April after envoys from South Korea visited Pyongyang, North Korea, for 2 days of talks. The talks come against the background of the WInter Olympics in Pyeongchang, South Korea, where the 2 Koreas sent a joint team as part of reconciliation efforts.  North Korea agreed to denuclearize said a South Korean government statement after the talks, saying- "The North Korean side clearly stated its willingness to denuclearize. It made it clear that it would have no reason to keep nuclear weapons if the military threat to the North was eliminated and its security guaranteed." Working level discussions will be held before the Kim- Moon summit meeting and a hotline phone connection will be setup between the two leaders. A recent report in the WSJ shows China for the first time tightening sanctions on the North. Japan has joined the U.S. in taking a tough stand and its foreign minister said that the offer for abandonment of nuclear weapons has come before and North Korea has resumed its nuclear weapons development each time. U.S. experts say that security guarantees were offered by the Clinton administration, including in writing, but this has not prevented the North from moving ahead with its nuclear program. This is the first time Kim, 34 years, has met with senior envoys from the South since assuming power in 2011. The WInter Olympics in Pyeongchang with Mr Kim's sister attending and bringing an offer for a summit meeting, were the first such contacts in years between the 2 Koreas. The new offer comes with an offer to stop nuclear tests, yet leaves open the manufacture of fissile materials say experts. The U.S. and Japan are deeply skeptical and insist on complete and verifiable proof of abandonment of the nuclear program. ...

Projects include saving a couple of rural hospitals and seeing to it that Department of Agriculture offices remain open in remote parts of California. He has sought out an assignment on the Senate Agriculture Committee. He now realizes that the Democrats have not done enough for Californians or for America, and had not looked for new ways to tackle tough problems-  working people voted for DJT he says “because they were struggling. They were working harder than ever. And they could barely get by. And the Democratic Party had come to be viewed as the party of a status quo. They found the status quo was deeply unsatisfactory.”  Like Ruben Gallego in Arizona there is a sense that a lot has to change in the Democratic party down to grassroots work and efforts which is why Schiff now attends farm bureau meetings up and down the state. ...
