Stephens says the lack of swift military action to protect the U.S. consulate in Benghazi by all means available was not undertaken by President Obama from Wall Street Journal accounts of what happened. The reason given was not to violate Libya's sovereignty, instead an effort was made by the State Department to get the Libyan government to send reinforcements. This was the situation at 5 pm on Sept 11, in an Oval Office meeting, when news of the attack on the consulate reached President Obama. A suggestion was made according to WSJ reports for U.S. planes to fly in from the closest airbase to scare away the attackers but was not adopted. The Obama adminstration was slow to act decisively in the struggle for freedom from the Gaddafi dictatorship and agreed to support the French-British effort after the war was underway for some time. This is likely to have left the U.S. with a lack of sufficient intelligence on the ground about the movement of remnants of Gaddafi's army, mercenaries from Mali, and terrorist groups, which are suspected of involvement in the attack, and which had threatened Ambassador Stevens according to his diary. The U.S. consulate in Benghazi was burned down in a deliberately planned attack and one of America's finest diplomats Stevens lost his life in the attack. ...

As the US gets serious about defeating the Taliban and Al Quaeda militants in Afghanistan and in Pakistan's border areas in Waziristan and the Northwest Frontier Province, and as Pakistan's army and government are at loggerheads and are also each in its own way unable or unwilling to take action against these militants operating out of or near the border areas between Afghanistan and Pakistan, it appears that the situation will result in the US having to make some tough decisions including going ahead anyway regardless of agreement with Pakistan. At the same time Defense Secretary Gates is saying that he wnats to see the Afghan army numbers to be doubled from the present 65,000 to be able to spread out across the country and not just be stuck in the urban areas. Any success the US and NATO see in Afghanistan would stem from some of these tough decisions including some tough decisions of a different nature that deal with Afghan government provincial officials tacit involvement in the opium growing areas. Like Iraq this will be a tough one for the US and the Europeans to sort out and make take a lot of patience and effort and some disappointments on the road before serious and lasting results that do not compromise basic American and European goals and intentions. With these goals and intentions the American and the Europeans seek to leave behind a peaceful modernizing state keeping its own faith and traditions with tolerance for others, at the same time that it respects women and economic development and modern education in science and technology that would make this development possible. And these goals would have to be applied as the vital test for the whole region Iran, Afghanistan, Pakistan, and India and for the basis of all policy towards the region, foreign policy, economc policy, development policy and regional issue policy like that of Kashmir. ...

Trofimov provides this report on the conflict in Syria and Iraq. Islamic state fighters from other countries are paid $800 per month compared to $400 for local fighters in Syria and Iraq. Fighters in the Free Syrian Army are paid $100 by comparison. Many of the fighters coming from Russia, western countries, and Arab countries see this as part of a visionary effort to create a new Islamic society, an experiment of sorts. In the process dislocating many of the local population and turning them into refugees going to Turkey and Jordan. Many of the 20,000 fighters crossing into the region from the Syrian border are veterans of other conflicts and bring previous experience. The Syrian city of Raqqa is described here by Trofimov as dominated by these fighters with much of the local Syrian population turned into refugees.

This is also true for losses by the Philippines, Indonesia and India from decisions made during wartime by colonial powers and the Imperial Japanese Army. A meeting of Xi and DJT in Beijing from China's point of view may also show China is ready to work with the US in trade and the economy where it has huge interests in a stable transition to where Chinese industry does not overproduce what it cannot sell and seeks a diversified market shifting away from concentration in the US. Both Xi and DJT are playing to a domestic and international audience to show they are wise leaders willing to engage and at the same time protecting their national interests. The issues of support for Ukraine and fentanyl sources in China remain unresolved. ...

This article in The Indian Express shows that even though Subhas Chandra Bose differed with Mohandas Gandhi during the late 1930's, Bose had a deep respect and affection for Gandhi in mobilizing the Indian people for Swaraj. Bose's relationship with Nehru and Patel were of people at the same level and appeared to compete for attention compared to the relationship with Gandhi which was one of mentor and follower. In the end Bose's restlessness at British refusal to negotiate Swaraj and Gandhi's patience led to Bose actively resisting British rule in 1940.  Mohandas Gandhi had deep faith in the Bhagavad Gita and believed the lines in the Bhagavad Gita where it says- "Whenever, O descendent of Bharata, there is decline of Dharma, and rise of Adharma, then I embody Myself. For the protection of the good, for the destruction of the wicked, and for the establishment of Dharma, I come into being in every age." Gandhi wrote in his Discourses on the Bhagavad Gita on November 11, 1930- "God dwells in our hearts as the holy spirit within us, and when yearning for knowledge, like Arjuna, we take our spiritual difficulties to Him, and seek his guidance, seek refuge in Him, He is ever ready to instruct us." The other way in which Gandhi differed was in his deep insights and views of the British as a people that Bose lacked. Some of this came from his days in London and some of this from his days in South Africa working with and negotiating with the British. Mohandas Gandhi says in Hind Swaraj in 1910- "The English merchants were able to get a footing in India because we encouraged them. When our princes fought among themselves they sought the help of Company Bahadur. That corporation (British East India Company) was vested alike in commerce and war. It was unhampered by questions of morality. Its object was to increase its commerce and make money. It accepted our assistance, and increased the number of its warehouses. To protect the latter it employed an army which was utilized by us also. Is it not then useless for us to blame the British for what they did at that time? The Hindus and the Mahomedans were at daggers drawn. This too, gave the Company its opportunity, and thus we created the circumstances that gave the British control over India. Hence it is truer to say that we gave India to the British than India was lost. The causes that gave them India help them retain it. Some Englishmen say they took India and they hold India by the sword, both these statements are wrong. The sword is entirely useless for holding India. We alone keep them." Gandhi''s view of India was of a nation of shopkeepers, even citing Kruger of South Africa when he was asked if there was gold on the moon. Kruger said likely not, for if there was the British would have annexed it. By 1945 when Gen. Wavell, the Viceroy wrote back to London that he would require more army divisions to control India than Britain could afford, or the British people had the will to support or had commercial interests worth protecting after the war, the British moved up the year of their withdrawal. And began the negotiations with Gandhi for independent India.  Gandhi also says that in his reading of Vivekananda's writings the love that I had for my country became a thousand-fold. Gandhi looked to Vivekananda for inspiration in some of his ideas on Swaraj. Bose says Vivekananda's writings sent him into raptures yet saw Vivekananda "simple as a child" not realizing the spiritual strength Vivekananda had drawn from which overcomes all. As the Lord says in the Bhagavad Gita- "I am the Self, O Gudakesa, existent in the heart of all beings, I am the beginning, the middle, and also the end of all beings. Of the Adityas, I am Vishnu, of luminaries, the radiant Sun; of the winds I am Marici; of the asterisms, the moon."   ...

Pakistan prime minister Imran Khan visits the White House to meet president Trump. Mr. Trump welcomes Khan and lauds the Pakistani leader as an athlete and a leader. He tells him trade deals can be struck, future was bright and flow of aid can be turned on. Trump makes a casual offer to help mediate the dispute between India and Pakistan over Kashmir, even though it is certain that nothing comes out of this, because of India's position not welcoming other countries doing any mediation. At the heart of this reconciliation is Afghanistan and president Trump's conviction that Pakistan can get the U.S. out of Afghanistan. Trump stated this- "I think Pakistan is going to help us out, to extricate ourselves. Pakistan is going to make a difference." The idea is that Pakistan can persuade the militants, the Taliban, into a face saving settlement that will allow American troops to come home. Mr. Khan in turn stated that Pakistan had given up its policy of using Afghanistan to give it "strategic depth" against India. The army would not go behind the back of the civilian government to conduct a policy of its own. Mr. Pompeo and Mr. Trump are impatient to get this done. The deadline of Mr. Pompeo is September 1 and talks continue between the Taliban and representatives from Afghanistan. The U.S. effort is handled by Zalmay Khalizad. How Afghanistan is governed in the future is not determined and Pakistan has a key role to play in making a sensible solution take place if it decides that something new has to be tried.  In the past U.S. governments from both parties lacked the ability to take a good hard look at the facts the origin and evolution of this dispute. To tackle it directly with a willingness not only to call it for what it is but also to give the other side an incentive to try new solutions. The inventive style of the Trump administration to tackle the situation directly, but also come up with new and novel solutions is what is now being tried. ...

Barrett is a Judge who has served for 2 years on the 7th Circuit Court of Appeals. She is a devout Roman Catholic and a legal scholar from Notre Dame University in Indiana. Lagoa is a judge on the 11th Circuit Court of Appeals and the first Latina on the Florida Supreme Court. Trump's nominee is likely to be confirmed quickly by the Senate as Republicans have 53 members in the Senate from a total of 100 members. Democrats want the nomination to be done after a president is elected in January 2021.

Ethnic minorites are not easily persuaded that modernizing and investment can be traded for limits on cultural autonomy and on the religion, language and culture of the region. This is the situation in Xingiang and Tibet. What is not realized is that Mao's army took control of Tibet and Xingiang in 1949, which have not historically formed part of China, and the immigration adds another level of conflict because of the fear that the ethnic cultures are threatened. The Uighur revolt shows that the tradeoff of modernization for limits on religion, culture, language and participation in governance does not work in the ethnic regions of China, says the Economist. See the link in the NYT on Mr. Wang, a protege of President Hu Jintao, who himself was at one time in charge of Tibet. Because of this China risks getting more entrenched with continuing policies that may not work out.

Gen. Chen Bingde, People's Liberation Army chief of general staff, leads a military delegation from China to the U.S. He made a speech at National Defense University in Washington D.C. in May 2011. In that speech he pointed out that China's military capabilities remain far behind the U.S. capabilities, which he described as "a gaping gap." He described China's military modernization as having "unfortunately aroused unfounded suspicion and exaggeration of China's defense and military capabilities." With the overstatement of the threat posed by China only "distorting China's strategic intention, tarnishing its international image, and polluting the political environment for Sino-U.S. military relations." In other remarks he said China "does not want to use our money to buy equipment or advanced weapons to challenge the United States." The meeting between Admiral Mullen and Gen. Bingde was the first in seven years between military chiefs of the two countries.

The Times says California has the largest part of the undocumented population in the US workng mostly in agriculture and construction, retail. Pew Research estimates 1.8 million undocumented population in the state, 800,000 in Los Angeles County alone, making up 8% of the total population. About 53% of Mexican descent and the rest from Guatemala, Salvador and Philippines. Throughout the greater part of this century  immigrants were brought in from Mexico for agricultural work particularly in the 1930's and during World War II. Agricultural landowners needed this labor for harvests in California and other western states but agribusiness owners in Mexico favored less migration to use this labor in Mexican agriculture. This illegal migration was reversed after World War II. By 1952 there was a consensus in the country and president Eisenhower led the first mass deportation program of the US called Operation Wetback which returned 1.3 million illegal migrants back to Mexico, led by Army General Joseph Swing.   ...

It looks likely that after ignoring the chances of the former Iraqi army disappearing in the war and becoming insurgents the Bush administration military has now embraced them in the form of Awakening groups in Anbar province, initially with tribal groups with ageold traditions predating even Islam but now more dangerously in Baghdad itself with former members of the Baathist military. The tribal groups have limited loyalties but are not friendly to the Shiite led government and fight among themselves. But the Baghdad Sunnis who have already suffered from the Shiite led national police and militas are hostile to the Shiite led government. This is why the movement is growing so quickly as the war against the Americans is turning into an effort by Sunnis of all kinds of politics to turn their attention to the eventual conflict that they see with the Shiites. These Awakening Groups are numbering some 65000 and could quickly reach 100,000 and are watched suspiciously by the SHiite led army and police who refuse to integrate them into the army and police making them more likely to look to money from elsewhere once the Americans stop paying them. The Americans for their part are paying them $300 per month which will cost the US military budget some 234 million dollars and save a lot of American lives and give the US already convinced that this is quite possibly a civil war situation not entirely of its own making , an opportunity to have cover for a withdrawal that shows honorable intentions to Sunni and Shiite alike. The American officers clearly say that once they withdraw there won't be anybody to administer the contracts. Would other Sunni countries like the Saudis step in with economic aid. This is a possibility. This may be why some Iraqis are actually now going back home from overseas, adefacto partition is already taking place, And the Awakening groups only provide the safety to Sunnis in their Baghdad neighborhoods. from the Shiite led police and army. Why would'nt the US simply recognize the defacto situation call it partition or anything else, its the defacto situation. Is it because that leaves most of the oil in Shiite or Kurdish areas, Basra and Kirkuk? But in effect thats what the defacto situation is because most of the oil production as figures show is from the South Oil Company in the Shiite south. See the link to the recent article WSJ Dec 13, 2007, on oil production numbers from the South Oil Company and in the north. Of 2.5 million barrels 2 million barrels came from South Oil and 500,000 from the north. Not much of the oil money is going to the Sunni areas anyway and the national government members are not willing to even meet with the Sunni representatives in some areas. From the larger standpoint of oil supply in world markets and oil prices this means that the current increase supply into world markets will see two new phases. For a while there will be good supply as the insurgency settles down to prepare for a sunni led government in sunni areas under cover of US protection and withdrawal because violence against pipelines ect will diminish. The when the US withdraws this production will decline for a period as the sunnis and shiites form their own separate governments. After that as peace settles down on the region in a kind of coexistence of sunni and shiite governments oil production in Iraq will see a modernization and significant increase. As the new Shhite government will need a lot of money to fund reconstruction of its areas Iraq may hav an incentive to really bump up production like the Russians did afterthe Yeltsin chaotic years. Note that of the $2.4 billion oil investment budget for 2007, only 30% of this was spent in 2007 according to the link WSJ Dec 13, 2007, even though the industry is using dilapidated and old equipment and facilities and badly needs investment, so the impact of a real modernization and investment once the country's Shiiites and Sunnis have their own governments and coexist and peace settles in the region would be huge increase in oil supply. In this sense this is why its been so difficult to understand oil prices and supplies. Twisters have been thrown into the works for the Iraq area because of the civil war situaton and for Iran the nuclear situation and the rhetoric simply complicated matters even as Iranian production was declining and its internal demand growing. ...

Mr Obama's vision of a nuclear weapons free world going back to his days at Columbia University. There as a senior he took Prof. Michael Baron's seminar on international politics and American policy. In a paper for that course Mr Obama analyzed how a President might go about negotiating nuclear arms reductions with Russia. Baron says Obama has been thinking about these issues for a long time. About this time Obama wrote an essay in the Columbia Sundial student newspaper. This was the time when the Greens movement for a nuclear weapons free world was strong in Germany, and Reagan was pushing for a nuclear arms development race with Russia. The article was titled "Breaking the War Mentality." As a senator Obama joined Senator Dick Lugar -who has worked hard for non-proliferation- on a trip to Russia to monitor efforts by Ruusia to scrap nuclear arms and secure atomic materials from theft or diversion. He allied himself with four Reagan period veterans Kissinger, Shultz, Perry and Sam Nunn, who in a 2007 WSJ op-ed article, argued that it was time- as the headline for the article said -to work for "A World Free of Nuclear Weapons." The steps in practice Obama plans to take are the following. A Fissile Material Cutoff Treaty, which would bar all nations signing it from making fuel for their atomic bombs. Rewriting crucial provisions of the 1968 Nuclear Nonproliferation Treaty, strengthening inspection provisions and closing loopholes that let N. Korea drop out in 2003. Countries would have to give up the freedom to make fuel for reactors and instead buy it from an international fuel bank. Global consensus and prevention when it comes to deviant states hoping to enhance their own security, or regimes or terrorist groups, will be crucial in setting up a new system for a nuclear weapons free world....

The American Indian and the early French and British explorers made their way through upstate New York and around the Great lakes in Michigan in this way.  Megan says she wanted that sense of calm, of transcendence, and the fierce delight of putting her backpack into the canoe after the portage. She says she felt content out on the water in the wilderness with a friend. I wanted to feel reverent and at peace with this wilderness which felt safe, she says. ...

Russian ambassador to Kabul Mr Kabulov talks about his experience in the Russian Afghan war when was the top KGB person in Kabul. He describes what he learned from the war, which he is telling Americans there and Nato forces leaders there. He makes a couple of important points. First, he says the Soviet record is largely unknown or unpresented, when it comes to helping modernize Afghan society in the cities like Kabul. This modernizing mission led to billions of rubles being spent on education, advancing the role of women, and building roads, dams and an industrial infrastructure. Of the mistakes Americans are making, he lists them one by one. "Because we deployed very easily into the major cities, we did'nt give much thought to what was happening in the countryside." He says there is an "irritative allergy" in the countryside, which is hard to control in a vast mountainous region, has historical basis which the British experienced, and is easy to stir up by sending large number of troops from European or Western powers. When these troops have to take retailatory steps such as destroying villages where insurgents are found along with the civilians there. That is why he thinks increasing American troop levels to double troop strength from current Nato levels of 65,000, can only stir up this"irritative allergy." The Soviets had 140,000 troops and this did not help. What he thinks would have beeen better was to let the Afghan army do the job, and for the Russians to say goodbye. America may be about to do just that, but in the meantime there may be an effort to create a respected Afghan government and army which inspires confidence and support in the meantime. What is clearly different here is that America is not fighting a proxy war with a superpower, and it is fighting awar for the soul of Pakistan now, so that at some point the wholehearted support of the people of Pakistan may be marshalled, especially if the Taliban alienate moderate Islamic Pakistanis and America can wean away Afghan Islamic moderates and get rural support from tribes and other sources....

Under a new agreement reached between the new Iraqi government of prime minister Haider al-Abadi and the semi-autonomous region of Kurdistan, Kurdistan will export 250,000 barrels of oil a day in 2015, and the province of Kirkuk will export 300,000 barrels a day. Exports will be made under the Iraq national oil company, SOMO (State Organization for Marketing of Oil). Kurdistan will get 17% of Iraq's budget expenditure, Kurds will sit on the SOMO board, and Kurdish Peshmerga army will get direct monthly payments from Iraq's budget. Earlier in 2014 talks had broken down under the Maliki government- Kurdistan began exports using a pipeline to Turkey and the Iraqi government cut off budget payments to the Kurdistan Regional Government. Iraq's oil minister Abdul-Mehdi said in Vienna after an OPEC meeting in November that Iraq has set a production target of 3.8 million barrels a day for 2015. This is an increase of 500,000 barrels a day compared to production in Oct. 2014.

The U.S. has refrained from supplying the Iraqi military for fear of aggravating ethnic tensions, with the Sunnis saying Maliki is practicing ethnic cleansing under the guise of fighting terrorism. Under Maliki Iraqi airspace has been used to supply the Assad regime from Iran, according to some reports, making the U.S. wary of supplying the Iraqi military as it has little influence left.

The situation in Afghanistan is deteriorating. It's worsening compared to Iraq. More deaths in roadside bombings than Iraq in recent months, and rural areas in the south and east no longer in the control of the Karzai government. And opium crops not under any control and growing substantially in 2007. The US Defense department is conducting a thorough review of the situation in Afghanistan. The ceasefire between militants in Pakistan's border areas and the Pakistan army also has led to increased activity along the Pakistan border as Pakistan militants cross the border into Afghanistan, and the Pakistan tribal border areas acting as sanctuary for the Taliban militants. Meanwhile Obama and McCain see the situation differently. McCain sees Iraq as important and Obama would withdraw from Iraq and concentrate on Afghanistan and send 8000 more troops to Afghanistan, something that may happen if he is elected and the situation in Afghanistan deteriorates further.

CLT Classical Learning Test has a bright future. Its message is summed up in CLT Test 8 on the website- where Gustav Mahler is cited with the text- "Tradition is not about the worship of ashes, but the preservation of fire." 183,000 high school seniors have taken the CLT Classic Learning Test in the US in 2025 compared to 2 million for SAT and 1.4 million for ACT, yet the new test is considered to be more rigorous and includes the western intellectual tradition in ways that the ACT and SAT do not. A CLT Test 3 we looked at on the CLT site included for reading a poem by Amy Lovell 1916, Mark Twain writings, passages on Greek Zeno and Renaissance painter Raphael, EB White and others. CLT Test 4 has poetry of Robert Louis Stevenson 1885, and remarkably it has a passage on the Pack Horse Book Project of FDR's New Deal Initiative in 1935 on women librarians on horseback or with mules going into remote mountainous areas of the US including Kentucky, to teach rural people to read and write. This alone suggests it should appeal to Republican and Democratic states alike. It could include Charles Dickens and Shakespeare or Robert Frost's poetry. In that sense it is far more rigorous than short bland passages in SAT or ACT of little significance or educational value. It is designed to give students an exposure in classrooms to the western intellectual tradition that the elites in America have themselves grown up learning but who now have a haughty attitude to their own intellectual traditions. In CLT Test 6 we found a poem on Nature by Gerard Manley Hopkins 1877 and Dickens famous iconic passage that begins the Tale of Two Cities written about the French Revolutionary period which is clearly not what we find in SAT or ACT, and far better in conveying a feel of what America is about and where it came from. The founder of CLT Mr. Tate believes it will be the test most taken by high school seniors by 2040. Classic Learning Test now competes with SAT and ACT in North Carolina, Indiana and other American states. Arkansas passed legislation favoring CLT, and Ohio is doing it this year. Louisiana, Oklahoma and Wyoming are accepting CLT. This Test is gaining popularity among conservatives in red and purple states  and is getting the support of the US government in 2026. The Maryland Company behind this test is Maryland Learning Initiatives. Indiana passed legislation in March requiring its state universities to accept CLT scores. And North Carolina university system now accepts the CLT. Both CLT and SAT, ACT have Math and Reading Verbal tests, the CLT adds foundational texts from Western science, government, history and literature in ways not found in SAT, ACT. Students can take the CLT at home or at a testing site. More than 350 universities and colleges accept CLT says this report in Washington Post. The SAT and ACT use shorter passages and the reading material is bland and does not have the value that it could have from the western intellectual tradition. The passages in the CLT are more rigorous and include western religious tradition and thinkers but also poets, writers, scientists from the whole gamut of the experience of Europe and the United States of America. The 28 Point Peace Plan offers a basis for further work to arrive at an agreement acceptable to Ukraine and to the European Union, is the view emerging at the G20 talks in Johannesburg, South Africa. The leaders of Finland, Ireland, Netherlands, Norway, Italy and Spain met on Saturday, November 22 2025. Separately Leyen and the EU council president Costa meet with Meloni of Italy and Macron of France on Saturday after conversations with Zelensky on Friday.  British prime minister Starmer has this view of the 28 Point US plan negotiated with Russia-  “There is only one country around the G20 table that is not calling for a cease-fire, and one country that is deploying a barrage of drones and missiles to destroy livelihoods and murder innocent civilians.” Ms. Von der Leyen, president of the European Commission, says-  “Ukraine can count on us because this is not only an aggression against Ukraine, but it is an aggression against the principles of the U.N. charter." “It’s on European soil. Therefore, we will support Ukraine for as long as it takes.” Macron of France commended American efforts to reach a peace deal but said EU nations would work with Ukraine to map out a plan for way forward in 48 hours.  "What is at stake is Ukrainian sovereignty and European security.” It is this aspect of European security that may be the reason the EU and Germany may decide to modify the plan to offer a counter proposal on several points. One on limits to the size of Ukraine's defense forces to ensure its defense. Another on the stationing of forces by NATO in a peacekeeping role in Ukraine as proposed earlier. Third on the ceding of territory now in the hands of Ukraine so that these parts of Ukraine can remain independent after 4 years of ragged defense. Germany under CDU Merz and with Pistorius of SPD at Defense in a strong coalition government may be the deciding factor as Merz has already set the goal for the Bundeswehr to become the strongest army in Europe, with plans and action to prepare for this transition to defend European interests. It is true that Ukraine is at a difficult point yet if the Europeans see this as a "capitulation" and a US DJT deadline of one week to push this through Europeans may come up with a counter offer that includes these points that would make it clear that they are not an obstacle for peaceful resolution of this conflict. The history of Europe shows that in such situations with most of Europe on one side and Russia or some other major European power on the other side, eventual settlement ends up with all sides making some concessions, and in no way seen as "capitulation." Asian powers China and India have been pulled out of the conflict to a large degree in 2024-2025, with US shifting to a neutral position. Making this a purely European conflict with the Russian economy mobilized for wartime yet facing all the nations of Europe led by Germany, France and the UK in a transition towards military preparedness and unwilling to see any form of capitulation. In such a situation the larger economies and resources of the EU could effectively counter a Russian threat leading to a settlement that is better for all parties to the conflict.   ...

The corruption case is based on 4 apartments in central London which prosecution claims were bought with money from kickbacks during Sharif's period as prime minister in the 1990's, and later passed on to his sons and daughter.
