In a strange situation at the Russian border with Finland and close to where the Nordstream 1 pipeline starts a Russian LNG plant is burning about 9 million dollars worth of natural gas, according to BBC News. The burning of gas on this scale and in this manner hurts the environment and increases climate change. Russia has cut supplies to Germany on its Nordstream 1 pipeline and the Germans facing a natural gas shortage are scrambling to get LNG supplies from US and Qatar.

In 2015 the new government of Antonio Costa took a U turn from austerity policies followed in return for a bailout from the European Union. This has helped Portugal achieve the highest growth in a decade coming back from a severe slump. Unemployment is cut in half with growth in the tourist industry, and investment in agriculture, construction, aerospace.  Traditional industries such as paper mills and textiles have invested in new technology resulting in a boom in exports. German companies Bosch, Mercedes Benz, and others have also invested in the country. Portugal has a good relationship with Germany and the European Union which has also helped attract foreign investment. Prime minister Antonio Costa says "too much austerity deepens a recession and leads to a vicious circle." Antonio Costa came to power in 2015 on promises to reverse cuts in income made by the previous government to reduce the deficit in exchange for a 78 billion euro international bailout. The government backed by left parties left out of government since 1974 with the collapse of the dictatorship, was able to increase public sector salaries, the minimum wage and pensions, over objections of the IMF and the German government. Incentives were given to small business in the form of tax incentives, development subsidies and funding. Budget balancing was achieved by cutting expenditure on infrastructure and other spending, cutting the budget deficit from 4.4% when Costa took office to 1%. A surplus is planned for 2020, ending a quarter century of budget deficits. ...

Jaishankar sees growing convergence in India's position with that of the US in West Asia for open maritime navigation, international law, and the importance of strategic trust partnerships and resilient supply chains to de-risk the global economy. Gone are the days when India caught up in a vague "non-alignment" movement that the Europeans are now practicing by distancing from the US, India accepts a robust US-India partnership in the interest of all countries.  Jaishankar put it this way to support the US-   “One, that we advocate dialogue and diplomacy to address conflicts. Two, we support safe and unimpeded maritime commerce. Three, we demand scrupulous respect for international law. Fourth, we are against the weaponisation of market shares and resources. And five, we believe in the value of trusted partnerships and resilient supply chains to de-risk the global economy. Rubio met with Prime Minister Narendra Modi on Saturday.  An interim agreement on trade is being prepared so that a final agreement on trade and investment can be signed. On energy India is keen on getting energy supplies from the US, - “We spent some time today discussing energy issues, and again, you’re all aware that our government’s fundamental responsibility is to address the needs of 1.4 billion people. Ensuring the accessibility and affordability of energy for them is our prime objective. Secretary and I therefore welcome the expansion in our energy trade in recent months. Amazon makes an offer to buy the whole of TikTok on April 1, 2025 before a April 1, 2025 deadline. A law passed in Congress in 2024 was upheld by the US Supreme Court requiring the sale of China based TikTok to American buyers for national security reasons or be closed to US users altogether. Amazon has connections to TikTok where TikTok users refer other users to products which can be bought on Amazon with revenue being passed on to influencers who get a cut on the transactions.

A makeover in a state that relied a lot on government services and high taxes to fund these services run by the state. A shift away from this tax funded government run model of services to getting private initiative involved, letting private investors take risks and try out new ideas in education, public services. Sweden has also moved away from reliance on laptops and ipads, on electronic screens for early and middle school education, preferring an older style of binders and writing on paper. Having realized that the electronic screen had not delivered on reading comprehension the way books and reading hard cover books did, and realizing that writing skills come from taking a pen and writing on real paper, rewriting and rewriting. Realizing that education does not require fancy tools, basically good teachers, good books and a basic drive to learn, a curiosity of mind and dedication to putting in the work required. This is something that is also part of Lyrarc's Movement of Global Literacy with Sweden at the forefront in trying out new ideas, and dropping failed ones. ...

Students are failing in math and need remedial preparation. Professors are alarmed at UCLA and UC San Diego. Governor Newsom pushed his not well thought out initiative to remove SAT/ACT preparation so that it would help disadvantaged students when it is exactly that kind of rigor that all students need. And to help disadvantaged student special programs and teachers should be setup before college entry not remove rigorous preparation requirements that all student can take and benefit from preparation. There is no substitute for discipline and hard work in education and this starts early in the K-12 process and goes through all the level to 12th grade when the preparation all over the world gets rigorous, as it is in Asian countries and in Europe.

Walmart sold three of its overseas store operations in the last 2 months, some at a loss as it decides to focus on e-commerce. Walmart exited operations in Japan keeping a 15% stake and selling the rest of the operation to other companies. Walmart sold Asda Group Ltd. in UK at a non-cash after tax loss of $2 billion and operations in Argentina at a non-cash aftertax loss of $1 billion. In 2018 Walmart sold its operations in Brazil at a loss.

It has been hard for Walmart to use the same strategies that it used in the U.S. to achieve dominant position by squeezing out inefficiencies in supply chain and getting the best price from suppliers.  In Japan its subsidiary Seiyu required infusion of $2 billion in 2008 without generating any income in recent years.

France's Thomas Piketty concentrated on inequality and arrives at no solutions or relief, just a historical summary that is also intuitively seen. The pandemic, climate change's impact on agriculture and livable planet, the Ukraine war have raised three questions right before our eyes that are broader and cover more and deeper ground.  The pandemic showed that the dependence on manufacturing in remote locations was a serious error. Climate change showed that agriculture the ability to feed the world itself was affected by this dependence on remote location manufacturing.  Much of this manufacturing was shipped out to China, Europe and the US lost their manufacturing base and with the communities spread out  across the US and EU lost factories and work. Manufacturing was not just shipped out to China, the process was concentrated in a short span of time leading to destruction of the environment on an unprecedented scale in China and the world  by burning lots of coal and fossil fuels. The Russian invasion of Ukraine showed the failure of this arrangement  and exposed its cracks  for Europe, US, and the free world in Asia and Latin America. The shipping out of manufacturing in this way not only destroyed communities and jobs in manufacturing in the US and the EU, but also led to such a broad accumulation of  dollar reserves in Russia and China, that enabled the invasion of neighboring countries in Europe without serious consequences to their economies, the invasion of Ukraine and the threatened takeover of Taiwan. By tackling these issues and building a supply chain concentrated more at home and in the free world better manufacturing jobs will be created in Europe and the US and in the nations of the free world that mitigate and reduce all the effects of inequality that Piketty and others talk about. The newer factories built in advanced nations of the EU and the US and set up in the free world in Asia and other countries, will be built with climate change in mind and make the shift away from coal and fossil fuels, and for conservation plus efficiency in use of energy at every step in the newly built supply chain. The results will be good for all countries in the world including the US, EU, China and India, as climate change can be aggressively tackled in this way with the latest technology and trillions of dollar of capital investments for the benefit of all. ...

China faces risk of a surge inthe coronavirus in June 2021. The area in and around Guangzhou appears to be seriously affected. The city tested almost its entire population of 18.7 million between June 6 Sunday and June 8 Tuesday. This report shows pictures of a deserted Beijing airport, strict restrictions on foreign travel. The SinoPharm vaccine effectiveness against the Delta variant in India and UK is unknown. The government is locking down entire neighborhoods rather than entire cities or provinces.  As the risks of the Delta variant and other new variants increases most of the population even in the US and Europe have either no dose or one dose. Researchers at the University of New South Wales in Australia show the Astra Zeneca vaccine effectiveness with one dose at only 30%, only after two weeks following the second dose does the vaccine effectiveness reach about 70%. The population of China and India are so large that much larger parts of the population remain unvaccinated. In China with 1.3 billion people and even if the figure of 800 million doses stated by the government is accepted- it could be an overestimate as the US has only managed 300 million doses with many vaccines- most of the population is unprotected. Vaccine skepticism is high in China making vaccination an uphill task. SinoPharmvaccine is not as effective as Pfizer, Moderna, Astra Zeneca, or Covaxin vaccines, making the task even more of an uphill kind. ...

776 million euros -cost of COP30 Summit in Amazon region's Belem, capital of Para State in Brazil. 159 countries are represented in this unique effort to bring climate change issues to the Amazon river. The Portuguese colonized this region in 1616 because of its location connecting the Amazon river to the Atlantic Ocean. It is known for sale of spices, fruit, fish, rubber, oil, cacao and other local products shipped to Europe and other parts of Brazil.Ver-o-peso one of the biggest open air markets has been renovated, roads repaired and new roads built, new parks, water treatment plants set up.Yet most of the population of 1.4 million lives in shanty areas or slums in Belem which are affected when rain leads to floods overwhelming the tin roof houses. Much of the nearly billion euro investment is going to bring Belem to international standards. Housing 50,000 participants was ahuge task and the Brazilian government of president Lula brought in 2 large cruis ships to accomodate many of the participants. This report in FR24 says prices for accomodation reached $4000 a night which shows that in today's world climate change action which is a problem facing all people, has been embraced by groups that can afford such costly daily rentals creating skepticism from ordinary people affected by the cost of living concerns. ...

Something like this could only happen after Covid when there is a sense of release from everything that happened and a sense of discovering something new. The need for a global response to a global problems not a lot of local solutions is the subject of this article by Dr. Larry Brilliant, who for 7 years 1973-80 worked with the World Health Organization to eradicate smallpox globally. 1. Action for a global response-The WHO can act as the vehicle for action globally-  restructure it and empower it to do the job. Put the right people in place who have the confidence globally. Set a new pandemic treaty and put it in place. 2.  Get a more advanced version of the mRNA vaccine which does not need a cold chain. India is reportedly working on one. Put funds and people in place for vaccine drives in poor countries.  Other action needed is learning from the situation in South Africa where the HIV patients are reported by Stephanie Nolan in NYT to have been more susceptible to mutations of the new variant. How can resources be put in place in poor countries so that patients in vulnerable populations get their medicines regularly, and are vaccinated. Overall how can these populations have the vaccine supplies needed- including ones without cold chain suggested by Larry Brilliant, potentially through vaccine work in India. Can international teams be developed with developed countries in Europe and US financing the effort and India offering its manpower and knowhow?   ...

Germany to introduce questionairre for 18 year olds and mandatory physical exam for voluntary military service in 2026. Defense Ministe Pistorius said he was following the practice of making military service attractive and popular, with better pay and conditions, followed in Nordic countries.

"Other European countries, especially Nordic ones, have shown that the principle of voluntary service combined with attractiveness works — and I expect it to be the same here. The number of applicants is increasing, the recruitment figures are rising."  The aim is to recruit 20,000 new volunteers by 2026. They will receive €2,600 ($3,025) per month before tax.

 State tax shortfalls in the US were expected as consumer purchases dropped sharply in 2020 from the impact of coronavirus lockdowns. Yet this has not happened as total taxes for all states have remained essentially flat, only down less than 1% in 2020 over 2019. Widespread intervention by the US government helped households, businesses and financial markets, helping avoid the pessimistic projections. Stable employment for the more affluent households with steady jobs working from home brought in stronger tax revenues. The situation improved for most states in the second half of 2020, with roughly half the states taking in more revenue in 2020 than in 2019.  Idaho and Utah which attracted workers from the West Coast, had some of the highest tax revenue increases. The pandemic spared the high income jobs which generate most of the revenue helping to create surpluses in Colorado, Vermont, Georgia, Maine, California, Maryland and Virginia. In California a surge in initial public offerings in 2020 helped total tax revenue increase by 2.5%. Even a state like Illinois had personal tax collections higher in 2020 than 2019. This sets aside some of the fears that the pandemic caused about loss of jobs in state and local governments. With assistance from the Biden administration to state and local governments in the  $1.9 trillion aid package for 2021 this job loss could be restored to aid economic recovery. ...

Brinkmauer and Pfister of the German magazine Der Spiegel interview German Chancellor Angela Merkel in September 2017. The interview covers a range of topics from whether Merkel is addicted to power, why she chose to run for a fourth term, revolving door for CDU politicians as lobbyists for the automobile industry, the AfD right wing party, the refugee crisis and the CDU's historic policy of controlled immigration, and whether democracy is losing strength.  In characteristic Merkel fashion the chancellor takes up the idea of her addiction to power by saying she is careful not to let this happen to her by reading critical articles in the press and having her staff bring critical reports. Her discussion with her constituents in her electoral district are also frank and open, more so in 2017. About the idea that Helmut Kohl's fourth term as chancellor being not good for Germany and for the CDU, Merkel responds that she has given it considerable thought. She found that she still has the intellectual curiosity to learn new things, understands that she has much to learn about how the country and the world is changing. This has been decisive in her decision to run.  Merkel believes that someone who has worked in politics should be able to work in private industry following historic practice in Germany. On the government links with the automobile industry Merkel says her approach has been to look at what was best for an industry employing 800,000 people in Germany, yet deplores the diesel emissions cheating at VW. Has democracy lost momentum after the U.S. elections and the refugee crisis? Merkel says democracy is still strong, and that she will do everything to strengthen democracy in Germany and other parts of the world.  Merkel's view is that it is important that there be counterweights in democratic systems. In this way democracy is strong in America, and also in Poland and Hungary. The chancellor cites high voter turnout of 82% in 1998, 79% in 2002, 78% in 2009. Since then she says in 2009 it dropped to 71% and 2013  72%, yet  expects that with the issues in this election people will come out to vote in larger numbers.  For many years Merkel is seen as co-opting the issues of the left parties and the SPD, being careful to move to the centre. Der Spiegel puts this idea forward to the chancellor by asking her if she is the best SPD chancellor Germany ever had.  In her matter of fact style Merkel responds that voters do not think of it this way, simply expect her to her job as best as she can possibly do it.       ...

Fragmentation based on regions, has led to lack of economic development and enormous poverty in Asia over hundreds of years. The civil wars in Japan's history before the Meiji period, the civil war in China during the period between the wars with Japanese invasion and warlords controlling different regions, acted as barriers to development. The wars between different kingdoms with invasions across Afghanistan and the Punjab in India in the period before 1800, led to British divide and rule, and lack of investment in development by the British for 200 years. It created the fragmentation that acted as a barrier to industrial development and modernization, a barrier to the spread of education, science and technology in these regions. All three regions in East Asia and South Asia have Buddhist/Vedanta civilizations. All worked to create national unity before they could modernize and build societies based on advanced science and technology to meet the aspirations of their people in all regions of their countries. ...

He starts out as ajournalist working for trade magazines, then as researcher for the MP for Duwich, later joining the Blair movement that returned Labour to power. Under Blair he was junior minister, then MP for Leigh in the Manchester area. He moved to Cabinet Minister under Gordon Brown as chief secretary to the Treasury and Health Secretary. With Conservatives in power he was Shadow Home Secretary under Jeremy Corbyn in the Opposition. He ran against Jeremy Corbyn and Ed Milliband for the leadership of the Labour Party before being elected as Mayor of Greater Manchester three times with 60% of the vote. As Mayor he put the bus and transport system back under government control and built the Bee Network, which is one of his success stories in Manchester. He is seen as the only Labour leader who enjoys confidence of the British public from the way he ran the large local government of Manchester.
