Indian Railways 1 million employees are active in delivering essential supplies and transporting food, essential cargo. As a bank India Post has over 500 million accounts, many of these accounts having direct payments deposited by the government. India has another advantage in being able to get money to the tens of millions in each state, and directing it to areas of the economy that have the largest need- 60% of the banking system is state owned. During the first term the government of prime minister Modi launched an effort to get every Indian a bank account in every part of the country, so that money could be directly deposited in each account. In Loudoun county, near the high tech corridor surrounding Dulles International airport, the Indian population has gone up from 400 in 1990, 2300 in 2000, up to 20,000 in the 2010 census. They also make up the biggest group of Asians in Virginia.

A 110 aircraft $15 billion deal is being negotiated by India with Boeing and other manufacturers. This deal requires all aircraft be assembled in India to create jobs, and requires transfer of technology so that India can build up its own defense industry for exports. The U.S. sees India as a counterpoint to China in the Indian Ocean as China expands in that region, and transfer of technology is being done to increase Indian capabilities. In the past India has sourced defense needs including aircraft from Russia, and this is an effort to improve ties with India. Lockheed is considering building F-16 aircraft in India with Indian partner Tata.

The NYT says many of India's largest and most profitable companies are "relative models of probity," and several ranking among the world's best governed companies including companies in the software and pharmaceutical sectors. Large parts of the Indian economy have little appetite for the risk taken on by the Adani Group and are run on a financially conservative basis. Infrastructure is unique for this kind of risk taking because of decades of neglect of Indian infrastructure during the 1995-2015 period, when China was rapidly building infrastructure with large investments and India fell behind. It is that catchup mode that induced Adani Group's aggressive efforts taking on debt for outsize goals that it was willing to adopt for coal, solar and port logistics. As a result the Indian economy with companies such as Infosys and Dr. Reddy's Labs says the NYT, is largely not affected by the problems of the Adani group's debt structure.    ...

This Economic Times report provides details about the  remaining aspects of the Indian Mumbai Ahmedabad bullet train project using Japanese technology. The project is being expedited with the federal and state governments completing land acquisition and covering extra costs of the project. This was one of the projects coming out of meetings and close collaboration .between Modi and Shinzo Abe of Japan. The cost estimated at 1.1 lakh crore is financed for 81% of cost by Japan's JICA through along term loan. Some of the engineering work may be completed by Indian engineering firms to reduce the cost. Delays mean the project cost will increase and some of the cost can be adjusted by doing some of the work through Indian firms under Make in India. JICA or Japan International Cooperation Agency is a government agency that provides aid for development projects and technical cooperation with other countries. It is part of the official development assistance of Japan which was $16.1 billion in 2020, according to OECD. ...

He says Mr Modi is hard for even his colleagues to understand in terms of his passion and endless capacity for hard work for bringing essential services to every Indian, and the last Indian is a concept that not the BJP or any party had, it was entirely Mr. Modi's idea for New India. Mr. Modi he says is not the BJP or himself even, he is always thinking how could the lives of ordinary Indian be better in every way, and every rupee going to that last man in line in a nation of 1.4 billion. It can best be understood through Vivekananda's writings some 125 years ago. The passion for India and the Indian people of Vivekananda in his writings is a huge reservoir of energy for someone like Modi, that Modi has tapped into from his beginnings in Gujarat government and more so when he left Gujarat for Delhi. Shortage of credit is leading to problems in retail and auto sectors. The government is using $21 billon from the central bank, the RBI, for stimulus and to recapitalize banks. Higher infrastructure spending is needed to make up for a drop in consumer demand.

The Indian prime minister has ordered that a million job vacancies be filled in the next 18 months. About 21% of job openings in the Central government have not been filled says this report in The Indian Express. According to the Annual Report of the Department of Expenditure 21.75% of the 4.1 million sanctioned posts were vacant as of March 1, 2020. It is these and other additional jobs that will be filled in mission mode. Jobs are vacant at all levels of the different departments and ministries and regions.  About 92% of the positions are in the departments of Railways with 40%, Home Affairs with 30%, Civil Defense 11%, Postal 6% and Revenue 3%. Of the employees Indian Railways had 1.25 million on March 1, 2020, and 1.20 employees on March 1, 2022. The pandemic had the effect of restricting hiring of people needed. With the expansion of the economy the hiring for government has not kept pace. In the Armed Forces, for the Army no hiring took place in 2020 and 2021 recruitment years says this report in Indian Express.  There are calls at public meetings including at Defense Minister Rajnath Singh's rallies for "sena bharti chalu karo" to start recruitment drives for the army, navy and air force. In a video interview the Indian army chief says the tensions at the India China border in the mountainous Himalayan region arise from different perceptions of where the border is, with each side patrolling the area based on its perception of the border. In random situations both sides are patrolling the same area leading to tensions. This has happened before and is likely to happen again. Cross border discussion mechanisms between the two sides have been setup to tackle the situation of patrols.

The Indian border is defined by the McMahon line for India, and set during British times. China has its own perceptions of the border and China was further away from the Indian border till it moved into Tibet in 1950.
