The U.S. bans travel from most of  Europe and India imposes quarantine on visitors and overseas citizens entering the country for 14 days. Countries around the world reacted quickly to the situation in Italy, France and Germany. The strict measures taken by China are gradually being adopted by other countries. Quarantine done early has worked limiting the spread of the coronavirus. Countries with strong public health systems are better positioned to weather the health crisis. Where strong action is taken early and in anticipation, with a strong public health response, there is better control over the spread. This comes with some economic cost as it has hit the Chinese economy, yet the rebound is likely to be that much quicker and done with more confidence. For instance air travel in China declined by 85% in February from a year earlier to 8.3 million journeys according to Chinese aviation officials. Moves to keep social interactions to a minimum have yielded results. Only food stores and pharmacies remain open in China till March 25.  ...

She left Chile in 1975, spent 13 years in Venezuela and three decades in California. Here she talks about Chile as Pablo Neruda describes it as that long petal on the sea, a country with an insular mentality surrounded by high Andes range, Patagonia, and the Atacama desert. She is not entirely critical of Chile's development under the administrations that came after the dictatorship years. Chile has some upward mobility, the economic conditions have improved compared to the rest of Latin America even though a lot remains to be done. The events in Venezuela show the limits of regimes that have attempted change. Even with administrations from both ends of the spectrum Argentina has turned to the IMF in economic crisis the last in 2018. Brazil has seen a commodities boom followed by a severe bust, and the lack of funding for basic services including sanitation and health. This gives a sobering view of the economic situation in Latin America. Allende says Chile has modernized and created prosperity though at some social cost.  Isabel Allende is still nostalgic about her home country and still calls it home as she reaches 75 years, with a world wide audience for her books in 42 languages, 70 million copies sold. ...

The Trump administration suspended all flights from Europe on March 13, about one month after suspending all flights from China. This report in the NYT says there were about 10,000 estimated undetected infections in New York on March 1 when only 1 case of coronavirus was confirmed. It also says that researchers have tracked the mutations of the virus in all American states and found that most of it came from New York. Could the Trump administration have acted earlier than March 13 to stop flights from Europe? The state and city authorites in New York did not take the threat seriously by March 13, making it not clear that they would have acted earlier.   In places like Michigan which has Italian Fiat owned Chrysler operations, and automotive connections with Munich, Germany, reports show the virus coming from Europe. Munich based auto companies have extensive operations in China. In Louisiana the Mardi Gras celebrations around Feb. 25, received large numbers of visitors from New York, with research showing the virus mutations in Louisiana originated in New York. There was little awareness of the seriousness of the virus because of lack of past experience as happened in Asian countries. So that these kinds of public events bringing huge numbers of people in close contact were allowed to happen, and people who were cautious were likely to be ridiculed or shoved aside. New York continued to hold public gatherings at Madison Square Gardens and sports stadiums well into March, with complete disregard of the dangers, a decision made by local authorites.   ...
