This coupled with Trump statements that he would not assure the Baltic Republics and other parts of Eastern Europe  that the U.S. would come to their aid in the event of a Russian attack have created new tensions in Europe. This has also led to heavy criticism from U.S. military commanders, from NATO leaders, and from leaders in the Republican and Democratic parties including Speaker Ryan. Some called it "a seismic development," and unprecedented, with involvement of foreign powers in the U.S. elections generally resented by the American people, according to experts.

Former U.S. Defense Secretary, Leon Panetta, says the attacks on Charlie Hebdo weekly in France were the result of an intelligence failure. The 2 brothers who conducted the attacks were already on a U.S. no-fly list. The U.S. has already alerted European authorites to about 3000 European citizens, about 1000 from France, who went to Syria to fight with Islamic State. Panettta says there is much room for improvement when it comes to tracking of individuals returning from conflicts in the Middle East, and making certain that the U.S. and Europeans are at the top of their game when it comes to security. Operationally the U.S. and Europeans need to be working together and being aggressive about individuals who have a history in these places in the Middle East.

The Economist points out that AI and Deep Learning have flaws in that they replicate how the human brain works in what importance is given to what piece of information in the form of bits of code imitating information neurons. The problem is that once this process is underway and it gets progressively more complex it is hard to track and understand what is happening withing this code, as to why a particular decision is reached. Making this process transparent is therefore critical to wider use of AI.

Swiss voters approve a higher level of surveillance with 65.5%of voters supporting in a referendum in September 2016. This gives the Federal Intelligence Service the power to tap phones, search e-mails and track internet activity to control hacking, spying and terrorist activities. The government of Switzerland supports the measure saying it had to keep up with the higher security measures taken by other western governments. The law giving such powers was already passed in parliament in 2015 but the Green party and Socialist party had put this to a referendum.
