Venezuela faces an uncertain future after U.S. efforts to support Mr. Guaido and call for new free and fair elections have failed. With help from Russia the Venezuelan economy is showing signs of recovery from the steep decline and high inflation in 2019. Oil production is expected to reach 1 million barrels a day in 2020 after falling to 650,000- 700,000 barrels a day in 2019. Russia's oil company Rosneft provides critical help for Venezuelan oil sales and maintenance in oil fields.  National Security Adviser John Bolton is faulted for his advice to president Trump on Venezuela, that merely voicing support for 36 year old Guaido, would lead to regime change without action from the U.S. With the recovery in Venezuela with help from Russia and Cuba, Mr. Guaido's popularity has dropped by 20 points to 38%, according to a Venezuelan pollster Datanalisis. Most Cubans and Venezuelans in the U.S. are in Florida where there is support for new elections, and Mr. Trump continues to support Mr. Guaido. The lack of support for change from other countries including Europe, India, Turkey, and Mexico have led to a stalled situation in Venezuela. There is concern for the steep inflation, the migration of about 4.5 million Venezuelans, the shortages of critical supplies as a result of the economic collapse in 2019. The situation is stabilizing for the government yet the future of Venezuela with U.S. sanctions and weak economy leaves Venezuela in a precarious situation. Venezuela continues to be an example of how well meaning changes for social justice can lead to political changes that bring about economic collapse. This happens  when business and the economy flounder under mismanagement and corruption under crony socialism, a variant of crony capitalism. The old capitalist class and the privileged families who ran the country under its old two party system are gone. Replaced with a new class. The trying out of untested economic ideas in the quest for social balance leads to economic mismanagement, loss of critical human resources which leave the country, and a higher degree of poverty with shortages than before.  Today in Latin America Brazil shows how allowing generous pension benefits at the expense of basic needs and public services in the budget can hurt the economy. Argentina's overborrowing once again shows how this leads to IMF loans and harsh economic austerity. Chile shows how not financing pensions and public services can lead to collapse of public confidence and riots. Venezuela shows how the quest for social justice and reducing privilege can itself get flawed, leading to mass migration of as many as 4.5 million citizens. This happens under models that vary from free enterprise models to socialist or nationalist models showing that models can be less relevant than good sense and good management. In the beginning and for some time each of these models worked well, commodity price supported booms concealed real problems. Avoiding extremes, prudent spending, good investment and hard work, investment in education and infrastructure, building consensus, and good management, is critical for the future to avoid the bad outcomes facing much of Latin America. A lesson also for Asian and African countries that basic virtue is more important than socialism or free enterprise or nationalism when it comes to development.   ...

Iranian response to Memorandum of Understanding shows reality of 2 factions in Iran, the IRGC military faction, and the elected president Pezeshkian plus Turkey /Pakistan/Egypt and Qatar as the second faction. With IRGC military rejecting the Memorandum on opening Hormuz and discontinuing nuclear weapons programs. This was true at the time Vance conducted negotiations and the Memorandum appears to have been accepted by IRGC only under great pressure from Turkey, Pakistan, Egypt, and Qatar, and the faction under Iranian elected president Pezeshkian. Where IRGC thinking could have been to give  agreement to the Memorandum that they had no intention of keeping, as its policy on nuclear weapons remains unchanged, and its goal is to use Hormuz for leverage and extend its control of Hormuz channel. The cost of sanctions and not being able to export oil, the effect on its economy, on cost of living with rampant inflation, may be of little concern to the people who run the IRGC military who suppressed all dissent and protests in 2026. Protests across different parts of society to the deteriorating economy. How could the US respond? The US used the time of the ceasefire to create a new status quo by using open navigation of the seas as the principle behind opening and protecting the Omani side of the Hormuz for oil shipment. This is a principle accepted by all countries. There is a backup plan of the US, China, India, Japan and other countries and this is to prepare rapidly to do without Hormuz so that the economies of these nations are not affected. The US also supported efforts by Saudis and Kuwait, UAE, to increase oil exports through channels outside of Hormuz, UAE's decision to increase oil supplies and lower prices by leaving OPEC, and US creating alternative supplies for India through Venezuela. Most important is China's decision that it no longer needs the 5 million barrels of oil from Hormuz for its economy to operate using alternative supplies and increasing efficient use of its oil resources. The world is also building up oil supplies and inventories so that Iran cannot threaten a cutoff from Hormuz because all nations have made other arrangements. Attacks by Iran on oil shipping on the Omani side protected by the US breaking the principle of open navigation of the seas, can then be considered Iran disrupting an open seas navigation route which it no longer is allowed to do under international law. This is something the world public opinion would support. The NYT has been critical of the DJT action in Iran, the WSJ and other media had joined in criticism. The situation in July 2026 is that the criticism of the US by NYT and other media, and from Europe and other countries in Asia will now be muted, because the US has tried all the options and is now finding ways to be able to bypass Hormuz altogether, and a backup plan or strategy to minimize the impact on oil prices. So that oil price of $70 may be kept at level around 10-20% higher not much more as Iran's military IRGC continues to disrupt the Hormuz supplies.  ...

Eni and Repsol the Italian and Spanish energy companies are owed $6 billion by the Venezuelan government for natural gas they supply from fields in Venezuela to the Venezuelan people. About 40% of natural gas supplies come from Ei and Repsol. Venezuela has not paid these companies as the economy collapsed. Eni and Repsol have continued the supplies because of the devastating impact on the people it it were cutoff. Under the new US arrangement where new companies can join Chevron as producers Eni and Repsol are planning to increase oil production in the country with some of the oil going to pay for the $6 billion owed.

Strong criticism from Attorney General Luisa Ortega, and dissension inside the government, led to the Supreme Court retracting parts of its decision to nullify the powers of the legislature. Ortega called the move "a rupture of the constitutional order." Most of the judges are appointed on the court by the Maduro government. Strong criticism by the OAS calling it a "self inflicted coup", by other governments in Latin America, also led to retracting parts of the decision by the Supreme Court. Nicholas Maduro succeeded Mr. Chavez who was the democratically elected president of Venezuela from 1999 to 2013. Maduro narrowly won the election in 2013 by a margin of about 1.5% over Henrique Capriles. In 2015 in National Assembly elections the opposition parties won a majority in the National Assembly. Protests against the Maduro government were followed by a recall attempt in 2016 which was suppressed. Inflation and economic conditions in Venezuela worsened under Maduro with the collapse of oil prices. The devaluation of the currency, high inflation and shortages of basic goods have led to widespread protests. As the situation worsened the Supreme Court in support of the government gradually chipped away at the powers of the National Assembly since 2016, leading to the situation in April 2016 with  the effort to strip the Assembly of all powers and remove the immunity from prosecution of legislators. Maduro is a former bus driver for the city of Caracas bus system, and a trade unionist. He was part of the movement supporting Chavez release after a coup attempt, foreign minister 2006-2013, and appointed Chavez successor in 2012.  Max Fisher and Amanda Taub of the NYT go on to discuss the writings of political scientists, including Dutch expert Cas Mudde, who pointed out that populism often starts its climb because established institutions and elites have become unresponsive to pubic needs. Yet the replacement is with what starts out as an effort to bring fairness- yet ends up creating another elite, suppressing opposition, and creating a new set of problems, even threatening the institutional framework of democracy such as elected assembly as happened last week in Venezuela.  In Venezuela the Chavez populist movement was initially intended to reduce corruption in the court system, the established parties control over media, and ensure oil revenues were used to provide services to poor regions and neighborhoods.  In the process over two decades it introduced a system that set up a Bolivarist class of its own based on socialist goals, failed to integrate the economy into the global economy for modernization, and created an overdependence on oil revenues that hurt the country when prices dropped sharply. High inflation, corruption, shortages of basic goods, and an economy slipping behind neighboring countries in Latin America, are the result by 2017. Seeing the situation in Venezuela in the context of current populist trends in the U.S. and Europe may be a stretch because the situation in Venezuela is unique to Latin America in some ways and is from an earlier period. High inflation, collapsing economy, debt problems and mismanagement of the economy, devaluation of currency, are problems faced by Brazil, Argentina, and other countries in Latin America, happening under conservative as well as populist governments since the 1960's. It is different in two respects, the disconnect with the global economy that prevents modernization, and the trend towards authoritarianism, as seen in Venezuela.     ...

Clause 5 paragraph of the US Iran Memorandum clearly says international laws of freedom of navigation shall be respected by all parties, and the Hormuz demined opened for traffic by Iran. IRGC would not come to the agreement without its inserting that it would work with Omani authorites  to open the Hormuz straits shipping. The WSJ sees the additions made by IRGC in the Memorandum to show the interpretation by Iran IRGC, yet freedom of navigation under international law is unequivocal and clear that no country can block a shipping channel. The US knowing that possibility existed Iran would not be opening the channel, or would disrupt the Omani route, has plan to make Hormuz not a factor in oil prices by using alternative supplies as its backup plan in coordination with China, India, Japan and other coutnries. Here is paragraph 5 of the Memorandum with Iran- "The traffic of commercial vessels will immediately start, and considering the need for removing the technical and military obstacles, and demining by the Islamic Republic of Iran, will be instated within 30 days." "The Islamic Republic of Iran will conduct dialog with the Sultanate of Oman, to define the future administration and maritime services in the Strait of Hormuz, in discussion with other Persian Gulf Littoral States, in line with applicable international law and the sovereign rights of coastal states of the Strait of Hormuz." This is not a careless error or overlooked by the US, it clearly states "international law and the sovereign rights of coastal states." Hormuz is significant only in the way oil supplies through the channel are supplied to China, India, Japan, and other countries, and in the way it sets oil prices based on supply and demand. The US goal is to create enough alternative supplies for India and Japan, and China for its part in cooperation with the US agreeing to do without the 4 million barrels a day it got through Hormuz. UAE has not used about .7 mbd and Saudis not used about 5 mbd in the past of their pipelines that are outside of Hormuz. This gives a total of of China's 4 mbd and on the demand side Saudi UAE combined 5.7 mbd for a total of 9 million mbd or 9 million barrels a day that reduces dependence on Hormuz. Even if 80% of Hormuz oil of 20 mbd is blocked again, this will mean the offset from China doing without Hormuz and the pipelines providing about half of the Hormuz supplies. Of the remaining 6 million barrels a day needed half could come from increased drilling for oil production (in Venezuela and other places) and half from conservation in the world outside of China- the US, EU, India, Africa, Latin America. With this covering 16 million barrels a day the world could still cope without 80% or most of the Hormuz supplies in the event Iran threatens to shut off Hormuz again. Even the trickle coming out of Hormuz of 4  mbd could be replaced from the petroleum reserves of the US, EU, Japan, India and other countries. In this way the US policy is to bypass Hormuz completely and use the period of the ceasefire to plan accordingly, knowing the IRGC never wanted to honor the Memorandum for opening Hormuz, it was only pressured to do so and would go back to its original intent. UAE plans new pipelines and overland routes. It would also bring down oil prices after a small surge from $70 a barrel to $80- $85 a barrel, before coming down again as additional supplies are created and demand side addressed through renewable energy and EV's. ...

This report in the WSJ provides details on the groundwork that was laid by the Trump administration as it worked to find a solution to the problems facing Venezuela with refugees and economic crisis, and months of protests. The plans were set in the days before Nicholas Maduro took office for the second term as president. The night before Juan Guaido, head of the National Assembly, declared himself president, U.S. vice president Mike Pence stated that the U.S. would support him if he took the reins of government from Maduro by invoking a clause in the Venezuelan Constitution that makes the head of the National Assembly take the office of president if the existing president is declared illegitimate taking office unlawfully. About 60 nations did not recognize the elections that gave Maduro a second term. On Jan 2 Mr Trump who feels deeply about the collapse of the Venezuelan economy and rising poverty, the suffering of the Venezuelan people, met with presidents of Brazil and Colombia. Colombian president Ivan Duque and Trump hinted at a plan to cooperate to help people fleeing Venezuela and respecting its democratic heritage. Mr Pompeo spoke to allies of the U.S. The National Assembly laid out its plans on Jan 15, for using a constitutional mechanism that allows the head of the Assembly to lead an interim government till new elections are held if the existing president is declared illegitimate. A leading Republican senator of Cuban origin Mr. Rubio supported the move. On the eve of protests in Venezuela Rubio and two other senators from Florida met Mr. Trump and Pence at the White House. Also present were Bolton, Pompeo, Ross and Treasury Secretary Mnuchin. Mr. Trump then decided to do it. He placed a call to Mr. Guiado  to tell him that if the National Assembly invoked Article 233 the U.S. president would back him.  The U.S. believes the rank and file in the military are with the opposition even though its leaders back Maduro. After the U.S. action, the governments of Brazil, Argentina, Chile, Peru, Colombia, backed the move for an interim government. The European Union called for free and credible elections. Russia and Mexico supported Maduro.  The State Department instructed the U.S. Federal Reserve about Guiado government as the sole representative for Venezuelan assets in banks. Marco Rubio has shown an exceptional grasp of Latin America from his days representing Florida in the Senate, about a decade in the Senate when he has closely followed events and acquired a deep knowledge of Latin America. His answers at Congressional hearing were exceptionally good, and showed an ability and earnest desire to get good results for the Venezuelan people, sharing aninterest in the good for Latin America being a person of latin American origin who speaks fluent Spanish as a native language. Points made by Venezuela in answering questions from senators in the US Senate hearings- All of Latin America welcomed the US action to remove Maduro from Venezuela.  It affects Colombia and neighboring countries. Colombian rebel groups control parts of Venezuelan territory and operate from there.  Multiple administrations had deals with Maduro. Maduro kept none of the deals including the one with Biden for free and fair elections.  To be realistic in situations such as Spain, Paraguay, there were transitions before safe and fair return to normalcy and democratic government returned after decades of dictatorship. RUbio showed an exceptional grasp of the Latin Ameican situation and reminded senator Murphy that he had been in the Senate for decade and worked with the senators now on the other side to remove Maduro amd nothing had worked. Venezuela is a rich country , the most affluent in Latin America. It does not need money from the US. Before the Chavez dictatorship it was a country with democratic forms of government, and a country friendly to the US.  The action taken was a quarantine not a blockade. By controlling oil going out of Venezuela the lifeline for the country the US has control over its finances and the economy, budgets, the government finances. The immediate task was getting the oil out of the country as there was no place to put it and US had it sold at market prices not sent to China at a 20% discount for which Venezuela got nothing except paying off debt to China. The current authorites are cooperating with the US on the budget, they have to submit budget requests and the US approves it item by item and an audit agency is being set up including Ex-Im. Bank an other options to make sure the money is being spent on salaries and for the Venezuelan people. The money goes to an account for Venezuela at the US Treasury Department. In 4 weeks a lot has been accomplished. What happens in 6 months - for that actions are more important than words, it should be a marked improvement over today. Including setting up the US diplomatic presence in Caracas which means talking to the government on the ground, talking to civil society, talking to the Opposition.  ...

Independent oil companies are eager to invest in Venezuela says Treasury Secretary Bessent at the Economic Club of Minnesota. He says phone are ringing non stop from these companies. Big Oil such as Exxon is taking longer. Chevron is already in Venezuela and Bessent says in a few months it can increase production by 40-50%. Oil revenue from Venezuela will be in a special fund that will be used for the people of Venezuela. Under Maduro since 2013 the oil revenue was used for regimes in Cuba and not managed well for the investment in infrastructure and modernization. US sanctions made it hard to modernize the oil industry which will now take place. Bessent calls Cuba's economy decrepit and now in bad shape. It also shows that realistically modernization and good standards of living are not possible in the western hemisphere by regimes of the Cuban or Bolivarist type which descend into corrupt regimes and lack foreign capital and technologies. Lula adopted an approach in Brazil that worked with the US and EU to modernize the economy creating a workable model for a Workers party. There is much to learn from these experiences in Latin America which come at considerable cost and suffering. ...

Questions about the wisdom of Exxon's moves against Venezuelan oil company Petroleos de Venezuela- taking it to court for taking a majority interest in 4 big oil projects managed previously by large western oil companies. Responding to Venezuelan public concerns about the deterioration in the oil production and development in Venezuela, President Chavez is negotiating with Shell and Total to bring in technical expertise and capital from western oil companies, while working at the same time with Petrobras and other national oil companies from China and Russia to develop its heavy oil assets. With Brazil facing capital needs for its own huge offshore Tupi oil field discovery, the $10 billion that is needed for developing the Carabobo oil field in the Orinoco will have to be financed with other foreign help and expertise. Petroleos Venezuela cannot rely solely on other national oil companies as it had thought it could do before. With things changing in Venezuela, and possibly even a new more friendlier government in future elections, has Exxon found itself on the outside when the European oil companies can build their presence in Venezuela?...

Lula and Milei clash at Mercosur. To get a right grasp of the situation as a whole from the bigger picture than the headlines, is to know that even in the current chaotic immigration handling of both parties, the US comes out a winner in long term by 2034. That it gives for the younger generation a better future. Congress's Budget Office economic report shows GDP higher by 2% from the higher immigration of 5.2 million added to the US workforce by 2034. US productivity higher by 0.2% and residential investment including construction up by a whopping 10%. The younger profile of immigrants will help the US compete with India's younger population, and as China ages to have what it and Europe is aspiring to have- a younger population. The best way to look at the immigration issue is for the short term- manage it better by organized method of immigration without chaotic border crossings by allowing potential immigrants to apply from their home country, a step taken by the Biden administration. What it or any Republican administration could not control is the immigration that happens from countries the US is at war with or in conflict with. It is important to recognize that this is what happened with Venezuela the largest component of the immigration border crossings in 2023. It was made worse by actions of both parties Democrats and Republicans and made worse in 2017 by more severe sanctions on Venezuela under the Trump administration.  Also part of the problem is Venezuelan mismanagement- providing oil at pennies a gallon, hurting imports and spiralling inflation that only worsened under US sanctions after 2017. Long term- To reflect that US sanctions on top of mismanagement by Venezuela is a warning for all developing countries in Latin America, Africa, Asia and for the US. It meant 7 million refugees a staggering quarter of Venezuela's population fleeing the country, that burdened neighbors Columbia, Ecuador, Peru, Chile. By 2022-2023 many of these refugees were making their way up the Darien Gap to the US. Yet within this tragic situation for Venezuelan people how could the US best respond is to close the border as president Biden has proposed with McConnell and the Lankford effort in the Senate, which was blocked by the House under Mike Johnson. This gives time to assess the situation, correct US laws on asylum and parole that allowed this chaotic way to proceed under actions of both parties.And not let this destabilize the US by understanding that while Venezuela has suffered for its role in the crisis the US will ultimately have come out a winner, as pointed out by the Congressional Budget Office projections. CBO projections of this immigration impact by 2034 of increasing the workforce population by 5.2 million will provide higher GDP, more tax revenues, and higher productivity than without this group of Venezuelan and other immigrants in this special situation of 2022-2023. Fisher and Taub in NYT give a brief history of Venezuelan politics and government since the 1950's to help readers understand today's economic and political crisis under president Maduro. How did a country with huge oil resources end up with depleted cash reserves to the point of creating shortages of basic goods on supermarket shelves, how did inflation reach over 700%, and how did the economy contract by over 10%, by some estimates close to 20%, in 2016? Venezuela's story is a reminder that populist movements do not hold the answer to political or economic problems, as they create corruption of their own as new groups of people try to perpetuate themselves in power, and new economic problems as they try to win favor with their own support base. Also through economic mismanagement worsened by economic changes such as oil prices or some other adverse development in the global economy. Internal divisions means the capacity of the country to respond is weakened. Brazil has shown the problems of corruption with new political groups and the weakening of government finances. Venezuela is the extreme example of how a lot can go wrong over time after the initial response to a new populist group is positive as it was in Venezuela in 1998, even with advantage of rich natural resources. Change that fragments a country and polarizes a country instead of pulling together the country's human talent around a program that all groups agree to support, is a signal of future problems. The rule of law is an essential component not just of democracy, but of economic development and progress of any country. These are the lessons of Venezuela for today. Economic crises in the eighties led to loss of public confidence in the two main political parties which alternated in power since the founding of democracy in 1958. In 1998 a military officer named Chavez won the election on the platform of returning power to the people and reducing corruption. Chavez reforms initially were popular. Popular protests in 2002 led to the military briefly taking power before returning power back to Chavez. This led to Chavez moving further towards consolidating power leading to a polarization of society. The oil company workers who went on strike were fired replaced by Chavez supporters and oil funds were diverted to popular programs. In the process Chavez isolated Venezuela from the world economy, leading to lack of foreign investment, and Venezuela falling behind other countries in Latin America, even though it had large oil resources. To retain control of the streets this report shows Chavez helped organize the colectivos or local supporters organized as vigilante groups, which has led to further polarization. Corruption in the military and with the colectivos has led to power being fragmented between different groups. The oil companies fund reserves were depleted by corruption depriving Venezuela of an essential cushion as oil prices dropped. Chavez died of health problems with Maduro winning the election in April 2013 by 50.6% of the vote. The parliamentary elections led to the opposition parties winning by a landslide in December 2015. The current problems with daily street protests stems from the economic crisis, with inflation as high as 700% and shortages of basic goods, the economy declining by over 10% in 2016. The uncontrolled printing of money has fueled rampant inflation.The efforts by president Maduro to nullify the powers of Congress in an effort to control the country and override Congress, has worsened the discontent with the government.   ...

1.2-2 million barrels a day go from Iran's Kharg island through Straits of Hormuz for ship to ship transfers in South China Sea, then labeled Emirati oil and unloaded at refineries on Shandong coast. These refineries are called teapot refineries. In this way US sanctions are avoided. Shipments of oil were about 700,000 barrels a day before 2023. After 2023 this more than doubled. China gets this at a 10-15%  discount costing Iran about a third of revenues it would otherwise be able to sell this oil if it decided to work with the US in a new arrangement. This report in FR24 shows China as limiting it's relations with Iran to oil, careful to not let it affect more important trading relations with US European Union, and Germany. This is similar to the situation for Venezuela -which under a new arrangement the US has with Venezuela- now gets market prices for its oil increasing it's revenues substantially by about one third to benefit the Venezuelan people suffering from high inflation and economy wrecked by sanctions. ...

An international arbitration panel gives Exxon $908 million for oil assets nationalized by Venezuela in 2007. This is much lower than the $7 billion claimed by Exxon. Exxon invested $750 million in its Cerro Negro oil operations in Venezuela. The operations had an estimated value of $2 billion and are located in the heavy crude oil region of Orinoco. Venezuelan oil company PdVSA showed net profit of $4 billion in the first half of 2011. Another case is pending for Conoco-Phillips.
