In August 2008 Russia invaded Georgia and established the independence of the 2 breakaway countries of South Ossetia and Abkhazia. Georgia tried to enter NATO that year but the French and the Germans objected, and the U.S. did not want to commit deep in the Caucasus region. In the 2012 election the anti-Moscow government of Mr. Saakashvili was replaced by a government that sought friendly relations with the West and with Russia. There are still no embassies between Russia and Georgia. A special representative to Russia was appointed in the new government of Mr. Bidzina Ivanishvili, a billionaire who made his money in metals and banking in Russia. Saakashvili is now a Ukrainian citizen and is a governor of Odessa province, on the Black Sea, with separatist influence. Russia's trade ties with Georgia, a destination for Georgia's exports including wine, are gradually being restored after a trade embargo imposed in 2006. The trade embargo was lifted in 2013. The representative to Russia says its no use keeping the illusion of NATO membership even though it is an objective, as Georgia has to defend itself, the consequence of being in a difficult region. The strident anti-Russian rhetoric is now muted, as Georgia rethinks its relationship with Russia and the West to live in a difficult neighborhood. Ukraine went through some wild swings with the Orange Revolution, and the change in government to a pro-Russian government that jailed the earlier leader for corruption, leading to the protest movement calling for close relations to the West, the collapse of the elected pro-Russian government followed by the election of Mr. Poroshenko, and the Russian intervention in Ukraine in 2014-2015, leading to western sanctions on Russia. The sanctions end in Jan 31, 2016. The situation in Ukraine may stabilize where the NATO readiness force and German chancellor Merkel's call for "a persistent NATO presence in the Baltic states," lead to a situation where Russia determines the best course is cooperation with its neighbors, and trade, economic relations....

US president Biden sees Ukraine's defense as a way of showing that an attack on one country by a neighbor in violation of international law is not acceptable to the US, and particularly in the context of China's relations with Taiwan and the Indo-Pacific countries. In this situation the US is taking the initiative in the war in Ukraine with Gen. Cavoli at US Headquarters in Europe assisting in the effort to repel Russian aggression, and also send a message to China on the importance the US sees in not allowing this kind of violation of international law. ...

The biggest decision coming out of the NATO and European Council meetings is Germany saying it supports stationing of long range missile systems in Germany by the US by 2026. German chancellor Scholz says the decision was a long time in the making and Germany supports it as a necessary step to secure the country. This happens as China's support to Russia continues through trade and economic relations and the Ukraine war prolonged for another year into 2025. Other decisions were to provide F-16's and added Patriot missile systems so that Ukraine can defend its skies from missile attacks.

This editorial in the Economist looks at China's relationship with Russia. It says the Ukraine conflict and western sanctions have resulted in Russia moving closer to China. Yet the two countries have competing interests in central Asia, and different relations with India and Vietnam, in the Asian region. Russia is also wary of China copying designs of Sukhoi aircraft in sales to China of advanced military technology. The major oil and gas deal signed in 2014 provides Russia with a new outlet for oil and gas with the cooling of the relationship with Europe. Yet Russia has strong ties built with Germany over the entire post war period, and differences have emerged in U.S.- German relations. Germany's relationship with Russia- cooled by sanctions and German wariness over Russian intervention in Ukraine and Russian wariness over NATO close to its borders- spans 7 decades and is likely to remain strong in the long term. This comes from the shared sense of awareness of the terrible conflicts of an earlier period, just as it has for French-German relations, and from the strong efforts made by Germany to preserve the relationship and peace in Europe. Chinese president Xi's visit to Moscow on May 9, for celebrations of victory over Nazi Germany, will be followed by a visit May 10 by Chancellor Merkel of Germany. A factor in German-Russian relations is the close trade links, cultural exchanges, and history going back to the GDR where Chancellor Merkel is from, built up over many years, that are likely to set the long term future of relations. China's dominant partner relationship in the China- Russia relations does not bode well for the future of relations, compared to the equal partner relations with its European neighbor, Germany. In this different light Ukraine is a temporary pause, in German-Russian relations and peace in Europe, a situation which is in China's long term interest as it focusses on its economy and the next phase of development for a modernized economy. Especially as China continues to build on its own vital trade relations with Germany and the European Union, the latest example being Germany, other EU nations, and India, joining the China sponsored Asian Infrastructure Investment Bank. ...

The US envoy to Belarus responds to overtures from Belarus's leader Lukashenko for improved relations, release of hundreds of political prisoners including the husband of a opposition leader who is thought to have won the last Belarus open elections in 2020. Today it is not realized that politicians with lack of vision or foresight - Bush, Obama, Merkel, failed to grasp that in 2020 two events happened that were linked- the Belarus electons bringing another pro-EU government on Russia's border which was squashed before it could take office and the pro-democracy movement in Hong Kong also squashed in 2020 by China PRC. Crimea was made part of Russia in 2014 when Ukrainian protesters in Kviv and Lviv near Poland ousted the government of pro Russia leader Yanukovych in the Maidan revolution. Russia under Putin responded 2014-2020 with a simmering effort to take parts of eastern Ukraine that were close to and sympathetic to Russia. This was an effort to counter NATO or pro-EU countries coming to Russia's borders in the way JFK opposed pro-Russian regime in Cuba. Obama and Merkel never understood or grasped this or were too involved in the eurozone, migration crises (Merkel) or war in Afghanistan (Obama). The result was that in 2020 Russia helped squash the election results in Belarus with another pro-EU government impending. Within 2 years Russia under Putin with tacit Chinese support invaded Ukraine in Feb 2022. Belarus shares a border with Russia and it is closely allied with Russia in the Eurasian Economic Zone that includes former Soviet Bloc countries such as Kazakhstan. Gradually following the recovery of the Russian economy by 2010 the emphasis shifted to create something similar to the Soviet Union, a bloc of countries in central Asia and in Eastern Europe that are part of a Russian sphere of influence. For much of the period of the Obama/ Merkel administrations in US and Germany this was ignored as most of the politicians never gave Russia the importance it sought, not accepting that the economic power was not measured only in GDP- also in science and technology, nuclear technologies, space, in energy resources, and Russia's position in Northern/Central Europe and Central Asia since 1700.  It is this situation that the DJT administration faced with US challenges of the Mexican and Venezuelan drug and people trafficking in the western hemisphere has responded with the Monroe Doctrine to reassert American influence in Latin America by respecting Russia's effort to have some measure of influence on its borders, that the US seeks on it's borders. Without Russian or Chinese intervention in Latin America and with the the Monroe Doctrine in place America can protect the interests of the American people and the people of Latin America for free and good government. What Bush, Obama, Merkel lost sight of is that by each power having some strong measure of influence in their regions, and the tendencies for benevolent influence put in place, there is significantly more room for respecting the hopes and aspirations of people in their regions through democratic or other people oriented forms of government than by the situation in which economically the US was dominant after the fall of the Berlin Wall but other influences would lead to US decline- open but not free trade with China, and the recovery of the Russian economy, drug and people trafficking by gangs in Latin America where the Monroe Doctrine for US leadership had prevailed till the 1960's. ...

Newly elected president Poroshenko's personal relations with Putin and his connections to Russia's business interests will help him improve relations with Putin. He wants to have substantive preparations for talks with Russia so that progress is made in relations and in other issues. Putin has said he will respect the results of the Ukraine election. Senators Portman and Cardin, and former Secretary of State Madeleine Albright were in Kiev to monitor the elections, and found them to be fair and properly conducted. Turnout was high and voters rejected the old world politics of the main rival candidate Tymoshenko, who received only 13% of the vote compared to Poroshenko's 54%. Poroshenko is a businessman who started out in chocolate, but has business interests in automobiles and owns television station 5. He was Speaker of parliament, and Trade minister in previous governments. The election result and voter rejection of the old politics gives a fresh start, and a chance for Russia, Germany and the EU to move forward. Russian president Putin had serious problems with the old politicians and may find it easier to work with Poroshenko. American led sanctions provide Russia an incentive to resolve the situation to give Russia's economy a chance to recover from serious capital outflows. Poroshenko is pro-EU, with enough Russian connections to maintain confidence in Russian-Ukrainian relations, for the fresh start Ukrainians are looking for. His focus is on economic development, with jobs as a priority for the young people facing extremely high unemployment....

The meeting planned between Xi and Biden is important for stable US China relations after the Trump administration angry rhetoric, the Covid pandemic, and when imbalances in the poorly managed trade relationship with the entire supply chain shifted to China with millions of its American jobs has shaken working class communities in the US. China's and Xi's views on Hong Kong and Taiwan have also affected the relations. After the Ukraine war this will be the first meeting between the two leaders, and follows a visit by German chancellor Scholz to Beijing. Under Bush America appeared to be distracted by middle east wars, under Obama and Trump America appeared weak or angry but not resolute. Under Biden America appears resolute and sure of itself. This makes a difference for US China relations. Following the Ukraine war both the US and Germany, and China, appear to have grasped the dangers of nuclear threats such as were made in recent weeks. India has also shown its serious concerns about wars for territorial gains, and the world community of nations has expressed this through the words and actions of UN Secretary General Antonio Guterres speaking for Europe, and the rest of the world.  Under Biden America seeks decent Competition with China and not conflict, and this is in the interest of both countries and of all the countries in the world. Neither China or America represent the largest share of the world's peoples, and in a world of advanced technologies other regions such as India, Europe, South East Asia and Japan, have just as great a determination and influence to seek a mutually beneficial peaceful coexistence in the interests of all the peoples of the world including the continents of Africa and Latin America. ...

India European Union Trade Deal - huge potential for EU and India for 2 billion people size markets, new manufacturing hubs, and advanced scientific + technological cooperation. Timing is critical. From the first term of DJT 2016-2020 it became clear that the supply chain concentration in China was a serious error for America and Europe. Modi came into manage the federal government in India in 2014- that first phase was to tackle the basic problems in health care sanitation and road infrastructure, agriculture. By the second term of DJT Europe had realized something had to be done to reduce concentration of trade  supply chains in China. Two things had to happen to bring India and EU together. The Ukraine War and China's indirect participation on the side of Russia, the change in administration from Merkel to SPD's Schulz,  and in 2026 to Merz and the CDU created a new awareness of the need for EU and India to come together. Yet Scholz SPD hung onto the special trade relationship even in the face of the Ukraine war and China's shift when it allowed the port of Hamburg stake taken by China to be retained. Something had to happen to jerk Germany and with it the EU out of its inability to shift towards India. Merz took this step in 2026 as the relationship with China soured over Ukraine war and the grasp of the dangers of overconcentration of the China relationship with Germany that Merkel had created. On the other side Modi had to get India's logistics, road and rail networks, ports ready for such a trade relationship where goods could be quickly shipped into and out of India. Modi worked on these investments on a rapid basis in his second and third terms. India had to offer stability in the relationship. This meant winning elections to set up state governments in key states such as Maharashtra for Bombay (Mumbai) region, Delhi capital region, and Bihar/ Orissa (Patna region northeast), Rajasthan (Jaipur northwest region), local city governments in Bombay (Mumbai) region and in the south in Andhra (Vizag region) + Trivandrum (Kerala). The combination of federal and state and city governments working in unison plus logistics and transportation, put India in contention for the role of a size and magnitude that would make a difference for Europe in its relations with China and Russia. That necessity was now fulfilled and in place. Merz and Modi, seized the chance at the kite festival in Gujarat's Ahmedabad, with a vist to the Sabarmati Ashram of modern India's founder Mohandas Gandhiji. Von Der Leyen also from CDU now joins the former premier of Portugal Antonio de Costa as heads of EU to attend the Republic Day parade celebrations in New Delhi on January 26. Nothing happened by chance. It took the hard work that in Robert Frost's words in Mowing ( "the fact is the sweetest dream that labor knows my long scythe whispered, for the earnest love that laid the swale in rows"). Japan plunged headlong into imperial ambitions after its modernization, China has ambitions under its Communist/ Markets system, India as the homeland of the Buddha and the Buddhist civilization of China, Japan and Indochina, and with its special place for Mohandas Gandhiji brings the European civilization in connection with a civilization that is just as old and advanced as the European in its philosophical and religious foundations with practice in real life, and not likely to flounder on the rocks as the Japanese and Chinese expansionist ambition based ideas. The different views on Ukraine of the Republican party in the US are shown here in this WSJ report. The views range from Rand Paul, Donald Trump to Republican leadership in the Senate under Mitch McConnell. Mr. Trump is also seen as representing an older view of relations with Russia that may no longer exist after the full scale invasion of Ukraine. In this sense Russian tanks invading Ukraine is a watershed event like that of Prague in 1968 and Hungary in 1956. Old views no longer hold. The Cold War began with the Berlin Blockade in 1948- the response of president Harry Truman was the Berlin Airlift supplying the city of Berlin, and some such response is taking shape with the $350 million immediate aid to Ukraine that Biden promised on Feb. 26, within 48 hours of the invasion. The Hungarian revolution in 1956 set the stage for the Cold War after Soviet tanks entered Budapest. German politicians are critical of Finance minister Schauble's remarks comparing Putin's takeover of Crimea to Hitler's annexation of the Sudetenland. Merkel distances herself from the remarks considering that a singular event. Former chancellor Kohl tells the Bild newspaper, "there's been a lack of sensitivity in dealing with our Russian neighbor, especially President Putin." Decades of hard work in building relations with the Soviet Union since Willy Brandt initiated engagement, followed by Schmidt, Kohl and Schroeder, are seen as being put at risk by the German public and government. Business interests are also at stake. Polls show 60% of German's oppose sending the German air force to NATO's eastern borders, and German foreign minister Steinmeier said there was no way for Ukraine to join NATO. A former German ambassador to the U.S., head of the Munich Security Conference, Wolfgang Ischinger, says Germany not the U.S. would suffer the most from a deterioration in relations. Companies like Siemens and Deutsche Bahn put a high priority on de-escalation of the crisis....

Biden efforts to reduce the level of escalation in relations with China include a visit by Secretary of State Blinken to Beijing in June 2023. The US says it seeks "to responsibly manage relations with China." The visit of Blinken to China was planned for February 2023 but postponed after the shooting down of a Chinese balloon craft in US airspace. China's support of Russia in the war with Ukraine has further strained relations. A similar effort is under way to reduce tensions with Iran by approving 2.5 billion euros payment by Iraq for Iranian oil deliveries. It seeks economic ties in the face of a slowing economy preserving its advantages in manufacturing developed over 2 decades. Former Chinese foreign minister Wang Yi (2012 -2022) and its senior official makes these comments at the Munich Security Conference on US shooting down Chinese spy balloons. Yi says it was "absurd and hysterical." He says China is going to put out a paper on Ukraine that would underline the principles of territorial integrity and sovereignty. For China its crucial relations with Germany, trade with Europe are critical for its economy and growth. Germany's coalition government itself is divided on investment by China in the port of Hamburg, with the Greens not supporting that decision by chancellor Scholz. The issue for Biden is not simply the balloons. As The Guardian points out the US is pushing for China to withdraw or at least make conditional its support of Russia in its invasion of Ukraine that is a clear violation of the UN Charter that China says it supports.

Reports by David Sanger and other reporters from the NYT on the situation in Ukraine as seen from the US, Russian, European, and Ukrainian sides. Russian president Putin sees Ukraine as part of the Russian cultural and economic sphere with deep ties to Ukraine in its history. The western parts of Ukraine near Poland and near the capital Kiev see their future more in relation to other Eastern European countries that have moved closer to or joined the European Union such as Poland and the Baltic republics of Lithuania, Latvia and Estonia. It is not clear even to advisors to the Russian government what Mr. Putin's intentions and plans are. Russia has not yet recognized the two breakaway republics in Eastern Ukraine based in Donestsk.  Some of the key points in Ukraine's recent history- one needs to know this because Ukraine has a difficult history in its relations with Poland/Lithuania and with Russia alternating over centuries, with neither relationship providing the kind of government that would have helped Ukraine's people. Formed only in 1991 the Republic of Ukraine has a long history since 1500 of being part of Poland and Lithuania, and later part of Russia, with some parts of Ukraine under the Austrian Hapsburgs till 1900. Ukraine was part of the Soviet Union in the 1920's to the 1950's in one phase in which it suffered badly with collectivization of agriculture under Communist Soviet leadership and famines. In the second phase of Soviet rule after the 1950's Ukraine made a dramatic recovery as Krushchev assumed control with Leonid Brezhnev who was from Ukraine. After 1964 Brezhnev ran the the Soviet Union till 1984 and this was a good period for Ukraine. The Soviet Union collapsed in 1990 and Russian leader Yeltsin separated Ukraine and Belarus to go their own ways as separate countries from Russia. For 1990-2000 Ukraine did badly losing about 60% of its GDP, a situation also experienced by Russia with economic instability. Russia recovered under Putin, yet Ukraine has struggled since because of mismanagement under different governments and widespread entrenched corruption.  Governments alternated in the period 2000 to 2020 between ones friendly to Russia and friendly to Poland and European Union. This happened in 2004 and again with protests in 2014. The protests in 2014 in Kiev and Lviv led to a government that favored closer ties with EU and NATO. It is this pendulum swing that is Ukraine's and Eastern Europe's experience in the 20th century and it continues into the 21st. What Russia wants is for Ukraine to not be a place for NATO operations, even if it is not allied to Russia after Russian president Putin was disappointed with the Russian allied government's performance under Yanukovich in the 2000-2014 period with corruption and mismanagement. France in the 16th and to 18th century is described by Brendan Simms of Cambridge in his new book on Europe, as needing the external danger for unity, and unity to meet external danger. This could be true also for Russia as the danger posed by NATO helps bring unity to Russia. And this could be a way to unify Russia and provide it with the confidence that it seeks in its effort for parity with the European Union and the US, China in the 21st century.   ...

War in Ukraine after failed Alaska effort by US to end the war. In September 2025 Russia holds out, spurning peace efforts from the US president, to see if the economy holds out over the next 24 months and Russia can get Ukraine to abandon it's efforts to join the EU and Western European alliances. The baffling aspect of this war is that the neutral aspect adopted by Finland before the war, by Sweden, by the Swiss, was never considered as a realistic option by Ukraine, looking beyond the problems of the 1930's and having awareness that there were weaknesses in both the capitalist and the Soviet systems, to take the broad larger view. And with that being realistic that a better effort would be to reflect on the corruption and lack of clean government, the need to build the healthy institutions that would serve the people best. The approach taken by Gandhi in India in its relations with Britain, to preserve the best and improve on what failed the Indian people, and reflect on the integrity, the right attitude needed for India in the Modern World. From the Russian side the failure to use the period before the shift to renewable energy to invest the capital used in the war of $200 billion a year for a stronger economy and industrial base in 2022- 2027- an investment of a trillion dollars that would make it the industrial power and support its position as the preeminent power in Northern Europe. ...

Xi says China and the US can work through their differences including on Taiwan. As tensions increase in Europe with Ukraine and with another election cycle in the US, it is essential that the US, China, India and the EU work though differences on Taiwan and the Indo-Pacific, and plan ahead for a future peace settlement in Ukraine with the support of all nations, especially ones with which the US and EU, have a strong trading and economic relationship. China needs export markets as its construction industry stalls and increases investment in manufacturing. The US continuing strong investment in manufacturing in the US, continuing to trade with China on a level playing field. Both sides have economic interests, and interests of the world to advance peaceful cooperation.

Jean-Luc Melenchon, for two decades at the fringes of French politics, has a carefully prepared program to address the concerns of working class voters in France. He has not appealed directly to yellow vest voters so as not to affect relations with other moderate voters. He is now accepted by French business because of his detailed action plan for the French economy and French workers. Other voters see him as the only one with a serious action plan with his plan for the Sixth Republic removing the powerful executive presidency setup by De Gaulle and drafting a new constitution.

He has condemned the Russian invasion of Ukraine yet says it does not help to humiliate Russia and setup more NATO countries close to its borders. During any negotiations both Russia and Ukraine have now accepted the idea of Ukraine enjoying neutral country status in the same way as Sweden.

Much of India's relations with Britain as a colonial power, and the US as the first real democracy (defined in a new way without colonial interests) after Britain in the modern world, were set in the period when Gandhi mentored by Gokhale and Tilak in 1900 set the independence struggle of the 1930's and 1940's. Modi merely restored the Gandhian spirit with a development focus and honest administration. This enormous contribution of Gandhi revered by all leaders including Modi is a benevolent one recognizing the important and one might say virtuous role played by the US under Wilson and Roosevelt to colonized nations such as China and India as can be seen in the personal letter to FDR written in the 1940's by Gandhi. There are two defining relations of the US, the first related to its founding as a British colony and a war of independence fought with the help of the French. And the other related to Asia, to Japan, China, and India as they modernized in 1900-2000. Of this the relationship with the most ancient of ancient civilizations in India is the dominant US relationship in 2025, because it unlocks the mysteries of westernization without the religious ethos of Buddhism in an imperialist Japan and now expanding Communist China. This religious ethos of China, Japan and Vietnam lies in Indian soil and in the ethos of the Indian people, and where Gandhi drew his inspiration. From this ethos comes the idea that India as a true friend of America and a Europe (that includes Russia) cannot ignore the devastation of Ukraine and inadvertently find itself a participant through its purchase of Russian oil at $119 billion a year (even when China under a expanding Communist government purchases Russian oil at $136 billion a year). This report in the WSJ says the increase in Saudi production announced on June 2 will do more for Saudi Arabia diplomatically as it improves relations with the Bdien administration, and much less for oil markets. The increase of 648,000 barrels a day for both July and August is seen as a drop in the bucket. Only Saudis and UAE have spare capacity- estimated to be at 3 million barrels a day of spare capacity. The Russian oil production has already dropped by 1 million barrels a day since the start of the war in Ukraine and will drop further after the European Union oil embargo on 90% of oil supplied by Russia to the EU. Russia may even withhold supplies from the market to keep oil prices high as it is selling oil at a large discount. Russia evades western oil sanctions by selling oil using transfers out at sea and in other ways that do not reveal the source of the oil. Saudis and UAE are seeking better relations with the US to gain security guarantees after drone and other attacks by Yemeni rebels and Iran. Earlier president Biden had distanced himself from Saudi Arabia following human rights situations that led to deteriorating relations. The EU oil embargo, high oil prices that are hurting poorer countries all over the world, and the commitments by the US and other European partners to reduce fossil oil fuels production and increase renewable energy production are now added factors that the US is including in its relations with the Middle East as it seeks to balance different factors. Russia invades Ukraine on multiple fronts, across Belarus, across its western border with Ukraine, on the pre dawn hours of February 24, 2022. Russian foreign minister Lavrov says "tense and detailed discussions" with US and NATO are still taking place. In talks with the US, president Putin of Russia had demanded that Ukraine commit to not joining NATO. The US insisted that this was upto Ukraine and that the territorial integrity of Ukraine had to be respected. Interventions by Macron of France and other leaders failed to bring the two sides closer. The US and Europe with a reluctant Germany looked at sanctions as a deterrent. This proved to be wrong. Mr. Putin has a passionate view of Ukraine and Kviv's historical role in the formation of the Russian state, evident in his televised address only 48 hours before the actual invasion. Ukraine has shifted between Poland and the Baltic states, Germany on one side and Russia on the other in its thousand year old history. The shift away from Bolsheviks and Communists under the Soviet Union after 1990 changed the relationship of Ukraine with its neighbors once again as Ukraine became closer to Poland and the Baltics, and Germany. Germany remains reluctant to revert to the relationship with Russia that led to 2 World Wars. During the leadership of Willy Brandt and successive German SPD leaders, as well as with Konrad Adenauer and CDU leaders, the goal was to build a good relationship with Russia. Merkel of the CDU went as far as accepting dependence on Russia for 40% of its gas supplies, after shifted out of nuclear energy and supporting a new Nordstream undersea pipeline for gas supplies.  The early reaction on DW.com and German television was one of shock as no one really expected that this would lead to a full scale invasion. Scholz of the SPD the new chancellor in 2022 was not active in forging anew consensus allowing NATO's Stoltenberg who is a former Norwegian prime minister 2005-2013 to frame the response of Europe. Norway's role in European security was marginal for most of the twentieth century. Other events had detracted from bringing active German and American participation in coming up with a framework of dialogue to address concerns of both sides and still build a common ground for peace- Afghanistan, the pandemic in its third year, China's deteriorating one sided trade relationship with America that hurt American workers and manufacturing. As a result China and Germany were essentially absent in building the framework for peace. Afghanistan hasty withdrawal made it harder for president Biden to come up with new approaches to build a common framework. President Macron made some faltering efforts on the fringes even as president Putin focused on the US response and its intentions with NATO on European soil, and declared that it was directly US Russia negotiations that needed to work. With this the whole framework of relations since the presidency of Reagan and the relations with Russia and China come to a close. And a new framework needs to be constructed that draws in India already or soon to be the most populous nation in the world, in an effort to build an enduring new framework. The voices of Eastern Europe need to be heard, yet balanced with the voices from India, China, Germany, Russia, and other countries in Asia, Latin America and Africa that are affected by world events. ...

Merkel tells Hungarian news portal Partizan that the Baltic States and Poland made efforts to reduce efforts for dialogue with Russia, and that this dialogue and meetings were also made difficult during the Covid pandemic. Merkel did not address other issues of EU and US relations with Russia over the decade when Russia was not integrated into European structures as a Northern European power. Britain and Netherlands also supported Poland and the Baltic States in efforts to keep NATO as a force and counterweight to Russia in Europe, something Merkel did not cover. Merkel appears to have been selective in covering only this issue in EU-Russian relations and not the larger issues that Merkel never addressed of ending the Cold War structure of NATO that Britain, Netherlands and Poland had favored. The result is that without German or US leadership the Cold War structure of NATO favored by Britain, Netherlands and Poland has been expanded to include Sweden and  Finland, and without a clear resolution of the Ukraine issue created a new situation. This situation is the return of the Cold War in another form with Russia and China, losing the opportunities presented to both sides to use trade and improvements in standards of living to create a durable peace for economic development and addressing the problems that have led to deindustrialization of US and European Union countries. ...
