The former commander of the NATO US forces in Europe 2014-2018, Gen. Ben Hodges, says the war could end in 2023 with air support to Ukraine. Hodges tells DW.com's Ines Pohl, that the only red line for Washington's support in Ukraine is "boots on the ground." Hodges says Ukraine must retake Crimea to maintain the international rules based order and the UN Charter.

About the Russian offensive in Feb 2023 Hodges says Russia was attempting to "surge" a new offensive but it does not have the capability to launch a "major' one. "They don't have the armored forces, the ability to break through," and that it will not change the "overall operational environment in Ukraine." This is the first serious assessment of the new phase in the war on an overall basis looking at the larger picture of Russian and Ukraine plus outside support capabilities.

  Newly elected US president says he wants to end the Ukraine war and save lives- 300,000 dead, twice that number wounded. The Wall Street Journal conducts this important interview with Retired Brigadier General Kimmett on Ukraine. He says- the Ukrainian goal of restoring sovereignty over eastern Ukraine is unrealistic. Did European Union and American leaders making a principle of sovereignty of borders, and then applying it over the Donetsk Luhansk region of eastern Ukraine which share Russian culture and language, make an error.  About 4/5th of Ukraine is away from the battlefield frontlines and not involved in the war. He also wants to save US strained resources with DJT saying every visit of Ukraine leader costs US $60 billion. Ukraine can hold intact its positions through 2025. Russian offers for settlement of Ukraine conflict in 2025 described as capitulation in the UK's Guardian- all of the eastern Donbass region and Crimea ceded to Russia, limits on its army and its long range weapons, leaving it too weak to defend itself. The UK, France oppose it. The new German government of CDU's Merz is increasing Germany's defense capabilities to shoulder the burden of defence in the EU in 2025-2026. Under this situation and with presure within the Republican party on DJT, it is unlikely that such a capitulation or agreement is likely to have a chance  for agreement. The war to control Kherson is only weeks away. The town of Beryslav upstream on the Dnipro river is the next target for Ukrainian forces. This would lead to Kherson. Russian forces are withdrawing from the west side of the Dnipro river in Kherson and may decide to withdraw. If they stay in Kherson Ukraine may simply cut supply routes to the city and wait to avoid losses in winter fighting in muddy terrain.

Kherson is important to Ukraine because of the Dnipro river that runs through the heart of Ukraine. This is the only capital of a region that fell early to the Russian invasion forces. It is also important for control of the Black Sea region, Ukraine's only opening to the sea for trade and economic activity. It is important to remove any threats to Odessa, a major port for Ukrainian grain exports.

NYT's French says a look at different scenarios for the war in Ukraine shows a stalemate the most likely option. A route for Ukraine's grain exports was possible with UN & Turkey negotiated agreement for a Black Sea shipping route. Now that Russia has withdrawn from this agreement a new corridor is being established in the Black Sea using shipping routes that stay close to NATo countries borders on the Black Sea.

Eighteen Senate Republicans under Mitch McConnell, the Minority leader in the US Senate, hold firm to support all Democrats for aid to Ukraine bill. This includes Senator Tillis of North Carolina who vigorously supported the aid bill on the floor of the Senate. Senator McConnell said "It is become fashionable in some circles to disregard the global interests of a global power, to bemoan the responsibilities of global leadership. It is idle work for idle minds, and it has no place in the US Senate." Mr. Trump and some Republican senators helped kill a immigration compromise legislation that Mr. Biden said would make it possible to close the border the day it was passed. This group also opposed the aid bill and lobbied to get the aid bill killed in the US Senate.

Ukraine's electricity grid makes it though a tough winter with frequent Russian missile attacks that led to power cutbacks throughout Ukraine. Kviv residents had only 4 hours of electricity and heat, water were also cut off for hours as the winter progressed. With better more advanced defense systems the attacks are fewer now, and the power grid is being repaired. Large transformers and other spare parts are being sent to Ukraine for the repairs. Ukraine is now able to resume exports of electricity in April 2023 showing that the worst of the electricity grid crisis is over.

Ukraine was one of the poorest countries in the European Union in the last decade and was not growing as fast as other countries in Eastern Europe. One of the reasons it was looking to the west, the EU and the US, was to increase growth and boost incomes. A policy opposed by Russia.  This report in WSJ looks at the effort of a 41 year old economist Mr. Marchenko who heads the central bank. Ukraine's revenues only support 40% of government spending. Ukraine needs $3 billion in aid every month. The currency is down 20% in value and the GDP is expected to be 30% lower in 2022. He says every day and night it is a constant headache. The US and Britain were quick to help and provide steady aid. The EU and Germany with internal wrangling have not come up with $8 billion of the $9 billion in aid promised to Ukraine to rebuild the infrastructure that is being destroyed by Russia, and support the war effort to defend Ukraine. Even with $3 billion a month in aid Ukraine depends on printing money and risking further decline in the currency to pay soldiers, war needs, and meet basic spending needs. The plans are not just for 2022 but extend into 2023. Grain a key export is only now making its way out of Odessa with the UN and Turkey arranging the way out for grain ships. ...

Retired General Keith Kellogg was in National Security roles in the DJT first term. He is the new DJT envoy to Ukraine and Russia with the goal of negotiating a settlement between Russia and Ukraine. He was chief of staff of the National Security Council in DJT's first term. And also the National Security Advser to vice President Mike Pence. The 80 year old veteran co-authored a paper for America First think tank which says- "The United States would continue to arm Ukraine and strengthen its defenses to ensure Russia will make no further advances and will not attack again after a cease-fire or peace agreement."  "Future American military aid, however, will require Ukraine to participate in peace talks with Russia."  This comes as Zelensky's popularity in Ukraine has dipped to 16% and Ukraine's people do not want him to run again for president. This is intended to draw Ukraine into peace talks as prolonging the war would lead to enormous losses for Ukraine's cities and the people of Ukraine, Kellogg told the Voice of America at the Republican Convention in 2024, and peace talks would end the war with Russia. ...

Speaker Johnson tells Politico that he plans to take up Ukraine aid in a separate bill. It would  be one Ukraine aid only bill or combined with Israel aid. He said it would happen using the House's suspension calendar. He sees it coming up on Ukraine aid on a stand alone basis. Suspension calendar requires a two thirds majority to pass bills and this means a large number of Democratic votes. Separating Israel and Ukraine aid is under consideration. The Freedom Caucus and some Republicans are not favoring bringing up the Ukraine aid bill. A government funding bill comes to the floor of Congress next week. Johnson says of the raucous Freedom Caucus that he has been always philosophically aligned with it with the same core principles as a lifelong movement conservative.The only difference is in tactics, and its never personal, Johnson says.

In a show of solidarity with Ukraine Scholz, Macron and Draghi, leaders of the German, French and Italian governments go by train to Irpin and Kviv. The US promises an additional $1 billion in aid this week. The Ukraine war is now mostly fought in the east in the Donbas region and near the town of Severodonetsk where Ukrainian forces face artillery barrages from the Russians and have taken heavy casualties. The longer range rockets needed to counter the Russian advance have not yet reached Ukraine from the US.

Poland's ruling party, the Justice Party, faces elections in 2024. The influx of grain from Ukraine has lowered prices for farmers in Poland, and this affects the largely rural base of the Justice Party. As a result the government has acted to stop Ukrainian grain from entering the country, and also bans the shipment of grain through Poland to other EU countries. Anton Troianovski reports for NYT from Geneva on the talks between Russian foreign minister Sergei Ryabkov and US Deputy Secretary of State Wendy Sherman on the Russian proposals for redrawing of the boundaries between Russia and Eastern Europe. Russia has insisted talks take place without the Europeans. The Russian view is that the current borders with strong US presence in Eastern Europe- in Poland, the Baltics, Ukraine, and other parts of Eastern Europe were a result of the new borders being thrust on a weakened Russia after the collapse of the Soviet Union.  The US insists it will not do anything without working with its European allies, but is willing to look for some areas of common ground. European Union and Germany see the new Eastern Europe formed as a result of the self determination of countries in the region, and their right to choose their future. Ukraine was historically close to Russia. After the collapse of the Soviet Union Ukraine had developed two identities with eastern parts of the country closer to Russia reflecting earlier close ties and the western parts of Ukraine closer to Poland such as cities Lviv and Kiev reflecting the mood in Poland and Baltics for an independent Ukraine. Lviv is only 70 kilometres from the Polish border and shows traces of the Austro-Hugarian central European heritage. Kiev is about 300 miles from the Polish border in north central Europe. Elections led to governments alternating between close ties to Russia and distant ties to Russia with the two recent governments opposed to Russian interference in its affairs. President Putin responded with invasion of Crimea and forming an autonomous region in eastern Ukraine. In the latest move Putin seeks to reset the borders in a way that is favorable to Russia.   ...
