On CBS "Face the Nation" last weekend both Mark Warner and Senator Rubio expressed concern about unknown algorithms targeting 150 million young users in America. The problem extends beyond that into the effects of TikTok and other social media that is harmful to children taking so much of their time that basic civics, reading, sports and exercise, outdoor activities, suffers enormously. No other generation has faced this and the US Congress and the White House have fallen far behind the curve of setting the rules and regulating use of the new information technologies.

The Biden administration published an online security rule to strengthen its legal backing for restrictions on foreign based apps, including TikTok. It provides additional criteria the Commerce Secretary can use to restrict such apps that present "undue or unacceptable risks." Instead of the wording "subject to foreign coercion", there is the wording "subject to the jurisdiction or direction of a foreign adversary." WSJ throws light on the legal challenges called the Berman amendments. Berman's amendments took away the right of the president of the US to regulate or ban "informational materials" from adversarial nations. It was written at the end of the Cold War and is seen as needing to be completely rewritten.

Republican Speaker Johnson is setting Saturday April 20, 2024 votes in the US Congress for Ukraine-Israel aid in a weekend vote, as Israel and Ukraine face growing threats. Basically the bill Democrats passed in the Senate gets split up into 3 parts for that $95 billion in aid bill to be voted on individually for each part separately for Ukraine, for Israel, for Taiwan. A fourth bill would be for Ukraine aid as a loan, and a measure leading to national ban on TikTok.

"We're not the world's policeman, but we are going to do the right thing. And I think Congress is going to take an important stand."

Serious problems are ailing the television channels in the US. This is because the siloing of channels into political spaces as audiences converge to watch particular channels is resulting in these channels unable to take positions based on the merits of issues. Climate change is one example- today no television channel in the US asks the question what would happen to the climate if the US loses another 4 years 2024-2028 in dealing with the climate challenge- makes no investment in climate change action. This is a grave and serious matter that needs to be at the top of discussions alongside the forest fires and floods that show up at the top of news pages every day. This is now the central issue at one of the channels as James Murdoch and his wife Kathryn ask this question of their own family business in television channels in the US and Europe. This is also a larger issue facing the television business.  Another issue is that internet business such as Twitter X, Facebook, TikTok are also concerned with ratings, and think mistakenly that being neutral about climate change action is acceptable, that it is someone else's problem, not theirs. It would cost upwards of 1 trillion dollars in 2028 for the US to simply to address the climate change problems arising from no action for the next 4 years. The problem may become hard to control by then regardless of how much money is put into tackling it, making life difficult on this planet. ...

The need to increase the reading of non-fiction books. The problems with TikTok video, You Tube video and social media as distractions. Even Wikipedia reference is giving one bits and pieces of information. Only an effort to read and read books expands one's horizons and learning. The irony of getting a bachelor's degree at 22 years and then stopping reading except an occasional book across most of the people in the US, Europe, India and other nations.

First disrupt the young people's attention and create effects on mental health of long hours spent on social media such as Tik Tok. This results in a loss of literacy on basic knowledge of civics and American history to lower and lower levels. Then let these young people decide who should run the country and its government for the next 4-8 years. The founders never intended this and never anticipated this threat. Congressmen Republican Gallagher of Wisconsin and Democrat Krisnamoorthi of Illinois introduced a bipartisan bill to ban TikTok in the US considering that it was foreign adversary application when its literacy effects are even more a concern. Byte Dance has appealed the law that goes into effect Jan 19, 2025. The appeal is now before a 3 person panel of the Columbia Circuit Court of Appeals of Sri Srinivasan, Neomi Rao, and Douglas Ginsburg. Does Byte Dance have recourse to the First Amendment rights in the US Constitution when the US sees Byte Dance as a foreign adversary controlled internet social media service, is the question before the Appeals Court and next before the US Supreme Court. The US government has shown the judges confidential classified data that shows why it thinks there is foreign adversary influence of some sort.  It is interesting to note that national literacy standards and the ability of average American young people to know enough about American history and civics that is in a dire state today and a key vulnerability for US democracy. This is gravely harmed by social media influence. Only negative effects on mental health of children and young girls has been put forward. Too many hours spent on social media is a negative influence which is why China and now Australia and UK have put restrictions on is use. US has none. India has banned Tik Tok for security reasons. In all situations there are negatives here yet it is an appalling thing that literacy is not the biggest one put forward when it should be for this Nation. ...
