This exceptional report by Chulov in the Guardian shows the changes in the war in Iraq and Syria in 2015-2016 since the downing of a Russian jet by Turkey in late 2015. It says that the Syrian government's future was uncertain in late 2015 with Turkish support for rebel forces in the north. During this period Russia curtailed trade and tourism relations with Turkey, and improved relations with the Kurds. Russia intervened in northern Syria directly to prevent a collapse of Syrian government forces in the north. Kurdish forces were already controlling large parts of the Syrian territory adjoining Turkey, and Turkey was concerned about the support to Kurds within Turkey from Kurds in Syria and a historical movement for  Kurdish independence. In April 2016 Russia made a move to win Turkish support by saying it would support the territorial integrity of Syria, so that no support would be given to the Kurds. As the U.S. consistently supported the Kurds in the fight against ISIS, Turkey under prime minister Erdogan changed its policy of support for rebel forces in Syria to focus on what it perceived as the threat fom Kudish control of the region at its Syrian borders. Rebel forces were told to focus not on the Syrian government forces but on ISIS, leading to withdrawal of support in Aleppo. What remains now of the war in Syria and Iraq is Iranian influence in Iraq, the Russian influence from support of the Syrian government in Damascus, and for the first time U.S. ground forces in the north with 900 troops supported by artillery on the side of the Kurds. The next stage in the war to take ISIS controlled Raqqa is being negotiated between Russia, Turkey and the U.S., according to this report.  ...

U.S. Secretary of State Hillary Clinton, says Russia's entry into the World Trade Organization in the summer of 2012 will be good for the global economy and for the U.S. It will increase U.S. exports to Russia from the low level of 1% of U.S. global exports. It will also set the right tone for improving U.S.-Russia relations and improving cooperation on global issues. She calls for Congress to change the Jackson-Vanik amendment and setting up normal trading relations between the U.S. and Russia. It is a smart investment in trade with Russia, and also a way to help Russia diversify its economy, setup an open political system and put its world trading relationships on a more transparent basis with clear tariff rates.

This report in the WSJ says the increase in Saudi production announced on June 2 will do more for Saudi Arabia diplomatically as it improves relations with the Bdien administration, and much less for oil markets. The increase of 648,000 barrels a day for both July and August is seen as a drop in the bucket. Only Saudis and UAE have spare capacity- estimated to be at 3 million barrels a day of spare capacity. The Russian oil production has already dropped by 1 million barrels a day since the start of the war in Ukraine and will drop further after the European Union oil embargo on 90% of oil supplied by Russia to the EU. Russia may even withhold supplies from the market to keep oil prices high as it is selling oil at a large discount. Russia evades western oil sanctions by selling oil using transfers out at sea and in other ways that do not reveal the source of the oil. Saudis and UAE are seeking better relations with the US to gain security guarantees after drone and other attacks by Yemeni rebels and Iran. Earlier president Biden had distanced himself from Saudi Arabia following human rights situations that led to deteriorating relations. The EU oil embargo, high oil prices that are hurting poorer countries all over the world, and the commitments by the US and other European partners to reduce fossil oil fuels production and increase renewable energy production are now added factors that the US is including in its relations with the Middle East as it seeks to balance different factors. Saudis see an opening for improved relations.   ...

This NYT report by Clifford Krauss cites senior diplomats in the Bush and Obama administration showing Rex Tillerson as a business executive with the skills needed to take a new approach to U.S.- Russian relations damaged by issues such as Ukraine and Syria that led to western sanctions. During Ukraine crisis and sanctions on Russia in 2014 Tillerson did not personally go to Russia, yet continued to negotiate through his exploration chief at ExxonMobil. Other experts such as Mr. Offenheiser of Oxfam America, see Tillerson as facing a quandary of transacting short term deals versus his responsibility to strengthen western institutions, human rights and economic hope for so many.

This article in DW.com says Russia's open intervention in Syria with bombing attacks on Aleppo comes with risks. It says the prevailing opinion is that Russia is trying to show its superpower  status in the Middle East and other areas. Other views are that it is showing that it will counter all civil society movements following the one that toppled Yakunovych in Ukraine, and sending a message to civil society movements in Russia. President Obama after meeting with Putin in Hangzhou in September 2016 for 90 minutes, said it appears that Russia is willing "to live with constant low grade conflict" for a long time. DW.com says this is risky for Russia, and it offers so little in return, with the loss of credibility with world public opinion. Compared to Georgia where ethnic Russian ties were involved, and Ukraine where Russia has historically had ties with the eastern part of Ukraine, Russia has no interests of this kind in the region of Syria-Iraq. In its ties with Iran Russia was historically one of the colonial powers like Britain and the U.S., with U.S. relations having worsened only after the 1950's, so no historic ties exist with Iran either.   ...

This report from Germany in DW.com says Germany tried to build a softer relationship with Russia during the leadership of Adenauer of CDU and  Brandt of SPD. This continued under Schmidt and Schroeder. Under Merkel of CDU the emotional aspect of the relationship as Russia retreated from Bolshevism and Soviet Union collapsed was lost. Little attention was paid to East Germany and to how the fall of the Soviet Union had affected Russia negatively, and became purely focused on German industry and trade with cheap Russian gas supplies. Even as Germany did not invest in shared burden for defense with the US, and Germany under Merkel increased dependence on Russian gas supplies to 55% with the Nordstream gas pipeline from Russia, and shut down nuclear energy.  As a result the emotional or mental health aspect of the relationship with Russia of Germany was lost under Merkel. The focus on purely financial aspect of things has been proved wrong both for the economy as physical infrastructure was neglected under Merkel and social infrastructure such as child care and other social aspects of society were sorely neglected. A new broader framework that needs to be built will have to keep this in mind.  All the hard work and good intentions of the Adenauer and Brandt years has been lost with the short sighted basis of relations based purely on finance and trade under Merkel's leadership. This happened also in the US relationship with China with the relations based purely on finance and trade under Clinton, Bush, Obama proving to be too fragile as they did not protect other social aspects within the two countries as inequality widened and whole segments of society were neglected.  ...

The Obama administration started the first term in office with efforts at reaching agreement on reducing nuclear arsenals. By the second term of the Obama administration the talks were already faltering. The war in Syria and Iraq and other conflicts in the Ukraine led to worsening relations with Russia. During the first year of the Trump administration that followed the two Obama terms in office the situation is completely reversed from what it was in 2008, showing that more than good intentions are needed to pave the way for reducing nuclear weapons. The expansion of NATO to Russian borders, the conflict in the Ukraine, the sanctions that hurt the Russian economy in Obama's second term did more to destabilize relations. The Trump administration's ambivalence towards Russia is not seen in the way the U.S. is responding to Russia'a policy actions to expand its nuclear weapons capabilities.

The US envoy to Belarus responds to overtures from Belarus's leader Lukashenko for improved relations, release of hundreds of political prisoners including the husband of a opposition leader who is thought to have won the last Belarus open elections in 2020. Today it is not realized that politicians with lack of vision or foresight - Bush, Obama, Merkel, failed to grasp that in 2020 two events happened that were linked- the Belarus electons bringing another pro-EU government on Russia's border which was squashed before it could take office and the pro-democracy movement in Hong Kong also squashed in 2020 by China PRC. Crimea was made part of Russia in 2014 when Ukrainian protesters in Kviv and Lviv near Poland ousted the government of pro Russia leader Yanukovych in the Maidan revolution. Russia under Putin responded 2014-2020 with a simmering effort to take parts of eastern Ukraine that were close to and sympathetic to Russia. This was an effort to counter NATO or pro-EU countries coming to Russia's borders in the way JFK opposed pro-Russian regime in Cuba. Obama and Merkel never understood or grasped this or were too involved in the eurozone, migration crises (Merkel) or war in Afghanistan (Obama). The result was that in 2020 Russia helped squash the election results in Belarus with another pro-EU government impending. Within 2 years Russia under Putin with tacit Chinese support invaded Ukraine in Feb 2022. Belarus shares a border with Russia and it is closely allied with Russia in the Eurasian Economic Zone that includes former Soviet Bloc countries such as Kazakhstan. Gradually following the recovery of the Russian economy by 2010 the emphasis shifted to create something similar to the Soviet Union, a bloc of countries in central Asia and in Eastern Europe that are part of a Russian sphere of influence. For much of the period of the Obama/ Merkel administrations in US and Germany this was ignored as most of the politicians never gave Russia the importance it sought, not accepting that the economic power was not measured only in GDP- also in science and technology, nuclear technologies, space, in energy resources, and Russia's position in Northern/Central Europe and Central Asia since 1700.  It is this situation that the DJT administration faced with US challenges of the Mexican and Venezuelan drug and people trafficking in the western hemisphere has responded with the Monroe Doctrine to reassert American influence in Latin America by respecting Russia's effort to have some measure of influence on its borders, that the US seeks on it's borders. Without Russian or Chinese intervention in Latin America and with the the Monroe Doctrine in place America can protect the interests of the American people and the people of Latin America for free and good government. What Bush, Obama, Merkel lost sight of is that by each power having some strong measure of influence in their regions, and the tendencies for benevolent influence put in place, there is significantly more room for respecting the hopes and aspirations of people in their regions through democratic or other people oriented forms of government than by the situation in which economically the US was dominant after the fall of the Berlin Wall but other influences would lead to US decline- open but not free trade with China, and the recovery of the Russian economy, drug and people trafficking by gangs in Latin America where the Monroe Doctrine for US leadership had prevailed till the 1960's. ...

Trust bank is rescued with a $530 million injection by Russia's central bank in Dec. 2014. The bank was taken over by the Deposit Insurance Agency which guaranteed the deposits of customers. As Russia raises interests by 17%, the ruble stabilizes with a 5% gain on Dec. 22, 2014. Alexei Kudrin, former finance minister and the architect of Russia's improved finances during Putin's previous terms in office, told a news conference that Russia now faces a full fledged economic crisis that will be painful in 2015. He expects a drop of 40% in imports, inflation at 12 to 15%, and decline in living standards. He also said Russia's credit rating could fall to junk status making it difficult to obtain financing. Kudrin was critical of the way the Russian government handled the crisis, saying action was slow and the government did not act as one team. Starmer's visit to China and the result being halving of tariffs- it comes 8 years after Theresa May's visit 2018.  Starmer is following his intution  to set an independent course for Brtian's foreign policy. It makes sense as the US is using common sense in coming back to basics, to getting its own hemisphere policies right. How could there be a situation like that in Venezuela and Mexico as with the drug cartels operating as states within states- what would Teddy Roosevelt say about this? So we now have the Monroe Doctrine, the return of the Panama Canal, the restructuring of the oil industry in Venezuela, and other action. This also means Canada and UK, India, European Union can pursue policies that are common sense. It means for Britain a new openness with China after 8 years inward looking with Austerity, Brexit and Covid. For a smaller economy it makes sense for Britain to have agreements on trade as it signed with India, and now with China. Carney, Starmer and soon Merz will have worked out relations with China on trade and exchanges. For Europe and the US over concentration of making goods in China can be corrected while still engaging with China. For the EU the visits Germany's Merz made to the kite festival an India and Leyen/Costa of the EU following up with trade agreements are all part of common sense to not just reduce over concentration in China, but also to build a new partnership with India to form a 2 billion people market. All of which happened suddenly as European nations realized how to work out new arrangements following the war with Russia over Ukraine and China's support for Russia, taking up the cues from DJT common sense action in its backyard. "I'm a pragmatist, a British pragmatist, applying common sense," the prime minister tells BBC on the plane and says he wants to "make Britain face outwards again."  ...

Putin's Russia year end QA sessions- "Direct Line" Marathon of 3 million questions. Two from the BBC. Answering the BBC Putin said "if you don't cheat us like you cheated us with Nato's eastward expansion", there would be no more war activity from Russia. Putin believes NATO and European leaders had promised no expansion to Gorbachev before the Soviet Union collapsed. Archives from 1950 show that NATO was formed as Soviets expanded after World War II. At the time Truman took up defense of Turkey and Greece from Soviet expansion. As Eastern Europe became part of the Soviet sphere the situation went on from 1950 to 1990 of 40 years with regional wars in Korea, Vietnam. The Russian leaders including Putin who set Russia on the path to economic recovery had a deep sense of loss of respect as Russia was treated as another European country by Netherlands, Britain and France, Germany former colonial powers that had difficult relations with Russia. It is this deep sense of loss of respect that these leaders felt after the Soviet Union collapsed and Russia suffered economic and political decline from 1990 to 2000 which was reversed by decades of economic growth. This was a period of economic growth in China. As China asserted itself in Hong Kong, Russia pushed back in Crimea and Ukraine regions that had long ties with Russia of language and culture. Had western leaders disbanded NATO and formed a new alliance with new goals with a vision for peaceful coexistence with Russia in the east the situation could have turned to be different. In 2025 the European powers Germany, France and Britain are not willing to see Russia gain points from the outright invasion of Ukraine presenting new obstacles to a peaceful settlement. Ukrainian sentiment is also a factor as giving parts of Donetsk would be unpopular.  ...

Deteriorating China Iran relations as the oil imports from Iran for China face US tariffs of 25% on China's exports to US, and US economic relations far more significant for the Chinese economy. China gets somwhere between 1.4 to 1.6 million barrels aday from Iran (80% of Iran's oil exports) into Shandong refiners at $10 below Brent crude prices. Another 400 mbd comes from Venezuela to China. This means $30 billion comes to Iran from oil sales to China at $59 a barrel, and $8 billion for Venezuela from oil sales to China. This has financed much of the bellicose policies towards the US in the western hemisphere and in the Gulf region. Iran's bellicose policies in the Middle East, its nuclear policy, are now seen by China as a distraction and  detract from good economic relations with the US. China $400 billion oil deal 25 year cooperation agreement signed in 2021 was signed under the Biden administration and China today faces a completely different situation in 2026. Even China's relations with Russia are not the same as the US builds better relations with Russia. A wind down of the Ukraine war would change the situation completely and ensure peace in Europe including Russia, as the US works with the EU to meet future challenges having learned from this experience in Europe (Ukraine dividing Europe) and in the Western hemisphere (drug/ migrant. trafficking). When historians write this chapter of the inflows of capital from advanced West to Arab countries and the Gulf region they will write about the huge contrast between China/India's efforts to modernize and these nations where much of that capital was wasted in wars and conflicts and in grandiose projects that made no material difference to the standard of living and quality of life of the vast number of ordinary people. Once the oil dividend is gone with fossil fuels replaced with renewable energy by 2035-2040 this opportunity to advance is lost for the Arab and Gulf region. ...

This article has several information links for different groups. One to "Putin and Russian oil policy"- consolidating into state hands all the major oil properties by buying the privately held company holdings such as BP-TNK's Kovykta gas field. A link to remarks to the New York Times in an interview by Medvedev, deputy CEO of Gazprom. And a separate link to "How Russians see Themselves and the World around them." The other link is in comments by Surkov, Mr. Putin's deputy chief of staff at a news conference and Putin's remarks in pre-8 Summit television interviews. Content Links 1. Link To the group "How Russians See Themselves and the World." In remarks at a news conference, Vladislav Surkov, Putin's deputy chief of staff referred to Russia's desire to keep its national sovereignty in terms of how it manages its oil resources in Russian interest. Russia did not want to have to respond to western demands for access to its oil resources and oil and gas pipelines. Surkov pointed out that Russia was a free nation among other free nations and did not want to be controlled by outside interests. Putin in pre-summit television interviews had an interesting view of the criticism of Russian oil policy and its consolidation of oil resources into state hands, as well as the centralization of powers and putting media into state hands, and its new stance in foreign affairs. He told this to the French channel TF1: Putin suggested old views of Russia stemmed from outdated cold-war competition, and misguided colonial-era arrogance. If we go back 100 years and look through the newspapers, we see what arguments the colonial powers of that time used to justify their involvement in Africa and Asia. They justified their involvement with statements that is was about playing a civilizing role, the white man's burden, the need to civilize these people, Putin told TF1. All you have to do is change the words "civilizing" to "democratization" and then we see the application almost to a word of what the newspapers were saying in 1900 to day's world. These are the arguments one hears from our peers in the U.S. and Europe on democratization and democratic freedoms. This is remarkable statement in revealing how the post Berlin Wall 90's experience with democracy has soured Russians view of democracy. And the peculiar way Putin and other Russians see the western exhortations for openness, transparency, freedoms, self interested, motivated by gains for western economic interests, and disregarding Russian interests such as national pride, economic-higher energy prices to sustain growth, national sovereignty. The NYT article can be seen in the context of a strategy article in Foreign Affairs, July/August 2006, "Russia Leaves the West," by Dmitri Trenin. Trenin says the U.S. and Europe want a weak Russia that they can exploit and manipulate, which means Russia needs to assert itself and its own interests just like the U.S. and China. The idea presented by Deputy Director of Carnegie Moscow Center, echoes Putin's own suspicion of western interests and their "colonial era arrogance". Trenin's view is of a fundamental shift in Western-Russian relations: the United States and Europe could protest this change in Russia's foreign policy all they want but it will not matter. For Trenin the U.S. and Europe had to agree that the terms of the Western-Russian interaction, set after the collapse of the Soviet Union's collapse, was now fundamentally changed. 2. The second link is with the "Putinand Russian Oil Policy" group. It provides details about the Kovytkta field owned by BP-TNK and what is happening there. Alastair Ferguson, director of BP-TNK's gas operations describes the situation in a interview with NYT at his Moscow offices. Ferguson says it makes sense to do what Russia is doing if you are the Russian government. By letting BP-TKN build its own pipeline Russia would lose influence over gas prices. According to Gazprom allowing private companies to ship gas independently would drive down gas prices. And Ferguson says this gas field is huge and supplies going to China and rest of Asia could lower prices of liquefied natural gas in California. Medvedev, Gazprom's deputy CEO was also interviewed in his Moscow offices. Gazprom and the government would answer the question about export sales, not BP-TNK. Medvedev's view is that this is a technical question for Gazprom and Russia to decide and has little to do with the G-8....

Germany's SPD Deputy Chancellor says in Kiev on August 25, 2025 after the abortive effort by DJT in Alaska for peace talks that improved Russia -US relations as two leading world nuclear powers but did not have the basics in place for Ukraine- Russia direct talks, with Putin asking for territory in the east. "In the three and a half years that this war has been going on, we have always shown that we are not ducking away, but stand by the side of the Ukrainians. And that will also apply to security guarantees."  The big change is that the SPD under Klingbeil in Germany is now working with CDU's Merz to build up Germany's defense forces to act as a deterrent for Europe. There is a change in the mood in Germany and in Europe, from Sweden and UK , France, Italy, for concerted action in Europe that was not seen before. By taking on responsibilities for Europe with 2-5% defense expenditures this has removed the differences between the US and Europe. It means a prolongation of the war but also means this may lead to a stronger Europe, better Russia- US relations, and a Russian and Ukraine more willing to come to a peace agreement based on terms where no side appears to be the loser. Klingbeil added- It is important to have a "really strong Ukrainian army that is also capable of defense. And the second thing is that armaments production is also being ramped up here in Ukraine as well, thereby putting Ukraine in a position to defend itself and deter attacks." If European history since 1400 is any guide when the powers on either side were eventually counterbalanced the power that took a an aggressive position early had to settle for a peace settlement with both sides not appearing the loser. ...

Reports by David Sanger and other reporters from the NYT on the situation in Ukraine as seen from the US, Russian, European, and Ukrainian sides. Russian president Putin sees Ukraine as part of the Russian cultural and economic sphere with deep ties to Ukraine in its history. The western parts of Ukraine near Poland and near the capital Kiev see their future more in relation to other Eastern European countries that have moved closer to or joined the European Union such as Poland and the Baltic republics of Lithuania, Latvia and Estonia. It is not clear even to advisors to the Russian government what Mr. Putin's intentions and plans are. Russia has not yet recognized the two breakaway republics in Eastern Ukraine based in Donestsk.  Some of the key points in Ukraine's recent history- one needs to know this because Ukraine has a difficult history in its relations with Poland/Lithuania and with Russia alternating over centuries, with neither relationship providing the kind of government that would have helped Ukraine's people. Formed only in 1991 the Republic of Ukraine has a long history since 1500 of being part of Poland and Lithuania, and later part of Russia, with some parts of Ukraine under the Austrian Hapsburgs till 1900. Ukraine was part of the Soviet Union in the 1920's to the 1950's in one phase in which it suffered badly with collectivization of agriculture under Communist Soviet leadership and famines. In the second phase of Soviet rule after the 1950's Ukraine made a dramatic recovery as Krushchev assumed control with Leonid Brezhnev who was from Ukraine. After 1964 Brezhnev ran the the Soviet Union till 1984 and this was a good period for Ukraine. The Soviet Union collapsed in 1990 and Russian leader Yeltsin separated Ukraine and Belarus to go their own ways as separate countries from Russia. For 1990-2000 Ukraine did badly losing about 60% of its GDP, a situation also experienced by Russia with economic instability. Russia recovered under Putin, yet Ukraine has struggled since because of mismanagement under different governments and widespread entrenched corruption.  Governments alternated in the period 2000 to 2020 between ones friendly to Russia and friendly to Poland and European Union. This happened in 2004 and again with protests in 2014. The protests in 2014 in Kiev and Lviv led to a government that favored closer ties with EU and NATO. It is this pendulum swing that is Ukraine's and Eastern Europe's experience in the 20th century and it continues into the 21st. What Russia wants is for Ukraine to not be a place for NATO operations, even if it is not allied to Russia after Russian president Putin was disappointed with the Russian allied government's performance under Yanukovich in the 2000-2014 period with corruption and mismanagement. France in the 16th and to 18th century is described by Brendan Simms of Cambridge in his new book on Europe, as needing the external danger for unity, and unity to meet external danger. This could be true also for Russia as the danger posed by NATO helps bring unity to Russia. And this could be a way to unify Russia and provide it with the confidence that it seeks in its effort for parity with the European Union and the US, China in the 21st century.   ...

The failure of Merkel's and Macron's policies in Europe. The policies contained a contradiction says this WSJ report- doing little to address concerns of Russia over NATO expansion and yet opting to build better economic relations with Russia. Merkel and Macron failed to tackle the main issue of NATO expansion. Did NATO need to expand continuously and what could be done so that Eastern European countries could join the EU but not NATO as a defense alliance. Without some new framework on this issue that was determined between US, Russia and Germany, France, for post 1990 peaceful relations the relationship with Russia based purely on trade has collapsed.

This WSJ report also brings up the issue of the US and Europe not having it both ways - continually expanding NATO in the interests of the smaller nations in Eastern Europe and yet hoping to build a better relationship with Russia.

German politicians are critical of Finance minister Schauble's remarks comparing Putin's takeover of Crimea to Hitler's annexation of the Sudetenland. Merkel distances herself from the remarks considering that a singular event. Former chancellor Kohl tells the Bild newspaper, "there's been a lack of sensitivity in dealing with our Russian neighbor, especially President Putin." Decades of hard work in building relations with the Soviet Union since Willy Brandt initiated engagement, followed by Schmidt, Kohl and Schroeder, are seen as being put at risk by the German public and government. Business interests are also at stake. Polls show 60% of German's oppose sending the German air force to NATO's eastern borders, and German foreign minister Steinmeier said there was no way for Ukraine to join NATO. Senior officials from Russia and OPEC producers meet in Jeddah in April 2018 to work out plans to continue cuts in production to reduce inventories and lift oil prices. The deal was first made in 2016 to reduce the glut then prevailing that led to a slump in oil prices to the $50 per barrel level. The agreement has worked to remove about 2% of world oil production. Healthy demand in 2018 from economies of Europe and America has helped lift oil prices with the cuts in production in place to $70 per barrel. A reinstatement of sanctions on Iran could limit supplies from Iran. Venezuelan production is down in its current economic crisis. Russia says it is 100 percent committed to compliance with the agreement with Saudi Arabia and OPEC countries. It was the lack of agreement between Russia and Saudi Arabia with each going its own way following the Russian intervention in Syria favoring Iran that increased the glut in oil supplies in 2015 leading to a fall in oil prices. For some time this hurt the Russian economy and Russia responded by actively devaluing its currency to maintain economic stability and internal growth. The Saudis were hit too by the fall in oil prices limiting new investments in the economy. The new agreement between Russia and the Saudis/OPEC comes after mutual interest has prevailed in the relations of OPEC  and Russia over the geopolitics in the region between Iran supported by Russia and the Saudis. It also comes as relations between the U.S. and Russia are worsening, with increasing investments in the military. ...

The Russian position for a ceasefire in Ukraine and peace talks is set forth by president Putin. "Our principled position is that state of Ukraine must be neutral, non aligned and free of nuclear weapons." Putin wants Ukraine to give up Donetsk, Luhansk, Kherson and Zaporizhzhia regions, Russian speaking regions in the east of Ukraine. Capitals of Kherson and Zaporizhzhia regions and some of the territory is controlled by Ukraine today. It means that Russia could accept a ceasefire under the present lines of control. It also means Ukraine would not be part of NATO, though it could be part of the European Union, as a peace settlement. All western sanctions on Russia would have to be lifted. Throughout the decade of this war Russia has maintained close connections to the Russian speaking eastern part of Ukraine with historically close ties to Russia and as Ukraine public opinion shifted to the EU Russia began its efforts to bring these regions under its control even when German-Russian relations were better during Merkel years. Russia has the support of China and Brazil in its position. At some point if a settlement is reached one possibility is that the line of actual control or LAC would be put in place. It happened in the Korean War, when the demilitarized zone was setup and in other conflicts on the Indian border with China and Pakistan, in Cyprus between Greece and Turkey. For it to happen Russia will have to dispel fears in the EU and the US that Russia will continue the conflict at some later stage till all its objectives are achieved. This requires removing the perception that Putin is set on achieving all his objectives to reopen the war at some later stage. Mr. Putin hinted at this by saying "today we are making a concrete real peace proposal," and adding that Russia was not ''talking about freezing the conflict, but its final resolution." In this situation it is the western doubt about Putin's intentions that is another barrier to a settlement on European security, with continued destruction in Ukraine when the war has entered a stalemate where both sides have exhausted their resources and have little to gain by prolonging this conflict. ...

Mr. Bolton, Trump's National Security Adviser wanted to see Mr. Trump bring up the issue of meddling in the election and seek public guarantees that this would not happen again. Russia has 600 billion dollars in reserves and with oil prices above $100, with the Ukraine conflict lifting oil prices for Russian oil exports, there is little that the US and Europe have done to prepare for this situation. The Merkel years were essentially wasted in building a trade based relationship on cheap Russian gas supplies, and the wasted resources under Bush and Obama in two wars in Iraq and Afghanistan only distracted the US from the major issues relating to China and Europe that it now faces.

The need is for a new overall structure to be built- for social structure supporting all aspects of infrastructure, and stronger supply chains with local manufacturing. And international structures that include India and other nations of Asia and Latin America, Africa, that would be a framework for the future- a broader framework for peaceful relations.

As Chancellor Scholz sets anew direction for Germany reminiscent of the days of Adenauer and Brandt following the Berlin Airlift in 1948, two previous chancellors offer a stark contrast. Policies of Gerhard Schroder of the SDP and Angela Merkel of the CDU created some aspects of the situation where China and Russia are able to act in the manner they are acting today. Schroder made CDU policies under Merkel look acceptable even as they actually strengthened the position of both Russia and China in relation to the US. Both Schroder by joining the boards of Russian oil companies and Merkel with her policy towards China integrating German economy with China's, have created a situation where the American and European, Indian and other Asian, Latin American, African views of the free world are being challenged.
