The opening to newly elected prime minister Rouhani in Iran began after an aide to Mrs. Clinton, Jake Sullivan met with Iranian representatives in Oman in July 2012. Deputy Secretary of State, William Burns, joined the talks conducted with the help of the Sultan of Oman, so that by the time Rouhani was elected in June 2013 the effort became frutiful. In the case of Cuba the opening was made using Benjamin Rhodes, a 37 year old speechwriter for Obama who worked with him since 2008. This enabled secrecy in the case of the Cuban initiative. Rhodes was helped by Cuba expert Zuniga in the U.S. Special Interests Section in Havana. Rhodes and Sullivan also worked on the opening to Burma's rulers.

DJT MAGA factions in general support action in Venezuela and in Western Hemisphere for Monroe Doctrine, this includes J.D. Vance, Steve Bannon and Hispanic supporters from Cuba and Latin America in Florida. They support action to bring drug traffickers to justice in the Western Hemisphere. Essentially supporting the Monroe Doctrine that no colonial European or other foreign powers should interfere in the running of Latin America in the western democratic tradition set by Britain and the United States, and now popular throughout Asia and Latin America and Africa. The government in Venezuela say Canada and Britain is illegitimate and lost the 2024 election by a huge margin 30% or lower to 67% for the opposition under Machado and Gonzalez. And the drug trafficking by Maduro and his associates against the US is an offence that can be tried in US courts, is something Republicans support, and has general support in America. Worse drug trafficking to the European Union constitutes something the Europeans should be worried about because of its growing scale and damage to Europe. ...

Lula and Milei clash at Mercosur. Lula of Brazil talks about a humanitarian crisis in US policy to pressure Venezuela's military installed government but fails to say that a third of Venezuela's population, about 10 million people have left the country as refugees to neighboring countries including Colombia and the US. Inflation at over 100% and mismanagement of the economy have destroyed a once relatively affluent oil producing country in Latin America. Hyperinflation in 2018, and 270% inflation in 2025, and lack of open free elections, lack of food and medicine. A story of socialist ideas that have led to military involvement in politics followed by economic disaster in the western hemisphere, in a country that had a educated middle class and a thriving oil industry. Not since the Spanish opening up Latin America to immigration from Europe by 1600 has the continent of Latin America seen such a mass migration which is not reflected in many media outlets including the NYT, Washington Post and BBC, Guardian. The blockade by the US of oil into and out of Venezuela is affecting Cuba and other countries which depend on this oil. ...

Looking around Havana U.S. president Obama finds a country stuck in the 1950's. His observation: "You drive around Havana and you say, 'This economy is not working' ...It looks like it did in the 1950's." Obama's view on relations with Cuba was that things have changed, with younger Cubans especially looking to integrate with the world economy for a better life. This is the same in Venezuela, in Argentina. His view: "I know the history, but I refuse to be trapped by it."

With Ukraine unwilling to give up the Donbass and Germany/France/UK wanting to prevent Russian favored deal adverse for Europe, US focus on Monroe Doctrine and western hemisphere, Ukraine Russia war is likely to drag on. This is what one sees in Merz, Zelensky, Rubio speeches at the Munich Security conference. In 2026 Germany+ (that includes France and the UK) does not see it in the interests of Europe to allow a Ukraine capitulation to Russian attacks and Germany has already allocated funds to rebuild its military to prevent this from affecting Germany+ interests in Europe. Even though the winter attacks on Ukraine grid and electricity infrastructure leaves Kviv and other cities in a dire situation it appears that without the 20 year security guarantee or something solid Ukraine is not willing to sign an agreement which it fears Russia could turn around and start the war again. Germany+ which is the position of the major parties in Germany 60-70 % of voters for the SDP, CDU, Greens and others except AfD with 20-30% of voters. (AfD may have reached a ceiling as CDU under Merz is tough on migrants). Which means about 70% of Germans will support a policy of joining UK and France in resisting Russian attacks. Russia may have lost so much in manpower may see the war as a vindication only if it can hold onto the Donbass which may make it harder to reach a deal. Zelensky says Ukrainians live there and is unwilling to leave the Donbas region. The net result is that Germany+ and Ukraine are not likely to concede ground, the US reluctant to commit to 20 year security condition for Ukraine as it focuses energy on the western hemisphere and the fentanyl, drug traffickers in Mexico, Venezuela and Colombia, and their support structures in Cuba, in addition to Iran and China's plan on Taiwan sees limits to what it can do beyond limiting oil's funding the Russian attacks. It is amisrepresentation to say that the US is the cause, as everything changed the moment China became an industrial power with the help of US business interests and returned to its own story of being subject to British and Japanese incursions in the 19th and 20th centuries, and sensing that it is an industrial power in its own right by 2020 and insisting on framing its own policy in the world. Europe always had its own narrative since 1600 long before the US became an industrial power under Teddy Roosevelt in 1904. In that narrative which now plays out again different European powers band together to prevent any dominant power in Europe (Russia in 2026) from gaining dominance. ...

Jodie Foster and Annette Bening say about their role- they were frustrated by so few roles for mature women in Hollywood, so that she wanted to shatter age images in people's heads. Bening trained every day for 1 year under US Olympian Rada Owen. It meant spending 4 to 8 hours in the water.

It is the US that has stood steadfastly for freedom from colonization by European Powers in the Western Hemisphere and also in China and India. President James Monroe told Congress in 1823- "The nations of America are equally sovereign and independent with those of Europe. The people of the United States cannot, therefore, view with indifference attempts of European powers to interfere with the independent action of the nations on this continent." Nowhere is there even a hint of American effort to suppress freedom-  it was designed to prevent European powers recolonizing Mexico, Columbia, Argentina, Brazil. France invaded Mexico in 1828 on the pretext of collecting debts of 600,000 pesos (3 million francs) 15 years following the Annual Message to Congress of president James Monroe, in 1838 and again in 1867 on the same pretext. In 1867 the US after the Civil War placed an army in Texas to get the French to withdraw. The Monroe Doctrine is stated in the Annual Message to Congress of president James Madison in 1823. The US and Britain were concerned that the European colonial powers would attempt to recolonize Spain's former colonies that had become independent nations. Former presidents Madison and Jefferson agreed. John Quincy Adams sought to make this an American statement. The idea of preserving freedom in Latin America is enshrined in this document and the original document supported Greek Independence from Turkey, and was critical of France's invasion of Spain. A method employed by European powers to recolonize in the Western Hemisphere was to set an enormous sum of debt due as a pretext for invasion. Britain, Germany and Italy imposed a naval blockade of Venezuela in 1902-1903 on this pretext. The remaining colonies of Spain were in Cuba and the Philippines which were transferred to US after the Spanish American war. The US did not seek intervention for 3 years after the Spanish under Gen. Weyler pursued a policy of "reconcentration areas" for the Cuban population to suppress an independence movement causing great suffering in Cuba. On Feb 15 mines or torpedo sank the US ship the USS Maine in Havana Harbor with death of 266 sailors. Under president McKinley the US with Commodore Dewey took Manila Bay in the Philippines and Havana and Santiago in Cuba. The Treaty of Paris in 1898 giving US authority over Cuba and the Philippines, and Puerto Rico, was passed with only one vote in the Senate showing how much the issue was debated in the US. The foresight of Teddy Roosevelt and Cabot Lodge for a base in the Pacific at Manila Bay, and Hawaii, can be seen in how the US first resisted European colonization in China under president Wilson in 1913-1921, and fought Japanese colonization in China under Gen. Stilwell and Gen MacArthur in the FDR years 1932-44.     ...

US president Biden visits the southern border with Mexico where there is a surge of migrants mostly from Nicaragua. He meets Texas Governor Abbott and visits the El Paso border area and El Paso county Migrant Support Center. He will then meet Lopez Obrador of Mexico and Justin Trudeau of Canada in a summit meeting in Mexico. This report in the WSJ says Mr. Biden is pursuing policy that will send back migrants including Title 42 used by the Trump administration. Republicans have made the border a top priority. Trump era policy requires Mexico to take back 30,000 migrants a month from Cuba, Haiti, Nicaragua and Venezuela. Biden plans to continue these policies for illegal entry to stem the surge.

Lulu Garcia-Navarro interviews Homeland Security head Alejandro Mayorkas and asks him direct questions about the border with Mexico, published Feb 2, 2024 in NYT. Why the surge in migrants asks Navarro. Mayorkas is himself a Cuban born immigrant. Republicans in the House are impeaching Mayorkas. Navarro asks can you clearly say what has gotten us to this place and what went wrong? Clearly something had happened in Latin America. Central America drove migrants north after conflicts in Salvador, in Nicaragua and drought affecting Guatemala's agriculture for over 2 decades under different administrations. Mayorkas says in response to the question that the world is experiencing the largest level of human displacement that it has seen since World War II. He says the entire hemisphere is experiencing the enormous displacement in Venezuela as its economy collapsed. During the nineteenth century after president Monroe put forward the Monroe Doctrine that created a uniquely American sphere that asked European powers to stay away from the Americas north and south, any attempt by European powers was seen as an hostile act. It was American opposition to European colonialism. By the time of the Eisenhower and Kennedy administrations this policy was not followed with the intervention of the Soviet Union in Cuba leading to a a wave of refugees from Cuba in the sixties. In the last decade the situation in Venezuela has worsened to the point that 8 million people have left Venezuela for neighboring nations, 2 million to Colombia alone, destabilizing the southern hemisphere. Venezuelans many from the educated middle class form the bulk of the surge in migrants across the US border with Mexico in 2022 and 2023. The problems were actually exacerbated under the Republican administration as the Venezuelan inflation spiralled after 2016 skyrocketing into hyper inflation by 2018 leading to the flow of immigrants outward that reached 8 million. This kind of hyperinflation the worst in the history of Latin America need not have happened with better managing of the crisis at that time. Mayorkas says the problem is that America's system of asylum is broken and both parties need to fix it. This is proposed by Tillis-Graham and Lankford all Republicans in the US Senate with president Biden's support. When he joined the Department of Homeland Security in 2009 Mayorkas says, US Border Patrol chief told him the real problem was that from the moment a migrant claims asylum at the border under US law and the adjudication of that claim it takes several years. This is the root of the problem the law can be fixed with the will of enlightened persons in both parties by simply passing a new law. Immigrants from Latin America are just as likely to vote Republican as Democratic and this may be particularly true for Venezuela's middle class that left the country as the economy collapsed with policies that led to inflation not seen in this hemisphere.  The other alternative is for the US and both parties to agree to what would be today's version of the Monroe doctrine- then opposing European colonialism, now opposing the breakup from within of Democratic countries in Latin America leading to waves of migration north of the border and causing upheavals all over the western hemisphere. Much less a policy of such resolution both parties have failed to fix basic policies of asylum and parole that today are being addressed by legislation being put together by Senator Lankford of Oklahoma, Lindsay Graham of South Carolina, Senator Tillis of North Carolina, three core states that are Republican since the Civil War, with the help of the White House and Senator Schumer. Yet in the House of Representatives Speaker Mike Johnson calls it dead on arrival simply refusing to break the status quo. ...

The US envoy to Belarus responds to overtures from Belarus's leader Lukashenko for improved relations, release of hundreds of political prisoners including the husband of a opposition leader who is thought to have won the last Belarus open elections in 2020. Today it is not realized that politicians with lack of vision or foresight - Bush, Obama, Merkel, failed to grasp that in 2020 two events happened that were linked- the Belarus electons bringing another pro-EU government on Russia's border which was squashed before it could take office and the pro-democracy movement in Hong Kong also squashed in 2020 by China PRC. Crimea was made part of Russia in 2014 when Ukrainian protesters in Kviv and Lviv near Poland ousted the government of pro Russia leader Yanukovych in the Maidan revolution. Russia under Putin responded 2014-2020 with a simmering effort to take parts of eastern Ukraine that were close to and sympathetic to Russia. This was an effort to counter NATO or pro-EU countries coming to Russia's borders in the way JFK opposed pro-Russian regime in Cuba. Obama and Merkel never understood or grasped this or were too involved in the eurozone, migration crises (Merkel) or war in Afghanistan (Obama). The result was that in 2020 Russia helped squash the election results in Belarus with another pro-EU government impending. Within 2 years Russia under Putin with tacit Chinese support invaded Ukraine in Feb 2022. Belarus shares a border with Russia and it is closely allied with Russia in the Eurasian Economic Zone that includes former Soviet Bloc countries such as Kazakhstan. Gradually following the recovery of the Russian economy by 2010 the emphasis shifted to create something similar to the Soviet Union, a bloc of countries in central Asia and in Eastern Europe that are part of a Russian sphere of influence. For much of the period of the Obama/ Merkel administrations in US and Germany this was ignored as most of the politicians never gave Russia the importance it sought, not accepting that the economic power was not measured only in GDP- also in science and technology, nuclear technologies, space, in energy resources, and Russia's position in Northern/Central Europe and Central Asia since 1700.  It is this situation that the DJT administration faced with US challenges of the Mexican and Venezuelan drug and people trafficking in the western hemisphere has responded with the Monroe Doctrine to reassert American influence in Latin America by respecting Russia's effort to have some measure of influence on its borders, that the US seeks on it's borders. Without Russian or Chinese intervention in Latin America and with the the Monroe Doctrine in place America can protect the interests of the American people and the people of Latin America for free and good government. What Bush, Obama, Merkel lost sight of is that by each power having some strong measure of influence in their regions, and the tendencies for benevolent influence put in place, there is significantly more room for respecting the hopes and aspirations of people in their regions through democratic or other people oriented forms of government than by the situation in which economically the US was dominant after the fall of the Berlin Wall but other influences would lead to US decline- open but not free trade with China, and the recovery of the Russian economy, drug and people trafficking by gangs in Latin America where the Monroe Doctrine for US leadership had prevailed till the 1960's. ...

Unintended effects of Title 42 law introduced by president Trump which quickly returns migrants crossing the US border with Mexico leading to repeated crossings by the same persons. This leads to a more complicated picture at the border.  About 2 million will have attempted to cross the southern border in 2022 fiscal year. About 22% of crossings involve repeat border crossers. Two thirds of the 182,000 migrants crossing in July 2022 were single individuals. The pandemic hit Mexico and Central America hard and the quicker economic rebound in the US is leading to a surge in migrants looking for work. In addition to Central America asylum seekers come from Cuba and Venezuela with repressive action by regimes. Mexico only takes some of these migrants back. There is also a flow of illegal drugs across the border from Mexico which continues to this day even after the Trump Wall at the border, as most of it comes through official entry points. Both Republican and Democratic administrations have taken action of different kinds yet the problem remains unresolved. ...

Migrants cross the border freely wading through murky thigh high water of the Rio Grande in the Del Rio sector of the US Border Patrol. WSJ shows migrants crossing the river. About 13,000 migrants are in Del Rio mostly from Haiti after a natural disaster. Flights from Texas will now take most of them back to Haiti . US Border Protection is expected to have 600 added personnel in the area today. US Border Patrol has made 215,000 arrests in the Del Rio sector, the second busiest of the Border Patrol's nine southern sectors. Word had spread in community of Haitians looking for job opportunities that this was a safe place to cross.

The Biden administration is moving to tackle this mistaken perception that US is likely to let migrants in. Haiti says it will take the migrants back into the country. Other migrants are from Guatemala, Cuba and Honduras.

Criticism of Immigration and Customs Enforcement in the WSJ for some overreaching actions. Yet also the failure of politicians including previous presidents Bush and Obama, that lead to a situation where huge burdens are placed on law enforcement lacking resources and numbers for missions that have placed on their shoulders the accumulated problems of decades. DJT says president Biden was not one to support the scale of illegal migration in 2020-2024 and open borders that happened, and seemed both unaware of the real situation and losing control of the situation. DJT's repeated reference to Biden using the robo-pen also refers to delegation to Biden's Homeland Security head Alejandro Mayorkas, who immigrated from Cuba in 1960 as a child and grew up in Los Angeles, and both Biden and Mayorkas failing to take strong action as the gravity of the situation became apparent in 2022-2023. "Favorable" District courts are now being used to support illegal migration into the US that was rejected in the 2024 election. A District Court in DC makes a ruling on ending asylum "invasion" of US southern border, by questioning that millions of illegal migrants entering in one year alone is an "invasion." Even though it is publicly known that over 2.4 million people crossed the US southern border in fiscal year 2023. These District Court rulings are being given high priority by the US Supreme Court.  In the most recent ruling from last week the SC stated in a 6-3 decision written by Justice Coney Barrett on birthright citizenship that the law on the lawsuits can apply to the individual case not  be converted into a national injunction.  The situation of asylum seeking deteriorated in three ways, the Mexican government of president Lopez Obrador, Alejandro Mayorkas as Biden's selection for Homeland Security, himself an immigrant from Cuba, and the Biden administration not grasping the true extent of the crisis at the southern border with the unsettled situation in central America and the economic disaster in Venezuela. For the first time in the 400 year history of this hemisphere since the Spanish colonization by 1600 and American independence by 1800 the ideas of the Monroe Doctrine of the US protecting this hemisphere were ignored leading to the disastrous situation at the US borders, leading to fentanyl and illegal migration of such proportions. As a result of the election of 2024 and the public view of illegal migration the DJT administration is taking the approach taken by president Eisenhower in 1952 in Operation Wetback, seeking to return illegal migrants to their home countries.   ...

A complete reversal of the Monroe Doctrine (US president Monroe 1817-1825) policies -that kept the American continent north and south free of colonial European powers- is an affront to the US and has cost the US in Latin America. With fentanyl deaths and drug trafficking, migrant trafficking, interference by foreign powers in the Americas In Cuba, Venezuela and other countries, and ports owned by China in South America.  Hong Kong magnate Li Ka-Shing's Hutchison Holdings sale of Panama Canal ports to Black Rock for $23 billion takes place on March 4, 2025. The two ports on both sides of the Panama Canal will now be in American hands. Li Ka Shing started out fleeing from the devastated China of the Sino Japanese war to the British colony of Hong Kong, left school at 15 to work and started out with a small plastics factory in 60's Hong Kong. He then branched out into real estate as Hong Kong's economy expanded, and in the 2000-2020 period with rapid growth of China with US assistance (Clinton and Bush administrations) moved to acquire most of the ports and container terminals in the world. It is these ports that are now being bought back by the US. 23 ports and container terminals in 43 countries will now be sold back by Li Ka-Shing's Hutchison Holdings back to Black Rock under an agreement. None of this could have happened under the lackadiasical policies of previous administrations that led to first affront and then disastrous effects of migrant trafficking and drug trafficking in this hemisphere.   ...

Juan Manuel Santos, former president of Colombia helped negotiate the peace with the FARC guerilla movement in Colombia. Here he points out the changes in South America that have led to the end of guerilla conflicts. This achievement comes after extended conflicts that affected Peru, Colombia, central American countries Nicaragua, San Salvador, Guatemala, following conflicts in Brazil and Argentina that led to the formation of military dictatorships that fought battles with guerilla movements. This goes back to the Castro movement in Cuba against the dictatorship of Batista, and the Cold War during the Krushchev days of the Soviet Union in the sixties. Much of this has ended, yet Santos draws a conclusion that the Western hemisphere is in peace that ignores the legacy of these conflicts. In many places the drug trade has simply moved to places further north, to destabilize governments in central America. The guerillas have become part of the drug trade as ways to integrate them into society have lagged behind or not worked. As a result life is difficult in central America leading to migration northward, similar to migration to Europe from war torn regions in North Africa. Mexico has continued as a key part of the drug trade affecting rural communities in places previously untouched by drugs such as New Hampshire and places in the northeastern U.S., even after a decade of war against drug trafficking gangs by Mexican president Calderon. It also destabilizes Mexican politics such as the murder of 42 students in Guerrero province for civil activism. It is also destabilizing a major democracy such as the U.S. as Donald Trump has sought support from communities devastated by drugs in the U.S., and sought support for a racist approach to politics. For these reasons the more visible conflicts of North and South America are now replaced with a less visible but no less insidious and dangerous mix in politics that has entered civil life and discourse across the region.  ...

Jeb Bush opens his election campaign in Florida where he was two term governor, and addresses the crowd in Spanish. Jeb Bush met Columba Garnica de Gallo, a Mexican girl when he studied in a foreign exchange program in Leon, Mexico in 1970, when he was 17 and she was 16. Jeb Bush was assisting in the building of a school in a small village outside Leon, as part of a program at Andover called Man and Society. They were married in 1974 in Austin, Texas. Jeb Bush received his BA in Latin American Affairs at the University of Texas at Austin. His earlier schooling was at Andover, Massachusetts. He is the only candidate with deep personal and educational connections to Latin America coming from the traditional political elite. Columba's personal story as the daughter of a migrant worker who left the family when she was three, and her championing of causes related to women and domestic violence add a different aspect to the Bush story, seen as a privileged family. This makes Jeb Bush unique in the Republican Party- unlike Marc Rubio and other candidates of Cuban ancestry from the Miami area- with deep roots on both sides of the American story, and spanning generations from Columbus, Ohio to small towns in Texas and Mexico. Rubio's parents immigrated from Cuba in 1956 under the Batista regime later overthrown by Fidel Castro. The election campaign gives Jeb Bush an opportunity to create a consensus on issues relating to minorities, immigration and the struggling middle class. In a Republican debate in 1980, Reagan said "Rather than put up a fence (between Mexico and the U.S.) why don't we work out a recognition of our mutual problems." To which George Bush Sr. said: "They are good... strong people. Part of my family is Mexican." It is an opportunity to build connections to Latinos in the U.S., and rebuild the Republican party's connections to Hispanic Americans, closing the gap with the Democratic Party. This will be good for the country to move forward....
