The Russian position for a ceasefire in Ukraine and peace talks is set forth by president Putin. "Our principled position is that state of Ukraine must be neutral, non aligned and free of nuclear weapons." Putin wants Ukraine to give up Donetsk, Luhansk, Kherson and Zaporizhzhia regions, Russian speaking regions in the east of Ukraine. Capitals of Kherson and Zaporizhzhia regions and some of the territory is controlled by Ukraine today. It means that Russia could accept a ceasefire under the present lines of control. It also means Ukraine would not be part of NATO, though it could be part of the European Union, as a peace settlement. All western sanctions on Russia would have to be lifted. Throughout the decade of this war Russia has maintained close connections to the Russian speaking eastern part of Ukraine with historically close ties to Russia and as Ukraine public opinion shifted to the EU Russia began its efforts to bring these regions under its control even when German-Russian relations were better during Merkel years. Russia has the support of China and Brazil in its position. At some point if a settlement is reached one possibility is that the line of actual control or LAC would be put in place. It happened in the Korean War, when the demilitarized zone was setup and in other conflicts on the Indian border with China and Pakistan, in Cyprus between Greece and Turkey. For it to happen Russia will have to dispel fears in the EU and the US that Russia will continue the conflict at some later stage till all its objectives are achieved. This requires removing the perception that Putin is set on achieving all his objectives to reopen the war at some later stage. Mr. Putin hinted at this by saying "today we are making a concrete real peace proposal," and adding that Russia was not ''talking about freezing the conflict, but its final resolution." In this situation it is the western doubt about Putin's intentions that is another barrier to a settlement on European security, with continued destruction in Ukraine when the war has entered a stalemate where both sides have exhausted their resources and have little to gain by prolonging this conflict. ...

Two professors from Northwestern University from Slavic Languages and Literature, and from Economics, look at the cultural outlook of Russians in the recent period of the Bolsheviks and of Putin, that takes on a attitude of ruthlessness in the Bolshevik period writings of Sholokhov and Lenin. They contrast it with the works of other writers in Russian literature such as Tolstoy, Turgenev and Chekov, which provide the basis of humanism and concern for individual suffering. Morson and Schapiro say Russia is different in that unlike the US and to some extent Britain and the Netherlands which are commercial societies based on a shopkeepers mentality of trade and commerce, Russia tends to look at the state in a different way. Individual interests are not paramount according to this view in Russia, it is the state that matters.  Yet this has limited use as theory because it is also true that a lot is shared by all human beings and societies. There is a English saying that "power corrupts, and absolute power corrupts absolutely." Leaders start out differently and change over long periods of power, the power tends to isolate them and corrupt them. Mistakes are made after decades in power that can push back the country's development. The Russian president is no exception and may have understood history and literature in a Russian context but long periods of power may have led to the kind of isolation that led to the severe miscalculation in Ukraine leading to a prolonged war and so much destruction on all sides. This has extended to the effects of the war in countries that depend on wheat from Russia such as Turkey, Egypt and much of the Middle East and Africa.         ...

Higher fertilizer prices are a problem for farmers as Russia is the largest producer of fertilizer. Increase in wheat prices are an acute problem for Turkey which imports over 80% of wheat supplies and Egypt which imports 70%. Saudis are now prepared to increase oil production after weeks of US diplomacy in exchange for security guarantees against attacks by Yemeni rebels and Iran. Russian oil output has declined by about 1 million barrels a day since the start of the war says WSJ. Drops in production lead to a rise in oil prices more than making up for the decline in revenues for Russia. This makes oil sanctions a weak deterrent for Russia in its invasion of Ukraine unless Saudis and UAE step in with increased oil production to make the EU embargo on Russian oil work effectively to cut Russian oil revenues financing the Ukraine invasion. Europe has stepped up with its embargo on about 90% of Russian oil- all except pipeline supplies to Hungary and Czech Republic, Slovakia as an exception. This will reduce oil production in Russia as EU is the biggest importer of Russian oil, bigger after previous German chancellor Merkel's failure to see the risks in such dependence and increased imports. For the oil embargo to lead to sharp reduction in Russian oil revenues that reduces financing of the Ukraine invasion, and for the EU oil embargo to bring results the missing piece is Saudi action to increase production. This may now be in place as Mr. Biden visits Riyadh next month. Crown Prince Salman of Saudi Arabia has pushed Saudi Arabia to make changes to modernize the country's culture providing the US with a partner that is now different than the Saudi Arabia steeped in tradition and inward looking under previous rulers. Under president Obama Democrats favored Iran and reduced security guarantees that were set up since president Franklin Delano Roosevelt met the Saudi King in 1944 aboard an American ship during the war. The turn of events with Russian invasion of Ukraine with Chinese support have created risks of a China invasion of Taiwan with aggressive action of China. President Biden has made this clear and stated straightforwardly the American position on Ukraine- Russia winning by invading a neighboring country sets the precedent for a Chinese invasion of Taiwan. This is why the US remains resolute with its European partners in seeing to it that Ukraine remains as Biden said in the NYT  "independent, sovereign and able to deter invasion and defend itself." For Europe it is about defending its neighborhood from the Baltic Sea to Bulgaria in the Balkans with American support. For the US it is about keeping its leadership presence in Asia in an alliance with Japan, India, Australia and most of South East Asia including Indonesia, Bangladesh with a population of close to 3 billion people. China which was supported by the US throughout the period of colonial dominance since the 18th century preventing its breakup and foreign rule as happened in India, and a major recipient of American aid and investment in the 20th century is now where Japan stood in the two decade period 1925 -1945 with its aggressive expansion under Japanese imperialist rule. In this sense the world is moving back to the days of the Free World's struggle in the days after the Iron Curtain fell over Europe with Soviet expansion in Eastern Europe. Saudis, UAE, and Turkey as part of NATO, are also moving back to the positions they had over a long period for centuries from 1800. Saudi Arabia and UAE came into prominence after discovery of oil and were backwaters to Egypt and Turkey which were supported by Britain to keep Russia from advancing in Asia and Europe during that period. India under the British Empire is now in the Indo-Pacific Framework with Japan which was inward looking and under European influence for most of the last 200 years.  ...

His remarks on the floor of the US Senate underscored the gravity of this moment in the Congress: "Make no mistake: Delay in providing Ukraine the weapons to defend itself has strained the prospects of defeating Russian aggression. McConnell will be remembered for his action, so will Speaker Mike Johnson and Senator Schumer and other Republicans, Democrats that worked hard to get a decisive vote for Ukraine aid of 79 For to 18 Against, with 15 Republicans and 3 Democrats voting against. Alabama Senator shifted to a yes vote saying most of that $61 billion of aid to Ukraine will be spent in the US to hire American workers in defense industries. A $10 billion loan provision with forgiveness included was a way to get the former president to support it. On the third try America's Congress gets it through in a decisive manner with overwhelming support. This is not unlike the efforts before, when Aid to Greece and Turkey had to be passed through Congress under president Harry Truman in 1948 with both countries facing a danger of Communist takeover supported by the Soviet bloc with only US support keeping democracy in both Greece and Turkey. Even in 1948 to a war weary country Harry Truman had to persist and get the support he did from the US Congress as president Biden did today April 23, 2024. ...

Liz Sly of the Washington Post provides this exceptional account of the different phases of the war in Syria originating in 2011 with the Syria democracy protests, suppression of protests by the Assad regime, civil war by 2012 , Russian intervention by Putin, the U.S. under Obama and France under Hollande on the sidelines in 2012-2014. The result is a breakup of Syria by 2014 with coastal areas under the Assad regime supported by Russia and Iran, the Kurdish controlled areas, areas controlled by various rebel groups, and the control of other areas by Islamic State which also gained control of Mosul in Iraq. France conducting an air campaign in Syria in 2015 in response to terrorist attacks originating in Syria. With a number of foreign countries involved in support of Sunni and Shia factions in the conflict, the Turks opposing Kurdish autonomy, the U.S. supporting Kurdish forces after withdrawal from Iraq under president Obama, the situation by the beginning of 2016 was much more complex than in 2011. The five year period led to a situation where half of the population of Syria of 22 million is displaced or turns into refugees, about 2 million in refugee camps in Turkey, and 500,000 seeking asylum in Germany and Austria. In Iraq an additional 2 million are displaced or refugees with the Sunni-Shia conflict. This time there is less exposure for foreign investors as the Turkish lira drops because Turkish holdings were reduced. Turkey bondholdings have come down by half and holding of Turkey stocks down by 40%. The decline of the lira also reduced Turkish assets in benchmark emerging market indexes - in MSCI to 0.2%, and in JPMorgan's bond index to 1.1% from 5%. 

So far the situation in Turkey has not spread to other emerging markets such as Russia, Mexico and Brazil. With the Fed looking at raising interest rates earlier than planned, slower growth in China that takes in developing country commodity exports, emerging market assets are under some pressure. This report in WSJ shows how the situation in Syria changed since 2011. The Kurds are spread out over several states formed as the British and French empires in the Middle East collapsed, leaving an ethnic group of 30 million people spread out over Iran, Iraq, Syria and Turkey.

A Kurdish zone was set up in northern Syria after the collapse of ISIS in operations by the U.S. and the Kurds in 2016-2018. A border area was taken by Turkey in the recent push by Turkish forces into border areas bordering Turkey, with the withdrawal of U.S. forces and Mr. Trump placing sanctions on Turkey. The incursion ended in a week after Russia agreed to broker a deal and the Kurdish forces left the border with Turkey. Turkey has Kurdish people in the southeast of the country who participate in elections and are Turkish citizens, and Iraq has an autonomous region run by the Kurds.

He was a civil servant for 30 years and headed the social security administration. Kilicdaroglu campaigns in a modest way with videos made in his kitchen in a big contrast to Mr. Erdogan. Since losing the election for Istanbul in 2009 and 2014 he has lost 2 presidential elections to Mr. Erdogan during the period of economic growth in Turkey. He now heads an alliance of 6 parties that includes popular mayors of Istanbul and Ankara. With inflation at over 50%, Turkey seen as stalling strengthening of NATO by blocking Sweden's membership, the Russian invasion of Ukraine, and the earthquake leaving over 50,000 people dead in Turkey and the government seen as having allowed substandard construction in Turkey, there is a sense that Turkey is ready for a new government. Kilicdaroglu says he will restore the parliamentary system, and restore independence of the judiciary, central bank and foreign ministry if he wins.    ...

Russia faces inflation of 7%, and the central bank policy is to fight inflation by increasing interest rates to 7% in March 2014. The crisis in Ukraine and Russian intervention in the Crimea has worsened the prospects for the economy at a delicate time after Russia's growth rate was slowing rapidly in 2013. Capital flight in 2013 accelerated in the 1st quarter with the Ukraine crisis- with about $60 billion in capital outflows in the 1st quarter 2014. Speaking at an investor conference in Moscow, the former finance minister Alexei Kudrin, who strengthened Russia's finances in Putin's previous term continued to warn about taking risks with the economy and Russia's finances. He had earlier warned about higher defense spending. He now says the sharp economic slowdown expected with a possible contraction of 1.8% in 2014, is the price Russia is paying for an independent foreign policy. The policy is popular in Russia now with Putin's rating at about 80% in April 2014, but Kudrin says this does not reflect the situation if the contraction leads to falling real incomes. As investment spending stalled in the 1st quarter, only consumer spending supports growth for the remainder of the year. Russia's Economics Ministry favors stimulus to support growth, but the central bank is concerned about keeping inflation of 7% in check, and the Finance Ministry favors current policy of building up the rainy day fund from higher oil prices. As a result no stimulus is planned even as the economy slips into a risky contraction phase. For emerging markets in 2014 political problems have exacerbated slowing growth first in Turkey in 2013, and now in Russia in 2014, with the reverse taking place in India and Indonesia where elections and a change in government lead to more optimism....

Without Ataturk the Anatolian heartland of Turkey would have been broken up between the European powers Britain, France and Russia after Britain defeated the Ottoman Empire in World War I. In 1920 Ataturk organized the resistance effort to keep the country of Turkey together from Agora, the city now called Ankara. By 1923 after many battles as leader of the Turkish army he was able to get the colonial powers to agree to the existence of a modern Turkish state. Between 1923 and 1938 he organized a literacy effort when only 12.5% of Turks could read and write by giving Turkish a Latin Alphabet with the help of American John Dewey. He used modern European countries as a model for the new Turkish state.

Hennigan in the NYT reports that as Ukrainian forces moved towards Kharkiv and other Russian held territory and were seen as a threat to Russian held Crimea, on October 23, 2023 the Russian minister of defense Sergei Shoigu, contacted the Defense ministers of US, Britain, France and Turkey about Ukrainian fighters it believed planning to launch a dirty bomb -a conventional explosive wrapped in radioactive material- on their own territory to frame Moscow. Hennigan in this NYT report says US Defense Minister Lloyd Austin and Jt. Chief of Staff General Mark Milley, held 3 phone calls in 4 days during this time around October 23, 2023, with their Russian counterparts. By November 16 Indian prime minister Modi and Chinese president Xi had their discussions with the Russian president to prevent accidental nuclear escalation. ...

Ilan Berman, vice president of the Foreign Policy Council in Washington D.C., cites former finance minister Alexei Kudrin about capital flight from Russia reaching as high as $160 billion in 2014. This is a result of Russian policies in Ukraine that are creating a high degree of uncertainty and investor fears about the Russian economy. The result Kudrin says would be a stagnating economy. This follows the emerging market crisis in the beginning of 2014, which hit Turkey, Argentina, and Brazil. Kudrin is respected for his efforts to strengthen Russia's finances in Putin's first term in office, and left the administration over disagreement with prime minister Medvedev on damage to finances from higher defense spending. This suggests Putin and Medvedev in their first terms as president conducted more prudent policies for the economy than they are doing in Putin's second term. A certain recklessness seems to have crept in as many respected advisors from that period have left over differences in policy, including how protests and the opposition's views should be handled. This includes Medvedev's early efforts after elections for dialogue with the opposition parties which were set aside by Putin. The danger with having a Bolivarist class of tycoons as in Venezuela and some developing countries, instead of wiser heads around him for Putin, is that he will lose the advice and counsel he so badly needs to conduct policies without letting emotions getting the better of a sound judgement. A large foreign exchange reserve is a buffer for Russia, but this needs to be used to diversify the economy away from dependence on oil and commodities by investing in technology industries to create jobs in other fields, and not wasted in higher defense spending and fighting investor sentiment for the value of the ruble. It also shows that there is an inherent value in having a "loyal opposition" and "shadow cabinet," and these institutions were not invented over centuries of practice in government without a reason, in that they actually help the governing administration pursue prudent policy without arbitrary actions. The irony is that the very fears of 1998 repeating itself with the "chaos" of western style democracy and politics and manipulation by oligarchs- a Putin complaint- is reversing the gains made by Russia since then, with another set of tycoons and vested interests in place. Russians, like the Germans can learn to make democracy work without a centuries long history of democratic traditions, elections and free media. Czarist traditions can be overcome just as the Prussian traditions were overcome, and Russians can come up with their own Wily Brandts and Gaucks, leaving behind the old history of suppressing contrary opinions. For this to happen Russians including Mr. Putin need to leave their own fears behind, and trust the Russian people for the right instincts and values and maturity of judgement, just as the Germans have done and succeeded. ...

This report by David Sanger in the NYT cites insiders in the Obama administration suggesting that the Saudis never really considered the peace talks in the region organized by Secretary of State Kerry as a serious effort with the escalation in the bombing by Russia, and other events including Iran's two ballistic missile tests. Turkey was drawn into the conflict with Russian bombing of ethnic Turkish groups at the border with Syria. By ignoring these events affecting Turkey, Saudi Arabia and other countries, the Obama administration appeared to be calling for a peace effort that seemed to have little prospect of succeeding. As Trofimov suggests in a separate report in the WSJ the Saudis were more focussed on winning domestic support from conservative Sunnis, seeing the Obama administration as ineffective on the issue of refugees from Syria and the conditions for the civilian population.

The lower oil prices in 2015 helps lower the current account deficit, which reached 7.9% in 2013, to 5% projected for 2015. Inflation is projected at 6.8%. GDP growth of 3.5% is expected for 2015. Turkey imports oil amounting to about 6% of GDP making for a large impact. Weakness is in the area of manufacturing, as Turkey's high tech exports are only 2% of manufactured exports, according to the Economist. About 1% of Turkish students have advanced computer skills. With problems in Brazil and Russia, money flowing into emerging markets is giving Turkey a second look after the emerging markets crisis in early 2014, when the lira slumped and interest rates had to be increased. The economy is recovering in 2015 from that situation. Two major beneficiaries of lower oil prices in emerging markets are India and Turkey in 2015, as both economies struggled with a large oil import bill.

The UN-Turkey arranged Black Sea corridor has enabled shipping of Ukraine grain to poor countries and countries depending on such supplies to feed their people. About 1 million tons were shipped in August and in one week to Sept 4 another 1 million tons were shipped. Russia says only small shipments are going to the poor or poorest countries. The figures provided by Ukraine are as follows:  54 vessels to Asia carrying 1 million metric tons of foodgrains 16 vessels to Africa carrying 469,000 metric tons. 32 vessels to Europe carrying 853,000 metric tons. Turkey is the largest recipient according to UN data. Also receiving largest shipments are Iran, South Korea and Egypt. EU makes up 23% according to UN data. Un says the first shipments were for the backlog of ships trapped in Black Sea ports that could not leave after the invasion in February of Ukraine. These are determined by international markets for grain. The UN says priority will be given to shipments to poor countries once a steady flow of ships from Black Sea ports takes place. Turkey which arranged the shipments and is closes to the Black Sea ports and Egypt have depended on Ukraine for grain supplies and rising inflation had become a major problem in the two countries. The two are also some of the most populated countries in the region. Turkey for this reason has a major interest in keeping this route open.   ...
