Sri Lankan Foreign Minister Ali Sabry is interviewed by The Hindu. Ali Sabry says he is "very, very confident" about the Adani Group's investments in Sri Lanka's renewable energy potential, and any drop in Adani stock value is not affecting the projects. Sabry says the Adani Group is already investing in its projects, which include the $700 million Colombo West Container Port Project. He met with India's Foreign Minister S. Jaishankar in New Delhi at the Raisina Dialogue Conference. He was asked about his role as Foreign Minister after working as Finance Minister.  "It is still a mix of both, as I still have to carry out some of the responsibilities in debt restructuring and economic diplomacy, because the President is the finance minister, and naturally he cannot travel as often as we would like." "We are not out of the woods but stabilized right now, and what we are looking at next is recovery, for which we need investment. So right now, what we are interested in with India is how to collaborate and how to integrate with the Indian economy, particularly with South India, in terms of investment, people to people connection, more tourists coming in. In a country with 70% inflation and debt of $83 billion, the NPP party leader Anura Dissanayake  who had only 3% of votes in the 2019 election wins by a landslide. Sri Lanka's economy is stabilizing with IMF assistance and negotiation, yet the economy has left the people in great difficulty to meet basic needs. Dissanayake led the JVP party in 1989-1997 period with considerable disturbances for which he has apologized. The Rajapaksa government also won with a landslide but failed during covid and the debt buildup crippled the economy and left the central bank without funds for essential imports. Ranil Wickremasinghe of a centre right party the UNP led a government after the economic collapse and negotiated a deal with the IMF, which included raising taxes to stabilize finances. Corruption and depletion of funds that are allocated for infrastructure and essential economic improvement, is a perennial problem in Sri Lanka since independence, making it impossible to build a modern economy from what the British left- rubber and tea plantations, an educated citizenry, good administration without the investment it deserved.  This problem also exists in India, Malaysia and many parts of Asia. The Modi government in Gujarat and the federal level was the first to break away from this by making every infrastructure dollar count and well spent with delivery in 3-4 years of highways, hospitals, airports, bridges, and logistics infrastructure for exports. ...

Sri Lanka's state owned Ceylon Petroleum Corporation has $700 million in debt that it cannot repay resulting in fuel shortages as it cannot finance imports of oil. Depending on Indian financial help for fuel that after $4 billion in aid is not sustainable, says Wickremasinghe, who is finance minister and prime minister.

Deep rooted errors in management of the economy now need to be corrected and this will require increase in income taxes, cutting public expenditure and breaking down loss making state monopolies, are needed. Wickremasinghe says "if the government misses this opportunity this would be a crime."

This report in WSJ cites the PM's office saying a tax cut just when tourism revenue slowed with the start of the pandemic reduced Sri Lankan government annual revenues by 800 billion rupees. The combined impact of the tax cut with the pandemic relief measures and drop in tourism revenues widened the budget deficit from 9.6% of GDP to 12.2% of GDP in 2020. PM Wickremasinghe has increased VAT from 8% to 12% to generate 65 billion rupees. And an additional 52 billion rupees from increasing corporate tax from 24% to 30%. The ill timed tax cuts and mismanagement of finances are at the roots of the economic crisis.

Ballooning debt at high interest rates under the Rajapaksa brothers government seen as a family dynasty has ruined Sri Lanka's economic prospects. The civil war did not need to happen as Sri Lankan or Ceylonese communities of Buddhist and Hindu faith had coexisted under British rule from 1802, and coexisted under Portuguese and Dutch rule since 1505. The combination of civil war, corruption, and mismanagement of finances, as well as mismanagement of agriculture, has hit Sri Lanka hard. In economic terms the several political dynasties from the Senanayakes, Bandaranaikes, and Rajapaksas have not served the country well just as the Nehru political dynasty has failed to deliver the kind of economic progress that China was making in the period 1990-2010. That period will be remembered mostly for missed opportunities. Today Indian states are struggling to free themselves from the trap of low aspirations, corruption, political families, as India's young people realize how much is being lost. Wray's background is Yale Law School 1992, Assistant U.S. Attorney in Georgia 1997, and with the Justice Department since 2001 becoming Assistant Attorney General for the criminal division.

China Merchant Port Holdings takes a 70% stake in the Hambantota Port project, in an agreement with Sri Lanka Ports Authority. It will handle the commercial operations of the port under a 99 year lease. This is part of the plan to convert the $6 billion Sri Lanka owes to China into equity. Hambantota port has losses of $300 million since 2011. China plans to invest $600 million to develop the port. The port project is a $1.12 billion lease to China. Sri Lanka's ports minister says the port will not be a military base for any country and will operate under Sri Lankan law. China is making the investment as part of its One Belt, One Road Initiative, which has aroused concern in Japan, India and Australia.

Interest for loans has ranged from 4 to 6.4%, higher than World Bank loans but lower than loans from western commercial banks. Sri Lanka has $54 billion in debt, with large debt payments for a nation of 20 million. China sees Sri Lanka as an important part of president Xi Jinping's Belt and Road Initiative. To assuage Buddhist and national sentiment in Sri Lanka China has adopted Buddhist diplomacy in negotiating with the new UNP led coalition government. ...

How is Ceylon or Sri Lanka faring for the economy and the standard of living after the collapse in 2022-2023? Krishna Srinivasan the IMF Director Asia Pacific and Peter Breuer in Feb 22, 2024 report say there is light at the end of the tunnel. It shows a graph of where tax revenues had fallen to 9% of GDP making it impossible for the government to function and for essential imports to be financed. "Corruption, tax exemptions, and non-competitive procurement and allocation practices imply higher taxes and costs for everyone, hitting the most vulnerable hardest." This is where PM Modi has made a huge, huge difference in India. It also calls for prevention- "Prevention also requires providing a safe space for public engagement in governance." The British American concept of governance through elections has to be modified with emphasis on as Srinivasan and Beuer state correctly -creating a safe space for public engagement in governance. Only when the public and the young people of the country understand the basics of the economy and an educated informed mindset in created -as is the goal of Lyrarc.com- can the conditions be created for this good governance. This is true for India and is true for its neighbors Ceylon or Sri Lanka, Nepal, Bangladesh, Indonesia, with whom India has a long history of the closest relations.
