See the adjoining report in DW.com that covers the planned meeting between Japanese PM Kishida and Kim of North Korea to reduce tensions in the region. Kishida is taking a proactive approach as the ideological positions have failed and talking directly to North Korea as Junichiro Koizumi had done in 2004 (with a visit to Pyongyang when Kim's father was president) is now the right course. It is now twenty years that this was not tried. Former president Trump met Kim of North Korea at the Demilitarized Zone DMZ near Seoul in 2019. Not much changed after that meeting. North Korea has increased missile testing with ICBM missiles and increased its nuclear missiles with improvement in technology since then. One aspect of the Reagan/Weinberger era policy was its sense that America would keep investing in defense and at some point everyone else would fall behind. This has not happened. After a slowdown in its economy in the early 1990's opportunities to build Russia relations were left to business interests and opportunities were lost. The memory of that period of Russia's economic collapse lingers and feeds a sense that somehow Russia was diminsished by waht happened after the abrupt collapse of the Russian position in Eastern Europe.  In fact the only nuclear missile tests conducted in this 21st century were conducted by North Korea.  ...

Kviv winter 2026 with heat infrastructure destroyed by Russian missile attacks.  In the dark days of winter, life in Kviv and Ukraine contrasts with that of life in the other nations of Northern Europe (UK, Nordics) that see a continuation of the war from the comfort of their own homes not having experienced any of the aspects of life in such a war. The US has sought to bring an immediate or early end of the conflict that serve no purpose for Russia or Ukraine or the US. The root cause of the war is enlargement of NATO and it was done under a series of Northern European leaders starting with Solana in Spain, and Robertson from UK under whom much of the enlargement of NATO happened, followed by Nordic heads of NATO. This was a grave mistake and the Bush-Clinton-Bush-Obama administrations in US failed to grasp this mistake. NATO was created under the threat to Eastern Europe and Greece Turkey during the Truman administration from the Soviet Union, after Soviet Union collapsed it served no purpose and another institution was needed built from scratch in which all of Europe could freely participate free of influence of any particular part of Europe, with respect for all parts of Europe. In that situation the Ukraine war would not have happened among people who speak the same language and share the culture. ...

In a major effort to halt increased missile attacks on Kviv and Ukraine by Russia DJT makes a decision to send Patriot anti missile systems to Ukraine financed by Germany. “It’ll be business for us, and we will send them Patriots, which they desperately need, because Putin really surprised a lot of people. He talks nice, and then he bombs everybody in the evening. There’s a little bit of a problem there, and I don’t like it.” In Congress Senators Graham and Blumenthal have 85 Senators behind a bill to support Ukraine and place penalties of upto 500% tariffs on countries that support Russia in its war effort by buying oil -including China, India and Brazil. Graham says- "China, India and Brazil buy oil and petroleum products and other goods from Russia—that’s the money Putin uses to prosecute the war.” Graham adds- "the U.S. had reached a turning point regarding Russia.” ...

The world today is in a much better position to complete the transition to zero dependence on the volatile Middle East for oil. Today in 2026 the world's largest nations 1. US   2. China  3. India  4. Germany are all free of Middle East oil (India through waivers for Russian sources). European Union and UK is at about 12% which can be quickly substituted from the US+ Venezuela and other sources. US is self sufficient in oil and gas and exports oil to the UK, India, Germany and the European Union. Canada is self sufficient. Germany gets only 6% of its oil from the Middle East, the UK 12%, Spain 13% and Italy 14%. The Iran war is likely to shift more of the needs of UK, Spain and Italy to other more stable sources including oil from the US and Venezuela managed by the US, and other sources. This means that US policymakers can act in the best interests of all the nations of the world for preventing the spread of nuclear weapons and long range ballistic missiles. Germany is moving rapidly to renewable energy and this could bring its dependence on the Middle East to zero. India will meet its needs from Russia for the time being till it also shifts to oil from US+ Venezuela. India get 55% of its oil from the Middle East or about 2.7 million b/d. Russia was an important source of oil for India till the US trade agreement called for it to shift- a 30 day waiver and extension means India can get this oil from Russia without sanctions for the duration of the war. Reducing European demand and Indian demand frees up oil for Japan and South Korea on the world market the other 2 countries dependent on Middle East oil- Japan importing 95% of its oil consumption with imports of 2.5 million b/d and South Korea importing about 2 million b/d or 70% of its consumption. This means Japan and South Korea need a new strategy as they are overexposed to one source just as Germany was and learned a difficult lesson to diversify its sources. Japan has learned to reduce consumption for the same level of GDP and some of this can be through conservation, also tried in Germany in the last 4 years. During the 4 years. of Ukraine war Germany had to find ways to diversify sources Japan and South Korea will need rapidly to do the same in the Iran War. This means that only Japan and South Korea because of their lack of policy direction and vigilance have allowed this overdependence on the Gulf region,  (even as Germany diversified its sources, DJT and Israel were firm on nuclear weapons policy) they failed to see signs that they should diversify. Nuclear arms control SALT treaties expire Feb 2026 - need for new negotiations as the treaties were obsolete, did not include China, smaller nuclear weapons, and weapons from space. The SALT arms limitation treaty was first signed in 1972 by Brezhnev with Nixon. These treaties went through a second version and were renewed. The US no longer thinks this is relevant as China is not included, and smaller nuclear weapons, ones from space are not included and new negotiations are the best way to conduct true arms limitation. An accompanying video in NYT by David Sanger goes into these aspects of talks. Rafael Gross, head of IEA International Atomic Agency, says- You wouldn’t negotiate the same treaty again. There are new technologies that are not covered by the treaty — hypersonic missiles, undersea nuclear weapons, space weapons. And there are many other countries that, for one reason or another, feel now as if they may need a nuclear arsenal of their own.” This is the reason. It also happens that in 2026 US and Russia could coordinate their efforts, so that new US weapons may be needed as other risks could emerge from other places. There are smaller nuclear powers and new nations that might develop nuclear weapons as the US nuclear umbrella may be seen as not fully dependable. This new thinking would be that US and Russia may not see themselves as adversaries but work together to prevent nuclear risks from other sources. This is also why the US (and Russia) may want to wind down smaller regional conflicts, reduce their reliance on their own alliances, so that nuclear cooperation between nuclear powers US, Russia, China, and India may lead to control of nuclear weapons in a larger sense from space and from smaller countries that might develop nuclear weapons as has happened in Iran, which might create new risks that cannot be managed. A belligerent North Korea could lead to South Korea and Japan developing a nuclear weapon. This is also why the Ukraine conflict has run its course and it is in no one's interest to let the Nordics or Britain continue the conflict. The US, Russia, China, India, Brazil should not let middle or smaller powers continue regional or historical conflicts, and promote settlement through peace talks of such conflicts, as it inevitably leads to damaging the interests of billions of people around the world in peaceful cooperation and tackling challenges that affect the quality of life. ...

Rebuilding in Ukraine is focused on destroyed bridges and infrastructure as Russia continues to destroy apartment blocks, and targets the electricity grid.  Many of the apartment blocks destroyed outside Kviv in Irpin in this story are hard to rebuild because of the constant attacks most recently with hypersonic missiles that are hard to detect. A couple fled from Donetsk, settled in Irpin in a new apartment only to have to flee again after a Russian missile attack left their apartment building in ruins. How do you build in the midst of a war is the question Ukrainians ask themselves every day. About 150,000 apartment buildings and half the electricity grid is destroyed, so also 1500 schools and 20,000 kilometres of roads. It would cost $350 billion to repair. It would require policy decisions on what quality of building materials and how many to apartment buildings to build and how quickly.

The border crossing at Kirkenes, Norway, remains one of the few border points in the EU with Russia that are open, where visitors go back and forth between Russia and Norway. This part of Norway near the Arctic Circle was taken back by the Soviets in the war, after Nazi Germany occupied Norway. Russia let Norway run this region from that time leading to friendly relations. Norway is the only neighboring country that was never at war with Russia. Because of its location far up in the Arctic Circle it remains a unique location with Russian ships coming here. 
And 62 miles from the Norwegian coast is Russia's ballistic missile submarine fleet. Norway as part of NATO provides support to Ukraine with $7.2 billion in aid. It also is a major supplier to EU for oil and gas helping the EU after the cutoff of Russian oil and gas supplies.

It is hard to imagine that one is even writing about this, as shocking as it is- the 4 or 5 minutes between a decision to launch nuclear weapons and the end of life on this planet earth as we know it. Here Sam Nunn, a U.S. senator who was part of the negotiations for arms control and who is the leading American in this field talks about the unimaginable danger. He says the strategy from the Cold War where Russia and the U.S. put their nuclear forces in a position to be launched within minutes, 4 to 5 minutes, is outdated and needs to be changed. Hillary Clinton described the issue in the television debate. Yet this was not discussed because of the nature of the 2016 presidential election with lack of serious discussion.  And both Nunn and Clinton emphasize that once the missiles are in the air they cannot be ordered to go back. Accidental error, judgemental error, informational error in which one side thinks the other has launched a missile, a firing by mistake, are possible. In this situation Nunn says Trump is temperamentally unfit, and Clinton is fit to take on the responsibility. Yet the question this raises is as Nunn signals- is anyone but God fit to make this decision to launch nuclear weapons. Nunn says it is outdated and wrong to have only a few minutes, as such a decision cannot be made in a few hours or days, much less in 5 minutes. Nunn brings up a discussion he had in Moscow when he brought this up with Russians and president Putin. Russian president Putin told Nunn that he was fully aware of this. Putin's response was- "Senator Nunn, at some point it becomes automatic."  Nunn does not clarify what this means, or what Putin means to say. For people on the planet it is not enough to have Reagan, Gorbachev, Clinton, as Nunn mentions being responsible people for a nuclear decision. The current state of affairs is simply shocking and the lack of attention to this is also shocking. Equally dangerous is that 20 countries have weapons usable nuclear material, and sophisticated hacking of command and control processes is another danger.       ...

Obama's offer to Russian President Medvedev for the U.S. to back off from a new missile defence system in Eastern Europe in exchange for Russian help to stop Iran from developing longrange nuclear weapons. The U.S. argument is we don't need these interceptor systems if Iran ceases building its nuclear capability, and the U.S. system is designed for countries like Iran and not against Russia.
