The DJT Executive Order removing birthright citizenship on Jan 20, 2024 applies to future undocumented immigrants, and is based on the part of the 14th Amendment to the US Constitution passed in 1866 by the US Congress and ratified by states in 1868.  The 14th Amendment came after the US Civil War and was aimed at giving emancipated black slaves citizenship. The US Supreme Court gave US citizenship to one Chinese immigrant in US vs Wong in 1898 following the Chinese Exclusion Act of 1882. This did not set a precedent as at that time immigration from Asia was extremely restricted and the case was not intended to apply to millions crossing borders as this did not exist. For most of the period 1900-1960 Asian immigration was negligible because of the laws in existence until the Kennedy administration. Immigration from Mexico was mainly for US agricultural farms. When this led to a surge in illegal crossing of the US Mexican border in 1944-1954 a similar situation to today existed when Eisenhower conducted Operation Wetback in 1954 to deport about 1 million undocumented immigrants. ...

This report in WSJ shows how Mexico is planning to receive hundreds of thousands of migrants returned back to Mexico by the DJT administration in the US. The deportation program has led to a 90 percent drop in jungle border crossings across Panama into Mexico from Central and South America. Migrant entry from other countries is also expected to drop similar to this. Previous Mexican administrations allowed the flow of migrants through Mexico from Central and South America helping create the problem of illegal migration to the US of such large numbers of people, without carefully looking at the consequences of such policies. This happened also after World War II leading to president Truman appointing a Commission on this issue in the waning days of his administration and the Eisenhower administration putting the Attorney General in charge of the Operation Wetback in 1954 which returned about 1 million migrants back to Mexico. At that time as happened in 2024 the US was no longer able to cope with flow of such migrants across borders. US legislation has fallen behind the times in addressing immigration issues and this has placed an inappropriate burden on the American people. Bipartisan legislation has to be done as was agreed by Biden and Senator Lankford on the US Congress Republican side, with changes that DJT Republicans sought to have in that bill on numbers of entry and other points. ...

The promise of president Harris to sign the legislation negotiated with Republicans in Congress (Senator Lankford) in March to close the Border would remove this distraction from cost of living, housing, and climate challenges. ...

The public health emergency announced for the pandemic ends on May 12. Title 42 is a law that uses the public health emergency and pandemic to turn people back from Mexico who cross the border illegally. Democrats and Mr. Biden were critical of the way people were treated at the border under the Trump administration. Yet when faced with higher numbers crossing illegally as Title 42 ends on May 12, Biden and Democrats see the need to replace Title 42 with rules that will tighten controls at the border. The next step is that the US will now end these asylum privileges as they are being used for economic reasons by huge numbers of migrants crossing from regions in Central America because of economic problems. When a coffee growing region in Guatemala was affected by a bad harvest there was a surge in migrants, with similar patterns repeating themselves over decades.  Just as Mr. Biden closed the Afghanistan war because he could see that it was the right thing to do and essential for the US to build abetter future for its people, Biden now sees the need to end rules and policies from a previous era that led to illegal immigration. Biden is also doing this by increasing legal pathways for immigration to the US where it is done officially and in a proper way. ...

The US Congress had no choice but to agree on passage of the $1.2 trillion funding bill, yet only about half of Republicans 101 Republican House members supported it to pass 286-134. The border will get 2000 more agents and more detention beds, increase in technology budget by 25% and a cut for State Department of 6%, as a temporary measure. Walz was selected by Kamala Harris to run on the Democratic ticket for president in the US against DJT and Vance in 2025. Republicans allege serious fraud in Minnesota and misuse of state funds that have added to the dangerous mix of politics in the state, that is found nowhere else in America. From the Republican point of view unwanted migrants from certain unstable countries with criminal records were allowed to settle in the state. Democrats and Democrat media are not cooperating as the national elections in the US were lost on just this issue of migrants illegal entry numbering about 7 million over the last administration of Biden with costs to the US of over $110 billion in federal and local funds. No one knows where this will end up yet the view world wide over migration is moving to safe neighborhoods and safe streets as essential human rights, essential women's rights, essential rights of all Americans and all Europeans, that the problems of failed states cannot be solved on American or European soil. Evidence of the multicultural society that the U.S. is becoming is shown in Census Bureau information showing that 50.4% of children under the age of 1 year were Hispanic, black, Asian American or other minority groups. This is up from 49.5% in April 2010 census information. A striking change is that the white population is growing older and the Hispanic population is much younger as a whole. Today minorities are about 37% of the population in the U.S., with the District of Columbia, California, Hawaii, New Mexico and Texas, having minority population in the majority. The median age for white non-Hispanic people is 42 compared to 28 for Hispanics, and early 30's for Asians and Blacks. The baby boom of minority children is also because the number of white women in their 20's and 30's has declined over time as the White non-Hispanic population has aged. Another change that is being seen is that immigration from Mexico has declined to the point where some Hispanics are going back to Mexico. William Frey, a demographer from the Brookings Institution says immmigrants will continue coming from other parts of the world when the economy recovers. The timing for immigration say demographers is good because without the immigrants the U.S. would have an aging society like that in Japan....

With stricter border control asylum seekers have dropped to 3500 a day at the US border with Mexico and the new government of Mexico under Caludia Sheinbaum is likely to cooperate with Biden to take back people of other nationalities. President Biden is about to pass an executive order that effectively closes the border with Mexico. Once daily crossings reach 2500 the border will be closed. The legal basis of the action is Immigration and Nationality Act clause 212F which says the president can take this action when he sees that "the entry of aliens or any class of aliens to the United States would be detrimental." This lowers the threshold from 4000 in the Senate bill negotiated by the president with Republican Senator Lankford to 2500 daily crossings. Mr. Trump had the Republican Speaker of the House not bring the Senate bill to a vote in the House. At the time Republicans in Congress said Biden should use his executive authority to do this and lower the threshold. The former president Trump also issued this kind of executive order in 2018 which was blocked in a federal court on grounds of humanitarian protection no matter how immigrants entered the country. This time there is a sense that the Congress, the president and public opinion supports this action and the president's authority. Mexican president Sheinbaum's support will also ease its implementation in 2024 and cut down border crossings from asylum seekers to lows below 2500 till a new Senate bill is taken up and passed with bipartisan support that exists in US Congress. ...

The Yucatan Rail Project being moved forward by Lopez Obrador in Mexico is shown here in the WSJ. It moved forward during the pandemic years 2020 and 2021 and connects the Yucatan cities by rail. Yucatan cities  including Campeche and Merida bring about 8% of the country's exports and 10% of the country's GDP. Modern rail at 99 mph would connect the cities in the Yucatan to increase industry and tourism to develop the south east of the country. This is similar to the projects on the Brahmaputra river in the northeastern parts of India that are being opened up by new infrastructure rail and bridges for industry and tourism. Both the Yucatan and India's northeast are parts of the country that have much potential and have investment needs that were not realized in the past by previous administrations. The environmental impact in the northeast part of India and for the bullet train in the western region from Mumbai to Ahmedabad were held up by environmental concerns. A similar situation has happened for the Yucatan Rail Project. Even when enough trees were to be planted to help Mumbai residents for its Metro construction also shown in WSJ, he project was held up for political reasons. The bullet train project after its delay for political reasons will now cost nearly double that it would have cost before. It is supported by Japanese aid at very favourable financial terms that pay for the project, including direct government aid and Japan's rail technology. It is now moving ahead in 2022.  Infrastructure plays a key role in developing economies such as India and Mexico, yet it requires resolute conviction and perseverance as much of the political setup as shown in Mexico leads to leakage of funds meant for infrastructure and very little being done at great cost to the ease of living of ordinary people. In Mumbai and other cities in India. The same is true for Mexico which at this time of the pandemic needs to bolster its spirits and move ahead with much needed development work to help people in all parts of the country. With the Yucatan Rail Project Mexico can move to the next phase with wind farms on the Yucatan out to sea, and solar energy projects that could with new technology be transmitted to other parts of Mexico and to the US. It is important to keep trying and persevere on these new projects and look to a brighter future. For Mexico US relations better living conditions in Mexico also relieves the burden of illegal immigration and problems related to it in neighborly relations. Mexican officials should increase contacts with Indian officials working on the projects in the Assam region and  along the Brahmaputra river, in Indian states in the northeast, to exchange ideas and notes to gain from each other's experiences in integrating regions that were previously not integrated into the Indian and Mexican economies. This is a topic to be added to the G-20 topics to be discussed at the next meeting in Bali, Indonesia, on November 15-16, 2022. For Mexico it is an opportunity to also widen its infrastructure work to learn from what India is doing in solar and wind energy and build collaborative efforts. ...

The House of Representatives Archives show the history of Hispanics in the southwest and immigration from Mexico in the period of the 1930's to the 1950's. One sees the effects of the Depression and Labor's AFL CIO and trade unions favoring limits on immigration from Mexico because of the difficulties American citizens were having finding jobs during the 1929-1934 period. Herbert Hoover moved illegal immigrants back to Mexico in the first program at a time when there were strict limits to Asians emigrating to the US. For much of the twenties the border was left open to meet the needs of the southwest farms for Mexican labor. Then came the war when Mexican Americans joined the war effort in great numbers. After the war the difficulty of finding jobs for troops returning to the US created new pressures to limit immigration. Ike setup Operation wetback to deport about 1 million migrants.   ...

A remarkable change has happened in a matter of 100 days in Canada's stance on immigration and fentanyl flows. Trudeau now calling for eradication of fentanyl, his deputy prime minister saying Canada has more fentanyl deaths per capita than the US because of smaller population, and the need to wipe it out off the face of North America. The Canada Conservatives generally support DJT. The Trudeau Liberals have shifted policy to support DJT policies on immigration and fentanyl flows. In general Canada is making a pronounced shift towards support of the US position on immigration.  It is not just DJT policy as closing the border was part of the agreement agreed by Biden in 2024 with Republicans in Congress led by Lankford-Graham-McConnell which was not passed because it was too close to the election. One can only say the Covid pandemic, vaccination shortfalls, failures of supply chain distracted Biden from acting early and similar to DJT on the first phase of immigration action on illegal migrants committing offenses. The release of illegal migrants across the US is something that Democrats will years from now see as a major error in its policies. Michael Shear says president Biden is listening to his head about the US Border with Mexico- that he would close the US Border if the bipartisan bill is passed in the US Congress, the same day that he signs it to become law. The new bill agreed to in negotiations between Senator Graham and other Republican Senators and the White House ends current parole and asylum policy  that have led to chaos at the border. Shear who has covered presidents for 30 years shows that president Biden held the view that he was elected to provide a human face to the crisis at the border from international migration and close private prisons and poor treatment of children. He listened to both sides of his party during 2021 and 2022 after becoming increasingly aware that something was wrong and by Jan 2023 was convinced that tough action was needed at the border to deport Haitians and other people from central America smuggled northward with 13 flights a day to Haiti to deport illegal migrants.  He made his first major immigration speech at that time. The problem was that there was a major upheaval in Venezuela adding to the tide of illegal migrants as Venezuela sent millions to all countries in Latin America and north to the US, an international crisis playing out in Colombia and other neighbors for the last 10 years. When Lopez Obrador of Mexico closed his own migrant deportations Biden sent Blinken to Mexico with Homeland Security minister Mayorkas, and after discussions Obrador resumed the deportations. Trains going north in Mexico had conductors who were bribed to slow down to take on migrants. This was stopped and all trains going north were stopped at Eagle Pass in December 2023. Republican governors Abbott of Texas and DeSantis of Florida have sent busloads or flights of these migrants to New York and other cities in the US showing that the entire system of migrant handling was breaking down even as president Biden was convinced by his own advisers including Jake Sullivan that the border required tough action. The president increased planned legal migration to lower illegal migration from Nicaragua and rest of Latin America. By January 2024 Biden was convinced the only solution was closing the US Border immediately after the bipartisan solution. Lindsay Graham senior Republican Senator agreed with Biden with one problem- the Republicans in US House of Representatives did not think it right to work with president Biden to settle the problem.  ...

And will not support investment in the infrastructure that is crumbling around us even as the infrastructure is crumbling around us, like the bridge in Baltimore that went down in minutes. Trump used infrastructure issue in 2016 and rightly so, and talked about it being Infrastructure Week every week, yet did nothing for infrastructure, nothing serious until Biden in 2016-2020. This a continuing project for Harris. Part of this is to end the wars (Biden's efforts in Afghanistan ending it). And end the migrants incursions, Harris 's pledge to sign the Lankford-Biden immigration bill that fixes asylum entry and closes the US Border with Mexico. ...

DJT executive orders include one ending birthright citizenship. “It was really meant for children of slaves." DJT is referring to the 14th Amendment that was passed in 1868 by Congress and ratified by 1868 by the states. It came after the Civil War and Emancipation of slaves and was intended without any doubt for one and only one purpose to make slaves citizens of the United States Look at Section 4 of the 14th Amendment which says the United States will not allow any claim for the loss of any slave. "But neither the United States nor any State shall assume or pay any debt or obligation incurred in aid of insurrection or rebellion against the United States, or any claim for the loss or emancipation of any slave; but all such debts, obligations and claims shall be held illegal and void. The only SC decision in US vs Wong Kim that gave citizenship in 1898 to Wong Kim was not intended to go beyond that particular case, it was only meant to make an exception to the Chinese Exclusion Act  of 1882 after which till 1960 (JFK's election) Chinese immigration to the US was stopped, and the same for all Asians. Only immigrant labor allowed in was from Mexico for agriculture till 1960. And in 1954 Operation Wetback wwas conducted by Eisenhower to return about 1 million illegal immigrants to Mexico. DJT says- “It was not meant for everyone to come into our country by airplane, or charging across the borders from all over the world and think they’re going to become citizens.” The millions that came illegally across land border  and the flow of drugs is a new situation that Congress and the Supreme Court are only facing since 2014 a period in which wars in Afghanistan and Iraq took time and resources away from problems at home. ...

Compared to the 2012 election this is the fastest growing demographic up 16%. With lower immigration from Mexico this is likely to continue for several decades.
