As a result of his efforts at NYU School of Law and in assisting attorneys general in the Trump administration, and now at the Whit House he is changing the way the world looks at climate change action. He shows how the EPA new rules on tailpipe emissions will promote electric cars. The benefits exceed $1 trillion from the shift and this will show that it exceeds the cost of the fossil fuel companies and the US economy making the changes required. ...

There is a clear difference between Biden and Trump on the Climate. Biden put the US back into the 2015 Paris Climate Change Treaty in fight against climate change after Trump took the US out of it. Trump supports coal and oil & gas. Biden is working to phase out of coal and fossil fuels in a way that still keeps the economy strong. There is place where the difference is so starkly clear. See the Breakthrough Agenda Report on Climate Change targets and hurdles after COP26, on the IEA website, and opportunity for 85 million additional jobs by 2030 in renewable energy. The report is done by the International Energy Agency, the International Renewable Energy Agency, and Climate Change Champions. It points out the need for better international coordination if climate change goals set at COP26 are to be achieved. The report calls for a breakthrough by addressing the international "collaboration gap."

IRENA makes 25 recommendations to be discussed at ministerial meetings. It also says that 85 million new jobs could be created in renewable energy worldwide by 2030 compared to 2019, offsetting the loss of 12 million jobs, creating a huge jobs opportunity with action on renewable energy.

Is Norway endorsing the position of a former president of the US to "Drill, Baby Drill.?" It would cost upwards of 1 trillion dollars to fix US inaction on climate change to 2028. Norway is drilling like crazy to help Germany tackle the cutoff from Russian oil and gas supplies. It is also pursuing climate change action and green energy. The result is some confusion about where it is heading. The Guardian comments on this position taken by Norway. It can only be seen as oil and gas meeting a transition period's needs, yet with the severity of cliamte change events in the form of fires and floods in the world in 2024, is this a tenable position? Norwegians will say their cleaner fossil fuel production takes the place of dirty coal plants in Europe. How could Germany manage without Russian oil and gas without Norwegian supplies they ask. Others say Norway gets a quarter of its GDP from oil and gas. It is at the same time the country that is way ahead in renewables, most of its grid runs on renewables. And yet it has cut greenhouse gas emissions only by 11% since 1990 4 times less than Germany. Norway will come up for more criticism considering that its push on fossil fuels in 2023-24 is reducing investment for shift to a fossil free world. It is not an issue that can be talked away or not confronted head on as it is the harbringer of something worse- doing nothing for 4 years to 2028 that is proposed on the back of stuff that is being done by Norway- a US presidential candidate promising to relegate climate change action to zero by denying it exists and by saying "Drill, Baby Drill," at the RNC Convention in Milwaukee. ...

How is the push by Toyota to hybrids making up 50% of its cars- including shift of RAV4 and Camry entirely to hybrid cars- affecting revival of US manufacturing and advanced technologies for electrification of cars? Toyota will invest $14 billion in a battery plant site in North Carolina, at a site located between Greensboro and Raleigh.The plant will make batteries for EV's and hybrids so that Toyota can respond to market demand and regulatory changes. This North Carolina plant will supply factories assembling cars, hybrids, plug ins that travel short distances before switching to gas. Hybrids including plug in hybrids make about 15% of US sales, a sector Toyota dominates. How does it affect tariffs risk? Currently Toyota plays a 15% tariff to import plug-in hybrids. The North Carolina plant will build capacity for batteries to put in 74,000 plug in cars, 45,000 EV's, 600,000 hybrid cars. How will it fight climate change? Toyota has always believed that hybrids with twice the mileage of gas cars are a good way to fight climate change, even when EV's were the rage in the days of the Biden administration. Hybrid Camry at $25,000 and RAV4 at $29,000 give 51 and 41 mpg. This strategy is now turning out to be the right one because of cost of living concerns balancing climate change concerns as priorities. It was alone in this view and took a lot of criticism for this. Now that rare earth metals that are hard to access from China are needed for EV's it is proving doubly right- giving Toyota the opportunity to double down on hybrids and also move into EV's with short range distances using gas after that. Future design of cities that are self sustaining in smaller distances, eliminating long commutes, could make this an interesting option, a style of living being tried out in Nordic countries and in Germany, France. With India and China burning coal and investing in renewables at the same time this was overlooked by the climate change planners in US and EU- the solution being natural gas and renewables including hybrids for the US and EU/ Japan advanced nations.   ...

Climate Reset Berlin, a coalition of climate change action groups, has introduced a referendum that brings forward climate change action goals put off till 2045. The referendum makes 2030 the new target date for 95% reduction in carbon emissions consistent with the 2015 Paris Climate Change Agreement. Berlin is 80% dependent on fossil fuels for energy needs in 2023. Proponents say there is great potential for wind and solar energy. Opponents say that it is too costly and will take up funds now allocated for childcare and education. The outgoing Greens SPD government of Berlin opposes it, as does the new expected CDU government. The Green senator for Berlin supports it, as do other private groups. Buildings need to be renovated and private transport curbed.

776 million euros -cost of COP30 Summit in Amazon region's Belem, capital of Para State in Brazil. 159 countries are represented in this unique effort to bring climate change issues to the Amazon river. The Portuguese colonized this region in 1616 because of its location connecting the Amazon river to the Atlantic Ocean. It is known for sale of spices, fruit, fish, rubber, oil, cacao and other local products shipped to Europe and other parts of Brazil.Ver-o-peso one of the biggest open air markets has been renovated, roads repaired and new roads built, new parks, water treatment plants set up.Yet most of the population of 1.4 million lives in shanty areas or slums in Belem which are affected when rain leads to floods overwhelming the tin roof houses. Much of the nearly billion euro investment is going to bring Belem to international standards. Housing 50,000 participants was ahuge task and the Brazilian government of president Lula brought in 2 large cruis ships to accomodate many of the participants. This report in FR24 says prices for accomodation reached $4000 a night which shows that in today's world climate change action which is a problem facing all people, has been embraced by groups that can afford such costly daily rentals creating skepticism from ordinary people affected by the cost of living concerns. ...

COP26 stands for Conference of the Parties for Climate Change. The conference will be held in Glasgow from 31 October to 12 November 2021 in the UK. It is important because for the first time the major countries are keen on pushing forward with climate change policies and targets. This includes India, China, US, European Union, and major Asian, Latin American, African nations. In India Mr. Modi has set a target of 450 GW for renewable energy. China is aggressively cutting back on its use of coal to the point of tolerating cutbacks in electricity for industry and cities. US, UK, Germany, Nordic countries are pushing forward with new targets for reducing coal consumption and increasing renewable energy production, advancing renewable energy technologies. The new Biden administration in the US and the Greens in Germany have replaced administrations that were not as committed to tackling climate change. With China and India also committed to tackling climate change with renewed vigor the stage is set for serious steps to be taken. To reach the target of limiting global heating by no more than 1.5 degrees centigrade countries all over the world have to cut emissions by 45%. In reality emissions will increase by 16% in 2021 because China and India still depend on coal and developed nations have not cut back enough. To cut use of coal and preserve forests, avoid the drastic changes in weather patterns with drought and floods in different parts of the same country seen in Germany, India, African countries and other Asian countries a lot needs to be done. Here Mr Kerry the US Representative for Climate Change, says -"There is a significant increase in ambition on cutting emissions than ever imagined possible. A much larger group of people are stepping up." It is not clear if Mr. Xi of China will attend the Glasgow meeting. He has talked to Mr. Biden at length on this issue recently. Mr. Modi of India will attend and will meet Denmark's prime minister Mitte and other leaders before the COP26 in Glasgow.  ...

This is what our energy wars, our climate change wars are about in summary. Europe has moved faster than the US, India and China in cutting fossil fuels use over 20 years 2005 to 2025. Europe going from 1525 trillion watt hours to 792- cutting use by half. The US from 2900 to  2553 trillion watt hours just 12%. And China...China tripled its use. This has come at a price as the costs of renewables push up electricity prices beyond what homes and industry can support. UK electricity prices 80% higher than US and half of UK energy users plan to ration its use 2025. Half of electricity costs in UK come from cost and delivery, other half of costs from subsidies of renewables and other. In Germany high electricity costs are hobbling industry and reducing economic growth. Lower electricity prices make the US more attractive than Germany as a place to invest. Another way to look at it- US and Europe cut fossil fuel use by about 1100 trillion watt hours and China increased its use by 4200 trillion watt hours or 4 times what the US and Europe cut in 2024 over 2005. Adding India, Brazil this would be 5-6 times what the US and Europe saved in 2024 over 2005. The "And "strategy of combining reduction in fossil with building renewable capacity is working out compared to dumping fossil in one shove and going all out renewable. There is also the question of equity. China and India argue equity means we should be allowed to use some fossil with renewable for 2.5 billion people's needs. The other side of equity is the US saying the same as "no fossil period" strategy puts the needs of the large part of the population for lower costs of energy  pushed aside as wealthy classes say it is OK. Even when the savings through cuts and sacrifices in US and EU are cut down, cut down by 5-6 fold increase in China, India, Brazil alone. In this kind of climate change war it makes sense not to go with labels such as climate change denial DJT vs China climate change affirming, when China is diluting US-EU climate change entire twenty year savings of 2005-2024 by a factor of 4, 1100 trillion watt hours wiped out by China's 4200 trillion watt hours added. And India, Brazil taking this to a factor of 6. This is why a lot of the discussion with self-righteous indignation becomes less purposeful. What is clear is that every action to cut cost of living in US and EU for large parts of the people is an effort in the right direction as it frees up resources for the fight against climate change, the sense that we are all in the same boat and in the same struggle. Scott Bessent on restoring the mission of the IMF "brutally calling out imbalances" including China's surplus economy and unfair trading practices instead of "whistling by the graveyard"- in his address to the IMF, Feb 15, 2025. Bessent says the IMF and World Bank had mission creep and lost track of financial stability and were not asking the hard questions about China's focus on exports at the expense of the manufacturing capacity and jobs of America and Europe.  Hee are his remarks meant to show that Bessent is taking an all of the above approach on energy, knows climate change is real but cals for flexible approach, an approach he wants the World Bank to take. And for the IMF to focus on key issues that have led to deindustrialization of US and Europe essential for financial stability before getting into social and cultural issues that are not its mandate for which it is ill equipped to address. Bessent told the IMF and World Bank - "Instead, the IMF has suffered from mission creep. The IMF was once unwavering in its mission of promoting global monetary cooperation and financial stability. Now it devotes disproportionate time and resources to work on climate change, gender, and social issues.   These issues are not the IMF’s mission. And the IMF’s focus in these areas is crowding out its work on critical macroeconomic issues. The IMF must be a brutal truth-teller, and not just to some members. Instead, today’s IMF has been whistling past the graveyard. Its 2024 External Sector Report was entitled “Imbalances Receding.”  This pollyannish outlook is symptomatic of an institution more dedicated to preserving the status quo than asking the hard questions."  Some of these hard questions are about surplus countries- about China and their focus on exporting their way till they destroy the manufacturing sector of the rest of the world. ...

One negative effect of the trade war with the U.S. is an increased emphasis on energy security and increased use of coal in China. After China committed to goals for climate change coal use declined in 2014, after reaching a high in 2013. The attack on Saudi oil facilities showed risk in its reliance on Saudi oil. China's import dependency for oil reached an all time high of 72% in 2018, according to BP 2019 Statistical Review. Gradually the commitment to climate change and lower use of coal has changed since 2016 with the withdrawal of the U.S. from the Paris Climate Change Agreement. Initially after the U.S. withdrawal under president Trump China made bold commitment to lead the fight against climate change but has since wavered. In an October 2019 speech Premier Li Kequiang called for the development of the coal industry to ensure energy security.  As China's economy slowed in 2019 in the face of U.S. tariffs and a trade war with the U.S. efforts are being made to increase infrastructure investment which has driven coal use higher. China's steel output reached a record of 750 million metric tons in 2019. The amount of coal fired capacity under construction in China now exceeds the rest of the world combined, much of it from plants permitted before 2017, according to Global Energy Monitor. China is also expected to become the world's largest importer of natural gas by 2020. Even the Russian gas fields from Siberia supply only a fifth of China's energy demands in 2020.  China has made large strides in renewable energy helping it meet its Paris Agreement targets. Renewable energy is about 10% of China's energy mix, but its use showed growth of 29% in 2018, making up half of the world's growth. China's use of coal in the energy mix has dropped to 58% in 2018 from 72% in 2008, according to BP 2019 Statistical Review, as a result of renewable energy investments. At the Madrid Climate Conference China renewed its commitment to the Paris Climate Change Agreement. Now it is a balancing act keeping in mind energy security and economic growth along with the need for clear skies and better air quality. ...

The global stocktake was set for 2023 at the 2015 Paris Climate Accords. This measures the progress towards limiting climate change warming to to 1.5 degrees rise in temperatures. The 2023 stocktake at COP28 Dubai shows the goal is elusive and the earth is at warming by 2.5 degrees Celsius, with the climate change action of industry and public participation flagging. The pandemic has worsened the financial ability of poorer countries to handle the transition to clean energy, even as it has caused serious floods and fires. Serious problems are ailing the television channels in the US. This is because the siloing of channels into political spaces as audiences converge to watch particular channels is resulting in these channels unable to take positions based on the merits of issues. Climate change is one example- today no television channel in the US asks the question what would happen to the climate if the US loses another 4 years 2024-2028 in dealing with the climate challenge- makes no investment in climate change action. This is a grave and serious matter that needs to be at the top of discussions alongside the forest fires and floods that show up at the top of news pages every day. This is now the central issue at one of the channels as James Murdoch and his wife Kathryn ask this question of their own family business in television channels in the US and Europe. This is also a larger issue facing the television business.  Another issue is that internet business such as Twitter X, Facebook, TikTok are also concerned with ratings, and think mistakenly that being neutral about climate change action is acceptable, that it is someone else's problem, not theirs. It would cost upwards of 1 trillion dollars in 2028 for the US to simply to address the climate change problems arising from no action for the next 4 years. The problem may become hard to control by then regardless of how much money is put into tackling it, making life difficult on this planet. ...

Svenja Schulze brings new hope and dynamism to Germany's Development Ministry. As head of the Development Ministry she brings international experience in fighting climate change as SPD minister in the last government heading the climate change related Environment ministry. There she launched the climate protection package measures aimed at making Germany climate neutral by 2045. She now heads a ministry with a budget of $13.5 billion (12 billion euros). She wants to cooperate better with the Global South with an effort to tackle poverty and help developing nations. After the shocks of the pandemic this is an essential and important task. Her predecessor as Development minister Heidemarie Wiezcorek-Zeul, SPD minister 1998-2009 says the ministry needs clout in decisionmaking and for this it is important that the Development ministry is separate and an independent entity not lumped in with the Foreign Office as in Britain. That would be quite disastrous she says.  Climate change issues are also seen as development issues and about poverty reduction. This is a useful point that Mr. Modi was trying to make as he addressed the COP26 Summit- that climate change has to be done in the overall context of mitigation, that climate change control is part of poverty reduction and brings in new opportunities when done this way. Examples are zero budget farming, and solar energy as low cost energy for rural areas in India. Here Schulze talks to employees at the Ministry and tell them "We must all strive to make a good life possible for everyone in the world, That may sound overly emotional, but it is our aspiration."  Martina Schaub, chairwoman for VENRO whivh represents 140 private and church development organizations in Germany sees Schulze as a sign of optimism. The need is great particularly in the weak health systems of many countries. It is a sign of hope, and of the new Germany under Schulz. ...

Canadian steel and lumber industries get government aid, as talks to end US tariffs are halted over an ad on Reagan misrepresenting him on tariffs by Ontario state.  Canada's steel and lumber industries will get the aid in the form of railway costs cut in half with rail subsidies, and tariffs on US steel imports into Canada to reduce domestic steel costs for other industries. Stellantis shifts car production for a new Jeep from suburban Toronto to Illinois, GM cut a shift at a pickup plant and closed a electric van plant in Ontario. Not all imports to the US from Canada face tariffs. Other products enter the US from Canada under a free trade agreement USMCA that went into effect July 1 2020. Canada is also shifting policy under Carney's Liberals on climate change, as it seeks to reorient its economy to export oil to China and India- a new pipeline is now approved for oil and gas to be shipped across the country from Alberta. Since it's independence with Dominion status in 1867 Canada's economy has struggled with the idea of building a economy separate from the US so that trade between the northeastern Canada and Northeastern US which is next to each other is foregone for trade with distant provinces in the western states such as Alberta and British Columbia. In Brazil Lula's Worker's Party is also slowing efforts on climate change for the economy as it approves oil and gas projects in the Amazon, at the same time as it holds COP30 at Belem port in the Amazon. Even Biden had shown flexibility on the economy to support cost of living measures that are in conflict with climate change action. In DJT's second term climate change action has taken a back seat to cost of living concerns when a large majority of people are living paycheck to paycheck. ...
