China's 15th Five Year Plan with shift to robotics, semiconductors, EV's, renewable energy, and lower investment in education, healthcare- the shift to a slowing economy, job losses. GDP per capita one third of the US much lower than most of southern Europe or Eastern Europe. China is still a middle income country. Unlike Japan which surpassed most of EU countries  GDP per capita, China with 1.4 billion people is a vast country. The shift in the emphasis in the 5 year Plan means economic growth  of 10-12% is now only 5%. With the collapse in housing construction and slowing manufacturing facing tariffs in the US means job losses.

So much for political campaigning and talk of inflation, inflation comes in lower in September after DJT tariffs of 10-15% on EU, Japan and other trading partners. The higher tariffs on China are action needed to reduce trillion dollar trade deficits the world has with China, deficits that are economically destabilizing for the world economy, with supply chain concentration a serious problem. US inflation in September came in at 3.0 percent lower than expected.  One reason is that the headline numbers are high but in actual practice the tariffs are on average at 12.5% not 17% or 25% as headlines show. The tariffs vary by country and the US was careful to keep them at 10% for the EU and Britain and 15% for Japan, the key trading partners. China is an exception at 47% because it is US policy to reduce the world's 1 trillion trade deficit with China and cutting this is a major goal. For decades the US tried every possible way to bring it down to no avail till this effort with tariffs. Another is exceptions in products- for India this includes semiconductors, smartphones and pharmaceuticals. Another factor is that postpandemic inflation in 2021-2022 created higher profit margins in auto, retail and other sectors of the economy. As a result only 30-40% of the tariff gets passed onn to consumers. In autos only about 20% because buyers cannot afford the high prices. Some tariffs are still being negotiated and are a foreign policy tool to get India to stop funding Russia in the Ukraine war knowing that India was importing most of its oil from non-Russian sources till 2019. China is also funding Russia, that is true but the US can insist on exercising its leverage with Asian partners not China. With China the tariff on fentanyl and the overall 47% tariff- down from 57% after meetings in Busan, South Korea between Xi and DJT last month- shows the US takes the Chinese role in distorting world trade to its benefit seriously.  ...

10% tariff on Canada's exports to the US after Ontario Reagan ad misrepresenting trade facts is aired on television. The ad seeks to show US tariffs in the light of the Smoot Hawley tariffs of the 1930's, when the tariffs today date back to Reagan's use of tariffs when Asian partners (at that time Japan in the 1980's) followed unfair trade practices to the detriment of American workers and industry. The US Trade Representative who acted for Reagan was Lighthizer, the same USTR who worked for DJT in the first term to fight the unfair trading practices of China, and whose deputy USTR Jamieson is now the USTR in DJT second term negotiating with Asian partners. Tariffs ae being used as an additional tookl in the toolbox by DJT and Lighthizer/Jamieson to counter the unfair trading practices of other nations, which includes partners of the US such as Japan, South Korea, Taiwan, and EU. It also includes nations such as Switzerland who ignored US interests in trade whie having open access to the US market. Most of these nations know that these practices harmful to world trade exist, only Canada, China and some other countries have pretended they do not exist and they are the so called "champions of free trade." These nations attempt to make DJT appear to be doing this on whim when this is an issue in trade relations between the US and Asian partners, the EU, and Canada/Mexico for the last 50 years. DJT pointed this out- “The sole purpose of this FRAUD was Canada’s hope that the United States Supreme Court will come to their “rescue” on Tariffs that they have used for years to hurt the United States,” Mr. Trump said in a social media post Saturday afternoon. “Because of their serious misrepresentation of the facts, and hostile act, I am increasing the Tariff on Canada by 10% over and above what they are paying now. Some companies have raised prices by 5% on footwear and clothing. Out of the total tariffs of about $50 billion in the first half, the Census department numbers show that about $22 billion is from machinery and electronic, about $12 billion from automobiles and about $12 billion from items such as clothing, footwear.  The major manufacturers in Japan, South Korea and Europe of automobiles and electronics, machinery, make up $34 billion out of the $50 billion in tariffs. To maintain US market access  these large companies are absorbing most of the tariffs. It is only in clothing and footwear making up $12 billion that some of the tariff related price increases will be seen.  Overall this impact could be 5% of $12 billion or $600 million. The DJT administration will find ways to offset this for American buyers in 2025-2026 similar to the deduction of auto lease interest costs in the One Big Act 2025 to cut automobile expenses, using the new $100 billion Customs revenue.  ...

Next five year plan for China calls for more concentration on industry, dominance in key sectors identified by China such as rare earths, and more exports- not less in each of these areas. Chinese Communist Party is very conservative and once this has worked for China it is not going to change its reliance on exports even at the risk of leaving goods unsold in China or oversupply. The result is that the US effort to reduce the trade deficit, trying every tool in the book does not work, leading to an effort to resort to tariffs as a last resort to cut the unhealthy and risky $1 trillion trade deficit China has with the world. Has it worked? WSJ and other reports show that large companies are diversifying their supply channels, only smaller companies without the resources are sticking with China dependence for supplies. The tariffs themselves make headlines yet the US has made careful calculations not to upset relationships with key partners Britain, European Union, and Japan, keeping tariffs low at 10% with EU, and 15% with Japan which exports automobiles to the US to recover some of the years US made concessions to Japan. There are also loopholes on certain products where it is in the US interest to do so. As a result the effective tariff is 10-12.5% not 17-20% shown in reports. Of this 10% what is passed on to consumers is small- as in autos 80% of tariffs are not passed on by auto importers such as Toyota and Subaru because of the higher margins postpandemic. In retail only 30% is passed on again because of the post pandemic higher margins. The administration of DJT has also carefully worked with world oil suppliers to keep oil prices low, lower than in 2023-2024. The result is that inflation is at about 3% in September 2025. The idea that a capricious DJT is doing the tariffs is a myth as careful economic planners including Bessent, Jamieson, Lighthizer, and Luttnick, economic advisors in the Republican party, are carefully articulating the policy with room for DJT's political talk and appeal to public sentiment. ...

It is important to know the cause of 0.3% contraction in first quarter 2025 for US economy. It is says WSJ because of a 5% hit from net exports, the difference between exports and imports, as importers rushed to import more before a tariff deadline. Imports by the US increased by 42% in first quarter 2025. Some include MIchigan Governor Whitmer who supports the tariffs as a way to take back America's industrial base, build factories in the US, say the uncertainty of the way tariffs were implemented is damaging confidence in the economy. For instance could the US have excluded the EU, Japan, UK, India as allies, and focused on China.  The problem with that approach is that it would single out China. It means other nations Japan, South Korea, Germany are not investing in the US, also have used trade for unfair advantage, are not called out. This would put China in an odd position. It is better to call out all who benefited from unfair advantage including China, Germany, Japan South Korea, Taiwan, because this has more credibility, giving all a honest and fair picture that they could then look at themselves in the mirror and correct. In the short run it looks messy, the tariff methods look erratic and back and forth increasing tariffs is also messy and unruy. Yet when every major trading nation knows deep inside that US is only saying it like it is asking only for fairness in trade, it will lead it to negotiate a fair trade agreement with US. ...

Germany realizes that it had some advantages in exporting automobiles and machinery to the US, and the EU understands advantages it has in pharmaceuticals exports from Ireland and other countries. EU officials rarely mention this lack of an even playing field with the US. In this report by DW.com German and Austrian research groups say it is best that the EU nor respond to tariffs placed on the EU by the US. Under the 90 day pause to allow time to start negotiations the EU tariff is at 10%, with separate tariff on steel and aluminium, and on car exports. It shows the EU makes loud protests about the US Tariffs, yet knows the need for an even playing field in 2025. The EU and Germany are likely to join other nations Japan, South Koreea, Taiwan, Italy, Britain and seek negotiations with the US for fairness in trade.

The wine import company with 19 employees whose lawyer Katyal filed a petition to SCOTUS is a tiny part of the people harmed by tariffs. It could easily be compensated from the tariffs revenue of $500 billion in 2025-2026 as could other businesses. How does the SCOTUS decide what policy the US is to use. With recalcitrant Asian nations Japan and China the only way is years of negotiations that lead nowhere on world trade. Is SCOTUS responsible or Congress to the American people when the supply chain disruptions caused by concentration of the supply chain in China led to huge price increases making life unaffordable for the low income earners,  including cost of automobiles? Large companies acting on the DJT signals are reducing this concentration in China actively, the trade deficit is coming down, the tariffs revenue is a fund to offset the cost to Americans mostly smaller businesses as large businesses increased their margins in 2022-2024 pricing moves so that today only about 30% of the tariff cost is borne by the average Americans, the rest by large businesses and some of it by exporters in China and Japan. ...

Does a 10% reduction in tariffs on China with the October 30 2025 agreement- made in Busan South Korea at APEC meetings- make a difference for companies relocating from China? It only does for smaller companies who are stuck with Chinese sources. Larger American companies prefer to diversify their supply chain and continue to relocate part of their factories to Vietnam, India and other countries knowing that the tariffs game will end up with allies EU, Japan and India in the 10-15% tariff range as a concession to US for putting up with trade disadvantages and job losses 2000-2025. China's will still be at 47% in comparison and the fentanyl issue causing serious questions to be asked by the American people which have not been grasped in China or even in the US by companies and politicians.   Does it affect the urgency and general shift out of China? The fentanyl issue is unlikely to change and it is likely to do lasting damage to China's credibility to a degree that it not clearly understood in China, and even not fully grasped even in the US today because of the sheer size of the number dead- more young Americans dead from fentanyl than in the Korean, Vietnam and First World Wars combined. Other issues are technology that has been transferred without a proper assessment of the importance to national security, the need to shift the manufacturing base back home that US industries have inadvertently and carelessly shifted to China in the disastrous Bush and Obama years 2000-2016, and for the jobs, the wages, and cost of living concerns when supply chains are outside one's control. This article asks the question about tariffs on India and Brazil as being contradictory and showing a lack of consistency in tariffs. India is compared to China with India facing a 50% tariff because of Russian oil purchases, and Brazil a 100% tariff related to treatment of former president Bolsonaro even though US has a trade surplus with Brazil. One expects that at some point India and the US will come to an agreement that lowers the tariffs in a way that was done with the European Union to bring it closer to 10%. China's tariff to be sure is still around 47% dropping from 57% a concession for rare earths and for the upcoming elections and economic concerns not because of policy intent which has not changed on  strong action for fentanyl which is also part of the Appeal to the People in the DJT base.   ...

BBC Analysis shows the president going on the offense to take up the issue of illegal migrants, cost of living, and business investment to get the economy to grow. DJT compared the $1 trillion in business investment under Biden over 4 years with the $18 trillion that he had secured in his first year. He said the tariffs were here to stay whatever the Supreme Court decision stated because all the agreements with EU, UK, China, India, South Korea, Taiwan, Japan, other countries will remain in place as all countries want it that way. The president stated that through tariffs he had secured benefits for getting manufacturing back to the US to create jobs and raise incomes. The Big Beautiful Bill also added to business investment through its writeoff in one time for equipment and plant. The oil price per gallon had gone down to $1.85 a gallon at the pump lowering the cost of living and inflation. He pointed out that the economy was strong with low inflation lower than 3%, unemployment at 4% and ecponomic growth in 2025 close to 3% with some quarters exceeding 4-5%. The US ice hockey team attended the event and the Congressional medal of honor was given to soldiers in the Venezuelan helicopter dangerous mission, and to a World War II pilot who was 100 years old. Transgender was shown as an issue with parents shown with their daughter who had suffered from transgender laws that he asked Congress to change. The central bank head, Fed chairman Powell has not cut rates to gauge the effect on inflation with new data. Powell says the US economy is strong and inflation remains low. US Market access fee-The US and overseas media including WSJ has not pointed out that the tariffs agreed to by Japan, European Union and South Korea of 15% are really not tariffs but a fee these countries and their business sectors in major industries such as autos and machinery, pay to access the US market. DJT, USTR Greer, Treasury's Bessent expect these companies to not increase prices. Fairness: US had 2.8% tariff on cars EU had 10% since 1980's. Rebates will go to some income groups. Rebates- In the one third of products in clothing, shoes etc of the $50 billion in tariffs for first half 2024 where about 5% price increase is passed on to consumers as shown in WSJ report this is likely offset by rebates to certain income groups. Real tariffs are less than 12% of imports much lower than expected because of exemptions and tariffs announced and later dropped, CEO's have said that the impact of tariffs is much less than expected, and some say the worst is behind us. The administration of DJT and Treasury Secretary Bessent has shown much more flexibility and responded to the stock market declines in its tariffs posture. What is not reported is that the US could accept a shift of some appliance production overseas, what it could not accept is the shift of its manufacturing base in industries it created in semiconductors and technology to Taiwan, China and Japan, South Korea. The economists of the previous administrations were clearly wrong, and the previous administrations did nothing but observe the slow destruction of America's industrial base. It will take 4 years of the DJT administration for the investments to be made in the US, the future administrations will continue this policy. Deng and Kellman in WSJ clearly understate the importance of the policy changes for America's Level Playing Field ALPF. It is easy to say Whirlpool and Harley Davidson won't be coming back strongly soon as the EU, Japan and South Korean makers of appliances and motorcycles will be able to absorb most or all of the 15% in tariffs. Yet it gives them a better  and level playing field to compete with foriegn makers. What is not shown here is that the tariffs will help increase investment in EU and Japanese , South Korean automakers in the US, and will increase with lighter regulation the opportunities for American automakers GM and Ford. ...

U.S. president Trump approved tariffs on $50 billion of Chinese goods. The U.S. Trade representative is expected to announce the goods subject to a tariff of 25% on June 15, 2018, and publish them in the Federal Register next week. China's Foreign Minister Wang met with U.S. Secretary of State Mike Pompeo in Beijing, saying at a joint news conference that  if the U.S. went ahead with the tariffs on $50 billion of Chinese goods China has made preparations for tariffs of its own on American goods. The biggest targets for China are aircraft and soyabeans. Separately the Tax Foundation shows the tariffs on Chinese imports, coming on top of tariffs on steel and aluminium imports, would lower GDP in U.S. over long run by 0.06% and reduce employment by 45,000 positions. Other reports also confirm the impact is not significant enough and the U.S. sees its strategy as one of reversing the trade imbalance in the way it acted in negotiations with the Japanese after a similar trade imbalance with Japan. In some ways the trade imbalance with China is more severe in its impact on manufacturing in the U.S., hollowing out some sectors, and the size of the imbalance at about $ 1 billion a day much larger. This is also the position taken by U.S. Trade Representative Lighthizer, an experienced negotiator who negotiated with Japan during the Reagan administration. There is also the added issue today of intellectual property losses for the U.S. that the U.S. is seeking to address in the negotiations. ...

China's dependence on an export sector that is uncertain 14% growth (EV's electronics) vs. 0.2% growth in domestic spending April 2026. Costlier energy inputs are affecting China in the way that is affecting Germany's economy in 2026. The US has increased tariffs, Germany and the EU are likely to do the same as they see their economy erode with Chinese exports in German markets replacing German manufacturing. China has set 4.5% growth target much of it from ramping up exports and depends on cheaper inputs for energy as Germany has done for economic growth. This is being gradually eroded as US/EU want to reindustrialize and make things and products realizing the errors in industrial policy of previous administrations Bush and Obama in US and Schroeder/Merkel in Germany. At the same time India wants to be a manufacturing hub like China. When that happens by 2030 China's growth will be similar to the US of 2-3% a year as exports decrease. Eastern India is the New East and South China with 700 million people for the first time in 2025-2026 under double engine governments. Double engine meaning state, local and federal governments all under the same party (the BJP National party) so that industrial policy is conducted along the lines of a Master Plan tested in western Indian states of Gujarat and Maharashtra. This has been seen before. As Japan rapid rise of the 1960's and 1970's slowed by 1980, China's rapid rise of the 1990's and 2000's slowed by 2025 and India in 2025 is picking up from China in the way China picked up from Japan. This means an industrialized US and EU, rapidly industrializing India will face a slowing China and aging China by 2030. Knowing this pattern helps US and EU leaders, Indian leaders, look at the long term in their plans, having confidence in their investments in industrial progress for the next 5 years. ...

This report in The South China Morning Post in Hong Kong, gives insights into the Chinese position in trade war with the U.S.  China has its own internal groups which support China being able to take a leadership role in world affairs. Xi Jinping made giving China a prominent role in the world a feature of his presidency. China  has this internal audience and its own sense that China's resurgence was won with hard work and cooperation, plus dedication of the Chinese people. In the past Japan and South Korea also used state subsidized industries, and subsidies to gain leadership in key business sectors involving high technology. China would see this state subsidies model as its own model of development. From this standpoint the U.S. demands on subsidies as unfair competition could be seen as changing a key part of its economic model.  Asking China to put everything in writing and show tangible proof of enforcement as the U.S. insisted in talks, was too much for the Chinese side. China said trust us to do this, and lift the tariffs based on our verbal assurances. The U.S. having seen decades of no progress on this point, wanted tangible proof before tariffs were lifted. Added to the demands on subsidies were the demands for no more of what the U.S. calls stealing of U.S. technology through forced transfer of technology by U.S. firms as a condition to operate in Chinese markets. With the U.S. lagging in 5G technology and Huawei ahead the issue resonates on the U.S. side. Add to this Mr. Trump's key voter base includes the former Democratic party supporting workers who have shifted to him because of trade agreements and policies of Clinton and Obama that hurt American workers through seemingly endless closure of manufacturing plants from Chinese competition.   ...

Greg Ip of WSJ points out that DJT's tariffs are not fully understood. DJT did not use tariffs in the way he is doing now in his first term. Today Congress understands that it is a negotiating tactic when the US is at a disadvantage with other nations using non tariff and hidden barriers. Mostly all countries except China will accept the tariffs and it generates $240 billion a year to finance US resurgence. In the past US spent years of negotiating to get agreements with recalcitrant countries like Japan or China or the EU. The US just doesn't have that kind of time when it has lost its manufacturing, its shipbuilding, its shipping and ports. The average tariff under Biden was 3%. It now is about 13.4%.
