Lower oil prices have had an impact. Signs of decay and the effect of sanctions on people's lives can be seen, including the isolation from the outside world. It reminds one of a road trip across Cuba following the lifting of sanctions recently.

His observation: "You drive around Havana and you say, 'This economy is not working' ...It looks like it did in the 1950's."
