President Goodluck Jonathan as "Mr. Clean" aroused many of the same hopes now aroused by the election of Buhari as president of Nigeria. Under Goodluck Jonathan Nigeria's foreign reserves declined from $50 billion to $33 billion, and there is $1 billion in the sovereign wealth fund. About $20 billion in pilfering of state funds was reported by the Central Bank of Nigeria, but no action was taken by Jonathan. Indians may pride themselves on a better performance, yet prime minister Singh of India, seen as "Mr. Clean," allowed auctioning of telecom licenses in the second term, that had to be cancelled because of corruption. Throughout emerging markets not just in oil producing countries, poverty remains entrenched, because funds that should go into infrastructure and services are misused, which creates a disincentive for foreign investment, further adding to the problems in these countries. India and Nigeria are the two fastest growing countries in the planet, and the unspoken fear is that the demographic dividend with so many young people will be wasted by corrupt and inefficient management of the economy and resources of the two countries. The time lost in the last years of the Singh administration and the four years of the Jonathan administration will never be regained, the hopes of millions of young people are dashed again and again, and the goodwill of Europe and the U.S. eager to participate with the latest technologies in the development of the two countries, as they have done in China, is wasted....

A sense of entitlement and hold on power can be seen throughout Africa. A lack of the kind of education that creates an ethic of responsibility for the educated and ruling classes, an honest civil service, and experience with and development of democratic institutions with their own checks and balances, account for some of the principal reasons for this failure in government. Even in South Africa, which has experienced several elections and is on the path to gaining experience in democratic government, Jacob Zuma and the African National Congress display some of these tendencies of entitlement to power.

The U.S. Dodd-Frank legislation has a provision requiring U.S.- listed oil, gas and mining companies to disclose payments to governments for access to mining and oil resources. The S.E.C. will decide how to implement this rule which goes into effect in 2012. This has a severe effect on the economies of developing countries as it siphons away significant part of revenues for the resources into the hands of government officials. From Nigeria to Equatorial Guinea in Africa, and in other parts of the world in Latin America and Asia, this is a serious problem and results in underdevelopment and retarded societies.

As Nigeria's president Buhari returns from 100 days of receiving treatment for an unknown illness in London, the situation in Nigeria has deteriorated further. For most of 2017 Buhari was absent from Nigeria. In his place Vice president Obisanjo was running the administration. The situation in Nigeria has deteriorated under Buhari- in the northeast that attacks by the Boko Haram group, and discontent in the south from the lack of investment in that region with oil revenues leading to corruption. One of the dominant themes in Nigeria has been that oil revenues have led to corruption with little change under the administration of Buhari's predecessor, Goodluck Jonathan, who came in as "Mr. Clean." Again and again the hope for a clean administration and good governance are not being met in countries with much of Africa's population. This Times editorial questions whether Mayor Bloomberg did the right thing in the manner in which he ousted protestors from Zucotti park in the financial district of New York city. Now that the protestors have been forcibly removed from the park, it is the responsibility of the Mayor to keep his promise to let the demonstrators continue their protest against income inequality, says the editorial. The concern is that the end of the protests at Zucotti park could end up quashing the entire protest movement, which serves to draw attention to serious issues in a democracy.
