2014 Xi visits Gandhiji's Sabarmati Ashram as is shown in this picture in BBC News and is curious how the weaving is done by hand taking a try at it with prime minister Modi, both sitting on the floor Asian style. In 2020 China advances its troops in a part of Ladakh leading to a clash with Indian forces. What happened? India's resilience in the face of the pandemic and the bright future for its economy, greater integration with the American and European Union economies in its draft plan to 2030. A sense in China's leadership that India's modernization would follow in the same way that China's and South Korea's have followed Japan's modernization. A sense also that better relations with the US and the European Union would require better relations with India, as an indispensable condition. A sense also that the issue of Taiwan was a bigger issue and a core interest for China than the border disputes in the remote regions of the Himalayas. It just did not make sense to have a conflict with India in the priorities of China to 2030 or 2040. That India needed to be seen not through the lens of the British but as an ancient nation that had similarities with China and Japan from its Buddhist roots. ...

China is consulting Japanese officials to understand their experience in negotiating with Robert Lighthizer, the U.S. Trade Representative. Lighthizer negotiated with Japan as Deputy Trade Representative in the Reagan Administration, when Japan was seen in the same way as China is seen now by the U.S. with difficult trade relations and trade imbalance.

China's role for World War II defeat of Imperialist Japan given prominence in 2025. China made huge sacrifices in fighting the Japanese just as Russia made huge sacrifices fighting the Nazis in Germany, yet US help was crucial in helping China stay in the war to the end in 1945. Roosevelt sent one of America's best soldiers personally selected by Gen. George Marshall, Joe Stilwell to China. The best documented writing about this period of the war and the role of Stilwell is in Barbara Tuchman's book- Stilwell and the American Experience in China. Stilwell starts his knowledge of China in the period of the First World War when he decides to take the position as military attache to the American consulate in China. Tuchman is the only writer who was welcomed by China's revolutionary leader Mao to write about China during the renewal of US relations. She gives the best account there is of how Stilwell in his different trips to China learned the language and lived with the ordinary people, embracing the conditions of China's backwardness and war torn countryside as Japan invaded. No American or European in history could be said to have done what Stilwell had done in restoring the morale and giving self respect to China at an extremely difficult time of poverty, backwardness and war. To read it is to realize how America and Americans fought all the colonial ideas of the British and the French and Dutch and embraced the dignity and culture of the Asian people. Gen. Joe Stilwell was the best of America- of whom it could be said in all races, especially in China, he defended justice and protected the weak. ...

China sees the situation in Hong Kong spiralling out of control after two months of protests and leading to a loss of China's sovereignty in Hong Kong. The Chinese official in charge of Hong Kong Affairs in the State Council, Zhang Xiaoming, met with the Hong Kong government representatives in Shenzen and made it clear offering a dire assessment and the most severe since China resumed sovereignty over Hong Kong in 1997 from Britain. Zhang stated- "If the situation worsens further, and there is turmoil that the Hong Kong government is unable to control, the central government absolutely will not just watch without doing anything." He also stated that the central government had enough strength to end the unrest, that the Party center and military force if necessary is behind the Hong Kong government. Wang Zhmin, China's top official in Hong Kong gives a better view of how this is seen in the Party in Beijing. He even called it a "life and death war" comparing it to the "color revolutions" the democratic movements that unseated governments in Georgia, Ukraine and Serbia. China sees this differently than western countries. With its long struggle against colonial rule in the territory controlled by Western powers along China's coastal region, China's ruling party leaders have a very different perception of the situation than is shown in most western media, particularly during the two decades of China's reconciliation with Japan and the U.S. in its effort to catch up. In the rest of the world the perception is very different. The use of a military garrison or riot police from other parts of China would affect China's image carefully built up over two decades of a peaceful developing country working hard to catch up in living standards and technology. As the economy slows to 5-6% the damage would be to business confidence and investment, and to Hong Kong's status as a world financial center. This could also affect China's relations with the U.S., European Union and Britain. with criticism on action by China. Unlike negotiations with Japan by Mr. Lighthizer for president Reagan, when Japan enjoyed a trade surplus such as that of China today (where there were no such issues with Japan as the U.S. had offered security guarantees to Japan), negotiations with China on trade could be affected by issues such as status of Hong Kong. This could lead to a worsening of trade relations, indefinite duration of tariffs and lack of any settlement on trade, further slowing the Chinese economy and hardening positions. ...

"To Invest (at home), To Align (with allies), To Compete (with the world)" sums up the approach of president Biden with China. It also sums up the approach at home and overseas. Biden senior adviser, Jake Sullivan at Council of Foreign Relations sets out the framework and path for managing US-China relations into the future for many decades. Here at the Council of Foreign Relations he shows how- through careful study of the relationship's history, the changes in the relationship, and where it is today in 2024. Having participated in previous administrations Jake understood how it has evolved, where mistakes were made by both China and the US, where misperceptions took hold and need for clarification, for action. The old Strategic Dialogue followed by Paulsen under Bush 2000-2008 allowed the relationship to be guided by business interests, -without any clear strategy or idea where it was going except maximizing interests of business on both sides- was continued by Kerry under Obama 2008-2016. Sullivan, Blinken and Biden have built a Strategic Economic Cooperation Framework that has clear goals on the American side and goals on the Chinese side, and work between the two presidents and their cabinet ministers. Trump 2016-2020 rejected the earlier Strategic Dialogue but was not able to set up a sound framework that would guide future relations for decades. Sullivan helped set up a new framework around three principles- To Invest, To Align, and To Compete.   Here he describes how the plan to invest trillions in infrastructure in the US was part of this plan's principle To Invest. On Align it was to derisk not decouple by reducing the excessive concentration of supply chains in China, that was revealed as a problem in the pandemic years. Building up manufacturing at home and in India, Vietnam and Japan. Align also was to have allies Japan, South Korea and India to be aligned with the US policy. It also meant that all three countries would follow the same framework for their economies To Invest, To Align, To Compete.  By combining the strengths of the 2 largest economic centers Seoul/Tokyo with New Delhi/Sydney in Indo-Pacific the leveraging effect of US strength could be felt to support its position. And third to compete on level field so that America retained control of its technologies and implementing exports controls. And sharing this in  open communication with China that the US was protecting its technology and interests the way China has done in the past for its interests. The benefit of open communication even where there are differences had the advantage of not turning this into open rhetoric that damaged relations as had happened under previous administrations. Wang Yi on China's side having seen and approached it with careful study and reflection had similar goals to stabilize and put the relationship on a sound footing. Sullivan met extensively with Wang Yi in meetings in several locations around the world. Ministers Yellen, Raimondo, Blinken, Kerry, were sent to China for extensive discussions as part of this strategy in 2023 leading to remarkable change in the mood and confidence in US- China relations after tumult in 2016-2020 and uncertainty in previous administrations. Much credit goes to president Biden and Jake Sullivan, Anthony Blinken, and also to Wang Yi and Jinping in no way diminishing their own initiative, so that for the first time in decades the US China relationship is now on a stable footing. Both countries faced common challenges around counter narcotics, around climate change, and other issues. These are being addressed. Competition is managed carefully and no rhetoric is taking place so that the largest two economies and about 1.7 billion in US and China and 2 billion people who are allies in India/Indonesia/Vietnam/ Korea/Japan living on the same planet earth can have economic and other cooperation  with different cultures, economic structures and systems of government. The result of such a framework also gives the basis for cooperation with America's allies to invest in Africa and Latin America and in the people of these two continents as another level of alignment and investment for a safer better world. ...

Prime minister Abe of Japan and President Jinping of China meet for 25 minutes on the sidelines of the Asia Africa Summit in Indonesia, on April 21, 2015. In a sign of thawing in relations both sides take an active interest in improving relations. This is the 60th anniversary of the Bandung conference in Indonesia, and Japan restated its pledge during the 1955 meeting of Asian and African leaders to not use force in territorial disputes. Abe said he had "deep remorse" for Japan's role in World War II. Xi Jinping's speech covered China's effort to build the "Silk Road" infrastructure projects in Asia and Africa, and said the AIIB bank was seen positively by the international community. Jinping emphasized the joint responsibility of both countries for peaceful development and regional stability. Abe suggested that a communications system for emergencies be established between the two countries and a defense dialogue be setup.

China's new foreign policy team under the Jinping-Keqiang administration. Foreign minister Yang Jiechi, becomes state councilor, and senior official on the team. The new foreign minister Wang Yi, was China's ambassador to Japan 2004-2007. The new ambassador to the U.S. is Cui Tiankai, a diplomat who graduated from the Johns Hopkins School of Advanced International Studies in the U.S. Cui was ambassador to Japan 2007-2009. Managing the China-Japan and China-U.S. relationships is critical for China because China depends on U.S. and Japanese companies for investment and new technology, for continued economic progress. The relationship has been affected by the territorial disputes with Japan in the East China Sea. Germany as an advanced technology manufacturer and commodity exporters Australia, Canada, Argentina and Brazil depend on the Chinese market for exports, creating an interwoven economic dynamic that is likely to be the dominant factor in relations. This is also the perception of Li Keqiang who told a press conference in Beijing that the competition with the U.S. has been overemphasized, that he "does not believe conflicts between great powers are inevitable." Foreign affairs remains subordinate to domestic policy and priorities in China, as China tackles the problem of reorienting its economy to give an important place to the private sector and consumers. Itself not an easy task, as prime minister Keqiang pointed out at his first press conference: "Talking the talk is not as good as walking the walk." One of Keqiang's main allies in this effort is Robert Zoellick, former president of the World Bank, who helped put together with China's DRC, the report "China: 2030," outlining these priorities....

The NYT covers the GAESA tourism enterprise of Cuba (that operates independent of the government of Cuba) that overinvested in Tourism at the expense of agriculture industry and infrastructure during the Obama administration, leading to collapse with Trump's 2014 embargo on Cuba. GAESA controls about 50% of Cuba's economy, run by military and people from Castro's family.  That left 121 hotels built in the boom years of tourism at 30 percent occupancy. The Iberostar high rise hotel is one of these hotels that rises over dilapidated housing in Havana, the Cuban capital. The investment in tourism by the GAESA enterprise that runs about 50% of the Cuban economy is 13 times what is spent on healthcare and education, says the NYT. The Castro family, Raul Castro family, runs this business venture that was started when the Soviet Union as sponsor of Cuba had collapsed by 1991. The NYT says this 'devolved' the ideas and promise of the revolution. "Devolved?" What kind of word to describe a complete loss of faith, and enormous failure with severe hardship for the Cuban people? It means the whole idea of communism or Marxist revolution has been proven false, even as it survives in Mexico and parts of Latin America. One can be against the Batista regime- similarly against corrupt regimes in Latin America or Asia- that ruled Cuba before the Castro Cuban revolution and still look for better choices and alternatives than what Castro came up with as an answer to Cuba's needs. Much of Latin America is suffering from the same problems of dictatorships and turning to Marxist alternatives - particularly the alternative put forward by Castro in Cuba- that has also destroyed the Venezuelan economy with Chavez's turn to Castro's Cuban revolutionary slogans and ideology. That came up with temporary solutions for the poorer sections of society, yet failed badly for all sections of society in the long term. How else can one explain one fourth of Venezuela's population and about the same of Cuba's leaving the country, some of those who left the critical human capital that would form the core of the human input to combine with capital and technology for advancing the economy. If Cuba were like the Dominican Republic or other parts of the Caribbean to depend on tourism for its national income then would it not be better to have friendly relations with the US, the main source of tourism revenue. The Obama administration was only holding up a failed idea by holding out a helping hand to tourism in Cuba knowing full well that a change to a Republican administration would simply lead to heavy investments in tourism at the neglect of infrastructure, public services and the economy, of health and education, to become large economic losses. This is what has happened.  As China and India have proven and are proving there are no magical ways to economic development- the same route that was traveled by the nations of Northern and Western Europe with scientific advances, technological advances, have to be taken, the same route that was traveled by the US in its industrial revolution and building of infrastructure, that same route has to be taken by all nations. It does not have to take a time period of centuries as in Europe. The US accomplished it faster with new technologies and vast human and natural resources over 100 years, Japan in 50 years, China in 30 years. India in 25 years ongoing. There is room for intelligent solutions to problems, for speed and tapping into new technologies, yet the same inputs of land, labour, capital and technology have to be put together for development. For states or regions, cities, within China and India, the same inputs, the same access to foreign investment and new technologies is the only route to rapid development. Long range plans are set in motion, decades of stable efficient, clean governance is put in place, and alliances are built with the nations of Europe and with the US. This road is traversed though hard work as Japan and China have done, and India today is thoroughly engaged in. ...

This improves joint military training and quick support in a crisis. Earlier in November Japan and Australia joined India and U.S. in joint naval exercizes after the 4 foreign ministers met in Tokyo. Small islands in the East China Sea controlled by Japan have seen more frequent patrols by Chinese Coast Guard. China claims these islands. Genron NPO shows almost 90% of Japanese people now have a negative view of China. Australia has acted on concerns of domestic interference by China. He repeatedly calls for Japanese to be humble about the past. Previous statements by persons seen to be close to the government, including the head of NHK broadcaster, were interpreted negatively in S. Korea, China and the U.S. as needlessly escalating tensions in the region. China and S. Korea responded with a public relations campaign of their own to present what happened in the prewar period. S. The meeting planned between Xi and Biden is important for stable US China relations after the Trump administration angry rhetoric, the Covid pandemic, and when imbalances in the poorly managed trade relationship with the entire supply chain shifted to China with millions of its American jobs has shaken working class communities in the US. China's and Xi's views on Hong Kong and Taiwan have also affected the relations. After the Ukraine war this will be the first meeting between the two leaders, and follows a visit by German chancellor Scholz to Beijing. Under Bush America appeared to be distracted by middle east wars, under Obama and Trump America appeared weak or angry but not resolute. Under Biden America appears resolute and sure of itself. This makes a difference for US China relations. Following the Ukraine war both the US and Germany, and China, appear to have grasped the dangers of nuclear threats such as were made in recent weeks. India has also shown its serious concerns about wars for territorial gains, and the world community of nations has expressed this through the words and actions of UN Secretary General Antonio Guterres speaking for Europe, and the rest of the world.  Under Biden America seeks decent Competition with China and not conflict, and this is in the interest of both countries and of all the countries in the world. Neither China or America represent the largest share of the world's peoples, and in a world of advanced technologies other regions such as India, Europe, South East Asia and Japan, have just as great a determination and influence to seek a mutually beneficial peaceful coexistence in the interests of all the peoples of the world including the continents of Africa and Latin America. ...

The LDP's landslide victory in the Dec. 2012 elections is not seen as a mandate for Shinzo Abe, the new LDP prime minister. Abe acknowledged this when he said: "We recognize that this was not a restoration of confidence in the Liberal Democratic Party, but a rejection of three years of incompetent rule by the Democratic Party." The LDP won 294 seats compared to the 308 seats won in the landslide win by the Democratic Party of Japan three years ago. Abe campaigned on a stronger stance in Japan's disputes with China. Yet he is committed to maintaining relations with China, a key trading partner. On China Abe says: "Our goal is to stop China from making these challenges, but we do not intend to allow an overall worsening in relations." Osaka Mayor Hashimoto's Japan Restoration Party was expected to do well but his campaign lost momentum after joining with Shintaro Ishihara, a nationalist politician. The Tomorrow Party which campaigned on the nuclear issue and anti-nuclear sentiment petered out after voters sensed the impact of electrical shortages and prices. The LDP is pro-nuclear and plans to reverse some of the anti-nuclear steps taken by the DPJ. The Democratic Party of Japan gained only 57 seats, and the former DPJ prime minister during the earthquake and tsunami, Naoto Kan, lost his parliamentary seat. Just as the PRI, a party that held a long monopoly of power was returned to power in Mexico in 2012, the LDP is returning to power, but very dependent on voters aspirations for good governance and its performance in office....

Foreign policy of DJT Administration in 2025- asserting US interests, reviving the Monroe Doctrine for US policy in the western hemisphere, and rapprochement with Russia, China, Japan, EU, in international trade after tariffs against unfair trade. Mead says this has improved the US standing in world affairs and also has helped other nations in the world achieve their interests in their region. EU takes on a larger role in Ukraine freeing the US to assert itself in a much needed way to protect its borders and remove threat of drug and fentanyl trafficking from Venezuela and Mexico. Russia accepted as a Northern European power and NATO is pulled back as it should have been after the Soviet Union collapsed,  (it gets the "respect" it needs from the US so that it relinquishes efforts to disturb the peace in Latin America and the Middle East). It also frees up the US from other entanglements so that it can concentrate on both competition with China and negotiating win-win solutions on trade with China. US relations with Japan and South Korea are improved and both nations are taking a bigger role in their region with other partners India and Australia -so that the US frees up resources for tackling domestic and foreign problems that ensure US regains its position as a powerhouse for manufacturing, industry and world class infrastructure in the next decades to 2050. That is the surest way to a safer, better world for Latin America, Europe, Asia and Africa. ...

It is shocking to see the virtual lack of cultural or other people to people contacts between the two largest regions in Asia, and most populous regions in the world, India and China. There appears to be a near total lack of understanding on both sides at the university and government level of the importance of setting up these contacts, so that misperceptions do not exist on either side and better relations can be built using such contacts. Rana Mitter, a expert on Modern China at Oxford University, says in an interview in the Times of India, that India and the 1962 conflict occupy less attention in the Chinese mind because other issues such as the relations with the U.S., ASEAN and Japan, take up more space. Mitter says India should emphasize its pluralism, democracy, and peaceful engagement in its external relations.  Mitter puts less emphasis on the 50 day standoff between India and China on the border at Doklam, Bhutan region, when he responds to a question about the risks of a conflict. He points to a bigger problem that affects relations between the two countries- the lack of exchanges that bring Chinese students, faculty, and government personnel to India, the difficulty of obtaining visas. This lack of cultural exchanges between the two countries is a major issue, considering also that trade and business exchanges are taking place and growing during this lack of cultural exchanges.  As a result it appears that business and economic relations guide the China-India relationship today, with people in China's key ministries and government, in universities and local government, lacking an understanding of India. Mitter makes this clear that cultural exchanges need to be established. Even a search for China- India dialogue brings up little information with a location in Beijing but none in India. It is mind boggling that the relations between the two most populous regions in the world are based on a huge lack of contacts and exchanges that would improve perceptions and understanding.  Britain's effort offers a model to follow as Tsinghua University in Beijing, as part of China's C9, has set up cultural exchanges with British universities in the ongoing cultural exchanges between Britain and China. ...

It is not clear how China's president Jinping's support for the idea of "China Dream," -of China as a world power on a level with the U.S.- should be interpreted. China will increase its defense budget and continue its efforts to be the dominant power in its region, even as the U.S. and Japan begin to build closer ties in the Pacific. Is it simply a new assertiveness for its rights in relation to territorial disputes with Japan, and a continuation of a policy of peaceful development of earlier leaders. The move could also be an effort to build close ties with the military as the new leadership of Jinping-Keqiang prepares to make major changes in the economy. A speech in Dec. 2012 to Communist party officials in Guangdong province by Jinping, on how the lack of unity with the military led to the collapse of the Soviet Union under Gorbachev, could throw light on the thinking. In a few days an old party was gone, as he put it. This also follows the Bo Xilai episode which involved contacts with the military and the risks of division in the military and political leadership....

As deflation takes hold in China, the lessons of US relations with China that were handled by business to maximize profits that caused climate change and destroyed the environment, and caused deindustrialization in the US show the need for a wiser approach on both sides. Consumer prices in China declined 0.8 of percentage point in January over previous year. People in Hong Kong cross the border to shop in city of Shenzen for lower priced goods. These are the first signs of deflation in China. This is the beginning of a repeat of Japan's experience of the last three decades. Rapid growth followed by unsustainable growth after 2000 in China created problems for the environment and climate change because the growth was compressed into a few years and China's size. The experience of Japan's growth in the 1980's was repeated but this time on a scale that reflects China's population of 1.4 billion people compared to 125 million for Japan. The result many American factories unable to compete with lower costs in China closed in 2000-2015 leading to a general decline in towns and communities across the US destroying livelihoods. The effect is magnified as the support services jobs and wages that go with factory jobs magnifies the effect on jobs by a factor of three or four. The result is a situation that did not have to happen this way hurting both the climate and supply chains, hurting both America and China as business interests in both countries made short sighted decisions. As America diversifies from concentration of supply chain in China, into India and Vietnam, the process needs to be such that it benefits both the American and Indian people not be allowed to be left to business alone to determine as happened with China. This is one of the lessons of this period. ...

India's External Affairs Minister S Jaishankar, who has decades of experience in foreign affairs and relations with China, says in his personal observation the border stand-off with China has "significantly impacted" public sentiment in India. Recalling the tense period after 1962 from memories as a child and a young person, he sees some of these memories coming back. This is a real danger for China says Jaishankar, as it will dissipate the carefully developed goodwill in India. Jaishankar was not only the longest serving Indian ambassador to China but also one who set up cultural contacts in 30 cities for Indian culture in China during the period 2010- 2013. Earlier during 1996-2000 he was Deputy Chief of Mission in Tokyo, Japan, and is married to Kyoko who is from Japan. His relationship with East Asian countries is a rare asset in India's foreign service. In Jaishankar's words- "We are being tested. This Economist article looks at India-China relations and the Wuhan Summit between prime minister Modi and president Xi Jinping. It sees India's reluctance to follow a containment strategy in an historical light from the period in which India followed a non-alignment policy in the early post independence period under prime minister Nehru. During the period of the Eisenhower administration with Secretary of State John Foster Dulles India adhered to a strict nonalignment policy avoiding choosing sides in the Cold War. As a result U.S. policy tilted towards Pakistan during the Eisenhower administration. A balance was restored under president Kennedy, with Adlai Stevenson a close friend of India.  The short Sino-Indian war of 1962 led to a situation in which the U.S. backed India and improvement of relations. A semblance of non-alignment in foreign relations continued under Nehru's daughter Indira Gandhi. By 1990 with the opening of the Indian economy to foreign investment, the collapse of the Soviet Union, and the integration of China into the global economy, a new period of good bilateral relations with the U.S. and Europe was maintained. In 2017 the potential for a conflict in Doklam, Bhutan revived fears from 1962 in India. In 2018 After the U.S. administration of Donald Trump and Trade Representative Lighthizer imposed trade tariffs on China and restrictions on export of advanced technologies China pursued a policy of conciliatory relations with India. China's relations also improved with Japan and South Korea as the U.S. policy was unanticipated and seen as a significant change that would seriously affect China's economy. India's response was to pursue a policy of good relations with China and the U.S., even as the economies of the U.S. and India were drawn closer in India's pursuit of modernization.  ...
