India has realized that without storage simply adding more renewable capacity will pose problems for grid managers. India will add 60 gigawatts of fresh coal powered base load capacity in addition to 21 gigawatts under construction to tackle the problem of intermittency. It points out the need for better international coordination if climate change goals set at COP26 are to be achieved. The report calls for a breakthrough by addressing the international "collaboration gap."

IRENA makes 25 recommendations to be discussed at ministerial meetings. It also says that 85 million new jobs could be created in renewable energy worldwide by 2030 compared to 2019, offsetting the loss of 12 million jobs, creating a huge jobs opportunity with action on renewable energy.
