He was persuaded to join as the new legislation provides for support for transmission lines and other investment during a transition period so that it does not affect the economy in his state. The transition period is now accepted as Europe now looks at gas and coal as a temporary resource following the cutoff of Russian supplies and the US will be shipping more LNG to Europe during this period. The vote for this legislation is planned under reconciliation so that the vice president MS. Harris can cast the deciding vote for Democrats in a 50-50 split Senate. Republicans oppose the legislation. Manchin now says it will reduce inflation. Briefly it will give $7500 to every buyer of an electric vehicle EV, and $4000 for a used EV. It would give rebates for heat pumps that increase home energy efficiency. Billions of dollars would be spent for clean energy industries, and for solar, wind, geothermal, other renewable energy projects. Democrats want to get the legislation through the Senate quickly by next week, and so secret were Schumer's negotiations that most Democrats did not know about it. Coming on the heels of the $280 billion CHIPS and Science bill for $280 billion investment in US semiconductor industry, this will be a big win for president Biden and shows the persistence and patience of Mr. Biden is paying off.   ...

The first proposal that led to the strike at Boeing offered workers only 27%. The new proposal offer 43% over 4 years. As this increase is over 4 years some of the wage increase is dissipated by inflation over that period. For 33,000 workers at Boeing it represented a fair settlement that would also help the company rebuild its finances, and it was approved by 59% of the workers voting at the International Association of Machinists and Aerospace Workers. Workers are back to work by November 12. Workers were upset about a deal 10 years back that let Boeing freeze a pension plan that guaranteed monthly retirement payouts. Boeing lost $6.1 billion in the 3rd quarter 2024 and raised $21 billion by selling shares to investors to strengthen its financial position. Quality control was a major issue, a series of financial industry professionals failed to understand the production assembly line processes. Julie Su, Labor Secretary facilitated the discussions. President Biden said “Good contracts benefit workers, businesses and consumers." The deal includes a $12,000 ratification bonus, compared to $3000 bonus in the initial offer. And it calls for improved retirement benefits, commitment by Boeing to build its next commercial airplane in the Seattle region.   ...

The US Saudi Strategic Alliance is modeled on the US Japan Treaty and commits US to defend the Saudi kingdom. A draft of the treaty is being negotiated. Coupled with this is the opportunity for Biden and Blinken to give Israel an opportunity it never enjoyed for most of its life as a free nation since 1948 to have peace with its Arab neighbors. It is even possible that the prospect of this happening without a settlement for Palestinian statehood that would leave things in Gaza and Palestine at status quo that propelled the sudden attack on Israel. Biden and Blinken want to do the Saudi deal with a new element of getting Palestinian statehood on a basis of respect for dignity of people and of economic independent country which would put to rest decades of Arab neighbor disapproval of Israel. This is both a new vision of West Asia, what we call the Middle East, and an opportunity to focus and also cope with on Asia with the rise of China, India, as the two largest economies with EU and US in the world. ...

Safety checks at Norfolk Southern are the subject of this report in the WSJ. The derailment of a freight train leading to spill of toxic chemicals in Ohio on Feb 3, 2023, led to concern about the safety practices at American railroads in the efforts to cut costs. The National Transportation Safety Board has opened a probe into the safety culture and practices of Norfolk Southern. One practice called PSR or precison scheduled railroading has been used by railroads in America to cut costs. This means fewer employees, longer freight trains as long as 3 miles, and fewer locomotives. The result is that employees count went down from 159,000 in 2011 to 115,000 in 2021 a drop of 28% even when freight dropped by 11%. This increased profits resulting in higher dividends and stock buybacks, with a heavier workload and less time off  even for sick days until a threatened strike. President Biden intervened to set a new pay and work deal and an element of fairness for workers. ...

How seriously are the Border Crossing encounters with migrants being taken by the Biden administration compared to the Trump administration, or earlier administrations Republican and Democrats. Pew Research Center provides these 7 charts and other data. In 2021 border crossing encounters with migrants were shown as 1.6 million. Of this 27% were repeat crossings a number much lower in previous years. It had fallen to just 400,000 in 2020 as the policy of expulsion put in place by the Trump administration was continued by the Biden administration. In 2019 the border crossing encounters with migrants after three years of the Border Wall construction under president Trump were 851,000. The Biden adminstration in 2021 had 52% expulsions compared to Trump administration 66% in April 2020 after invoking public health Title 42 which Biden continued. About 33% said the Trump administration was doing a good or somewhat good job in 2019 compared to 29% for Biden in 2021. But a much lower percentage of Republicans were saying Trump was doing a bad job than the 56% of Democrats saying that for Biden today. The previous surge in 2021 was mainly from Guatemala and Central America. The current surge is from about 400,000 migrants from Venezuela where expulsion does not work as well because the US has cut off relations with the government of Mr. Maduro in Venezuela, There are 7.1 million refugees from that country in Latin America. The Trump administration would have faced similar problems with the Venezuelan surge that the Biden administration is facing. The largest jump in 2021 is in Yuma Arizona 12 fold, two fold in Tucson and San Diego, three fold in El Paso, the Del Rio and Rio Grande up 5 times.    ...

WSJ looks at the 75 years of the US Saudi Arabia relationship that started when US president Franklin Delano Roosevelt met Saudi king Ibn Saud at Bitter Creek, Egypt, on a US Navy destroyer ship in 1945. It has gone through many phases over this period and mainly involved the Saudi kingdom maintaining its supply of oil to the US and Western Europe. This relationship went through an oil embargo during tense periods of Israeli Palestine conflict as in 1983 with an oil embargo that pushed up oil prices. What is different this time is the situation in Yemen where Iranian supported Houthi rebels near the border with Saudi Arabia are engaged in a conflict with the Saudis. Democratic administrations under first Obama and Biden today support reaching a deal with Iran on nuclear weapons development and limit US military support for the war in Yemen. The Saudis for their part are not keen on a regional war and turned down efforts by president Trump to respond to attacks from Yemen. Mr. Biden's envoy has arranged for a deal to reduce tensions between the Houthis in Yemen and Saudis. The diplomatic impasse in relations stems from the Kashoggi incident and president Biden's concern for the human rights situation in Saudi Arabia. Other factors making relations difficult are the economic interests of the two countries diverging. The relationship Roosevelt started in 1945 has changed in its fundamental character. Oil supplies for imports into the US is no longer a factor for the US which was the original interest of president Roosevelt in Saudi Arabia. This changed by 2015 as the US fracking industry enabled US to become self sufficient in oil and able to supply LNG to western Europe. Instead of the US Saudi oil now goes to China. Russian oil also goes to China as its industry expanded with American investment. This has led to a new Saudi relationship with China which has changed the dynamic of the American Saudi relationship. Some of the new aspects of this can also be seen in Saudi relationship with South Asia. Saudi ties have increased with India and India in 2021 was the first country to provide vaccine supplies to Saudi Arabia. Saudis, Qatar, United Arab Emirates are building relationships with India as a close neighbor in the region. Relationships are in some ways improving in the Asian region compared to the period when oil was simply exchanged as a commodity for defense supplies from the US without regard to cultural, educational and other changes in Saudi society. In a sense US and Western Europe paid little attention to the huge democracy of over 1 billion people right in the middle of Asia and followed policies that led to major investments in China and little or no investment in India, and without realizing it followed a policy that the British had pursued in the British Empire of treating different communities and religions as separate as opposed to one community of people in South Asia that were engaged in modernizing, building infrastructure and changing centuries old ways of living. The British Empire was sustained by this kind of thinking, and as long as Indians were complacent and lacked the will to make their aspirations for a better life and infrastructure for modernization this kind of thinking prevailed. The economic crises in Asia have reinforced the idea that there is one community entirely focused on development and modernization in South Asia. The people in South Asia care most about the cost of living and the infrastructure and services for the quality of life they live and their children can aspire for- same in European Union that chose the Greens and chancellor Scholz, and same in the US that chose president Biden to invest infrastructure and people, the same in China and the same in India and the rest of Asia. This is the situation that the US and Britain, and the European Union are now beginning to learn and adapt to that is a constructive aspect of these changes to rebuild the connections and supply chains that were sorely neglected before now. ...

U.S. Trade Representative Robert Lighthizer was the negotiator who tackled Japan's huge trade surplus in the eighties under president Reagan. In 1985 he was the Deputy Trade Representative under Reagan. He negotiating a trade deal with China that includes U.S. tariffs on Chinese products. Here he tells the incoming Biden administration that the tariffs were a good idea in the American interest, and should remain in place till China reduces the huge trade surplus with the U.S. Lighthizer says "we want a China policy that thinks about the geopolitical competition between the United States and an adversary- an economic adversary." As this report says the cleavage with China has widened since then with the the virus that started in Wuhan, China, then spread to the U.S., killing more than 387,000 Americans and with 23 million people affected by the virus. Lighthizer has serious questions about the approach of the Biden team to seek consultations with allies in Europe and Asia. With his long experience  he is one of the very few who understand how things work. He says the U.S. started dialogues in the 90's. Nothing happened. "All of them were just a waste of time," says Lighthizer. Other countries could slow or veto U.S. actions. This is why the new incoming administration needs to show it has learned from history. In the trade negotiations with Japan the approach taken by Lighthizer worked. The U.S. can only not listen to his advice at its peril. ...

The former president says something that has never happened in the last hundred years- policy will be decided after the election depending on what he decides to do. Cost of Living action is No 1 on voter priorities. "Drill, Baby Drill," is the whole Republican party platform for cost of living action. What is the Harris Democrats policy plan for cost of living action? WSJ says it is spending blowouts that caused inflation, the Green New Deal, entitlement expansions and student loan forgiveness.The real reason for the increase in cost of living comes from the overconcentration of supply chain by American business in China, on which every president Bush, Obama, Trump, did little or nothing. The lack of an effective vaccination program and ineffective vaccines in China by 2021 and 2022 led to the loss of the supplies from China leading to shortages for automobiles parts and other supplies and surge in prices in 2021-2023. Powell and the US central bank correctly raised rates but cautiously and waited for this to correct, president Biden brought manufacturing home through huge investments called the "spending blowout" that brought down the inflation from 9% to 3%. Some of that "spending blowout" went to chips and science to correct the errors of American Business and Reagan-Friedman theory of the Republican party that created this problem with a culture of utter  indifference to the ultimate costs of who makes what and where. The Inflation Reduction Act also tackled higher health and other costs paid by American workers and families, and invested in public services and in repairing the dilapidated crumbling American infrastructure. Are Republicans saying let the roads, bridges, airports, built in the 1940-1960's heyday of American industrialization as China and India's is now, let them crumble? What do the educated minds of the WSJ Board say about coal in China and India and their effects on their massive use multiple times that of US and EU in history, is it not damaging to the environment and why the Chinese realized the health in North China with coal winter use was worse than in South China cut their coal use. Are they saying lets burn fossil fuels and ignore, and if investment has to be made in solar who is going to do it? Is it Ok for Republicans thet we just import from China all our solar panels indefinitely into the future. "Green New Deal" is just a perjorative term, policy has to be made thoughtfully and without prejudice or bias of any sort for the best that we can do for the American people, ignoring so called "right" or "left." The needs of AI where the energy to power a city the size of Manhattan is needed leaves America short of meeting such supply with renewable solar, wind and natural gas. Nuclear had become dormant as the cost of natural gas and solar produced energy declined. With increasing need for clean energy the Biden administration considered reviving nuclear energy and included funds for this in its legislation.  In the last year Constellation which owns the Three Mile Plant in decommissioning status changed its plans under CEO Dominguez after attending AI meetings realizing that this was an opportunity. Dominguez had research done to match energy projects in the US with the demand including AI data centers to be convinced it made sense to invest, and meetings with Governor Shapiro. It is moving forward with $1.6 billion investment after a deal with Microsoft for energy from Three Mile Nuclear plant, delivery in 2028, at $115 per megawatt hour. It costs $142 per megawatt hour for new nuclear energy construction.  State and federal regulatory approvals are needed, and the risk of underestimating the cost of restoring nuclear at decommissioned plants are high. ...

Prime minister Modi's visit to the US comes at a time when US president Biden is eager to show the US is fully engaged in the Indo-Pacific region with its allies in the Quad 4 countries- Australia, Japan and India. The recently announced Aukus defense agreement brought together 2 members of the Quad 4 the US and Australia, plus the UK. Aukus is designed to strengthen US presence as a naval power in the Indo-Pacific region in the Indian and Pacific oceans around India, Southeast Asia, China, and across the Pacific. After a futile engagement in Afghanistan the US is reorganizing its presence where it is strongest- in the oceans. In a way that Britain once did in the eighteenth and nineteenth century, the US is dominant in the high seas. US naval power far exceeds that of all navies in the world combined. This is meant to reassure India, Bangladesh, Sri Lanka, Thailand, Malaysia, Indonesia, Philippines, Vietnam, Australia and Japan, which together have close to twice the population of China, that the US has not diminished its presence in any way from that it had in the 1950's following the Second World War. With this new framework India enters discussions that will focus on health to deal with the pandemic and its after effects, with security and rule of law in the Indo-Pacific region, with trade, technology, new supply chain manufacturing structure in which India plays a key role. With this new focus and clearing past engagements made by other US  presidents, including some mistaken policies, the US emerges as a new force in the Indian ocean, China seas and Pacific ocean region.  On September 23 Modi meets Tim Cook for what could be new supply chain arrangements that Apple could be preparing as it and other US corporations build new supply chain structures to rebuild US manufacturing technologies capabilities that were lost to China over the period 2000-2020. During that period manufacturing technology knowhow was shifted out of the US in a mistaken policy that assumed design and invention were sufficient for the US to keep. The first step in this direction was a change of CEO's at Intel Corp with US president Biden pushing for new US technology reclaiming policy. Following that the new CEO at Intel Corp, Patrick Gelsinger, completely reassessed Intel's mistaken policies of ceding its entire semiconductor manufacturing technologies capabilities to Taiwan and China. Intel made a U turn and is now investing all or most of $50 billion in the US instead of in China or Taiwan.  On September 24 Modi meets Mr Biden to discuss trade, investment, defense, and security. On the same day the leaders of Japan, Australia, Mr. Suga and Mr. Morrison join Modi and Biden for the Quad 4 talks. Indian infrastructure capabilities and Indian economic growth would be key goals to strengthen India along its land borders along Tibet occupied region and Himalayas as part of the overall effort to build a new US and allied presence in Asia.  On September 21 Modi attends a Covid Summit that will look at the way forward in the aftermath of the pandemic and ways to vaccinate the remaining unvaccinated population in the world, as well as vaccination passports.  ...

Both the Tories in Britain and the Democrats in the US were caught by surprise by the sudden surge after the pandemic of illegal migrations flows in 2023-2024 which dropped to all time lows in 2019-2021 with the covid lockdowns. Tories with factional infighting and Democrats falsely believing they were virtuous humane could not take effective decisive immediate action costing them the defeats in 2024. The size of the illegal migration problem to the UK was underestimated in 2023. Tory rhetoric alone failed to convince the British public. In the US Biden not confronting it head on also failed to reassure the American people as the US Border also meant destructive Mexico/China fentanyl flows. Even today the action proposed falls short and new US bipartisan legislation is needed to make it the law of the land, closing three decades of stealth in immigration policies. ONS now estimates that it missed 166,000 people. The real figure for the year ending June 2023 for net migration was 906,000 not 748,000 as previously estimated. In the year ending June 2024 this figure for net migration was 728,000. Labour party under Keir Starmer made setting up the new structures for tackling alarming rise in migration the top priority in 2024. That lesson was not learned in the US and the issue not confronted head on to win public confidence- the Biden support for Republican Senator Lankford's legislation on illegal migrants and the border came late in 2023 and the issue was left to fester for 2 years eroding public confidence. In the US the issue of illegal fentanyl flows at the US Border and from China makes the Border and China relations issues that required effective and immediate action overriding everything else. In the end Tories confusion and internal factions, other controversies, led to lack of vigilance and lack of effective action as net migration deceptively hit lows of 254,000, 111,000, and 254,000 in the pandemic years 2019, 2020, and 2021, only to surge tremendously to 634,000 and 906,00 in the years 2022 and 2023.  Labour's Starmer took action to make it No. 1 priority in the platform going into the 2024 election winning public confidence. A similar surge in migration happened in the US after a deceptive slowdown in the pandemic, compunded by Venezuela and central American states collapsing. ...

The structure of the deal that is coming up for a vote in Congress on August 1st, a day before the August 2 deadline. A deal put together mainly by Senate minority leader Mitch McConnell and Vice President Biden after other deals failed. It gives the government $400 billion immediately and another $500 billion in the fall for raising the debt ceiling. Another 1.2 trillion will be added in 2012. The entire burden for raising it falls on Obama. Obama will be able to get the debt ceiling raised without another long struggle before 2012 elections. On spending cuts- agency spending will be cut by $900 billion over the next 10 years. A new legislative committe will be set up to come up with $1.2 trillion in additional savings by the end of 2012. The mechanism that would force the committe to act or make sure spending cuts were taken if the committee failed, was set up as one in which the trigger is to force automatic across the board cuts. The automatic across the board cuts would be for $1.2 trillion to agency budgets for the next 10 years, and split this half and half between domestic programs and defence. Programs aiding the poor including Medicaid and Social Security would be exempted, but Medicare payments to providers could be touched. No new taxes are part of this deal....

The US sees no contradiction to India looking for bargain priced oil from Russia to meet the growing needs of its economy and is actually furthering the goals of the G-7 by lowering the price Russia gets for its oil. It helps the economy of 1.2 billion people that like the rest of the world has struggled to fight the pandemic and has incurred the kind of heath costs that even China is now struggling to pay for. President Biden clearly understands and supports this. Democracies an only succeed if they fulfill the aspirations of their people. On this point Biden made clear in his State of the Union that he will generate what it takes from large corporations that paid no tax, to invest in America. Rather than fuel the profits of large oil companies India has increasingly chosen to use Russian discounted oil to invest in India. The Biden and Modi policies are identical generate savings and invest big time in trillions of dollars over the next few years to put democracies ahead in meeting rising aspirations that have been unfulfilled for far too long, which is where the real battles are being fought and will be won, and rightly so. US Assistant Secretary of State for Energy Resources, Geoffrey Pyatt,  said during a visit to New Delhi on Feb. 16-17- "Our experts now assess that India right now is enjoying a discount of about USD 15 a barrel in the price that it is paying for its imports of Russian crude. So by acting in its own interest, by driving a hard bargain to get the lowest price possible, India is furthering the policy of our G7 coalition, our G7 plus partners in seeking to reduce Russian revenues."  Looking at the bigger picture the problem was created by Germany under Merkel who built Germany's over dependency on Russian oil to power a cheap fuel economy it thought was in Germany's interest. This is now being reversed by the hard work of Mr. Habeck of the Green party in the coalition government of Scholz in securing alternative supplies in record time for the EU to avoid a recession. In this sense the perception created early of India which has suffered itself from invasions in 1962 and incursions in the Himalayas more recently, it is not a problem India can solve by becoming energy short at a time when it has invested so much in fighting the pandemic. A similar problem was created by Republican and Democratic administrations of the past that concentrated the supply chain in one country. India lost much investment in the last 8 years as a result of the policies of Merkel's Germany and past Republican Democratic administrations in concentrating the supply chain in one country. ...

Asked about it yesterday January 16 DJT tells the press outside the White House after a meeting announcing his Great Healthcare Plan, it is a good thing that Canada has signed a trade deal with China. It reflects the new view not clearly understood or told in the press what US trade policy is about. US trade policy in 2026 is about bringing investment and jobs back to the US to rebuild communities and towns across 51 states- once destroyed by the foolish trade policies of the Bush-Clinton-Bush-Obama 3 destructive policy decades. Supplementing this with the investment favorable policy of instant depreciation for investments in plant and equipment in the Big Beautiful Bill of 2025. Using tariffs to level the playing field and ensure fairness in business practices by industries and nations towards America after over 3 decades all else has failed. All the time protecting Rural America, and communities and towns across the US devastated by outshoring. Using Tariffs to make certain that drug and migrant trafficking, and hostile unelected governments in the western Hemisphere cannot take place with direct and  indirect intervention in the western hemisphere by foreign powers. To do this with the Monroe Doctrine Corollary set by Teddy Rooosevelt in his Annual Message to Congress of 1905- "A great free people owes it to itself and to all mankind not to sink into helplessness before the powers of evil." Under such a policy Canada can pursue trade deals with China as the US has done. US Border Patrol has made 215,000 arrests in the Del Rio sector, the second busiest of the Border Patrol's nine southern sectors. Word had spread in community of Haitians looking for job opportunities that this was a safe place to cross.

The new policy after 2020 resulted in the fastest drop in longterm unemployment ever with black and hispanic unemployment reaching record lows by 2023. A first ever national eviction prevention policy led to 20% less evictions than prepandemic. Second Sperling says 650,000 jobs were lost by state and local governments in the three years after 2008 financial crisis. State and local budget cuts and mass layoffs seriously hit the economy. This time in after 2020 1.2 million jobs were added with the money in the Rescue Plan and lost jobs recovered in one third the time it took in 2008. Third state and local governments need to deal with the harm coming from the downturn and after 2008 the cupboard was empty. Whereas after 2008 only 154 cities and counties got help to tackle commericial blight, effects on communities, foreclosure and long term joblessness in 2020 Biden was able to send direct funding to all 20,000 local governments and 15,000 school districts. Much of the surge in migrants is a result of economic dislocation in Central American countries that only be tackled in other ways not at the border. This is why president Biden has achieved remarkable success in putting together legislation with support from key Republicans including McConnell for chips, science, infrastructure and other investment spending. There are no differences between Republican voters who voted for Trump and who voted against Trump when it comes to gender, age, they are evenly divided for gender and age. Difference is in education and suburban. Higher educated, suburban Republican voters acted to vote against Trump. This means says WSJ is that the Republican party has now effectively split up. Immigration is not as important to these Republicans who voted against Trump, foreign policy is also important which is not so for Trump voters. Ukraine matters for these voters who voted against Trump. Abortion also matters and the economy matters for these Republican voters who did not vote for Trump. In the backdrop of all this is the advisers who surround the president, the chief of whom may be Jake Sullivan, not just for foreign policy but also on issues such as immigration. Where Michael Shear of the NYT who has covered the White House for 30 years shows Jake Sullivan actively pushing to close down the asylum and parole avenues that are surging migrant flows, and to get Biden to close the US Mexico border under a bipartisan deal worked out by Lindsay Graham and Chuck Schumer in the US Senate. Sullivan, Michael Burns and other thoughtful, careful advisers are helping the Biden administration navigate the Israel Palestinian conflict and the Ukraine Russian conflict. The Middle East is what tripped Jimmy Carter with the Iran hostage crisis, leading to the Reagan period and Reagan economic culture that is unwinding today with huge gaps in incomes and educational opportunities that never existed before in the US. What also tripped Jimmy Carter was the split with the party that John Kennedy and LBJ built on the foundations of the FDR Truman period, and his handling of the Kennedys that effectively split the Democratic party.
