Brazil faces a debt crisis in 2015-2016. Between 2010 and 2015 foreign debt of local governments and Brazilian firms increased from $100 billion to $250 billion, and dollar debt in local currency from 210 billion reas to 655 billion reas, according to Bank of International Settlements data. State banking institutions BNDES and Caixa Economica Federal financed 35% of loans in 2010, by 2015 this increased to 55%. Subsidized loans at 5.5% by BNDES to firms make Brazilian banking a fiscal operation, requiring additional funding. Petrobras increased debt issuance enormously during this period, and now needs government support as its debt is now one notch above junk status. Interest payments on Brazil's debt is 6% of GDP in 2014. Public sector debt is 66% of GDP, and credit to the private sector is 55% of GDP up from 25% in 2005. It will take Brazil years to recover from a huge borrowing binge.

After segregation in housing and schools since the 1867 Lincoln Emancipation, particularly in the US Southern states, protests happened in the South led by Martin Luther King Jr. to change this. situation. Voting Rights Act 1965 signed by LBJ ensures right to vote for Black people in the South- it follows protests in Selma Alabama and LBJ's 1965 "We Shall Overcome" speech that followed Selma. The first Blacks elected to US Congress were from seats redrawn to give Andrew Young a seat in Atlanta, and Barbara Jordan one in Houston. In 1993 2 more seats were added. James Clyburn was given a seat in South Carolina- he was a key supporter for president Joe Biden. Others followed. Today in 2026 there are 62 Black Members of the US Congress. This is about 11.6% of the 435 seats in the House of Representatives and 100 seats in the Senate total of 535. As a percentage of the population Black people are 16.4%- or 56 million out of US population of 342 million. The Supreme Court is essentially saying it is time to pause this as enormous progress has been made 12% out of 16% already achieved in representation for black people in the US considering the other inequities in American society, the changes in culture and in technology, inequities in world trade and for rural America. In a 2013 5-4 decision Shelby vs Holder US Supreme Court  swing to this conclusion with Alito, Scalia and Thomas joined by Kennedy and Roberts. This already struck down the core of the Voting Rights Act as unconstituional. Roberts wirties in that decision- Our country has changed,” Chief Justice John G. Roberts Jr. wrote for the majority. “While any racial discrimination in voting is too much, Congress must ensure that the legislation it passes to remedy that problem speaks to current conditions.” Times have changed - in 2026 the Court reaffirms this. In Louisiana vs. Calais the Court voted 6-3, striking down the last aspects of the Voting Rights Act, because white voters in Louisiana objected to use of race to redraw districts. India's foreign exchange reserves reached an all time high of $545 billion in October 2022. By December this had dropped to $561 billion because of the central bank RBI's effort to maintain the value of the Indian currency in relation to the US dollar. This is at Rs 81 to the the dollar in Dec 2022. India' needs healthy foreign exchange reserves to finance imports for its industrialization and investment efforts to modernize the country. Inflation is also a priority to keep the cost of living at levels that provide affordability. This is at about 5% in Dec. 2022. Finance minister Sitharaman cited this as key achievements. Including large foreign investment inflows as part of changing the supply chain to include India as a manufacturing hub for the west. This sets the stage for long term growth.

Hillary Clinton's estate tax plan would increase the estate taxes on the largest estates from 40% today and her proposed 45% to the higher figure of 65% proposed by Senator Bernie Sanders. Compared to the current $5.45 million exemption only the first $3.5 million would be exempt from estate tax for individuals ($7 million for a married couple). The top rate of 65% would apply to individuals with over $500 million. Beyond $10 million a 50% rate, and beyond $50 million a 55% rate.

The latest proposal adds $260 billion over 10 years adequate to pay for simplified small business taxes, and for expanding child tax credit.  Over 10 years Clinton would increase taxes by $1.5 trillion to pay for expanded education assistance, paid family leave and other programs. She would increase federal revenue by 4% and have the burden fall on only a small portion of households.

Kevin Warsh was appointed by George W. Bush in 2006 as Fed governor. He was the youngest governor in Fed history at that time at age 35 years. His education is public schooling in California, a degree in public policy at Stanford and a law degree from Harvard. His term at the Fed was 2006 to 2011. During the financial crisis he gained experience, and after term at Fed was lecturer at Stanford Business School, and scholar at the Hoover Institution of Stanford University. Warsh was considered by DJT for the position of Fed chair but was considered to lack enough experience compared to Powell who was made Fed chairman. Atsuyoshi Koike of Japan's Rapidus co-developing with IBM new 2 nanometer chip for production in 2026, wafer by wafer in 15 days instead of in batches taking 50 days. Koike says he will charge a Shinkansen fee referring to the bullet trains in Japan. He sees the failure by Japan to join the US in co-producing chips as a mistake, ceding ground to Taiwan's TSMC and South Korea's Samsung. Japan's government supports Rapidus with $600 million in funding and anotehr $1.7 billion comes from Japanese companies Sony, NTT and others. By comparison TSMC will invest $56 billion to produce advanced chips in scale in 2026. Japan is step by step getting back into the chip business by making a joint effort with the US.
