Hillary Clinton's estate tax plan would increase the estate taxes on the largest estates from 40% today and her proposed 45% to the higher figure of 65% proposed by Senator Bernie Sanders. Compared to the current $5.45 million exemption only the first $3.5 million would be exempt from estate tax for individuals ($7 million for a married couple). The top rate of 65% would apply to individuals with over $500 million. Beyond $10 million a 50% rate, and beyond $50 million a 55% rate.

The latest proposal adds $260 billion over 10 years adequate to pay for simplified small business taxes, and for expanding child tax credit.  Over 10 years Clinton would increase taxes by $1.5 trillion to pay for expanded education assistance, paid family leave and other programs. She would increase federal revenue by 4% and have the burden fall on only a small portion of households.

Florida Governor Ron de Santis is critical of Mr. Alvin Bragg, the Manhattan District Attorney, for indictment of Mr. Trump. Yet he also says-"I don't know what goes into paying hush money to a porn star to secure silence over some type of alleged affair. I just can't speak to that." The Republican party for the most part sees the situation differently now.

This Washington Post article by Henry Farrell explains the implications of the 2016 EU ruling on Apple asking it to pay 13 billion euros in back taxes. Other countries in the European Union are upset that Ireland is taking away business and siphoning away tax revenues from their country, and giving most of it back to Apple. Normally the European Union Commission does not have authority over taxes in the member states. However considering the social and political implications at a time of deep recession and political upheaval in the EU and the U.S., the European Union Commission under Margarethe Vestager has seen it proper to look at arrangements in which companies come up with tax arrangements that deprive member states unfairly of tax revenues- revenues that could support social welfare and basic education, healthcare services at a time of painful cuts. A tax rate of .005% in 2013 for Apple is cited by Vestager as she points out that Apple's taxable profit does not correspond to economic reality, as most operations are conducted outside Ireland. Ireland is just on paper the tax location for EU operations. Vestager has thus come up with a legal approach based on Ireland's tax arrangements being a form of illegal state subsidy, which is not allowed under EU rules, and gives the EU Commission authority to require that it be reversed by paying the back taxes of 13 billion euros. Farrell answers the question why the U.S. Treasury is saying that Apple should not have to pay these taxes, as the U.S. also hopes to get some of these taxes at some future date with Apple repatriating profits to the U.S. under a still to be set tax arrangement. ...

Individual tax collections in the US have reached $2.6 trillion or 10.6% of the economy, the highest in its 109 year history. The surge is particularly strong in taxes outside paycheck withholding, with higher capital gains and business income tax. Short term capital gains are taxed at 41% up from 24%. Yet the huge increase is still a mystery. Higher inflation, government aid in the economy, and bringing forward income because of expectation of higher tax rates later are other factors cited in this report.

The WSJ provides a fact check of Trump statements on crime, debt, and taxes. Trump says he is looking at a new plan for taxes not the $10 trillion in tax cuts over 10 years reducing tax collection by 22%, but something about a third of the size. No details are available on the plan. WSJ disputes Trump's statement that the U.S. is "one of the highest taxed nations in the world." WSJ points out that the U.S. in 2014 for federal, state and local government taxes collected 26% of gross domestic product in taxes, compared to average of 34% for about 30 countries, according to OECD. Debt to GDP ratio is about 75% that is high, but because of low interest rates the budget deficit is less than 3% of GDP, which is close to the long run average. For this reason economists say the government should invest in infrastructure and R&D that supports long run economic growth. On crime the record is mixed with increase in Chicago, Los Angeles, and New York City, but decreases in Washington D.C. and Baltimore. Police shootings were 67 in 2016 compared to 62 in July 2015, and the high being 280 officers in 1974 when Nixon was President. Crime was an issue in the 1968 Republican National Convention during the Vietnam era protests, police shootings and terror incidents attracted attention in July 2016, yet the situation today is very different from the war protests of the Vietnam era. On terrorism fact checks by the NYT and in Lyrarc shows Clinton at State Department and Panetta at Defense Department taking hawkish stands only to hit a barrier from President Obama for taking action needed in Syria, Iraq and Libya. Panetta's new book calls for robust action where needed. A Clinton administration would take action with allies in the Middle East. Even Hollande and Obama who pulled the U.S. and France out of following up in the French-British Sarkozy-Cameron led intervention in Libya, have changed policy, with Obama calling it his biggest mistake. France under Hollande with the U.S. is now actively engaged in the Middle East, having changed policy. It is highly unlikely that a Trump led policy which alienates most allies in the Middle East- Iran, Iraq and Saudis- is likely to work better than a determined Clinton-Panetta led effort which has support of the local countries on the ground actually currently on both sides because of complexities of Middle Eastern politics.  On trade a new administration will still have to work with China, India, the European Union, and other countries, as global trade supply chains are not likely to evolve overnight. Lessons will have been learned by Clinton about the need to bring back jobs and ensure the strength of U.S. manufacturing. Economic and jobs growth will require prudence in strengthening U.S. manufacturing coupled with global cooperation, which a Trump administration that alienates trading partners without the possibility of making any serious immediate gains in jobs, is highly unlikely to do better.      ...

President Biden tells an audience of workers that he sees the world through the eyes of Scranton and the working people he grew up with, and through the eyes of workers like those in the audience. Some highlights from his speech- Biden is investing trillions of dollars in American infrastructure, manufacturing and advanced technology and at the same time cutting the deficit by 1.4 trillion dollars The Republican plan of spending cuts being voted in by the House of Representatives will according to Moody's lead to a loss of 780,000 jobs in the US. Greg Ip of the WSJ provides this exceptional report offering readers remarkable clarity on what the Republican Tax Law does- its high and low points.  High Points 1. It reduces the corporate tax rate to bring it in line with other advanced industrialized countries. The corporate tax rate in Germany and Japan is 30%, in the UK it is 19%. For 5 years businesses can write off capital equipment immediately instead of depreciating over a couple of years. This could boost investment and growth. 2.  The law takes aim at deductions that led to distortions. It limits the mortgage interest deduction, and caps the deduction for state and local taxes. This removes the incentive to pay more for homes that exacerbated the housing crisis in 2008. The Alternative Minimum Tax is largely removed. The Low Points 1. The biggest drawback is that lawmakers did not properly fund the tax cuts. Of the 10 costliest tax breaks nine were not touched, including employer health insurance, retirement savings, capital gains. Only the state and local taxes deduction was reduced. And a new tax deduction  was created, a 20% tax deduction for small business (proprietors and partnerships) paying taxes on their individual tax returns. Taxes on the wealthy or value added taxes, reducing tax breaks, is how other advanced industrialized countries paid for the corporate tax cuts, but did not happen here. Additional economic growth  to generate added tax revenues is the way Republicans in Congress say this is funded. Yet this is a questionable assumption as Britain reduced the corporate tax rate to 19% without seeing a surge in economic growth, as Greg Ip pointed out in an earlier WSJ article. At best the Joint Committee on Taxation estimates $500 billion over a decade in added revenues from added growth leaving $1 trillion to be added to the deficit. The WhartonPenn Budget Model (WPBM) estimates only $140 to $367 bill from the additional economic growth resulting in added tax revenues. Under this model only 0.03 to 0.08 percent added U.S. economic growth per year is expected from the Republican Tax Cuts. Such a situation would be bad  for the U.S. as the gradual improvement in Debt to GDP ratio to 78% following the financial crisis of 2008 would be sharply reversed taking the ratio to 97% by 2027. An unsustainable trajectory which will require tax increases in a few years and hurt investment in education, health and infrastructure into the future. This is what worries many experts most on both sides of the political spectrum today about what the Republican Congress has pushed through for a legislative "victory." This is why experts believe this is not serious tax reform and will require a new effort after 2019.   ...

The Wall Street Journal points out that about 3.92 million people in the U.S. reported income above 200,000 in 2009, and paid $434 billion in taxes. Of these people 90% are not millionaires. The overwhelming majority of the people affected by an increase in taxes on the middle class with incomes above $200,000 are not millionaires. The editorial asks a question about "fairness" for these Americans- who pay a large share of their income for higher university tution payments for kids- for whom the taxes can make a difference.

The yen is at 134 to the dollar in June 2022 having dropped by 22% in 2022. The US Fed is increasing rates while the Bank of Japan is keeping its low interest rate policy. Japan's inflation is at 2.5% compared to 8.6% in April 2022 for the US. The last time the central bank intervened to buy dollar was in 1998 with severe yen overvaluation which is not the case now. The yen's weakening means the parts Japan imports from its supply chain in Asia now cost much more.
