This article in The Lancet published in February 2018 throws much light on how the ban on gain of function research on virus was lifted -research that carries with it the danger of increasing transmission of virus if something unexpected happens in the manipulation of a virus. It was lifted in 2018 in the US by officials in the US Health Ministry, NIH and HHS. The Cambridge group of scientists and experts opposed lifting the ban on such dangerous research that could make the virus more contagious through manipulation. Epidemiologist Marc Lipsitch of Harvard School of Public Health wrote at the time that the lab research to create a more lethal strain of virus could lead to "an accidental pandemic" yet he was ignored. The public in America and in the world is unaware of how this created serious risks for public health in the world through the coronavirus.  Did US health officials lift the ban on such research without consulting other countries such as India, Brazil, France, Germany, Italy, and the EU on its ramifications. Were public health experts and the publics themselves in the US and around the world not drawn into the discussion of public health and the dangers that existed. Not only did officials in HHS and NIH restart the research by lifting the ban but also sent funds overseas for such research- was this a proper or thoughtful action considering the risks involved.  Is enhanced surveillance of virus- a dubious benefit from manipulation of a virus- something a few health officials can decide for the whole world in addition to the US. How are health officials in one or two countries responsible to the people in India, Brazil, Europe and the poorest populations in the world in the world in Africa, Latin America, and Asia, people who have suffered devastating consequences from transmissibility of the virus, including children and older people with health problems. India, Brazil, Italy, Spain, France, UK, and other countries worst hit by the coronavirus must ask serious questions about how they can protect their people if institutions in the US and international institutions are seen as failing to protect world public health. ...

Prodigous investments in AI data centers is crowding out investment in essential infrastructure that would cut the cost of living in the US. Such as investment in pharmaceuticals in the US, investment in automobiles and rare earth processing, in housing and schools would reduce cost of living by bringing down prices and provide huge human returns for every dollar spent in addition to larger profits over a long period. Shown here is the AI data center for Microsoft in Atlanta. Microsoft has invested $34 billion the first fiscal quarter of 2025 alone, with similar investments by Amazon, Tesla, Google, and others for $400 billion capital allocation in 2026. Investments are also being crowded out in the replacing of the aging infrastructure of the US  of roads, rail, subways systems, transport systems, bridges, airports and ports. Some of these investments such as in ports and logistics are needed to make America a manufacturing and exporting nation. Economists loved to talk about crowding out of investment by the private sector when the government spending was significantly higher as during and after World War II. Today there is little talk about the massive misallocation of capital in the US economy. Where public infrastructure is ravaged by time and mismanagement as in New York political trends are calling for free public transport  and supported grocery stores in NYC, when the root cause the overall picture of the Nation's spending in rebuilding America is ignored or unaddressed, which would get to the root cause of the cost of living and quality of life issues that concern all the people of this Nation. ...

On October 28 France reported 36,000 daily coronavirus cases. French president Macron announced a new lockdown starting October 30 that last till December 1.  Under this second lockdown people can leave home only to go to work, to go to school, to give assistance to loved ones, for essential shopping and for 1 hour of physical exercize. People will have to show documentation when leaving home. Travel between regions is banned. Bars and restaurants and nonessential businesses will be closed. Universities and higher education will be done online. Schools will remain open, essential businesses will remain open. Most public services will be open. Factories, farms and construction sites can continue to operate. There will be extensive economic support for business and people. Small businesses will have access to 10,000 euros per month of assistance, employees get short term work assistance, and people having trouble with rent receive assistance. About half of intensive care beds are now taken in France. And Macron said transferring patients to other regions will not be possible as the virus is everywhere. ...

Srinivasa Raghavan reviews 3 books in the Business Standard on Periyar, Kamaraj, and MGR. Brahmins are a caste in India that held sway under the British rule in Madras in the Madras Presidency and dominated the professions and local government. Madras presidency was named Tamilnadu after independence. Think of Brahmins like the Boston Brahmins as upper caste, and the Irish as another deprived caste the Vanniyars in Madras state.  Madras was a very caste conscious state Periyar led a movement of Self-Respect for the lower castes improving their social condition. Kamaraj was from the entrepreneurial Nader case and was part of Gandhiji's satyagraha in Tamilnadu in 1925, going on to lead the Indian National Congress Madras wing by 1940. Madras state was very poor in those days- with 80% of the population illiterate under British rule and with agriculture based extreme poverty. Kamaraj changed the face of Madras, adding schools and high schools, midday meals in schools, and set up industry with large public sector projects, brought dams and electricity to the state, between 1954 to 1963, 13 years of transformation, may be the biggest in India in the period 1950-1975. ...

Hundreds of thousands of American children are missing after the pandemic. Many are not accounted even when increase in home schooling and private schooling is considered. The Associated Press, Stanford University Big Local News Project and Prof. Dee of Stanford show in their study that 240,000 students in 21 states absence from school could not be explained. In 2023 missing students have become more of a budgeting problem to secure federal and state funds. The actual number of missing students is much higher as this study found that public school enrollment inthe US has fallen in the 2 school years 2019-2020, 2021-2022 by 710,000. Much remains to be done to locate these students so that they are not forgotten. Voice of America ran this story on its Learning English site. Like Jill Biden Gwen Walz is a teacher. Jill teaching community college and Gwen high school students. Minnesota governor Tim Walz is also a high school teacher. They met in Nebraska where Gwen taught English, and Tim taught social studies. Gwen told Minnesota Public Radio that they shared a classroom  with a divider right down the middle.In Minnesota they taught at the same school in Mankato. 

As part of prison reform she advocated educational opportunities to permanently alter lives. She has also been strong advocate for background checks and a red flag law to limit gun use. To get senators in Minnesota legislature to act she told them at a 2019 rally- “If they do not put it up for a vote, there are seven senators sitting in seats where Tim Walz won — and we are coming,”

German chancellor Merkel met with leaders of Germany's 16 federal states to come up with an exit plan for reopening the economy from the lockdown in phases. In the first phase shops with up to 800 square metres of space will reopen on April 20. Bookshops, libraries, car dealers, bicycle shops, and museums will open too. Larger retailers will wait till May 4 to reopen. On May 4 school children in primary school can attend school and teenagers can take exams. Germany has 133,000 infected cases, 3592 deaths. Merkel warned that the performance with coronavirus was "fragile and provisional success" and the need for social distancing measures. A ban on gatherings of more than 2 people from separate households will remain in place till May 1. The government will strongly recommend that face masks be worn in public and in shops, public transport. Mass events will be prohibited till September. Bars clubs and restaurants will remain closed at least till May 3, or beyond. ...

He is a former county commissioner and teacher's union organizer who called for a vast expansion of social programs and higher taxes. His opponent called for a crackdown on crime. So we need lobbyists and food producers and cola producers out of the schools. Here is an alarming fact- the current standards that govern whats served at all public and many private schools haven't been upsdated in 14 years. And the current standards don't even mention calories should be limited to 650-850 calories for lunch and 500-600 for breakfast. With the Institute of Medicine recommendations for more fruits and vegetables and healthy whole grain foods for school lunches comes cost its estimated that schools get $2.68 for the free lunches served to poor students, which cost $2.92 plus overhead and labor costs. The Obama administration is expected to add $1 billion but more is needed. Here s another place where money is needed at home that can be saved from expanding the war in South Asia-

Census data show that 41% of all Mexican Americans in New York city schools have dropped out of school. Of Mexican American immigrants ages 19-23 only 6% are enrolled in college. This becomes significant considering that Mexican Americans are the fastest growing large immigrant group in the city, numbering 183,200, up from 33,600 in 1990, according to Census figures. These figures are worse than that of the Mexican American population as a whole, because of higher rates of illegal immigration, lack of stability in households, parents holding multiple jobs and lacking knowledge of English or contact with the school. Many are not aware that illegal immigrants who graduate from high school in New York State or earn a G.E.D. are allowed to attend the state public university system and pay in-state tution.

President Macron abolishes the elite school ENA, Ecole Nationale d'Administration, which with the Sciences Po university functions as the training ground for people serving in the government. Macron graduated from the school in 2004. Many French leaders graduated from the ENA. Macron wants to replace it with Public Service Institute that draws people from different backgrounds after complaints about elitism in France's public and private sectors. Charles De Gaulle established ENA in 1945 to train French leaders after the failures of the Vichy regime in World War II. 

The French people now see no need for an elite institution today, as most of the country's leading universities are quite capable of training the engineers, scientists, and administrative leaders needed to run French companies and the French government, and could do better in bringing diverse backgrounds and abilities.

NYT covers Brandon Presley's effort to win the Governor's race in a Deep Southern state Mississippi. He plans expansion of Medicaid in a state with alarming health conditions. He hopes to revive rural hospitals. He approved raises for public school teachers of $5100 a year. He is conservative on social and cultural issues. In 2001 at age 24 he was elected mayor of a small town Nettleton with 1900 people in northeastern Mississippi. He was elected four times to represent northern Mississippi on the Public Services Commission.

During question time in the US Congress US Senator Rand Paul stated that the US money was used to fund research at the Wuhan Institute of Virology. A ban on gain of function research on virus was lifted by the US in 2018. Following the lifting of this ban which was strongly opposed by scientists at Cambridge, Massachusetts, research was conducted that many of these scientists considered dangerous and risky. This report in the BBC shows Dr. Anthony Fauci. director of the NIAID, the Institute for Allergy and Infectious Diseases responding to Dr. Rand Paul, Senator from Kentucky. Much of the discussion goes into definition of "gain of function research" and misses the broader implications. Scientists in Cambridge had warned early of the danger of doing research because of earlier mishaps such as the one involving anthrax research from accidents that are always a risk. Epidemiologist Marc Lipsitch of the Harvard Chan School of Public Health warned of just such an "accidental pandemic" in Three Questions, Three Answers in the January 2018 issue of the Harvard Chan School of Public Health journal. He stated that an "accidental pandemic" could result from the lifting of a ban on a risky kind of research favored by some virologist professionals. Most of the medical and scientific community in Cambridge fiercely opposed the lifting of the ban on what they saw as risky research with little benefit in 2018.    ...

A long overdue wage agreement gives pay raises to teachers and state employees in public sector. State employees will get 8% pay raise implemented over 33 months. By end of 2021 state employees would make at least additional 240 euros per month. The deal impacts 3.3 million people in Germany- 1 million state workers and 2.3 million civil servants and pensioners. Extra money was allocated for health care workers who receive additional 120 euros per month. Child care workers at daycares and teachers also get upto 105 euros additional per month on top of the raise.

There are severe shortages in schools, daycare centers, hospitals, and this helps to make the public sector more attractive for people to join. Making these professions more attractive was a dire need in Germany not tackled earlier.

As winter approaches pollution reaches dangerous levels in New Delhi causing a public health emergency. Millions of anti-pollution masks are now distributed at schools, colleges, hospitals and local markets. As the weather cools a thick haze from car emissions and coal power plants builds up over New Delhi making it hard to see. The cool weather appears to trap the pollutants in northern India against the Himalayan mountains creating a stifling haze. Construction dust and smoke from paddy crop burned in the Punjab adds to the problem. This year it is getting worse than ever. Pollution levels are about 20 times what is considered healthy by the WHO. The air quality index hit 494 on November 3, 2019. Some parts of the city hit 1000 on the index. Over 500 is considered dangerous and "hazardous" to health. The government of Delhi and the state and federal authorites have taken some action to close schools, ban work at construction sites, implemented odd even license plates rule for cars entering New Delhi. A survey shows about 40% of residents of New Delhi wanted to move to some other city, and 16% want to travel this time of the year to escape pollution. ...

!5,000 of the 25,000 coronavirus cases recorded in India on March 14, 2021 are in the state of Maharashtra, with the rest mostly in 6 other states, including Kerala. 

A team sent by the government in New Delhi to Maharashtra found the increase in cases in the state due to- "lack of fear of the disease," pandemic fatigue, missed cases, super spreading events from recent panchayat elections, marraiges, reopening of schools, and crowded public transport. The report  says that these factors are not unique to only Maharashtra and apply for other affected states also, including Kerala, Punjab, Karnataka.

It is no surprise what we see in the US today- the loss of the middle class, the unaffordability crisis for education, healthcare, childcare, and poor, broken infrastructure. Over 10 years the US trade deficit with China has led to loss of about 25 million jobs and $250 billion in taxes that support local infrastructure and public services. Where 20% of the people do 80% of the spending, 80% of the people only 20% of spending (Moody's Analytics). This is how the uneven trade led to the destruction of manufacturing centers and communities across the 51 states in America, devastating families and young people. This is no longer Washington's, Lincon's or FDR's land of opportunity. Each $1 billion in additional imports to the US costs 4252 jobs. (CPA) This can be read as how many jobs are being lost in the additional trade of goods when one side is exporting more than the other.  There are three levels of losses. There is also an indirect job loss in the number of jobs created by that one job in manufacturing to serve the needs of these factory families in communities. This can be estimated at 1 job that depends on 1 manufacturing job. Together this means 8500 jobs lost for every $1 billion of goods in a trade deficit. US trade deficit of $295 billion in 2024 with China translates into about 2.5 million jobs lost every year. Over 10 years this is about 20-25 million jobs, enough to decimate America's entire manufacturing capabilities and manufacturing infrastructure, whole communities and towns disappearing or suffering destruction across the country.  With the loss of these jobs comes a third cost, the taxes paid that maintain small town infrastructure and public services like libraries, schools and health centers where these factories are located. At $10,000 in taxes lost per job, for 8500 jobs lost per $1 billion in uneven trade there is a loss of $85 million.  For the $295 billion deficit the US has with China this loss adds up to $25 billion per year. Over 10 years this means taking out this much in local infrastructure and public services like libraries, schools and health centers worth $250 billion.  ...

Potential Treasury nominee Kevin Warsh is given the possible role at Treasury plus appointment as Fed chairman after 2026 when Jerome Powell retires. At 35 years Kevin Warsh was the youngest governor of the Federal Reserve, America's central bank, appointed in 2006 by George Bush. At the time his appointment was criticized for lack of experience- Warsh comes from upstate New York and went to school at Shaker School in Latham, then Stanford, in economics and a JD at Harvard, followed by 7 years at Morgan Stanley. He was executive secretary of the National Economic Council in 2002. During the bank financial crisis of 2009 the lack of macro regulation led to failure of investment banks. Warsh was able top save Morgan Stanley and he acted as an avenue of information from banks to the Fed.

Warsh left the Fed in 2011 and returned to public service in 2016 when Trump made his first run for president as an adviser to DJT.

Union Home minister, and then prime minister to succeed Jawaharlal Nehru in 1965, Lal Bahadur Shastri was the first Indian prime minister to take up the cause of Indian agriculture. It was under his leadership and with the kind help of U.S. president Lyndon Johnson that the Green Revolution was launched in India after periodic famines in northern India for many centuries of its history. 

As Transport Minister he introduced new rules for woman drivers and conductors in public buses and trains.

This story in The Hindu says he had to swim across the Ganges river with the books tied to his head to attend school. Shastri was known for his exceptional humility in public life.

Bernie Sanders launches his 2020 presidential campaign at Brooklyn College by sharing his personal story of parents who were immigrants from Germany during the Nazi period. His father made a living selling paint to hardware stores and the family struggled in the early years.  He tells students he lived only a short distance away growing up "in a three and half room rent controlled apartment, and going to quality public schools." Mr. Sanders is the top choice in the early primaries including New Hampshire, competing with former vice president Mr. Biden. His campaign raised $10 million in just two weeks at the beginning of the campaign. He is campaigning for Medicare for All, $15 minimum wage, tution free public college. With Mr. Corbyn leading the Labor party in Britain in a new direction, Mr. Sanders is leading the Democratic Party in a new direction, both supporting the pro-working class traditional policies of their parties for most of the twentieth century. ...

One of the changes in 2023 in Germany is the increasing acceptance of the use of the English language as Germany opens up to the world under the Scholz administration. Chancellor Scholz from Hamburg with its close ties to northern Europe and Britain, Foreign Minister Baerbock who studied at the London School of Economics, and Christian Lindner FDP leader from Bonn, use English as an alternative language to reach a broader audience. The Commission on Race and Ethnic Disparities in the UK in its report published on March 29, 2021, says Britain has become a more open society and that racial inequalities in education and employment have narrowed. Bangladeshi, Indian and African backgrounds children are performing better across eight GCSE's using scores on average, than white British children, an amazing story. It says "this should be regarded as a model for white majority countries."  Much of this could be the result of strong families, ethic of hard work, help from the idea that hardship brings virtue, and single minded determination of families and children to excel in studies, showing that obstacles such as language and other economic barriers can not only be overcome but actually be a motivational influence. This should translate into more success in the workplace. The report says this is happening in the workplace with diversity in the professions of medicine, law and teaching, and shrinking pay gap with white population. Criticism persists and is true for the top of the public and private sectors, the report says. Yet it should be uppermost in mind that in terms of number of people benefitted it is important- that the process be strong at the ground level so that the talented individual can then move to the higher ranks. To do this the report says British employers should go for more "evidence-based alternatives" than let "unconscious bias training" prevail without quite realizing that this is happening in the absence of initiative. Much of what happens in Britain is also true for the US and other places with British based educational systems such as Australia, Canada, New Zealand, and India, Bangladesh, Pakistan, Sri Lanka. In South Asia there are disadvantaged minorities because of old caste based inequalities and bias. There the problem also has its perverse forms in which politically motivated moves to assign quotas are made before the emphasis on education and investment in education for disadvantaged minorities. This is leading to a general decline in education in government or public schools and reliance on private sector schools to provide quality education. A process seen in Latin American countries such as Mexico and Brazil that also involves public sector unions and their control of who gets hired and how. The result is that huge problems not entirely visible like an iceberg that cripples ships or economies is happening in these countries, and the focus is almost entirely on the disparities in British schools where progress is actually being made with results, intentions backed by will to accomplish. ...
